Lee Bjerke, County Engineer, and Corey Meyer, Roadside Manager met with the Board to discuss road matters. Tony Phillips, Planning, Zoning, and Flood Plain Administrator, met with the Board to present the proposed Zoning Ordinance language, which involves Renewable Energy regulations. Moved by Ashbacher and seconded by Kuhn to open the public hearing on the proposed zoning ordinance. Motion carried unan- imously by roll call vote. No written or verbal comment was received before the hearing. Public comment was received at the hearing. The Board discussed the development of the language with P&Z Commission chair Wendy Stevens. The Board also discussed potential liability in adjudication of the ordinance as it pertains to disputes led with the Board of Adjust- ments. Moved by Thompson and second- ed by Beard to close the public hearing. Motion carried unanimously by roll call vote. Moved by Beard and seconded by Thompson to hold the rst reading of the proposed ordinance. Motion carried unan- imously and the reading was held. Daniel Paul Houdek, 41, is ac- cused of having a dog that ran Aug. 23 at 1:07 p.m. Maximum penalty for the simple misdemeanor is a fine of $625 and/or 30 days in jail. A non-jury trial is set for Dec. 2 at 11 a.m. in Fayette County District Court. Winneshiek County Sheriff’s Office Oct. 8 David Prahl, 52, of Manawa, Wisconsin, was driving an UTV in a pasture, traveling at a high rate of speed, at 3:15 p.m., and the UTV went airborne. Wisconsin, was driving an UTV in a pasture, traveling at a high rate of speed, at 3:15 p.m., and the UTV went airborne. A female passenger fell off the back bed of the UTV. She was transported by ambulance. Prahl sustained minor injuries.

Oct. 9Quentin Steege, 21, of Elgin, was

westbound on Conover Road at 12:15 p.m. and lost control of his vehicle. He left the roadway and rolled into the south ditch. No ambulance trans-port was needed. Steege was cited for failure to maintain control.

order at 7:07 p.m. Tara Hoffert, Bushman Insurance, ad-

vised of some changes in values that ICAP made on our buildings, which will in-crease the premium next year by $562.00. Ron Franzen, Fire Chief, asked for Mayor

to sign the Iowa DNR matching grant for the Fire Department to apply for equip-ment. It requires a 50/50 match, which the Fire Association will pay. Also discussed the physicals the insurance requested. Have not done any due to the expense and also COVID. Council advised to talk with our insurance for direction. Tom Madden from SEH Engineering

advised there is one step left on Environ-mental study, which is the Iowa DNR on the fl oodplain, then that will need to come to Council. He also applied for the WTAFP grant to assist with funding the project. He is still hoping to let bids in February.Madden also advised we received a vi-

olation from Iowa DNR for not meeting the intended plan we submitted for timing on the 2nd well. He explained the need for CDBG funds, which we cannot apply

for until next year since we already have received for the Lagoon Project. He is working on the SRF Intended Use Plan which is due in December. Motion was made by Glass, seconded by Schroeder, to approve the Agreement for Professional Services with SEH on the 2nd Well Proj-ect for Design and Bidding not to exceed $40,220. All Aye. Carried. There will be another agreement for construction of the 2nd Well. Greg Barta advised the storm sewers by

Meanwhile, supervisors heard from Winneshiek Med-ical Center’s Lynn Luloff and Lisa Radtke that the hospital took a hit in 2020, primarily stemming from March, April and May.

WMC had been on a path to breaking even early in 2020.

With the new fiscal year, the hospital is on track in its first quarter for a gain of over $1 million.

Public Health Director Krista Vanden Brink briefed supervisors Monday.

The public health direc-tor was asked about high case numbers lately in Wisconsin, at the same time as a manda-tory mask mandate there for months.

Current numbers in Winne-shiek County are pretty steady.

Vanden Brink pointed to a phenomenon of “mask fa-tigue.”

While people were original-ly more willing to wear masks, support is waning.

“And now they’re tired of this,” said Vanden Brink.

opted as follows: RESOLUTION TO CON-TINUE PARTICIPATION IN THE INSTRUC-TIONAL SUPPORT PROGRAMWHEREAS, the Board of Directors has de-

termined that to continue the current level of services and to fund the ongoing programs of the School District, continuation of partic-ipation in the Instructional Support Program for a period of fi ve years is necessary and in the best interests of the District and its residents and students; and WHEREAS, the Board of Directors has given consideration to continue participation in the Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa; and WHEREAS, the Board has published notice of the time and place of a public hearing on the Resolution; and WHEREAS, a hearing has been held upon the proposal to contin-ue participation in the Instructional Support Program and any objections are overruled: NOW, THEREFORE, IT IS RESOLVED: 1. The Board of Directors determines that

it is consistent with the five-year finance plan to fund the ongoing programs and ser-vices of the School District and it is in the best interest of the School District to contin-ue participation in an Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa, and to pro-vide additional funding therefor for a period of fi ve (5) years commencing with the fi scal year ending June 30, 2022. 2. The additional funding for the Instruction-

al Support Program for a budget year will be determined annually and will not exceed ten percent (10%) of the total regular program district cost for the budget year and monies received under Section 257.14, Code of Iowa, as a budget adjustment for the bud-get year. 3. Moneys received by the District for the

Instructional Support Program may be used for any general fund purpose. 4. The Instructional Support Program will

be funded by instructional support state aid and an instructional support property tax lev-ied annually upon the taxable property within the School District. 5. Unless, within twenty-eight days fol-

lowing the adoption of this Resolution, the Secretary of the Board receives a petition containing the signatures of eligible electors equal in number to not less than one hun-dred or thirty percent of the number of voters at the last preceding regular school election, whichever is greater, asking that an election be called to approve or disapprove this ac-tion of the Board adopting the Instructional Support Program, this action of the Board is fi nal and the Secretary is authorized and directed to certify a copy of this Resolution to the Department of Management.In the event a petition containing the re-

quired number of signatures is fi led with the Secretary of the Board within twenty-eight days of the adoption of this Resolution, the President shall call a meeting of the Board to consider rescission of this Resolution, or to direct the county commissioner of elec-tions to submit the following question to the qualifi ed electors of the School District at a special election.If the Board determines to submit the ques-

Covid restrictions, the Homecoming festivi-ties went well. Staff are participating in the 5-2-1-0 wellness program. The staff con-tinues to attend inservices and profession-al development. Mr. Blazek thanked Mrs. Cuvelier for allowing parking at her home during the cross country meet.Mr. Jurrens told the board that our enroll-

ment is down this year but that is in part be-cause of a large senior class who graduated in 2020. He also told the board that Turkey Valley is in great shape fi nancially and that we will be serving students for a long time. He also shared information from the audi-tors. Thanks to Janice Myers for all of her hard work on the audit and the CAR. Her efforts are greatly appreciated. The conven-tion is virtual this year. Turkey Valley will ask all staff and students not to use the gaiter masks per recommendations from public health. The fall sports will be starting their post season play soon. Good luck! Mr. Jur-rens told the board that he has had some questions on early retirement and health insurance for para educators. He will share additional information with the board mem-bers at a later date.The board would also like to thank Ms. My-

ers and Mr. Jurrens for their work with the audit and the CAR. Thanks to FFA for shirts for board members. Thank you to the Local Legions for presenting colors at our home football games.
