Workforce and Economic Development The Workforce and Economic Development division of the college offers a wide variety of short-term, noncredit courses to individuals in the community and to businesses and industries interested in providing training to their workforce. RCC continues to work with local employers, business / industry partners, and students to create modular training and education courses that result in the attainment of nationally recognized credentials. Many of these new certificate programs will be offered in the spring 2013 semester.

Public Safety Richmond Community College offers a wide variety of courses to help attain or maintain credentials to work in the public safety industry. The Public Safety Department of Richmond Community College offers training programs for Fire Fighters, EMS Technicians, Paramedics, and Rescue Technicians. Courses provide instruction to meet certification requirements established by the state agencies. Registration fees are waived for those affiliated with departments relevant to the training content.

Basic Law Enforcement Training This program gives students essential skills required for entry-level employment as law enforcement officers with state, county, or municipal government, or with private enterprises.

The program utilizes N.C. Criminal Justice Training and Standards Commission mandated topics and methods of instruction. General subjects include, but are not limited to, criminal, juvenile, civil, traffic and alcoholic beverage laws; investigative, patrol, custody, and court procedures; emergency responses; and ethics and community relations.

Emergency Management Courses These programs provide a foundation of technical and professional knowledge necessary to deliver emergency services in local, state, and federal government agencies, as well as the private sector. Study involves both management and technical aspects of law enforcement, fire protection, emergency medical services, emergency planning and emergency management.

Fire Service Training Fire Service Training is delivered directly to individual fire departments. Training held in local fire departments allows personnel to utilize equipment they will actually use in controlling fires.

RCC is certified by the N.C. Fire and Rescue Commission to teach the following courses:

Detention Officer Training Awareness of Issues Surrounding Returning Military Personnel - Online

This class is setup to provide students with vital information that will enable the student to successfully recognize the signs of post-traumatic stress disorder and aid in the reintegration of our troops in civilian life as well as those in law enforcement.

Bloodborne Pathogens - Online

Blood-borne pathogens are infectious micro-organisms in human blood that can cause disease in humans. These pathogens include, but are not limited to, hepatitis B (HBV), hepatitis C (HCV) and human immunodeficiency virus (HIV). Needle-sticks and other sharps-related injuries may expose workers to blood-borne pathogens. Workers in many occupations, including first aid team members, housekeeping personnel in some industries, nurses and other healthcare

personnel may be at risk of exposure to blood-borne pathogens.

Detention Officer Legal Update - Online

This course familiarizes the student with the recent cases addressing legal issues in local detention facilities, changes in statutory law and to answer technical assistance questions asked of the North Carolina Justice Academy.

Inmate Sexual Assaults - Online

This class is designed to help the participant better identify the warning signs of sexually assaulted inmates, evaluate the challenges regarding inmate sexual assaults that occur within a detention facility and define staff sexual misconduct in regards to the detention facility.

Managing the Inmate Population - Online

The class presents the student with the role of the detention officer and principles of management along with considerations in dealing with the diverse population housed inside the detention facility. The class will identify supervisory rules that detention officers must employ to maintain their effectiveness in dealing with inmates. Students will be able to recognize how an officer's attributes impact the supervision of inmates.

Domestic Violence: The Children Are Watching - Online

This class discuss how children are affected by domestic violence according to their age and how it affects children exposed to domestic violence.

JMST: Interaction Skills and Building Rapport - Online

The purpose of this class is to provide the participants with information to assist them in identifying the dynamics of juvenile minority sensitivity training and how it relates to interaction skills when dealing with juveniles.

Legal Update - Online

This course distinguishes selected recent federal and state case law as it applies to North Carolina law enforcement officers. Student will also analyze relevant North Carolina statutory changes and the practical implications for law enforcement officers.

Law Enforcement Intelligence Update - Online

This class describes the primary dangers to law enforcement associated with anti-government and extremist groups. Discussion will include emerging trends defined by intelligence-led policing and identify at least three (3) ways law enforcement professionals can stay up-to-date on current developments.

Responding to Individuals with Mental Illness - Online

This class identifies the characteristics that a person with mental illness may display to law enforcement. Students will learn the effective responses by law enforcement to persons with mental illness, including but not limited to deescalation and the use of other crisis response resources or strategies.

Coping with Vicarious Trauma - Online

Participants will receive information on vicarious trauma and its impact on the telecommunicator. At the end of the class, participants will be able to define vicarious trauma as it relates to emergency services, identify the significant impact vicarious trauma can have on the telecommunicator and illustrate the steps that can be taken to mitigate the impact of vicarious trauma on the telecommunicator.

Human Trafficking Awareness for Telecommunicators - Online

This class is designed to present the student with the unique dynamics of human trafficking as it pertains to the telecommunicator. Students will be able to define human trafficking according to federal and state law and examine various forms of exploitation associated with human trafficking.

Interacting with Sexual Assault Victims - Online

This lesson plan will provide telecommunicators with a basic understanding of how to communicate with victims of sexual assault. At the conclusion of this lesson students will be able to illustrate steps that a telecommunicator can take that will aid investigators in preserving potential evidence in sexual assault investigations.

Law Enforcement Intelligence Update - Online

This class informs law enforcement professionals of the proliferation of and the common dangers associated with extremist groups in North Carolina. Many of these groups maintain associations nationwide as well as throughout the State.

Officer-Involved Shootings - Online

This training will provide the participant with an understanding of officer-involved shootings, along with the role the telecommunicator plays in these incidents. Participants will identify incidents that may pose a greater risk for officer-involved shootings, discuss considerations a telecommunicator must evaluate during an officer-involved shooting, recognize how stress incurred during an officer-involved shooting may impact radio communications illustrate the role that critical incident stress management plays in minimizing the harmful effects of officer-involved shooting.

Radio Demeanor and Broadcast Techniques - Online

This training will provide the participant with an understanding of appropriate radio demeanor and the process in which to conduct professional radio traffic for law enforcement, fire, and emergency medical services personnel.

Workforce & Economic Development

Registration Information: Registration and Prepayment

Pre-registration and prepayment must be completed a week prior to the beginning of class. Students may register and pay at one of three convenient locations:

• RCC, 1042 W. Hamlet Avenue, Hamlet, NC 28345 • James Building, 106 Rice Street, Hamlet, NC 28345 • F. Diane Honeycutt Center, 600 McLean Street, Laurinburg, NC 28352

Also visit RCC’s Workforce and Economic webpage for an electronic registration form. Complete and submit the form electronically with credit card payment; print and fax the form with credit card payment; print and mail the form with check, money order or credit card payment; or print and personally submit the form and pay at the locations stated above.

Registration Forms

Registration forms can be found on RCC's website under “Workforce & Economic Development”. The form that is online can be submitted by fax, mail, or brought by any one of our locations.

Payment Types

Richmond Community College accepts the following types of payments:

• Cash • Check • Visa or Master Card: Please include the 3-digit security code that is found on the back of the card. • Money order

Third-Party Payments (Sponsors)

If using a third-party to pay for a class, such as Employment Security Commission, Social Services, Vocational Rehabilitation, community support agencies, or employer, please provide a check, voucher, or an authorization letter before registering. If using a company credit card, please bring a statement from the authorized agent giving permission to use the card. That statement should include:

• Company letterhead (if applicable) • Name of student • Name of class(es) • Cost of class(es) • Authorized agent’s name, signature, and date

Senior Citizens

Senior Citizens, ages 65 and over who reside in North Carolina, may be eligible to take Occupational classes for free, per semester. This does not cover books, insurance, and supply fees. Everyone, including seniors must pay full price for enrichment classes.

Class Cancellations

In the event that classes are cancelled, registered and paid students will be reimbursed their paid fees. Request for refund documentation will need to be completed by the student and submitted to the appropriate college staff within two weeks after the class has cancelled. If a student received funding from an external agency, the agency must request a refund. The student will not receive reimbursement for the agency.

Registration Information: Age Requirement

Students must be at least 16 years of age in order to register for classes. If a student is in school, a concurrent enrollment form must be signed by the principal and on file for that year.

Dropping a Class (Registration fees only)

If a student drops a class after the start of the class and before or on the 10% date, the student will be reimbursed up to 75% of the registration fee. If a student drops the class after the 10% date, the student will not be reimbursed any of their fees. If a student drops the class prior to the start date, the student may request a 100% reimbursement of fees. All documentation shall be received within two weeks of drop date to be considered for reimbursement.

Registration Reimbursement forms

In order to receive a reimbursement a student must complete the “Registration Fee Reimbursement” form. If the student has dropped the class prior to or on the 10 % date after starting the class the student is responsible for obtaining the instructor’s signature for 75% of the tuition reimbursement.

If class is cancelled, the reimbursement form should be completed and submitted to the Workforce & Economic Development Unit for 100% of the registration fee.
