In partnership with the City of Stratford, Perth East residents will have increased access to household hazardous waste disposal services. The City of Stratford Landfill located at 777 Romeo Street South will be accepting small quantity household hazardous waste materials generated within households of Perth East residents. Small quantity generators can bring in a maximum of 100kg of household hazardous waste materials; this includes a maximum of 10 fluorescent light bulbs and tubes, materials in individual containers which do not exceed 20L (5 Gal) and are originally labelled.

MAYOR’S MESSAGE - CHALLENGING BUDGET The Council of the Township of Perth East approved the 2016 Operating and Capital Budgets at the April 19th, 2016 meeting of Council. Mayor McMillan stated “2016 presented another challenging budget process for the Township, given the fact that provincial funding continues to decline and has resulted in revenue transfers decreasing from the Ontario Municipal Partnership Fund (OMPF) by $1.6 million since 2010.” The 2016 budget process began in July 2015 with a Budget Vision session where Council determined that in the best overall interest of the residents there would be no drastic changes to service levels. As well, the OMPF reductions and Consumer Price Index (CPI) rate would be included in the overall tax increase. In September, the annual review to establish CPI was approved at 1.433%. October saw the review of general fees and charges in preparation for inclusion in the budget to keep our revenue potential up to date. Also, the importance of internal and external equity within the organization required an updating to our salary scales for all Council, staff and volunteer firefighters. One significant service level change was recommend by the Perth East Fire Department Joint Advisory Committee. This approved change is a 2.5 year trial responding to certain identified medical emergencies. These Council approved directives were implemented as staff prepared the 2016 Budget which was reviewed throughout January to March. The end result is an approved 2016 Corporate Budget increase for the Township of Perth East of 12.885%, reduced to 10.987% after adding in additional assessment growth. As shown by the following table, Provincial programs make up 6.225% of the budget increase with the Municipal share being 6.660%.

After inclusion of County and Education rates the total levy increase is 8.42% which means a tax rate increase of 1.92% for residential properties. The following chart illustrates the Township, County and Education share of the tax bill.

How to Have Successful Swimming Lessons

Visit the pool before swimming lessons start. Give your child a tour of the facility so he/she is familiar with the pool. Have fun and swim with your child during a recreation swim prior to the beginning of lessons and practice skills they already know. Set realistic goals with your child and allow your child to feel that there are no expectations to receive a badge. Swimmers often need more than one set of lessons in order to gain the skill that will allow them to complete a level. Make sure you bring any concerns to the instructor in a timely manner.

BUDGET (CONT’D) 2016 capital projects address safety and planning as well as asset ma in tenance and replacement schedules. Facility and property projects for 2016 include the construction of a new fire hall and development of residential lots at Arena Drive in Milverton, Newton Pavilion and Newton Park washroom improvements. Other 2016 capital projects include, lifecycle replacement of equipment and vehicles, website enhancements, paving of PERC parking lot, energy efficiency PERC projects, pool cover and diving boards, new playground equipment at Pioneer Park Millbank, Shakespeare Fire Station insulation and ventilation repairs. Transportation projects include resurfacing Road 129 from Perth Line 72 to Line 64, fibre mat surface treatment of Forest Road, Road 140 reconstruction from Line 82 southerly, Line 61 road improvements from Road 140 to Road 116, and Shakespeare Storm Drain construction on Fraser and Trachsel Streets. The following scenarios demonstrate typical property tax bills after inclusion of the Township, County and Education tax rates and the fourth year phased-in assessments under the Four Year Provincial Assessment Phase-in Program (2013-2016):

RV Fire Safety - Protect Your Home-Away-From-Home

Install and maintain at least one smoke alarm in your RV near the sleeping area. Special 12v smoke alarms, designed specifically for RVs, are available from specialized retailers. Depending on the size of your RV and placement of sleeping areas, more than one smoke alarm may be required. Install a fully charged multi-purpose or ABC fire extinguisher in a visible, easily accessible location near an exit where escape is also an option. Make sure everyone knows where it is and how to use it.

Booking Building Permit Inspections by Voicemail

The Bui lding Department has implemented a new system for booking building inspections. To book your inspection, please call 519-595-2800 ext. 241 and follow the instructions for leaving a message. If booked by 4:00 pm one business day, the inspection can usually be booked for the next business day. A minimum 24 hours’ notice is required for ALL inspections.

Perth East Public Library

TD Summer Reading Program. This is a weekly program that will begin the week of July 4, geared to 4-9 year olds. Cost per week is $30 per week per child. Early bird price of $25 per week per child for registrations received before June 25. Program runs Tuesday, Wednesday and Thursday afternoons from 1-4 pm. The theme this summer is 'WILD'.

Marriage Licences

The Township of Perth East issues marriage licences in accordance with provincial requirements and Township policies and procedures. Licences are valid for 90 days from date of issuance. Dust Control Dust suppressants are applied once annually to Municipal roads to assist in controlling dust. Dust suppressants do not create a driving surface. Effectiveness of dust suppressants are maximized when moisture is present for the calcium chloride to bond with, and to create a seal on the surface of a gravel road. When moisture is not present, (due to prolonged dry periods) the effectiveness of the dust suppressants can be reduced. The Township of Perth East has procedures in place to attempt to apply dust suppressants at the optimum time of the year in order to maximize the creation of a seal on the surface. Re-application of dust suppressants, particularly late in the year, has been found to be ineffective. Suppliers of the dust suppressants generally do not recommend reapplication during dry periods. Without the presence of appropriate moisture, the products are found not to perform as desired, and therefore, do not represent value for the expenditure. The Township of Perth East regularly reviews application rates.

Planning for a Tent? Plan on a Building Permit. The warmer weather brings with it outdoor parties and weddings. If you are planning on having a tent or group of tents you may need a Building Permit. A tent or group of tents over 60 m2 (646 ft2) in gross area requires a Building Permit. In addition, if the tent is over 225 m2 (2,421 ft2) an inspection of the anchorage and tent structure is required by a Professional Engineer.
