Owing to rise in cost of labour and materials, therates of the Odisha Gazette have been revised witheffect from the 1st January 1994 as follows :—

The subscribers will receive the Odisha Gazette alongwith the Extraordinary issues of the Odisha Gazettepublished from time to time in a year against their annualsubscription. No subscription for any particular part ofthe Odisha Gazette/Extraordinary issue of the OdishaGazette exclusively will be entertained.

(A) The revised annual subscription of the entireOdisha Gazette (all parts) including Extraordinary issuesof the Odisha Gazette has been fixed at Rs. 1,456.00without postage and Rs. 2,122.00 from the 1st June2002 with postage.

(B) The revised rates per issue of all the parts of theOdisha Gazette is fixed at Rs. 28.00. The OdishaGazette will not be available for sale partwise.

(C) The cost of the Extraordinary issues of theOdisha Gazette has been revised to Rs. 2.60 withoutpostage per page and the postal charges will be addedaccording to the weight, if ordered for by post.

6. Bid for the work shall remain open for acceptance for a period of ninety days from the lastdate of receipt of bids. If any bidder/tenderer withdraws his Bid /Tender before the said period ormakes any modifications in the terms and conditions of the bid, the said earnest money shall standforfeited.

7. A bidder shall not be permitted to bid for the work in the M.I. Circle concerned for awardand execution of contracts in which his or her spouse’s near relative (defined as first blood relations,and their spouses) is posted as Divisional Accountant/ Divisional Accounts Officer or as an officer inany capacity between the grades of Superintending Engineer and Junior Engineer (Both inclusive).

8. No Engineer of Gazetted Rank or other Gazetted Officer employed in Engineering orAdministrative duties in an Engineering Department in State Government is allowed to work ascontractor for period of two years after his retirement from Government service without Governmentpermission.

9. The name of the contractors, who are participating in this e-tender but not submitting theoriginal cost of tender paper and bid security, will be reported to the State e-Procurement Cell aswell as to the higher authorities for necessary action against them. Non-submission of bid securitywithin the designated period shall debar the bidder from participating in the Online bidding systemand his Portal Registration shall be blocked. His name shall also be informed to the registering authorityfor cancellation of his registration as contractor.

10. If L1 bidder does not turn up for agreement after finalization of the tender, then he shall bedebarred from participation in bidding for three years and action will be taken to blacklist the contractor.In that case, the L2 bidder, if fulfils, other required criteria would be asked for drawing agreement forexecution of the work if he negotiates at par with the rate quoted by the L1 bidder otherwise thetender will be cancelled. In case a contractor is blacklisted, it will be widely publicised and intimated toall Department of Government and also to Govt. of India agencies working in the State.

11. If the rate quoted by the bidder is less than 15% of the tendered amount, then such a bidshall be rejected and the tender shall be finalized basing on merits of rest bids. But if more than onebid is quoted at 14.99% (Decimal up to two numbers will be taken for all practical purposes) less thanthe estimated cost, the tender accepting authority will finalize the tender through a transparent lotterysystem, where all bidders/ their authorised representatives, the concerned Executive Engineer andDAO will remain present.

12. Before acceptance of tender, the successful bidder will be required to submit a workprogramme and milestone basing on the financial achievement so as to complete the work within thestipulated time and in case of failure on the part of the agency to achieve the milestone liquidateddamage will be imposed.

13. The contractors who want to participate in the tender are to submit only one bid for anyparticular work.

14. The bids must be accompanied with all printed pages of the scanned copy of contractor’slicense, VAT-612,PAN, price preference in case of SC/ST contractor, No relation Certificate, failingwhich the bids will be rejected.

15. Engineer contractor asking for exemption of EMD/ISD has to produce scanned copy ofaffidavit stating that “I have not exempted for more than two works during the financial year 2016-17”failing which the bids will be rejected.

16. Bidders who participated in the bid can witness the opening of bids after logging onto thesite through their DSC. If the office happens to be closed on the date of opening then the bids will beopened on the next working day.
