State Representative Anita Astorino Kulik represents the 45th Legisla-tive District. This includes portions of Scott Township, Carnegie Borough, Rosslyn Farms Borough, Pennsbury Village, Robinson Township, Kennedy Township, Stowe Township, Coraopolis Borough, Neville Township, Ben Avon, Emsworth Borough, Kilbuck Township, and Ben Avon Heights.

Hello Ward 3! I hope that everyone had a happy and blessed New Year! Hopefully the

snow is behind us & we can look forward to a beautiful Spring & Sum-mer. A big thanks to our Public Works Department for always keeping our roads clear and safe!

As the weather improves, take an opportunity to enjoy our beautiful parks. We continue to try and make improvements that benefit everyone. A permanent bathroom facility has been added to Spinner Field. I promise to help and keep an eye on it!

Please take any opportunity you can to support & help our Fire District & EMS. These brave men & women serve our Township every day. Bower Hill VFD alone had over 260 calls last year!

Dear Residents of Ward two in Scott Township, Thank you for the overwhelming support in the past election and for

entrusting me to represent you, I will try to never disappoint you.Last year finally brought the completion of the children’s playground in

Scott Park. This playground is handicapped accessible and I’m sure will be enjoyed for years to come. Please stop and see the new playground, I think you will be as amazed as I was. A large section of Lindsay was paved last year leaving only a small section that still needs paved and I hope to have that section done this year. If we do not change the paving guidelines and if the contract prices remain stable I would like to see Pine Trees Drive paved in Ward Two this year. The hockey deck at the park really turned out nice and I hope this facility is utilized and enjoyed by the children year round.

We are a thriving community which can be witnessed each year with the number of our neighbors who are remodeling and repairing their homes. Every spring, and summer we have a sea of contractors performing work to enhance the resident’s homes. Fewer people are parking in the front yards and we have no empty homes due to foreclosures and the ones that were are now repaired, or flipped bringing us great new neighbors with civic pride.

This year I was appointed as the chairman of the finance committee for the township and will be watching the spending of all Township monies. I will fight to make certain your tax dollars are not wasted.

We have very qualified employees that are great workers. The winter road conditions are the best in the South Hills, and our parks are beautifully maintained thanks to the public works department, our office staff work diligently to help our residents and, our police officers are very concerned, honest, hard working and create our safe neighborhoods. We have 3 vol-unteer fire departments that are outstanding and dedicated. We can be very proud to live in Scott Township.

The township has revamped the website and it looks terrific with many interactive pages and many forms that are now able to be filled out and printed making the application process very simple. Please check what is going on in your community on our webpage and try to take advantage of the special events. There is a section on our webpage to put your email, home phone, or cell number to be notified of problems or emergencies.

In closing remember cars must be licensed and have valid state inspec-tion to be parked in the driveway, on street parking is not permitted from 2:00am to 6:00am and, please if you see something wrong say something, lookout for our neighbors. Hello, fellow residences of Ward 4. I hope you had a Blessed and Merry Christmas and that your New Year will be of good health for you and your families.

In my last newsletter I asked if you were not satisfied with issues in the Township issues to voice your opinion. Well your voice and vote called for a change. We now have two new commissioners on the board and they are anxious to work objectively for the good people of Scott. Your voice in the Township matters and your input can be addressed at Township Meetings. Commissioners work for the people of Scott and if you see something that does not look right, let us know before it turns into a problem.

For an update, the Traffic Signal for Bower Hill Road and Kane Blvd. is underway. The delay was due to the construction of a new water line installed on Bower Hill Road. We agreed to delay our traffic signal project and not have two projects working simultaneously to prevent even more traffic congestion.

This year’s Road Program will be again very productive and for you wondering about Vanadium Road from Bower Hill Rd. to Worcester Dr., it will have a major upgrade. The upgrade will include new sidewalk and curb with full depth paving of the roadway.

If you did not see the new playground equipment at Scott Park, you are in for a pleasant surprise. It is a wonderful playground for our children to enjoy for years to come.

The best interest in our Township should always be our first priority in decision making and if you believe there is a compromise on any issues, please let your commissioner know your concerns.

And last, I want you to know that I appreciate your support and that I am honored to be your commissioner. Thank you.

To the Residents of Scott Township: This issue of Scott Topics is filled with upcoming events and information that is useful for every resident.

Recently the Township revamped our website. Please be sure to take a look and give us your feedback at www.scott-twp.com. We have a new IT Director, Jim Stoker, who will be keeping the web site updated with the Township’s information and upcoming events. In addition to the website, we have installed a new LED digital sign in front of the municipal building for the Township residents to be updated on events throughout the Township as well. Scott Park also received some additions this year. The park is now equipped with a regulation size Dek Hockey Rink and playground partially funded by the DCNR grant funding.

The Township was again awarded Banner Community status in 2018 thru the Allegheny League of Municipalities. Scott Township earned this designation by modeling ourselves as a community committed to sustainable practices, intergovernmental cooperation, sound fiscal management and proactive communications to engage community stakeholders.

This issue of the Scott Township News will focus on upcoming events, usual seasonal issues, as well as provide you with some useful information regarding the most recent legislation of general interest to our Scott Township residents. I hope this issue of the newsletter is both informative and helpful to you.

the election. It was made easier by everyone’s help.With a lot to learn in this new adventure I am looking forward to

representing the 8th ward. Several residents have already started voicing their concerns with issues about speeding around Meadowlark Park and on Raven Drive; I am investigating solutions to help with the problem. Also, I have been in contact with Penn DOT and they are in the process of looking to find the proper fix for Scrubgrass Road (flooding, ice, etc.).

Please take the time to read through this newsletter. The information contained herein I feel will be very beneficial and helpful to the residents of Scott Township and the surrounding communities.

There have been many enhancements made to the Scott Township Park over the past couple of years. Come check out the new pool, deck hockey rink, pickle ball courts, and the new playground equipment. Also, please try to visit and check out the new renovations made to the Scott Township Library.

Now that the weather will be improving we can begin to look for-ward to the upcoming events at the park such as the Easter Egg Hunt, Memorial Day Parade, Public Safety Day, Fourth of July, Movies in the park, and Octoberfest.

I also want to thank all of our public service personnel who do such a fine job of protecting the residents of Scott Township. I can’t thank the Public Works, Police, Fire Departments, EMS Departments and all of our first responders for the great jobs they do protecting us all year round.

We truly have a wonderful home here in Scott Township and I pledge my continuing efforts to work with the Administration and other Commissioners to keep it that way.

I would like to begin by thanking all of you in the 6th Ward who voted for me, and to all others, I hope that I can earn your trust. Since this is my first foray into local politics, I will do my best to listen to the residents of my ward regarding all concerns, and hopefully work together to get a satisfactory resolution to any problems that may arise. My goal is to be a good Commissioner and my mission is to vote fairly on issues that affect all Township residents.

As a long time employee and resident of Scott Township, I realize how decisions by the Board of Commissioners can affect the day to day lives of the employees and citizens. I hope to work hand in hand with the Administration, Police Department, and Public Works in order for Scott Township to remain a safe and great place to live.

Paul Abel 6th WardAs your Commissioner, I am honored to serve you and be your ad-

vocate.Scott Township is a safe, affordable, and conveniently located mu-

nicipality in which to live, work and raise a family. That said, we need to continue our efforts to market Scott Township to attract new businesses, and residents, to help keep our property values high and our taxes low.

In early 2017, Scott Township Manager Denise Fitzgerald, and I set out to accomplish this task through the use of information technology and social media. We agreed that Information needs to be disseminated quickly and accurately, such as Public Service announcements, Amber Alerts, or the relocation of an event held at Scott Township Park or Municipal Building. We also agreed that as community leaders, partnerships between our local government and its constituency help instill pride and civic responsibility.

Our first effort began with Scott Township resident Peggy Troiani Owner/Operator of Troiani Web Design, to create a new professional, interactive, and user friendly Scott Township web site. Denise and I are very excited with the results, and we hope you will find it useful and informative.

Our second effort was collaboration with VIS Signs/Visual Infor-mation Systems on a new LED Display Message Board located at the entrance to Scott Township Municipal Building. This message board will enable Scott Township Government Administration to quickly dissemi-nate public service announcements such as Amber alerts or the relocation of an event held at Scott Township Park or Municipal Building.

An important component to assist us with the use of information technology and social media is the recent hire of Jim Stoker as our In-formation Technology Technician Manager. Recently, Jim agreed to develop a Public Agency Account on the Social Media website “Next-door” to help Scott Township communicate with residents on important issues such as Crime and Safety.

Working together with Pennsylvania State Representative Anita Kulik and Allegheny County Councilman Pat Catena, who provided the funding, Denise and I were able to purchase a Standalone Automatic Ex-ternal Defibrillator (AED) for the Scott Township Municipal Building.

Denise Fitzgerald and I also applied for and acquired a matching grant to help fund a second Automatic External Defibrillator (AED) for the Scott Township Pool.

As the Chairman of the Public Relations Committee, we issued over 25 Proclamations including but not limited to:

a. The Scott Police Department for Law Enforcement Appreciation Day which commemorates annually on January 9th.

b. Several Local Small Business Owners and their successful activities.c. Several Boy Scouts for attaining the rank of Eagle Scout, d. A (60) year wedding anniversary, e. The Celebration of the (100) year anniversary of The Beth El Congregation.

DISTRICT 1: - UPDATE It was a very sad time as we experienced the sorrowful impact of a

lethal fire in our community and the tragic loss of life, and displacement of residents. Throughout that ordeal, I met with several residents, and I was truly touched by all of their concern and willingness to help. In the days afterward, I reflected on the tragedy, and I only hope that I was able to offer some solace to those in need.

I am truly proud of all of the First Responders, and our Police Depart-ment who were on scene. I would also thank my fellow commissioners for their solace during this tragedy.

Because of the tragedy, I reached out to my friend and confidant, Pennsylvania State Representative Dan Miller. Dan also represents District 1 of the 7th Ward, and Dan is an active member of the Mt Lebanon Fire Department.

Dan and I discussed several issues including Mt Lebanon’s “After the Fire-First Night Free Program”. This Program allows residents one free night at the Crowne Plaza Hotel in Bethel Park to eliminate the bur-den of wondering where a family is going to stay after a disaster strikes.

Shortly thereafter, Denise Fitzgerald and I collaborated and I am glad to report that we were able to implement an identical program here in Scott Township.

The 2017 Road Paving Program was completed in conjunction with new and updated road/pedestrian directional signage to identify traffic patterns and road hazards.

We again issued Twin Hills Controlled Archery Hunt Letters as per Court Ordered Mandate.

At Cochran Hall we installed (2) New Hooded Sewer Inlets to help deal with storm water runoff and keep debris from clogging both Sew-ers and causing flooding.

DISTRICT 2: - UPDATE

The highly anticipated annual Orchard Spring Road Halloween Party was enjoyed by all. This year the event was led by planning com-mittee members; Rachel Schwartzmiller, Colleen Hough, and Melody Mackin which raised $350.00 for the Scott Township Public Library. This family oriented event allows the community to come together for an afternoon of costumes, games, food, but mostly good old fashioned neighborly fun. District Magistrate Craig Stephens and his family were on hand, and the Judge cooked his infamous hot dogs.

I would also like to thank the Janco family for their participation, especially Greg Janco and his compilation of a collage to commemorate the event which was proudly displayed in the lobby of the Scott Township Municipal Building, and the Scott Township Public Library. My wife Jeanette and I were again honored to participate as a costume judges.

In the lower Parklet on Orchard Spring Road, we honored and com-memorated the memory of the late Marge PASTOR and Jane SLATER and their families by installing a plaque on one of the Parklet benches.

Township Road Maintenance • We obtained approval for a Pilot Program on the Conversion of

(15) Sodium Street Lights to LED Cobra Head Street Lights. • We coordinated new updated road and pedestrian directional

signage indicating traffic patterns and road hazards.

As your Commissioner, I attended and participated in: The Allegheny League of Municipalities (ALOM) Conference; The Scott Township An-nual Public Safety Day; The Cochran Hall Annual Cookout; The Scott Township Annual Oktoberfest; The Scott Township Annual E-Waste Recycling Event; The Scott Township Annual Toys For Tots Campaign; The Scott Township Annual Christmas Tree Lighting Ceremony; and The Cochran Hall Christmas Luncheon.

In conclusion, I am pleased to report that during the January 2018 re-organizational meeting of the Scott Township Board of Commission-ers, a majority of my colleagues elected me to fulfill a (2) year term as President. In that role, I pledge to be fair, honest, and considerate of my fellow Commissioners, and their constituents. I further pledge to be fiscally conservative and to identify cost savings methods and more efficient methods of operation.

When you are spring cleaning, keep in mind that it is unlawful to have unsightly debris or junk in your yard or around your property. It is also illegal to have unregistered or uninspected vehicles on your property.

Haul away bags or dumpsters can be placed on your property for clean up or a construction project for a maximum of 10 days.

PODS are a convenient way to pack your belongings for storage elsewhere. Again, they can be on your property for a maximum of 10 days. You cannot use trailers for storage on your property.

Parking on your lawn or in your yard is illegal and the Police Department and Code Enforcement are working together to step up enforcement. Officers will be looking for illegally parked cars evenings and week-ends and furnishing the information to the Code Enforcement Office.

Rental PropertiesUnder PA Act 21, effective June 1, 2015 owners of all

rental properties will be required to install carbon monoxide detectors. This will become part of the inspection process.

RecyclingPlease place your recyclables in the bin with the lid

opening toward the street with a minimum of three feet between each container and other objects. Do not park your vehicle near the container. Do not leave additional recycling on top of the lid or beside the bin. The truck has a mechanical arm that reaches the bin so it is very important that you fol low the placement instructions. Wrongful placement of the recycling container will result in being left on your property.

Winter DaysDuring the winter season please do not plow the snow

from drive-ways or other property areas onto the streets and public ways as reflected in Ordinance #1486-01. Not following the Ordinance makes it difficult for our Public Works staff to remove all the snow off our streets properly. In addition, please be aware that snow must be removed within 24 hours of a snow fall from all property owned areas.

Home to a Natural Woodland Area with Walking Trails

If you like to watch birds, experience nature with a brisk walk in the woods, or just want to take your dog out for some morning exercise, the Kane Woods Nature Area located on Scrubgrass Road is the place to go.

Three parking lots are available for visitors: A small one is the Whis-key Point Trailhead located at 1461 Scrubgrass Road directly across the Veteran’s Memorial Bridge. The second, larger parking lot is the Scrubgrass Run Trailhead at 1459 Scrubgrass Road, and the third is the Jewish Community Center parking lot on Kane Blvd. All three areas pro-vide easy access to the trail network.

The Scott Conservancy is com-prised of local residents who love Scott Township and its wild and

scenic nature areas. Vol-unteers without paid staff or professional fundraisers manage the Conservancy. All the money raised by donations go right back into the community to improve the nature area and maintain the trails.

UPCOMING EVENTS(additional events will be posted on our website www.bowerhillfire.com):

1. CRAFT FAIRS — We have several craft and vendor fairs scheduled throughout the coming year. Our next one is on Sunday, April 29, 2018 from 10:00 am to 3:00 pm at the fire department located at 161 Vanadium Road. We are also scheduling one in late July or early August (date to be announced – please check either our website or the township for the date), and our third one on Sunday November 11, 2018

2. GOLF OUTING — We have our annual golf outing in the fall of the year. Please check out our website www.bowerhillfire.com in the fall for date and time. We usually try to schedule this on a Sunday when the Steelers are off or have a late afternoon start. So come join us for a fun time with great prizes and good food. Again check our website www.bowerhillfire.com for the date and location of the outing.

3. OPEN HOUSE — Bower Hill sponsors an open house at the Fire Department each year during Fire Prevention Week. This year it will be on Sunday, October 7, 2018 from Noon to 4:00 PM. Come join us for an afternoon full of events, including trying on the equipment that we wear into fires and maybe even riding the fire engine.

4. SANTA VISITS — During December we travel with Santa on our Engine to Bower Hill’s neighborhoods so that children can see Santa and tell him their wishes for Christmas. Date(s) for this will be posted on our website www.bowerhillfire.com as the holiday season approaches.

5. COMMUNITY EDUCATION — as part of the services we provide to the residents of Bower Hill we do several “Touch a Truck” events for schools, day care centers, etc. annually. We have even come to neighborhood Block Parties with one of our engines for “Touch a Truck”. We are also available for other types of educational programs. Please call the station 412-221-3497 to talk to someone about these pro-grams. We also participate in the Scott Township Public Safety Day and Octoberfest Events also.

INFORMATIONAL ITEMS:1. PHONE CALLS — Bower Hill Volunteer Fire Department DOES NOT make any phone calls to residents asking for financial support. Our only contact is by the mailings that we send in October and January regarding our membership program.

2. HOUSE NUMBERS — Check your house numbers and see if they are visible from the curb both night and day. This is vitally important in getting the right services to you when needed.

3. SMOKE ALARMS AND CARBON MONOXIDE DETECTORS — Please re-member to change the batteries in both your smoke alarms and carbon monoxide detectors when you change your clocks. This will insure working alarms in your home. It is recommended that you replace your smoke and carbon monoxide detectors every 7 to 10 years.

Bower Hill VFD is one of 3 Fire Departments that serve the over 17,000 Scott Township residents and businesses. Bower Hill is a completely volunteer fire de-partment with approximately 40 members who can respond to calls for assistance from the residents and businesses, regardless the time of day.

Here are some ways that you can support Bower Hill so that we can continue to provide fire service to the residents and businesses of Scott Township.

AMBULANCE MEMBERSHIP — By becoming a member of Bower Hill you can receive medically necessary ambulance transports and we will accept what your insurance carrier pays and not bill you for the balance of the ambulance transport. We provide ambulance services and transport whether you are or are not a member of Bower Hill.

5. DEPARTMENT MEMBERSHIP — Become a member! We have several positions that you might be able to fill. Not everyone in our department is an interior firefighter. Several members provide help on the exterior of the fire ground as well. Helping with many tasks involved in fighting a fire or at an accident scene. If you would like to talk to someone about joining please call 412-221-3497 and someone will contact you shortly. We supply the training you need at no financial cost to you! We also participate in the CCAC FireVest scholarship education program for anyone attending CCAC, not necessarily involved in Fire Service education. Want to check out what we do? Please feel free to stop by the station on the 2nd, 3rd, and 4th Wednesday evenings of each month when we have drill. We start our training at 7:00 PM.

6. JUNIOR DEPARTMENT — We also have a Junior Fire Department Program for anyone ages 14 to 18. These juniors participate in the drills with the senior members (except for anything dealing with active fire) and take the same trainings as the senior members do at the Fire Training Academies in Allegheny or Wash-ington Counties. Many of our Junior Members have pursued the Fire Service as a career, with some even getting their Associates or Bachelor’s degree in the Fire Service. All of our current Line Officers have participated in Junior Fire Programs, many with Bower Hill.

RECYCLING COLLECTION PROGRAM Curbside recycling service is provided every other week to residents. Your week depends on your location and will not change in 2018. Please see the attached street listing and calendar as a reminder of your service day and recycling week. Great things happen when you Recycle Often. Rubber Ducky RaceOn the 4th of July, the Scott Conservancy will be selling 50/50 raffle tickets for the annual “Rubber Ducky Race” outside the pool area. Buy a ticket for $5 and a duck with your ticket number on it will be entered into the race. At 3:50 p.m., watch the ducks swim down the water slide and race across Scott Pool! Proceeds benefit The Scott Conservancy and will be used to maintain the Kane Woods Nature Area for community use. The race is open to all ages and is a fun way to show support for us. Hope to see you there and may the best duck win!

Enjoy a Special Night Time SwimThe pool will close at 6:00 p.m. and re-open at 7:00 p.m. This will provide the perfect place to watch fireworks, which will begin at 9:31 p.m. that evening, and enjoy pool side music from 7:00 p.m. to 10:00 p.m.! Balls and rafts will be permitted in the pool at this time. Admission for the night swim will be $1.00. The admission price will be used to defray the cost of the fireworks.

2018 • Scott Township Summer Recreation • 2018The purpose of the play camp is to provide a complete recreational program that will meet the needs and interests of all the children living in the Chartiers Valley School District.

Chartiers Valley School District Children - Children who have completed Kindergarten through 6th Grade. All children in the surrounding communities may also participate in the program.

SCOTT TOWNSHIP PARK TIME: 9:00 AM TO 12:45 PM DATES: JUNE 26th TO JULY 28th

REGISTRATION: Saturday, June 2nd, 9:00 AM to 11:30 AM and on Monday, June 4th, from 5:30 PM to 7:30 PM atthe Scott Township Pool Community Room. Additional information will be available during registration or by calling 412-279-0633. (Proof of residency required)
