LTU’s Publishing Policy

• Recommends that researchers at LTU:– Make their research freely available by publishing directly

in Open Access journals (i.e. Gold OA)or

– Choose a journal that allows parallel publishing (6-12 month embargo period)

– Make other rapports and publications with a LTU copyright or authored by LTU researchers freely available in the university’s publication database (Licentiate, PhD theses, etc.)

Open Access

• Open access means making research freely available, online for everyone to read, download, link to, etc.

– Gold Model: Publisher makes the article immediately available upon publication.

– Green Model: Publish in the traditional way and at the same time deposit a version of the article in a preprint archive, IR, or personal website.

Vetenskapsrådet

• ”The Swedish Research Council [VR] proposes that Sweden adopt a strategic objective that from 2025, all scientific publications and artistic works resulting from research financed with public funds shall be published immediately with open access” (p. 10)

VR’s goals:– develop guidelines for open access– develop a plan for implementing the guidelines, including the

delegation of responsibilities– define measurable goals to accompany the implementation– develop a funding model to support the implementation

Horizon2020

• ”Under Horizon 2020, each beneficiary must ensure open access to all peer-reviewed scientific publications relating to its results” (p.6)

• EU commission works to ensure research paid for by public funds should not be paid for again each time it is accessed, as well as benefit EU companies and citizens.

Swedish initiatives- other types of publications

• Monograph initiatives: – VR, Riksbankens Jubileumsfond, and Kungliga Bibliotek funded A

National Consortium for Open Access Books in Sweden (2013) for OA book publishing• Current system has poor dissemination• Quality reviews are lacking• Diminishing market

– Göteborg, Lund and Uppsala Universities pilot project– Stockholm University launched a publishing house specifically for OA

books– Grants provided by Lund University and Riksbakens Jubileumsfond

for OA

• Artistic works initiatives:– Göteborg University’s Faculty of Fine, Applied and

Performing Arts is developing work for the registration of artistic works

– VR recommends that the issue of whether artistic works can (and should) be required to be OA should be further clarified by a suitable authority

• To ensure scientific publication quality, LTU distributes internal allocations based on established criteria:– Articles must have the author affiliation Luleå University of Technology– Articles must be published in international, scientific, peer-reviewed journals– Articles must be registered in the university’s digital publication database

“Sweden can propel the development towards publishing in open-access journals through encouraging research councils and higher education institutions to assess the individual work instead of an assessment of the publication or publisher” (p. 11) Vetenskapsrådet (2015)

• Criteria for an “International, Scientific, peer-reviewed journal”:– Identifiable by ISSN– Have a scientific editorial board– Have routines for peer-review– Registered on the Norwegian List, the Danish List, or in Web of Science

• Artistic productions – criteria set out by The Board of the Faculty of Humanities and Social Sciences (FFN)

LTU’s Publishing Policy

• Financial compensation for publishing in Open Access journals is currently under consideration (2016)

• The infrastructure at LTU for artistic works, books, and datasets has not yet been fully realized.

The University Library at LTU

• LTU library works to:– Import and register publications in the university’s publication

database– Validate publications for financial compensation– Inform researchers about Open Access options– Inform researchers about Open Access policies (local, national and

international)
