Law 278 from Nov 29th 1998 as amended.• Puerto Rico Fishing Regulations

7949, December 2010.• Fishers must submit trip tickets

reporting they landings monthly and no later than 60 days.

• Non compliance in reporting might result in DNER cancel the Commercial License or not renew it.

• Their catch is reduced to a list. Please see the delivered list.

How data flows?

• Ornamental fishers must submitted their reports monthly as the others commercial fishers. In their case the DNER ask just for monthly reports.

• The data is received by CFSP and the Statistics clerk enter the data in an excel spreadsheet.

• Data is available in electronic files for the period of 1997-2008.

Biostatistic Data Availability

• 1988-2008 has been sent to NOAA Fisheries SEFSC.

• 2009 and 2010 – currently on data entry

process.• 2011 – Collecting data. The data will be Enter TIP on Line.

Biostatistic Data Flows

• The 12,000 biostatistics samples were entered by two statistics clerks.

• Due to fiscal problems since January 1st 2010, the CFSP has just one statistics clerk.

• Biostatistics data 2009 and 2010 has been enter.

• Biostatistics 2011 will be enter via TIP on line by port samplers.

How Landings data flows at the CFSP?

Landings Methodology• Fishers submit their trip ticket

report monthly to CFSP directly, by mail or thru DNER Regional Offices. Also, many fish houses submitted their reports.

• Every fisher receive a receipt of their reports.

• Landings report are required by Law 278 as amended Regulation 7949 (previously 6768).

• Data available in electronic files 1983-2009; 2010 will be available in few weeks (2-3 weeks).

Landings Methodology

• Data received are enter in computer by statistical clerks.

• Fishers have a maximum of 60 days catch to report the data to the CFSP.

Landings Methodology

After data entry, the P.I. runs a validation program to eliminate the duplicates and corrected dates.

Then the data is send to Josh Bennett, at NOAA/SEFSC, Miami, FL.

Because there is only one Statistics Clerk, 10 to 20 labor days after trip ticket arrives to CFSP, the data is already enter.

Approximately 66,000 landings record records were submitted in 2010. Also approximately 12,000 records of TIP data information.

Only one statistics clerk. She has to:receive the data, prepare the commercial fisher receipt, edit with the help of port samplers, file all the data, prepare list of commercial fishers that submitted regularly their data to CFSP, etc.

During 2000 to 2009, the CFSP had two statistics clerk and the data entry process took probably 7-10 days to be completed in the system.

e Conclusions

-To improve the ornamental data collection to be a trip ticket, also obtained place and effort information-Biostatistics data will be enter by port samplers starting 2011.-Most of the reported CFSP Data flows from fishers to the Program in 30 days. -However, in the office due to personnel reduction, landings data takes 10-20 labor days from the Office to be available in the electronic format.-The addition of one full time statistic clerk will reduce the data flows from 10-20 labor days to 5 -7 days .
