Pamintuan Jr. said that among Lazatin Jr’s propos-als is an ordinance mandat-ing collections from the pub-lic market and part of the 20% development in the Internal Revenue Allotment (IRA) to be used for other purposes.

“We all know that our public markets are classi-fi ed as economic enterprises hence the income cannot be used for purposes other than funding its operations. We all know that there are national guidelines in the use of the 20% development fund. In

Lazatin said what he fi led was a simple resolution that “could address the worsening

traffi c condition in the city. If the majority bloc is really sin-cere in their sworn duties why not just support or co-sponsor my resolution? I don’t know what is their agenda for block-ing my resolution?”

Lazatin said the majori-ty bloc is reasoning out that the resolution is “just my sen-timents, to which I agree, but my sentiments represent the same sentiment of a hundreds or even thousands of people who on a daily basis pass by the Porac-Angeles road.”

The majority bloc, accord-ing the Lazatin, has many times rejected his resolution by asking him to lay it on the table.

Councilor Pamintuan at one time even asked the City Council staff to not include my resolution in the regular ses-sion’s other matters agenda.

“They asked me to lay on the table my resolution on the employees salary employees. On the second time I fi led it, Councilor Pamintuan, as the acting majority fl oor leader that time, did not include in the other matters agenda,” Laza-tin said.

The majority bloc also asked Lazatin to lay on the table the resolution on traffi c lights rehabilitation but he re-fused.

“This is a matter of public interest and welfare. It is very wrong to reason out that we passed a similar resolution three weeks ago that is why there is no need to pass a new one. My resolution is being coursed through my brother,

Jonjon, who happened to be the Congressman of our dis-trict,” Lazatin said.

“Two heads are always bet-ter than one. It’s the same, in this case, two or several initia-tives are better that one. Para naman ito sa publiko na bumo-to sa atin,” Lazatin said.

He also advised the ma-jority bloc to also report to the people their proposed resolu-tions and ordinances instead of assailing him “for media mileage.”

“Ang Presidente nga o ang Mayor iannounce pa lang ver-bally ang plano nilang pro-grama, may press release na eh. E tayo pa po na may ini-hain ng black and white sa Konseho,” Lazatin said.

“And besides, I will not wait until my proposed ordinance will be approved before I re-port it. E paano may maaprove sa ordinansa natin e, hindi naman kino-committee hear-ing ng majority bloc,” Lazatin said.

For instance, Lazatin said, my proposed ordinance on free tuition in City College of Angeles, I fi led that last term. Pero hindi nila hinearing. I re-fi lled it two months ago, hang-gang ngayon wala pa ding hearing.”

Councilor Pamintuan is the chairman of the Committee on Education last council and this council.

The Hanjin shipbuilding facility at the Subic Bay Freeport.

Redondo Peninsula shipyard in this freeport after Hanjin Shipping Co. Ltd., reputedly the world’s seventh largest shipping line, fi led for bankruptcy protection in the United States last Friday.

Accordingly, the Ko-rean shipping line was left bankrupt when cred-itor-banks rejected its debt-restructuring plan.

Lately, Hanjin Group, which is its parent com-pany, has announced it will put up $90 million to bail out the shipping line.

Garcia pointed out that the shipbuilding fi rm Hanjin in this freeport and the bankrupt compa-ny Hanjin Shipping are two separate entities.

“HHIC-Phil is not re-lated to Hanjin Shipping, so there is no need to worry,” he said, pointing out that the Subic ship-builder has separated from the Hanjin Group in 2005.

Earlier, HHIC-Phil Managing Director for External Trade Yoo Hoan Jo also said that the Subic shipbuilding fi rm remains fi nancially healthy and stable.

No need to worry, Garcia assures Hanjin-Subic workers“Despite what is hap-

pening in the shipping industry, orders for con-tainer ships are still com-ing,” Jo said in a state-ment. He said the new orders include three Ul-tra Large Container Ves-sels (ULCVs) that will have the capacity to car-ry 20,600 20-foot equiv-alent unit (TEU) contain-ers in one hauling.

The HHIC-Phil offi cial added that the new proj-ects “would likely mean additional workers for the completion of these three ULCVs.”

Jo said that “the tried and tested Filipino work-ers at the Subic ship-yard” has helped Hanjin deliver 91 vessels since it started full operation at the Redondo Peninsula in 2008.

He added that the company has delivered 16 vessels last year and has numerous orders this year, including the three ULCVs.

Jo also said that the Subic shipbuilder now has 35,000 direct and indirect employees working on various op-erations at HHIC-Phil’s Subic facility.

“I think that the Han-

jin workers in Subic have nothing to worry about because the fi nancial woes aff ecting Hanjin Shipping has no impact on Subic,” Garcia said.

“They can rest as-sured that the Hanjin

company in Subic is a separate entity and the one here is very stable,” Garcia added.

China syndromeSIX CHINESE nationals were nabbed Wednesday last week in a raid by drug enforcement and police operative at a piggery farm in Magalang, Pampanga fronting for a shabu laboratory.

For the record, all raided shabu laboratories and warehouses hereabouts have uniformly yielded, aside from the methamphetamine, Chinese nationals.

Twenty-fi ve female Chinese nationals were among 154 foreigners arrested last Friday for allegedly operating on-line games at the Clark Freeport in a raid conducted by immigration agents and the Angeles City police.

For the record, illegal aliens routinely picked up in sporadic raids at the Freeport are usually Chinese.

Fisherfolk of Zambales continue to languish in deprivation and want over their failure to fi sh at the Bajo de Masinloc, aka Scarborough Shoal, which is closely guarded by the Chinese.

At the ASEAN Summit Wednesday last week, China was taken to task over its “illegal” island building in the South China Sea, after the Philippines produced evidence it said showed fresh construction activity at Scarborough Shoal.

Just out of that summit on Friday, in Indonesia, President Rodrigo Duterte was all praise to China for its “generosity” to the Philippines rising out of its pledge to help in the drug war.

“What am I supposed to do? China helped to build rehab (centers). They’re bringing materials. Only China is helping us,” Duterte said.

Furthered the President: “Next year there will be (rehabilitation centers). We’re preparing it now. China is helping us. I would like to thank China for being so generous.”

Yes, it was the same President Duterte that, not too long ago, accused the Chinese as overlords of the drug menace in the country, even challenging media to go to China to fi nd them there.

Not when you threatened the Supreme Court with martial law, even if you may have misread that the 1987 Constitution provides that the declaration of martial law can be scrutinized and reviewed by the High Court, to wit: “The Supreme Court may review, in an appropriate proceeding fi led by any citizen, the suffi ciency of the factual basis of the proclamation of martial law or the suspension of the privilege of the writ or the extension thereof, and must promulgate its decision thereon within thirty days from its fi ling. (Article VIII, Section 18).

Not in your execution of the war against drugs, no matter the number of bodies falling like fl ies, human rights issues be damned.

That’s why I said, ‘[W]hat crime against humanity?’ In the fi rst place, I’d like to be frank with you, are they (drug users) humans? What is your defi nition of a human being? Tell me.

There, precisely, what human rights have they who are not humans. So right, you are.

Not when you accused the United Nations of having done nothing for this country, despite the hard facts to the contrary – from the health services of WHO to the nutrition interventions of the WFP, from the UNDP Recovery Program in the immediate wake of the Yolanda devastation to the FAO support for fi shery and agriculture rehabilitation – all in billions of the almighty $.

ON SEPTEMBER 12, 1896, 13 Filipinos, the “13 martyrs” of Cavite were executed by Spanish authorities at Plaza de Armas near Fort of San Fe-lipe, Cavite City, for joining the Katipunan revolution.

With reports of impend-ing plot against the govern-ment, the Spaniards reacted swiftly and harshly resulting in the mass execution of the “13 martyrs”.

The “13 martyrs”, ages ranging from 31 to 64 years, were rounded up, jailed, and tortured and sentenced to die by fi ring squad to cow the peo-ple to submission.

Ten of them were masons, including:

Mariano Inocencio, 64, a rich proprietor; Jose Lallana, 54, a tailor, former Corporal in

the Spanish Army and a Span-ish Mason; Eugenio Cabezas, 41, a watchmaker and mem-ber of the Katipunan; Maximo Gregorio, 40, a clerk of the Cavite Arsenal; Hugo Perez, 40, a physician and member of the Katipunan; Severino Lapi-dario, 38, Chief Warden of the Provincial Jail and member of the Katipunan; Alfonso de Oc-ampo, 36, a Spanish mestizo and member of the Katipunan; Luis Aguado, 33, employee of the Cavite Arsenal; Victoriano Luciano, 32, a pharmacist and poet; and Feliciano Cabuco, 31, an employee of the Navy Hospital in Cavite.

The three non-masons were:

Francisco Osorio, 36, a Chinese mestizo and contrac-tor; Antonio de San Agustin,

35, a surgeon and business-man; and Agapito Concio, 33, a teacher, musician and paint-er.

However, the deaths of the 13 martyrs, along with many others in the provinces who joined the revolution, fueled the revolution leading to June 12, 1898, with General Emilio Aguinaldo’s proclamation of Philippine Independence.

In memory of the 13 mar-tyrs, in 1906, a monument was erected at the place where they were executed. Their families reinterred their re-mains at the foot of the mon-ument.

The capital of Cavite was also renamed Trece Martires in their honor and its 13 villag-es were named for each of the martyrs.

PORAC, Pampanga – Philip-pine Councilors’ League-Pam-panga president, Fritzie Da-vid-Dizon and her brother, Vice Mayor Dexter David, are keeping their late parent’s tra-dition in public service.

The siblings led the gift-giv-ing and feeding programs at the SAUP Project in Barangay Cangatba, here recently.

The project is done year-ly on September 8 during the birthday of their late father, for-mer three-term mayor Roy Da-vid.

The vice mayor and later his sister kept and nurtured their father’s tradition after the former mayor died on August 8, 2002.

The Davids thanked Gov. Lilia “Nanay Baby” Pineda and her son, Vice Gov. Den-nis “Delta” Pineda, for help-ing them make the celebration “more meaningful” by provid-ing the food and gifts for the people at SAUP.

“We do it to honor my father and mother. Our parents’ ded-ication to public service is im-mense,” said Councilor Dizon.

Davids of Porac keep family tradition in public service

The siblings’ mother is the late former acting governor and provincial board member Edna De Ausen David. Dizon replaced her mother as board member in 2011 after she passed away earlier that year.

The late David patriarch was a former town council-or before he was appointed mayor in 1986 shortly after the EDSA People’s Power Revo-lution.

Residents of SAUP ex-pressed their gratitude to the David family for giving them a “lasting gift” recalling that the late mayor and his wife gave them 1.5 hectares of land in Cangatba where they now live. There are now some 250 families living in SAUP locat-ed in front of the David family’s estate in Cangatba.

“The Davids did not only give it. They legally turned it over to us,” said the residents.

“Their kindness and com-mitment to public service are overwhelming. They inherited the generous ways of their late parents,” they added.

Vice Mayor David said: “It

was the mission of my father to spread his blessings by giv-ing lands to the people.”

David said his other sib-lings– Tristan, Arpie and Glenn Roy – are “one in keeping the family’s tradition” in public ser-vice, notably for this town’s residents.

The David family had do-nated several hectares of lands to poor and homeless residents not just in Porac but at nearby Sta. Rita town and in Bataan province.

Fr. Rolando “Bogs” Morale-ja, parish priest of St. Cath-erine Church, celebrated the Holy Mass at the SAUP chapel before the gift-giving and feed-ing program.

Moraleja said the property where the public high school in Barangay San Basilio, Sta. Rita town is standing was do-nated by the Davids. The late mayor is a native of San Basil-io.

Blocked Yangco’s tank-er truck at 2 a.m. of Au-gust 3 as it traversed the MacArthur Highway in Barangay Dolores, held the tanker at the Ma-balacat police station, threatened to trump up a case for hijacking fuel, demanded P100,000 for the release of the tanker and accepted P50,000 in the presence of the chief of police of Mabalacat City, Chief Insp. Gil Do-mingo, inside the latter’s offi ce.

Villanueva was ab-sent in the hearing de-spite the board’s request to the Mabalacat City po-lice to make him attend the hearing.

In a separate letter-af-fi davit, Yangco’s driver Arsenio Belleza Jr. said Villanueva ordered a po-liceman to detain him for over 13 hours at the po-lice station. Belleza said a policeman took the key of truck. He said that al-though his boss gave Vil-lanueva P50,000, Yang-co’s tanker truck was emptied of 20,000 liters of gasoline estimated at P50,000 at an emission training center located three kilometers from the police station. The truck’s bumper was also damaged when Yangco recovered it at 8 p.m. of August 4.

Supt. Ruel Cagape, who replaced Chief In-spector Gil Domingo af-ter the latter’s relief over alleged drug links, said Villanueva is “not part of the Mabalacat City po-lice force.”

Cagape said the ap-prehension of Yangco’s truck was not in the blot-ter of the police.

Domingo confi rmed knowing Villanueva. Asked by the vice gov-ernor who was Villanue-va’s boss, Domingo said it was Senior Supt. Ro-dolfo Recomono, Pam-panga provincial director.

Domingo also con-fi rmed seeing Villanue-va and Yangco talking in his offi ce but said he did not know what they were talking about because the two men were speak-ing in Kapampangan, which he said he did not understand since he was

CLARK FREEPORT -- “A run to promote health through innovative con-cept.”

This was Color Ma-nila Run’s objective during its holding last Sunday at the Parade Grounds here in partner-ship with the Clark De-velopment Corp. (CDC) Tourism and Promotions Department.

As early as 4:30 am, some 2,200 runners started gathering and preparing for the starting gun set at 5:45am.

“We we’re surprised with the 2,200 partici-pants because we only had 1,000 original tar-get,” said Charmaine Aguilar, marketing exec-utive of the event.

The said fun run had three categories: 10k, 5k and 3k categories.

The 2,200 partici-pants came from Pam-panga, Bulacan, Manila and as far as Laguna to join the fun run.

During the fun run, the runners literally went wild as colorful powders

were thrown at them as they navigate through diff erent obstacle cours-es put up by the organiz-ers.

Aguilar said they were overwhelmed with the active participation of the mostly Kapampan-gan runners.

The mayor said Den-nis Letran, the registered owner of the property, has fi ve other pigger-ies in Magalang which he sub-leases to others. The piggery farm which had an underground shabu laboratory was leased to a certain Jay Wong who applied for a business permit, accord-ing to the mayor.

She said Letran is not from Magalang and had earlier “questioned my decision on the closure order of his farm which he elevated to the lo-cal chief executive that is why his operations are still continuing up to now.”

Lacson said based on PDEA informants, the place was under surveil-lance for two months.

She said a PDEA agent applied as a help-er in the piggery and was hired. The undercover agent was described as “retireable age” so for two months, the agent worked there as hog feeder and carry sacks of feeds. But he really got overworked because he is not used to doing manual labor, she re-counted.

“So he called PDEA and started complaining and he said he will resign if the raid will not happen soon so that sparked the raid which was already

The mayor said the Pampanga Electric Co-operative will render a report on their electric consumption.

But two weeks be-fore the raid, there was already a complaint from farmers in the area be-fore the Sangguniang Bayan (SB) because their crops (palay) are dying, she said. “The farmers are complain-ing,” she added.

The effl uents coming from the laboratory is re-ally dangerous to crops and they were left won-dering why only the area surrounding the piggery was damaged, she said.

“So they conducted a public hearing last week and that Susan Wang (alias Ate) appeared be-fore the body. So they were interrogated by the councilors that’s why they scheduled an ocu-lar inspection this week by the committee on en-vironment,” Lacson said.

“So at 8:30 am on that day, the committee went there but they were not bringing any order be-cause they felt that they can come in anytime since they are municipal councilors but they were denied entry and left,”

she added.One hour later, the

PDEA raiding team came in, the mayor said. She added that the commit-tee was assisted by San Ildefonso Barangay Cap-tain Marcial Alfaro.

Lacson said they saw the facility for the fi rst time after the raid. The underground shabu lab-oratory was a rectangu-lar room, kitchen type lab complete with a fi ltration system and air condition-ing; there was fi nished shabu, there was lique-fi ed shabu for drying, glass apparatus and oth-er equipment.

“We believed they are ready for big production because they already reached the right formula because we saw several huge containers there,” she said.

The registered owner, Jay Wong, has a 2014, 2015 and 2016 business permits which meant he was operating for two years now, she said.

Lacson said PDEA NCR director Wilkins Vil-lanueva told her the lab-oratory is more of a re-search and development facility and the Chinese chemist must be trying to fi nd a direct formula on how to produce high grade shabu.

Lacson said accord-ing to Villanueva, there are fi ve groups in the syndicate composed of the recruitment group who were in charge of bringing in Chinese na-tionals; the R&D; the manufacturer; marketing group; and the retail and distribution system.

Meanwhile, in the light of the illegal drugs raid, Lacson said the local government unit (LGU) will now create an Inspection Team with representatives from the Department of Agricul-ture (DA) for the farms and livestock, Depart-ment of Health (DOH) for health issues, Bu-

reau of Fire Protection, Assessors Offi ce, Busi-ness Permit and Licens-ing Offi ce (BPLO), May-or’s Offi ce, SB, municipal Environment and Natural Resources Offi ce (MEN-RO), Municipal Disaster Risk Reduction and Man-agement Offi ce (MDRR-MO), and the Philippine National Police (PNP).

“We need this so that we can see personal-ly the permittees,” she said.

“It is our obligation when we issue a permit that we know who the permitee is,” she added. “The Inspection Team will conduct regular and spot checks of all busi-ness establishments,” she said.

Livestock problemLacson said she is

now faced with a prob-lem of livestock in the piggery after the raid that total 4,038 heads where 2,145 are piglets, 857 growers, 660 fi nishers, 359 sows and 17 boars.

She said there are 12

Lacson said she con-sulted Gov. Lilia “Nanay Baby” Pineda who ad-vised her to seek legal opinion.

She said she sought legal opinions from three lawyers but they all have dissent ting opinions on what to do with the live-stock. Even the offi ce of the DILG provincial offi ce seemed to be at a lost on what to do, she said.

Finally, she said it was established that the livestock is “not proof of the crime” and therefore can now be disposed be-cause it threatens pub-lic health with a mortality rate of 10 pigs per day.

She said she had ob-tained certifi cations from

the Municipal Health Of-fi ce and a report from DA as to the danger to public health and status of the livestock.

Lacson said she in-vited representatives from the DA to witness the sale of the livestock. Otherwise, she said, she is contemplating of dis-persing the piglets to residents of the baran-gay to help them in their livelihood.

Meanwhile, the three children of the Wang couple, Alvin and Su-san, and two other chil-dren were turned over to the Municipal Social Welfare and Develop-ment (MSWD) who took them to Haven in Baran-gay San Vicente, Ma-galang which is a house for abused and battered wives and children. The Wang children: a girl age 13, a boy 12, and a girl 11 years old; and two other boys age 10 and 9 from another parent were also brought to the doctor for medical examinations.
