Failing Arterials (LOS E or F)

Targeted Area

• Gilman Street– Heavy future volumes coupled with two-lane geometry creates

significant delays for minor streets and ramps

• Ashby Ave.– New development in south W. Berkeley worsens congestion at

7th St. intersection. Lack of EB/WB dedicated turns at San Pablo causes significant congestion

• West Frontage Rd.– Future bypass traffic and stop-controlled intersections result in

heavy traffic and congestion

• University Ave.– I-80 WB off ramp backs into mainline when vehicles queue to

make WB turn.

Improvement Projects

• Improvement project collected from a number of sources:– Existing planning documents

• (City of Berkeley Pedestrian Plan, Bike Plan, Community-Based Transportation Plan, etc.)

– Mitigation measures from existing traffic impact studies for approved or proposed developments;

– City of Berkeley Staff– West Berkeley PAC– General public– Consultants

Improvement Projects

• Over 250 initial projects, refined to 69 short-term and 29 long-term primary projects

• Projects initially screened based on:– Is it primarily within the boundaries of the study

area?– Is it within the scope of work of the project?– City staff input

• Projects re-organized based on:– Short-term or long-term need– Primary or secondary project (dependence upon

one another)

Paving and Striping Projects

Questions/Comments(Improvement Projects)

Cutoff Time = 8:00 PM

Evaluation Criteria

• Projects were evaluated based on four categories:– Performance

• Minimizing user delay

– Safety• Improving dangerous conflict points

– Comfort and Convenience• Ease of use for a specific mode

– Availability• Accessibility of a specific mode

• All criteria were weighted equally

Benefit to Cost

• Projects were scored based on benefit to cost ratio (Benefit/Cost)

• Projects were ranked based on four evaluation scenarios– Improvements to all modes of transportation (All)

– Improvements to the traffic network (Traffic)

– Improvements to the West Berkeley trafficnetwork (WB Traffic)

– Improvements supporting transportation demand management or alternatives modes (TDM)

Project Benefits

• Benefits were assigned for all modes based on quantitative and qualitative assessment– Quantitative: Performance (person delay)

• Scores based on relative improvement in person delay for each mode (-10 to +10)

– Qualitative: Safety, Comfort and Convenience and Availability

• Scores based on five ratings: Significantly improves(+10), improves (+5), no impact (0), impacts (-5)or significantly impacts (-10)

• Modes include: Auto (West Berkeley and regional trips), heavy vehicle, transit, bike and pedestrian

Project Costs

• Projects give a cost score based on sketch planning cost estimates
