General Conditions of Employment

Contract :

The appointment will be a four (4) year performance based contract.

Salary:

Total remuneration package circa $160,000.00 inclusive of employer superannuation contribution and motor vehicle entitlement which will be negotiated with the successful applicant.

Payment Of Wages : Currently Council employees are paid every second Wednesday for

the fortnight ending the previous Friday. All payments are made directly into bank accounts nominated by the employee.

Direct Reports: Nil Peer Relationships: The position is a member of the Planning &Regional Development Team consisting of the Manager Planning Services and Manager Marketing and Media. The position will work closely with all other management in the organisation with regard to their contribution in the attraction of investment to the region and enabling the customers of the region to be more capable of generating their own wealth and in developing the Cassowary Coast as a significant destination with a readily identified brand and a national and international reputation.

PURPOSE

This role is to lead Regional and Community Development with a clear focus on generating new business and investment opportunities for the region. The role has an economic focus and interprets Council's community obligations in terms of growing the economy of the region. The role is designed to operationalise the vision and strategy for the growth and prosperity of the Region and to support the Director Planning and Regional Development in the delivery of initiatives and projects that identify nationally and internationally, Cassowary Coast as an event, holiday, tourist and business investment destination.

ORGANISATIONAL ENVIRONMENT

The organisation is embarking on a program of transformation and renewal to realign the business of Council with the Council’s vision. There is significant community expectation on the Council that services and service delivery is reviewed and provided in a manner that results in best value for ratepayer dollar. The Council has a program of priority projects to transform organisation culture, the efficiency and effectiveness of service delivery and regional growth and development. The CEO will lead this program of transformation with the leadership team. This role will provide an important contribution by: • having a clear focus on generating new business and investment opportunities for the region; having an

economic focus and interpreting Council's community obligations in terms of growing the economy of the region (including through events, community and regional development); and

• developing the Cassowary Coast as a significant destination with a readily identified brand and a national and international reputation.

RESPONSIBILITIES

A) POSITION OUTCOMES

• Strategies that have been developed and implemented have resulted in investment in the region and this has led to:

• significant increases in training opportunities in the region

• a sustained population base beyond 30,000

• Cardwell as an international tourist destination demonstrated by increased visitor numbers and economic turnover within the township

• increased visitor numbers and economic turnover within the region

• the region as a hub for marine research

• an increase in the number and range of quality accommodation facilities within Innisfail (and/or its surrounds) supporting the regions capacity to accommodate increased tourism and events

• sustained growth in key economic indicators such as GDP, International Accounts, Consumption and Investment, Production, Prices, Labour Force and Demography, Incomes and Housing Finance

• the achievement of a significant number of the goals set in Council's strategy workshop eg.

o Region world renowned for tropical medicine

o International University

o New transport hub facility - road, rail and shipping

o Adventure sport capital of Australia

o Region is an affordable place to live

• Education and housing and community centres assets have been disposed of or divested without reduction to community employment opportunities.

• A calendar of events exists with a mix of local, regional, national and international events occurring in the region and generating significant economic benefit for the region.

• The Regional & Community Development Section has a constructive culture.

B) KEY RESPONSIBILITIES

• Develop and Implement strategies that attract investment into the region. • Design and develop regional economic opportunities that identify the Cassowary Coast as a "boom"

region. • Develop strategies that allow customers of the region to be less reliant upon Council and more capable

of their own wealth generation. • Develop the Cassowary Coast as a significant destination with a readily identified brand and a national

and international reputation. • Investigate and achieve an outcome which sees education and housing and community centres

functions either disposed of or divested without reduction to community employment opportunities. • Develop a calendar of events with a mix of local, regional, national and international events occurring

in the region and generating significant economic benefit for the region. • Develop a program of events with a supporting infrastructure that identify Cassowary Coast as

sporting, recreation and interest destination. • Ensure Community Development programs that build community capital and capacity, working closely

with government agency partners and community partners deliver priority strategies of the Liveable Cassowary Coast 2020.

• Working closely with Council library and customer Services, provide the community with up to date, relevant information on community services and ensure the provision of public education and learning programs.

• Ensure the preparation of Council's social plan incorporating adaptive strategies consistent with the goals set in Council's strategy workshop; enabling the community to be less reliant upon Council and more capable of their own wealth generation.

• Work closely with relevant Council staff and departments to deliver the Community Plan and priorities within the Liveable Cassowary Coast 2020.

• Undertake the role of Community Emergency Response Support Coordinator and Social and Human Recovery Coordinator within Council’s Emergency Disaster and Recovery Plan.

C) EXTENT OF AUTHORITY The position has a managerial level of authority. It may appoint, discipline, dismiss and develop staff within the Regional & Community Development Section. It may create and execute contractual arrangements on behalf of Council, relevant to the Regional & Community Development Section and appropriate to the role.

This level of authority is appropriately reflected in the register of delegations for this position.
