VETERANS’ Hospitalization, Treatment and Medical Care Benefits

As the primary government agency through which a grateful

nation pays its debt of gratitude to its defenders, the PHILIPPINE

VETERANS AFFAIRS OFFICE (PVAO) under the Department of National

Defense, through the Veterans Memorial Medical Center (VMMC) is

mandated to provide hospitalization, treatment & medical care benefits

to veterans and their beneficiaries pursuant to Republic Act No. 6948

as amended by Republic Act No. 7696.

Who are eligible to these benefits? Veterans

Veterans’ spouse,

unmarried minor children

children who are mentally or physically incapacitated regardless

of age

dependent parents or foster parents of veterans regardless of the

veteran's civil status.

What services are included in

these benefits? All veterans shall be provided with

hospitalization, medical care and

treatment at the VMMC and in the

tals or such other medical facility

cal facility for veterans and their

families. It boasts of up-to-date

diagnostic, therapeutic, and rehabilitation equipments to include

among others dialysis machines, CT scan and magnetic resonance

imaging (MRI) .

Patients seeking medical attention can avail of general and

specialty services from its Clinical & Ancillary Departments specializing

in medicine, surgery, pulmonary diseases, ophthalmology,

otorhinolaryngology-HNS, psychiatry, obstetrics & gynecology, pediat-

rics, anesthesiology, family medicine, rehabilitation medicine, pathol-

ogy, nuclear medicine & research, radiology & radiotherapy, and

dental medicine.

Nature of the Hospitalization Benefit

To address the healthcare needs of pensioners who

cannot travel to the VMMC due to their limited mobility &

physical / medical condition particularly those in the provinces,

PVAO/VMMC has accredited 562* government hospitals

throughout the country to extend hospitalization and medical

care and benefits to all veterans and their beneficiaries.

The hospital care and treatment provided to the veteran

and their qualified dependents shall be on an all- inclusive basis

and shall be paid based on actual billing not to exceed EIGHT

HUNDRED PESOS (Php800.00) per day net of the other applica-

ble discounts. Furthermore, PVAO /VMMC shall pay up to a

maximum of 45 days of hospital confinement per patient per

year.

The length of stay of the patient the date of his/her

admission shall be counted as day ONE and the date of dis-

charge shall not be counted as last day.

* Number of Veterans Outreach Hospitals accredited by PVAO-VMMC as of

August 31, 2011 only. The accreditation of more hospitals is on-going.

Giving Our Veterans the Extra Care They Deserve

In addition to the total medical

care veterans and their qualified

dependents may avail at the

VMMC and the in-patient hospi-

talization benefits from PVAO-

VMMC accredited veterans out-

reach nationwide, PVAO has

also entered into a Memorandum

of Agreement (MOA) with Phil-

Health Insurance corporation

(PHIC) in 2009 to assist over

10,760 eligible living WWII veterans in their PhilHealth application and

benefits. PVAO will cover the veteran’s one year premium. To date,

1,027 have been processed and been given their PhilHealth member-

ship ID.

For the road ahead, PVAO is working for the legislation and

appropriation of funds for the establishment of Veterans Hospital in

Visayas and Mindanao.

Meanwhile, PVAO continues its partnership with the Filipino

War Veterans Foundation, Inc. (FILVETS), a non-government organiza-

tion founded by former President Fidel V. Ramos and his fellow veter-

ans in 1989 during his sting as Secretary of National Defense.

For the past decades, FILVETS had been able to reach out to

as many indigent and ailing veterans as possible. It provides these vet-

erans and their families with medical and dental health care assistance

through its outreach programs in various provinces, especially in far-

flung areas without access to a hospital or a veteran's clinic. .

To allow a more permanent form of service to help the veter-

ans in the Visayas and Mindanao regions, FILVETS put up the first

Medical Outreach Clinic in Cagayan de Oro and was inaugurated on

February 8, 2002 as the First Pilot Project. This was followed by other

clinics in the Visayas region.

As of today, FILVETS already operates 11 clinics: 3 in the Min-

danao area and 6 in Visayas. and two in Luzon. Clinis are open twice a

month for consultation. The Veterans are provided with free mainte-

nance drugs, vitamins and other nutritional supplements. ■

Services & Supplies Included in the Hospitalization Benefit

Accommodation in the pay ward. Added cost for a private

room shall be charged to the patient.

Subsistence, which includes all types of diets and nourish-

ment in accordance with usually, accepted medical stan-

dards.

General medical and surgical cares including major and mi-

nor surgical operations.

All clerical works for administrative purposes.

All needed examinations and treatments except wheel

chairs, special orthopedic shoes, eyeglasses, other expen-

sive / sophisticated and therapeutic procedures such as

MRI, CT Scan, dialysis, organ transplantation, etc.

All necessary drugs, medicines, medical accessories and

other supplies in the hospital formulary, which the attend-

ing physician (s) may deem necessary and appropriate for

the patients.

All indicated miscellaneous examinations and services in-

cluding anesthesia,

electrocardiography,

for veterans and their au-

whether the procedure was

done in one or both eyes

in one operative session.

This payment scheme shall apply to all PVAO-VMMC

accredited government hospitals duly accredited by the Philip-

pine Academy of Ophthalmology whether done in an outpa-

tient or inpatient set-up regardless of the number of days of

confinement.

Orthopedic implants at cost not to exceed Php20,000.00

per implant.

Dentures at cost but not to exceed Php5,000.00 for a com-

plete set ( upper and lower dentures ).

Hernia mesh at cost but not to exceed Php2,000.00 per

mesh.

Amount Covered Items and Services

Php 8,000.00

1. Room & board;

2. Drugs & medicines used during confinement;

3. Supplies including intraocular lens;

4. X-ray, laboratory & ancillary procedures done

during confinement

5. Use of operating room and use of machines

Procedures in Availing Hospitalization Benefits from

PVAO-VMMC Accredited Outreach Hospitals:

When a veteran or his qualified dependent is confined

in any of the PVAO-VMMC accredited veterans outreach hospi-

tals nationwide, he / she may avail of the hospitalization benefit

prior to his/her discharge. The benefit is discounted from the

total bill on top of any & all applicable discount/s to the patient

such as senior citizen discount, PhilHealth or HMO discounts.

The PVAO-VMMC accredited hospitals shall then submit

the following documents to the Office of the Director, VMMC:

1.) Summary of Patient’s Bill signed by the Chief

Accountant and Director;

2.) Patient’s Bill and/or Statement of Account with Phil

Health and other discounts signed by the Billing

Clerk and Chief Accountant;

3.) Medical Certificate indicating period of confinement

signed by the attending Physician;

4.) Proof of Veteran Status, e.g. VMMC Green Card /

PVAO ID / Certification from PVAO;

5.) Letter of claims from the Head of the hospital

As mentioned previously, the PVAO-VMMC accredited

outreach hospital shall be paid based on the actual billing by

the hospital net of other applicable discounts up to a maximum

of Php800.00* per day of confinement. PVAO-VMMC shall pay

up to a maximum of 45 days of hospital confinement per pa-

tient per year.

*The daily medical subsidy to hospitalized veterans & their dependents was only Php200.00 pursuant to RA 6948. It was increased to Php400.00 in 2005 and further increased to P800.00.

Procedures for the Reimbursement of Additional Hospitalization Benefits:

Aside from expanding the hospitalization benefits for

veterans and their dependents to include cataract lens,

orthopedic implants, complete dentures, and hernia mesh,

PVAO-VMMC now authorizes the reimbursement of these

materials that were personally bought by veteran / dependents

following surgery or consultation done in any PVAO-VMMC

accredited outreach hospital or other government PHIC-

accredited hospitals.

The amount that may be reimbursed from PVAO-VMMC

is discussed in detail on page 5 of this primer.

Veterans or their dependent only have to submit to the

VMMC the following requirements:

1.) Request for Reimbursement Form approved by The Di-

rector of VMMC (form is available at the MAD Office);

2.) Proof of veteran status, e.g. VMMC Green Card; 3.) Summary of patient’s bill signed by the Chief Accountant

and Director, for in-patient cases only;

4.) Certification/proof of attending Physician for those who

underwent cases such as Cataract Surgery, Orthopedic

Implants, Dentures, and Hernia Mesh; and

4.) Official Receipt from the supplier of cataract lens,

orthopedic implants, dentures and hernia mesh.

PHILHEALTH Coverage for AFP Retirees: AFP retirees are among those entitled to PhilHealth's lifetime

coverage as Lifetime Members. AFP retirees include old-age retirees

and pensioners of the GSIS, uniformed and non-uniformed personnel

of the AFP, PNP, BJMP and BFP who have reached the compulsory age

of retirement before June 24, 1997, and retirees under Presidential De-

cree 408. Uniformed members of the AFP, PNP, BFP and BJMP who

have reached the compulsory age of retirement on or after June 24,

1997, being the effectivity date of RA 8291 which excluded them in the

compulsory membership to the GSIS.

As a lifetime member, one does not need to pay premium

contributions any more. However, he/she needs to register and submit

documentary requirements to PhilHealth in order to get a PhilHealth

Lifetime Member Card.

To register as a lifetime member, the following should be sub-

mitted to any PhilHealth office:

1.) Duly accomplished M1c Form (in duplicate copies);

2.)Two (2) latest 1" x 1" ID picture;

3.) Certified True Copy (CTC) of the SSS or GSIS Retirement

Certification or the following as applicable: a.) For AFP, PNP, BFP and

BJMP Retirees/Pensioners - those who are in active military service

until they retire at age 56. Those separated by retirement or other rea-

sons prior to the said age but have reached the age of 60 shall submit

any of the following: a.) Statement of Services issued by previous em-

ployer indicating not less than 120 months of service excluding leave

of absences without pay; b.) Certification/Letter of Approval of Retire-

ment from the GSIS indicating not less than 120 months of service;

c.) General, Bureau or Special Order indicating the effectivity date of

retirement; d.)Certified true copy (CTC) of Birth Certificate or any two

of the following: CTC of Baptismal Certificate; CTC of Marriage Con-

tract/Certificate; Passport; Driver's License; SSS Members ID; Alien Cer-

tificate of Registration (ACR); Service Record/s; Employee ID; School

records; Voter's ID; Senior Citizens ID; Duly notarized joint affidavit of

two disinterested persons attesting to the fact of birth of the regis-

trant; Any other valid documents acceptable by PhilHealth.

Member will be issued his/her PhilHealth Lifetime Member

Card which is a valid ID to be used in all PhilHealth transactions.

Cataract , Orthopedic, Medical Surgery & Dental Treatment at the VMMC:

Department of Ophthalmology,

Surgery, Medicine, Orthopedics

and Dental Medicine shall see to

it that utmost care are given to all

veteran and their dependents for

their medical requirements.

No professional fees shall

be charged for cataract surgery, in the installation of

implants, use of hernia mesh and fabrication of dentures to

veterans and their dependents.

The Physician/Surgeon/Dentist who performed the

medical services shall issue a certification/proof to the veteran/

veteran dependent who underwent surgery for placement of

cataract lenses, orthopedic implants, denture preparation and

hernia mesh.

An Official Receipt shall be issued to the veteran/

veteran dependent for the cataract lens, implants, dentures and

hernia mesh used or prepared by the Medical Practitioner

concerned.

The Physician/Surgeon/Dentist shall advise the veteran/

veteran dependent to secure an Official Receipt from the

supplier of cataract lens, implants, dentures and hernia mesh.

Step-by-Step Procedures in Processing Bills / Reimbursements:

1.) The Office of the Director shall receive all documentary

requirements for the reimbursement of the veteran/veteran dependent.

2.) All documents including the Request for Reimbursement Form shall

be submitted to the Medical Administrative Division (MAD) that shall

evaluate the submitted documents as required. The MAD shall prepare

Disbursement Voucher and Budget Utilization Request (BUR) and sub-

mit to the Accounting Division for processing of payment. For reim-

bursement purposes, the Disbursement Voucher shall be payable to

the veteran/veteran dependent or accredited hospital.

3.) Upon receipt of the Disbursement Voucher, a DV Control Number

shall be assigned by the Accounting personnel. Supporting documents

shall be evaluated as to authenticity and accuracy, prior to submission

to the Budget Division for funding. The DV shall be approved by the

Chief/Assistant Chief of the Accounting Division prior to submission to

Finance Division for check preparation. All necessary book entries shall

be done by the Accounting Division.

4.) Upon receipt of DV from the Accounting Division, the Budget Offi-

cer shall verify availability of funds prior to approval. The Chief, Budget

Division shall approved the BUR and return to the Accounting Division’

s Processing Section.

5.) Payment checks shall be sent through registered mail to the hospi-

tal where the veteran / dependent

PVAO regularly monitors VMMC’s monthly reports on the availment of

the hospitalization benefit.
