We do need more affordable homes for young people. Clifford Common could and would be used more by the children/adults but it has hardly been cut and the goalposts have not been replaced. I believe it hasn't been cut in favour of a wild flower meadow, but couldn't we please all? Wild meadow on second common in Priory Wood and around the boundary of the main common. Then the children would be able to meet and play e.g. football, rounders and have space for these games. The area for younger children and benches are great, but I would like to see the whole common being used more. I love to see wildlife too from meadows but let us choose some of our other areas in Clifford for these.

1a-002 "Appropriate" (agriculture) is too ambiguous. A suggested alternative word would be "traditional"

Reinstatement of the railway would boost transport needs for people living in the area and tourism. Cyclists could hop on and off with their bicycles. It would reduce the need for bus service. Dog walkers could use the railway with their dogs, etc., etc. With regards to question 1 and question 7 I am aware that the church has not been mentioned. I consider this is a very important local facility which should be supported and enhance also.

1a-030Remove "appropriate" before agriculture. All forms of agriculture should be supported. It is very subjective and unnecessary to state that only "appropriate" agriculture is supported.

Safe path to school. A path/cycle way should be made from Clifford/Priory Wood on the inside of fields by the hedge, or move the hedges a few feet as was done on the road between Hay bridge and Clyro to make a safe pathway. I used to walk to the school safety in 70/80's pushing a pram also - not possible or safe now. Not safe to build more houses along the lane going through Priory wood common because of children playing and more traffic, including large farm vehicle

1a-032 The B4348 through Westbrook is net safe now

1a-033There are currently no cycle paths nor public transport. A cycle route along the old railway line could be a benefit. What is the issue about villages' boundaries not being respected. Is it an issue? The primary school doesn't have appropriate & safe parking facilities for the number of children it caters for.

1a-034 There is already sufficient housing in the parish and no more new houses we needed or wanted - thank you

1a-035There are not sufficient housing needs for local people. There are no cycle lanes and safe places for people to horse ride local roads should all be 30 miles from village to school. Why does the plan talk in general terms about Clifford parish but only mentions development areas of Clifford village & Priory Wood? There is a big difference in impact between 30 houses in Clifford/Priory Wood & 30 houses spread over the parish. Also, when does the count start for 30 new homes? Houses are being built/applied for in Priory Wood now.

Really happy with Clifford as it is. If new housing is needed it to have good access to the main routes. Housing should not be put down the narrow lanes. The areas with a low population should be kept as they are. I agree with protecting the open spaces, and keeping traffic to a minimum down the narrow lanes.

2a-029Re-emphasise the focus on good design and passive house standards within the plan. Perhaps much specific for allocation of a limited number of sites based on design and innovation.

ROADS AND TRAFFIC - 'residents are safe using local roads ...' should there be some wording incorporated here that includes our pets/animals i.e. dogs, horses being ridden by their own and cats? we have 3 cats that cross the road and I worry sometimes that they may be struck by some cars that speed along the lanes. There are some blind bends and cars going too fast could strike a person walking their dog or person on horseback.

Roads and Traffic - THE road between Priory Wood and the school is in desperate need of improvement. At certain times of the day the school traffic is considerable, and the road is not wide enough to be safe and the surface is dangerous in many places. The road between Clifford Village and Hay is prone to flood in several places which makes it dangerous and needs urgent attention

Both 'B' roads in the parish are unsuitable for HGVs, yet the B4348 in particular in particular is increasingly used by trucks as a through route between Ross and Hay. An HGV ban (7.5 tonne limit?) "except for access" would remove this problem if properly enforced.

6a-002Affecting my property- 'This is now resolved (hopefully!) - not by parish/council intervention but by putting underground piping through our land & digging ditch, to drain the water from the road (at our own expense as no co-operation from council)

I am concerned about the applications for chicken/egg production facilities on a large scale. This not appropriate for the area *I think that cycle paths linking up different parts of the parish and to Hay etc would be fantastic for the residents and increase tourism to the area. Disused railways are ideal. We have been to parts of Cornwall to do this - old mining routes/trams. If I could cycle safety I would it every day *The B4348 at Westbrook - still very unsafe, high speeds, very large vehicles. Some lorries should not be this route (logging - sawmills)

As I stated I am not in favour of any neighbourhood plan, I do not think it serves any useful purpose. issues and proposals should be dealt with on merit on a case by case basis and, where appropriate, by the Parish Council. I do not think the need for a neighbourhood plan has been established, perhaps residents should first have been asked whether they wanted one or saw any merit in the idea, I do not recall ever being asked that question the issue seems to be usurped by those in favour of the idea.

Boundaries for planning should be reviewed not just Priory Wood and Clifford village. Redundant buildings should be able to obtain permission to convert to dwellings. No bus service comes through the village. Church should be made better use of. No mention of this in survey - could have library, meetings etc. Community hall too far away need transport to it. Grass round playing area Priory Wood is so high, how can children play there? Have some football nets etc.

32-005Care for Clifford Common by the river and maintenance of the footpath through. Both here and Q33b below are infested with Himalayan balsam, a cure for which I believe is available in the form of an infecting rust disease.

Clifford has small paddock fields which are unique and need to be protected for future generations. If these fields are covered in tarmac & concrete Clifford will lose its identity. Small fields provide grazing for small scale farming & horticulture which will be essential in the future. Thank you for asking us to comment to this survey.

Cycle path from Clifford to Hay would provide safe travel to Hay and open Clifford to tourism. Local businesses and houses should be responsible for litter picking outside their properties to reduce litter.

I do not agree with development only in Clifford and Priory Wood as this is feather bedding land owners lucky enough to be living near these already developed places. I would like to see smaller (3 houses) in the small hamlets of the community such as Westbrook, Newton, Middlewood, Hardwicke to spread people all over the community.

I do not agree with honing-in on Clifford village and Priory Wood (or creating a boundary for this) for multiple housing development on green fields adjacent to and in view of existing residential homes. Far better I feel to look at the Clifford parish area and allow planning permission for conversion and preservation of historic stone built building and replacement of disused steel/timber/block/concrete agricultural sheds; based on each applicant's personal need for new housing. Existing residents and their families should have priority. Clifford people are the most important in this case. Families who stay in their parish for generations. Living/working properties (small scale enterprise located within or adjacent to the home) may well be beneficial to enhancing the possibility for young people to live and work in the area, close to their parents, grandparents and extended family and well-established friends they may have grown up with. Each application should be very carefully considered on its local need but would have much reduced (gentler) impact on existing residents. To allow multiple housing development anywhere and on green fields in Clifford parish area would be detrimental to our existing, beautiful, peaceful surrounding. Our existing nursery, primary and secondary schools are full, and it would destroy their present, very special qualities to extend and increase their size to accommodate an influx of new children coming to live on new housing developments. To quote the Clifford objective "maintaining a high-quality landscape, built environment and settings of settlements. This should mean very small settlements in and around existing farmsteads and or scattered throughout the parish

I don't think there should be a formal settlement boundary determining where houses should be built until 2031. There are other small settlements to the east of the parish - Hardwicke, Westbrook, Newton and Middlewood that could be extended by a few houses especially for affordable local needs. The whole parish needs to evolve over the next 14 years not only Clifford & Priory Wood.

32-014I feel that I am too old to contribute to this survey, but I do think something needs to be done to stop the big tractors & lorries coming through these little lanes.

I strongly object to the idea of a cycle path on the railway line. Large/all parts of the railway are under private ownership. The railway is used to service farms and benefits local farm businesses. Clearing the railway line for a cycle path could very easily encourage motorbikes. Cyclists alone could stress the animals leading to abortion or injury to livestock, let alone the possibility of motorbikes. The railway is private land.

I think it is important to disperse and pepper pot the necessary additional homes carefully throughout the parish to avoid blocks of large development which alter the character & make up of our community. The design of new housing should not be specifically the match or be a modern facsimile of the existing housing but to show creative & sympathetic design & always look to enhance the visual environment of our beautiful part of Herefordshire.

The planning system is not effective in securing good design. Anything that can be initiated in the plan to encourage innovative design should be examined and supported. The main settlements should be as identified but given the peculiar nature of the parish - nether the church, school, community centre or pub relate well to the main settlement - there is scope for limited infill elsewhere e.g. Middle wood which would limit the 'urbanisation' of Priory Wood and Clifford Village which would be the consequence of all developments being concentrated in those settlements
