3. HSE,SecurityandSocialAspectsThissectioncoversgenericHSE,SecurityandSocialAspects.
3.1. InductionPrior to startwork all personnelmust attend the specifiedHSE induction course, conducted by theCOMPANYAreaAuthority.AllemployeesalsoshallsignthesheetsofacknowledgementwithcorporateHealthandSafetyPolicy. Induction logbookshallbeproperly implementedandmaintained.PersonnelwhohavenotpassedtheProjectInductionCourseshallundertakenowork.
3.2. PersonalProtectiveEquipmentAllpersonnelinvolvedinworkactivitiesshallcomplywiththeprojectPPEstandards.TheminimumPPErequirementsonsiteduringworkactivitiesshallbe:
SafetyBootswithmetaltoeprotectors SafetyHardHat AppropriateEyeProtection Coveralls Gloves HearingProtection(whereapplicable)
Additional PPE identified by the risk assessment shall also be implemented. Personnel shall takereasonable care about personal protective equipment issued by contractor. PPE logbook shall beimplemented andmaintained toensure all respectivepersonnel is issuedwith standardPPE set anddefectiveordamagedPPE isreplacedwithappropriateone.AnyviolationofPPEstandards,misuseofcorporateissuePPEorequipmentwillbethesubjectfordisciplinaryaction.HandmadeorpersonalPPEwillnotbeacceptablebyCONTRACTOR.
3.3. OperationPlantandEquipmentThecrewsupervisorshallinspectallequipmentfordamageand/ordeficienciespriortothestartofworkondailybasisandappropriatesurveillanceshallbeimplementedandmaintainedonequipmenttocheckifithassustainedfromanydamageduringthecourseofexploitation.Defectiveitems,thataffectthesafeoperationofthepieceofequipment,shallbeimmediatelyremovedfromserviceuntilrepairedorreplaced.OtherdeficienciesshallberectifiedonASAPbasis.CrewsupervisorsshallcompletedailyaPlant&EquipmentChecklistfortheitemofplanttheyoperateand shall report all deficiencies to the site supervisors who are in charge of rectification from anydeficiencies.TheTechnicaldepartmentshalldocumentanyrectificationworkperformed.Allpersonnelshall exercise care when performing their duties with the contrast movement of vehicle plant andpersonnel within the work area. The Crew supervisors and workmen shall take special care whenworkingandmovingnearorunderoverheadservicesandburiedexistingservices.

3.4. RiskAssessmentSuitable and sufficient risk assessment shall be implemented by CONTRACTOR, which shall coveractivitiesofcontractorspersonnelaswellasvisitors,clientspersonnel.Refertothespecifictaskriskassessmentfordetailsoftheassociatedhazardsandmitigationmeasurestobeimplemented.Prior to thecommencementofworks the riskassessment shallbe reviewedbyHSEDepartmentandOperations(AreaAuthority)inconjunctionwithConstructiondepartmenttoensurethatalltherisksareaddressed and the required controlmeasures are in place, and followed during operations. Lessonslearnedpracticemustbeimplemented.
3.5. ToolBoxTalksPrior to the commencementofworks theCrew supervisor,with support from theHSEOfficer, shallconduct a prestart toolbox talkwith all of the crew present. The crew supervisor shall explain themethod ofworks focusing on the hazards, risks and themitigationmeasures that shall be taken asdetailed intheRiskAssessment.AllTBTsshallbedocumentedand filedaccordingly.Registrationshalltakeplace inworkplace instructionandtraining logbook.ThecustodianofallTBTdocumentationshallbethecrewsupervisor.
3.6. PermittoWorkAPTWshallbeobtainedinaccordancewiththerequirementsofPermittoworkProceduredescribedincorporate occupational health and safety manual, prior to performing the following operations oractivities.Thesiteandcrewsupervisorshallexplainthemethodsinvolved,focusingonthehazardsandrisks involved the activity, and the mitigation measures that shall applied as detailed in the RiskAssessmentincluding.
3.7. EnvironmentalImpactPrior to commencing work all personnel shall have been inducted by the CONTRACTORS HSEDepartmentinaccordancewiththerequirementsoftheProject.PersonnelwhohavenotattendedtheProjectInductionCoursesshallundertakenowork.TheHSEDepartmentshallensurethatalltherisksareaddressedandthecontrolmeasuresareinplace.
3.8. NoiseandVibrationEmissionsAllequipmentshallbemaintainedinefficientstatetominimizenoiseandvibrationemissions.Potentialsourceofnoiseshallbeidentifiedandcontrolmeasuresimplementedasfarasitreasonablypracticable.Regularnoiseemissionsmonitoringshallbecarriedoutbytrainedpersonnel.Incasenoisemonitoring iscarriedoutbyCOPMANYpersonnelonregularbasisandCONTRACTORnotlikelytoexceedregularsitenoiseemissions,thensubjectsectionisnotapplicable.
3.9. EnvironmentalImpactAssessmentSignificant environmental impacts resulted from scope of work performed by CONTRACTOR shalladequately addressed with consistent control and monitoring measures implemented. Wherenecessary, an Environmental impact assessment shall be carried out by competent environmentalengineer.
