Introduction The celebration of the XXII Central American and Caribbean Games in Veracruz 2014, is a fact that fills the entire land of Mexico with joy, since it was our country that beheld their birth and our country that has seen them gain strength throughout the years as well as position as one of the multi-sport events that holds more tradition in the world. With the objective of preserving and contributing to that tradition, the Organizing Committee for the XXII Central American and Caribbean Games Veracruz 2014 has the great commitment of providing all the tools within its grasp so these Games can be up to the level of prior editions and leave an important legacy in the way Central American and Caribbean Games are organized and experienced. As a part of this commitment, COVER 2104 has set as an objective, the integration of this Qualification Manual that seeks to concentrate the work made very much on time by the Central American and Pan American Confederations in relation to the qualification systems that the members of CACSO must observe in order to participate in the Games Veracruz 2014. The National Olympic Committees will be able to rely on this document to develop the necessary strategies that allow them to plan and draft, along with their respective authorities, the disciplines in which they wish to participate and the way in which they will obtain their pass to the XXII Central American and Caribbean Games two years before the beginning of the Games; in this Manual, they will also find elements to calculate the size of their delegation, as well as the events in which they may enter once they have met the qualification systems. COVER 2014 expects this document be of great utility and we reiterate our commitment to work hard to make the XXII Central American and Caribbean Games Veracruz 2014, the finest Central American and Caribbean Games in history!

Technical Summary In this section some technical aspects will be explained which is fundamental to know for accompanying the planning process of the National Olympic Committees, in order to respect the regulations of the sports authorities involved in the organization and logistics of the Central American and Caribbean Games. Some references to the Participation Rules of the Central American and Caribbean Games will be made besides some observations which are important to know in order to use this manual correctly. Qualification Manual’s Validity:

a) The qualification Manual is the first reference instrument created by COVER 2014 in coordination with CACSO and the high technical authorities to make known the qualification systems for the XXII Central American and Caribbean Games Veracruz 2014.

b) The subsequent updates or modifications will be made known by COVER 2014 in the formats designed for such purpose, as soon as they are agreed and approved by COVER 2014 and CACSO.

c) Those disciplines whose qualification systems have already been approved, may suffer changes in case of greater force, for which the responsible organizations must seek new agreements along with COVER 2014 and CACSO. Once agreed, they will be made know by COVER 2014 in the official formats.

d) At the beginning of 2014, COVER will issue the Final Version of the Qualification Manual, which will contemplate all the qualification systems and the advances that have been made to the date.

Participation

a) Competitions. According to Article 13 of the participation Regulations of the Central American and Caribbean Games, the events will be valid if there’s a minimum of five (5) competitors from the same number of NOCs.

b) The qualification systems of each summoned discipline specify the minimum number of participants per NOC per event following which is specified in the Participation Regulations of the Central American and Caribbean Games.

c) The Central American and the Caribbean or Pan American Confederations as technical authority of each discipline, must to design strategies so that all CACSO members have the opportunity to participate in the qualification process for Central American and Caribbean Games, whether or not its members.

d) The official summoning for the qualifying events contained in this manual will be published by the governing organizations of each discipline in the moment they see fit.

Qualification and entry dates

a) The official qualification date is January 1st, 2013 to September 14, 2014. b) The qualification period for each discipline is analyzed and approved by COVER

2014 and CACSO according to the official qualification date, prioritizing the periods

of entry by number and by name and the right development of the Delegation Registration Meeting.

c) The entry by number period is from May 14 to the midnight of August 14, 2014, Mexico’s time.

d) The entry by name period is from August 15 to the midnight of October 14, 2014, Mexico’s time.

Qualification Systems In this second version we present all the qualification systems approved.

Archery

Participation Only NOCs recognized by CACSO, whose National Archery Federations are members of the International Archery Federation (FITA, Fédération Internationale de Tir a l’arc) and the Pan American Archery Confederation (COPARCO, Confederación Panamericana de Tiro con Arco) may enter athletes in the Archery competition of the XXII Central American and Caribbean Games Veracruz 2014. Events The events are ten (10) according to the following:

Total 4 4 2 Maximum number of competitors According to the established quota by CACSO the Archery competition will have a maximum of one hundred (100) athletes, forty four (44) women and fifty six (56) men distributed as follows: Women’s recurve 24 Men’s recurve 28 Women’s compound 20 Men’s compound 28 Total 100 COPARCO made the distribution of the number of participants per category based on the participation of the last two Central American and Caribbean Games and the two more recent Pan American Championships. c) Each NOC may enter a maximum of three (3) athletes for each modality and gender,

as long as they meet the Archery qualifying criteria for the XXII Central American and Caribbean Games Veracruz 2014. .

Qualifying system for Veracruz 2014 Two Qualifying Tournaments will be held:

a) Qualifying Tournament #1. - World Cup, Medellin, Colombia, July 9 to 15, 2013 (An eliminatory round per teams and individual will be made in each category independently with the countries of the region during the World Cup). Slots to be granted:

Olympic Round per teams. • 3 individual slots for the top 3 places in the

Individual Olympic Round without the countries that won the slots per teams.

Men’s Compound 25

• 3 slots for Mexico as host country • 12 slots for the top 4 teams excluding Mexico in

Olympic Round per teams. • 10 individual slots for the top 10 places in the

Individual Olympic Round without the countries that won slots per teams.

b) Qualifying Tournament # 2. – It will be held from May 27 to June 2nd, 2014 at Guatemala, Guatemala.

In this tournament those countries that have less than three archers qualified in each category may obtain slots. The archers that have already won slots for their countries in the Qualifying Tournament #1 won’t be able to try for new slots in the Qualifying Tournament #2. Slots to be granted:

c) In both qualifying tournaments the won slots are for the country, and not necessarily for the archers who won them.

d) Qualification for events per Teams in the Games. 1. This qualifying system guarantees a minimum of 5 countries for each event per

teams. The number of teams may be increased with countries that manage to qualify three (3) individual archers in a category between the two qualifying tournaments. This means, a team may be formed by two (2) individual archers qualified in Tournament #1, and one individual archer qualified in tournament #2.

2. In the competition per mixed teams both in recurve as in compound, all the countries that have at least one male competitor and one female competitor in one type of modality may participate.

e) The National Archery Federations must confirm in writing to COPARCO the slots to

be used no later than July 15, 2014. In case of resignations or free slots, the slots will be redistributed to the countries that were located in the immediate following positions in the Qualifying Tournament in which they have obtained, as first criteria. As second criteria, COPARCO will define the countries worthy of such free slots.

f) COPARCO will inform COVER 2014 the decision about the eventual substituting teams no later than July 30, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

With this system, 78 slots are distributed (39 for WAG and 39 for MAG). The 2 remaining slots will be assigned according to clause c). c) The NFs must inform UPAG their intention to attend the XXII Central American and

Caribbean Games Veracruz 2014, at least one month before the Pan American Senior Championship 2013, in date and place to be defined, whether it’s individually or by teams.

For the countries that do not have an assigned slot or in the case of a tie, in order to grant a slot, the participation in the All Around event in the Pan American Championship per apparatus 2013 will be taken into account so it may be granted. This is just in case there aren’t enough slots to grant without a qualifying event.

In case there are released slots due to lack of confirmation, injury, doping, etc. These will be granted to the NFs with individual participation, according to the historical ranking.

d) UPAG will notify the final distribution list to the NFs and COVER 2014 no later than March 1st, 2014 so the NOCs may have the possibility to meet CACSO’s Regulations regarding the entry by number and by name.

NOCs may only enter competitors that have qualified according to the system established by CACAC for the XXII Central American and the Caribbean Games Veracruz 2014.

. Age of competitors Male athletes competing in the Marathon and in the 50km Race Walk must be at least 18 years old on December 31, 2014 (born in 1996). Female athletes competing in the Marathon must be at least 18 years old on December 2014 (born in 1996). For the other events, competitors must be at least 16 years old on December 31, 2014 (born in 1998). Qualifying system for Veracruz 2014 It will be as follows:

a) Each NOC may enter up to two (2) athletes in each individual event. b) If the quota approved by CACSO is exceeding, CACAC will reduce at 500,

considering the ranking and the entries in each event scheduled c) Relays. NOCs that register relay teams may enter a maximum of two (2) athletes

only for relay. The other members of the relay team must be officially entered in an individual event. Excepcional cases will be considered by CACAC.

d) Mexico, as the host country is automatically qualified for all the Athletics events in the XXII Central American and Caribbean Games Veracruz 2014 with two (2) participants per event.

e) Periods: 1. Before September 14, 2014 the Athletics National Federations, including the

host country, must present to CACAC the Entry by Name form given by COVER 2014 with the names of the athletes and the respective events so they may be considered for their entry in the XXII Central American and Caribbean Games Veracruz 2014.

2. If the number of applications exceeds five hundred (500) athletes established by CACSO (including the host country), CACAC will select the number of athletes per NOC that may be entered.

3. In both cases, CACAC will inform the final list by name of the slots to their respective National Federations and COVER 2014 no later than September 30, 2014, so the NOCs will be able to meet with CACSO Rules about Entry by Name deadline. Once this relation is published, the final number of slots won’t vary.

d) The National Badminton Federations must ratify the slots they will use in writing to CONCECABA no later than June 30, 2014. c) Events and qualification criteria:

1. The Cap. San Luis Cup in Cuba on November, 2013 is the first qualifying event. The top five (5) countries will qualify according to the addition per modality, a total of 35 athletes.

2. A Qualifying Tournament will be held in Mexico in the first trimester of 2014, where the top four (4) places will qualify according to the addition per modality, a total of 28 athletes.

The substituting teams of these vacancies will be announced to COVER 2012 by NORCECA on July 15, 2014, so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

1. The host country through an official communiqué, has informed the AMBC the

6 divisions in which it wishes direct qualification: Men: 52kg, 56kg, 60kg, 69kg and 81kg. Women: 60kg, this decision is already reflected on the chart.

8. In the weight divisions where eight (8) slots are given, the eight competitors fighting in the quarter finals will qualify.

9. In the weight divisions where nine (9) slots are given, the eight competitors that fight the quarter finals, and followed by the one who lost in the eighths finals with the division champion will qualify.

10. In case one (1) athlete qualified for the XXII Central American and Caribbean Games cannot participate due to any reason, the competitor who has lost against that qualified competitor will be chosen to substitute them in the previous phase following the order of the previous indexes described at section “d” of this manual.

If there is a shortfall of divers in one gender from a country, the country will be allowed to make up the shortfall in the other gender to the maximum of 8 divers, according the qualifying criteria stipulated by CCCAN. a) In the individual events, each NOC may enter a maximum of two (2) athletes. b) There’s no event limit in which the athletes may compete. c) In the synchronized events, each country can enter one (1) team per event. d) All the entered divers must compete in one event.

Qualification system for Veracruz 2014

a) As the host country, Mexico will automatically qualify to enter at least one (1) diver in all individual events and one team in all synchronize diving events, for the Diving competition for the 2014 CAC Games Veracruz.

b) Each NOC may enter a maximum of eight 8 divers, four (4) men and four (4) women, if entering a team in synchronized diving. NOCs not entering divers in synchronized diving will be allowed to enter a maximum of six (6) divers, three (3) men and three (3) women.

c) No later than March 15, 2014 each NF must submit to CCCAN a list with the names of the proposed divers to be registered for the 2014 CAC Games Veracruz. If the number of proposed divers exceeds the quota of forty (40), CCCAN will determine the qualified divers for the 2014 CAC Games Veracruz according to the order of finish in the CCCAN 2013 Championships and will communicate this to the NFs and COVER 2014 no later than April 15, 2014, so that the Nominal and Numerical Entry processes can be completed according to the CACSO regulation.

Age of Competitors The date of birth for athletes is on or before December 31, 1998 (dressage and jumping) and on or before December 31, 2000 (eventing). Certificates of Capability may be obtained at two CDIs or CDNs judged by a

minimum of two foreign judges obtaining a minimum of 62% in the Prix St. George. c) Eventing

1. Six (6) additional teams qualify through Certificates of Capability. If more than six (6) teams qualify, the qualifiers will be determined by the World Eventing Riders Rankings of riders in the region.

2. Six (6) additional individuals (from NFs not qualified to send teams) qualify through Certificates of Capability. If more than six individuals qualify, the qualifiers will be determined by the World Eventing Rider Rankings of riders in the region.

Certificates of Capability may be obtained at a minimum of one CCI 1* with a dressage

test of 65 or better, a clear cross country test within 90 seconds of the optimum time, and a jumping test with 16 or fewer jumping penalties.

d) Jumping

1. Seven (7) additional teams qualify as follows: • Top three (3) teams at the 2013 Central American Games, San Jose, CRC; • Top two (2) teams (from the eligible NFs) at the 2013 Bolivarian Games, Lima,

PER; • Top two (2) teams determined by the FEI from the Caribbean Islands (procedure

to be defined).

2. Four (4) additional individuals (from NFs not qualified to send teams) qualify according as follows: • Two (2) from the 2013 Central American Games, San Jose, CRC; • One (1) from the 2013 Bolivarian Games, Lima, PER; • One (1) from the Caribbean Islands (procedure to be defined).

Certificates of Capability may be obtained at a minimum of one CSI 1* over a course of 1.35 m with less than 8 penalties.

e) The qualified National Equestrian Federations must confirm to FEI in writing no later

than July 10, 2014, their participation in the XXII Central American and Caribbean Games Veracruz 2014. If there are vacancies, the substituting teams or individuals will be announced to COVER 2012 by the FEI on July 15, 2014, so that the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

d) In case that in any particular geographic zone the minimum entry required is not met

aforementioned points must ratify their participation to the XXII Central American and Caribbean Games Veracruz 2014 in writing to CCCB no later than July 10, 2014.

Should any team decline their participation, the substituting teams of these vacancies will be announced by CCCB on July 15, 2014 so they can meet which was stipulated by CACSO for the process of entry by number and entry by name.

Modern Pentathlon Participation Only NOCs recognized by CACSO, whose National Modern Pentathlon Federations are members of the International Union of Modern Pentathlon (UIPM, Union Internationale de Pentathlon Moderne) may enter athletes in the Modern Pentathlon competition of the XXII Central American and Caribbean Games Veracruz 2014. Events The events are five (5) and they will be in the complete modern pentathlon mode with all five disciplines, in both individual and relay formats as follows:

Maximum number of competitors According to the established quota by CACSO the Modern Pentathlon competition will have a maximum of thirty six (36) athletes for both genders. The maximum number of athletes from each country is three (3) per gender and all three (3) may take part in the individual event. In the relays each country must designate the 2 athletes that will take part one day before the competition. Because the mixed relay will take place one day after the men and women’s relays, any nation could take part in all five events with only two male and two female athletes. Qualifying system for Veracruz 2014 It’s as follows:

a) Mexico as the host country may register two athletes in each gender. b) All participating nations will have the right to register one athlete in each gender. c) All participating nations in the 2014 NORCECA Championship will have the right to

qualify a second athlete based on the place of their second athlete at this Championship in the Individual Event.

d) If there are still spots available for the Central American and Caribbean Games Veracruz 2014 the nations will be allowed to register a third athlete based on the order of places of their third athletes at the 2104 NORCECA Championships.

e) The National Modern Pentathlon Federations must confirm to the NORCECA in writing the slots to be used no later than August 10, 2014. In case of resignation or vacancies, substitutions will be assigned to the next best qualified country in third athletes ranking from the 2014 NORCECA Championships Individual event. This decision will be announced to COVER 2014 by the NORCECA no later than August 15, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

f) In case of injury the country is entitled to enter another athlete from their own country instead of the injured athlete until the deadline of the Entry by Name, October 14,

Open Water Participation Only NOCs recognized by CACSO, whose National Swimming Federations are members of the International Swimming Federation (FINA, Fédération Internationale de Natation) and the Central American & Caribbean Swimming Confederation (CCCAN, Confederación Centroamericana y del Caribe de Natación) may enter athletes in the Open Water competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events There will be two (2) events:

1. 10km Women 2. 10km Men

Age of the competitors Competitors must be fourteen (14) years old by the day of the competition. They may even participate if they are the indicated age on the day of the competition. Maximum number of competitors According to the quota established by CACSO the Open Water competition will have a maximum of forty eight (48) athletes, twenty for (24) women and twenty for (24) men. Each NOC may be represented by three (3) female athletes and three (3) male athletes, as long as they meet the qualifying criteria established by CCCAN for the Open Water competition of the XXII Central American and Caribbean Games, Veracruz 2014. Qualification System for Veracruz 2014 a) All countries members of CCCAN may participate, besides Venezuela and Colombia,

in their quality of invited countries to the area events. b) Qualification for the Games will be obtained in the CCCAN Championships 2013 to be

held at San Jose, Costa Rica on July 5-7, 2013. The vacancy is granted to the National Federation, not the athlete.

c) Each National Federation may be represented by a maximum of three (3) competitors per gender category in these qualifying events.

d) Qualification priorities:

1st Priority: Mexico is granted one (1) vacancy per gender category as host country. 2nd Priority: Each Federation that participates in the CCCAN 2013 Championship

may apply to qualify their three athletes, as long as they are located among the top 23 swimmers in each gender category. If Mexico presented three competitors in the competition, the Mexican swimmer with the lowest performance who arrived among the top 23 swimmers will yield their position to the athlete that precedes them in their position.

3rd Priority: If it’s still necessary, the slot will be filled with the swimmers from the

eligible Federations who participate in the CAMEX 2014 and CISC 2014 Championships in place and date to be defined.

Those athletes whose Federations haven’t completed three (3) athletes in each gender category will have the right to qualify as well as the athlete who arrives to the goal with the right to qualify, that hasn’t done it before. One single athlete won´t be able to qualify two vacancies for their Federation. They may compete twice (2013 and 2014) but they will only be allowed to obtain a vacancy for their Federation in one of them. The representatives of a Federation that have completed the maximum quota will yield their position to the swimmers that precede them in the arrival order.

e) The vacancies that may be occur, due to illness, withdrawal or Doping Test

sanctions or any other anomaly will be substituted respecting the ranking of the places obtained in the Championships: 1. CCCAN, 2. CAMEX, 3. CISC, in this order.

d) The National Racquetball Federations must confirm in writing to PARC the slots to be used no later than July 15, 2014. In case of resignations or free slots, the substitutions will be decided first of all by the results of the individual event per gender of the Pan American Racquetball Championship 2014. In case there are no other qualified countries, PARC’s Technical Committee will make the corresponding decision so the maximum quota approved by CACSO may be used. PARC will inform COVER 2014 the listing of the substituting countries no later than July 30, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

For the countries that do not have an assigned slot or in case of a tie to grant any slot, the participation in the All Around in the Pan American Apparatus Championship 2013 will be taken into account in order to assign it. This will happen in case there aren’t enough slots to grant without a qualifying event.

In case there are released slots due to lack of information, injury, doping, etc. These will be granted to the NFs with individual participation, according to the historical ranking.

e) UPAG will inform the NFs and COVER 2014 the final distribution list no later than March 1, 2014, so the NOCs may have the possibility to meet CACSO’s Regulations regarding the entry by number and by name.

b) A qualifying event will be held in 2013 with date and place to be defined. The qualification criteria is as follows:

1. Artistic. The top eight (8) countries qualified by CIPA’s method per victories and points in the Women’s and Men’s Free Program will qualify as determined by the Confederation.

2. Racing. The addition of the points of the 300m ITT, 1000m for Speed and the results of the 10,000m Elimination and Points events, thus qualifying the seven (7) top countries with one athlete for the Speed events and another for the Long distance (10,000m) in each gender.

country must present to COPARE a list with the number of boats and rowers so they may be considered for their entry in the XXII Central American and Caribbean Games Veracruz 2014.

2. If the number of applications exceeds the limit of one hundred (100) athletes established by CACSO (including the host country), COPARE will select the number of rowers per NOC that may be entered.

3. In both cases, COPARE will inform the final distribution by number of the slots to the respective National Federations and COVER 2014 no later than July 31, 2014, so the NOCs will be able to meet with CACSO Rules about the Entry by Number and Entry by Name deadlines. Once this list is published, the final number of slots won’t be able to vary.

Rugby Sevens Participation Only NOCs recognized by CACSO, whose National Rugby Federations are members of the IRB and the NACRA, may enter athletes in the Rugby sevens competition of the XXII Central American and Caribbean Games Veracruz 2014 Events There will be a women’s and a men’s competition, a total of two (2) events. Maximum number of competitors According to the established quota by CACSO the Rugby sevens competition will have a maximum of a hundred and sixty eight (168) athletes, in eight (8) teams in male competition and six (6) teams and the female competition, and a maximum of twelve (12) players per team. Each NOC may enter a maximum of one (1) team per gender, as long as they meet the NACRA qualification criteria for Veracruz 2014. Qualifying system for Veracruz 2014 Teams qualify as follows:

a) Mexico is automatically qualified for being the host country with one team in each category.

b) The existing Rugby Sevens Women's and Men's tournaments in Central America (CONSUR) and in the Caribbean (NACRA) will be used to qualify on merit the teams to the XXII Central American & Caribbean Games Veracruz 2014.

1. NACRA: Cayman Islands, 16th-17th November 2013 • Women: the top three tournament places • Men: the top four tournament places

Sailing Participation Only NOCs recognized by CACSO, whose National Sailing Federations are members of the ISAF and the Central American & Caribbean Sailing Federation (COCECAVE, Confederación Centroamericana y del Caribe de Vela) may enter athletes in the Sailing competition of the XXII Central American and Caribbean Games Veracruz 2014. . Events The events (classes) are eight (8) according to the following:

Women (2 classes) • Women’s Laser radial (team: 1 athlete) • Women’s Sailboard (team: 1 athlete) Men (2 classes) • Men´s Laser (team: 1 athlete) • Men’s Sailboard (team: 1 athlete) Open (4 classes) • Sunfish (team: 1 athlete) • Snipe (team: 2 athletes) • Hobie Cat 16 (team: 2 athletes) • J24 (team: 4 athletes)

Maximum number of competitors According to the quota established by CACSO the Sailing competitions will have a maximum of a hundred and thirty (130) athletes. Each NOC may enter a maximum of thirteen (13) athletes, entering one entry in each event as long as they meet COCECAVE’s qualifying criteria for the Sailing competition in the XXII Central American and Caribbean Games Veracruz 2014. If the quota of 130 athletes is not met, COCECAVE will apply the criteria described in sections c) and e), for which the maximum per NOC may be increased. Age of the competitors Competitors must be at least fifteen (15) years old by the year of the competition (born in 1999). Qualification system for Veracruz 2014

a) Mexico as host country is automatically qualified with a complete team of athletes (13) for which 117 slots will be assigned to the other members of COCECAVE.

b) Each NF will have one (1) slot (of their choice) in each of the Sailing classes. c) NFs must inform their participation in writing to COCECAVE before August 1, 2014.

The unused slots will be redistributed according to COCECAVE’s analysis and notified to the NFs and COVER 2014 no later than August 10, 2014, so the NOCs may have the possibility to meet CACSO’s Regulations regarding the entry by number and by name.

In case an event in a class doesn’t meet the minimum of five (5) entered countries by August 1, 2014, it will be cancelled and it won’t be substituted by another event but the remaining slots will be assigned to other events up to a total of 130 athletes.

d) The maximum number of slots that correspond to each of the eight Sailing classes

is described below:

e) The un reclaimed slots will be assigned by the Qualification Committee as follows:

1. Priority will be given to an athlete for a class in which he or she has obtained a gold medal in the previous Games.

2. If necessary, there will be NOCs that may enter up to two teams per event. 3. The available slots will be assigned according to the results of August 1, 2014

of: I. ISAF’s World Ranking in case of applying. II. Regional Championships (with a minimum of 3 countries) that have been held

in the three years prior to the XXII Central American and Caribbean Games Veracruz 2014 with emphasis on the last eighteen (18) months.

f) Qualification Committee.

1. The qualification procedures and regulations will be the responsibility of COCECAVES’s Qualification Committee which is formed by two members of COCECAVE’s Executive Committee, the Technical Delegate on behalf of ISAF and the Technical Director of the Regatta of the XXII Central American and Caribbean Games Veracruz 2014.

2. The qualification Committee can modify the number of athletes in a Sailing class considering the maximum allowed number of 130 athletes.

Qualification system approval These stipulations have been approved by COCECAVE on January 29, 2013.

Shooting Participation Only NOCs recognized by CACSO, whose National Shooting Federations are members of the ISSF and the Central American & Caribbean Shooting Confederation (CTCC, Confederación de Tiro Centroamericana y del Caribe) may enter athletes in the Shooting competition of the XXII Central American and Caribbean Games Veracruz 2014. Events The events are twenty one (31) according to the following:

Total 10 10 6 5 Maximum number of competitors According to the quota established by CACSO the Shooting competition will have a maximum of a hundred and ninety (190) athletes. A country may enter a maximum of twenty six (26) athletes in the Central American and Caribbean Games in Veracruz, as long as they have obtained the slots. They may enter a maximum of three competitors qualified in each modality, the ones that will compete individually and a three shooters team each, except in women’s Trap in which there are only individual competitors. Qualifying system for Veracruz 2014

a) The competitors shall have up to 185 slots in the Central American and Caribbean Championship to be held in the city of Guatemala from April 14 to 21, 2013. The athletes who participate in this event have as an obligatory requirement to have their ISSF ID-Number.

b) CTCC and CACSO shall have five (5) places for exceptional cases (Wild Card). Unused quota places will be reallocated as per the procedure defined in the CTCC qualification system.

c) Qualifying specifications in the Central American and Caribbean Championship 2013. Athletes that qualify:

1. Men: • Rifle (50m. Prone, 3 positions and 10m. Air)

The top 3 teams of each event shall qualify. These are entitled to enter their 3 athletes in the rest for the modalities. If a country qualifies in more than one event, with a team with at least one non-qualified athlete in previous events, they may enter up to 4 athletes to combine the teams which will always be of 3 competitors each.

• Pistol

50m and 10m Air The top 3 teams of each event shall qualify. These are entitled to enter their 3 athletes in the other modality.

25m Rapid Fire and 25m Standard The top 3 teams of each event shall qualify. These are entitled to enter their 3 athletes in the other modality.

• Shotgun

Skeet The top 5 teams shall qualify, which will always be composed of 3 competitors each. Trap and Double Trap The top 3 teams from each event qualify. These are entitled to enter their 3 athletes in the other modality. Should they qualify at the second event with a team of at least 2 athletes who did not qualify in previous events, this may enter up to 5 athletes to combine teams which shall always be comprised of 3 competitors each. The athletes who reach 1st, 2nd and 3rd individual place and whose country hadn’t presented a Team and hadn’t qualified.

2. Women

• Rifle (50m Prone, 3 positions and 10m. Air) The top 3 teams of each event qualify. These are entitled to enter their 3 athletes in the rest for the modalities. If a country qualifies in more than one event, with a team with at least one non-qualified athlete in previous events, they may enter up to 4 athletes to combine the teams which will always be of 3 competitors each.

• Pistol (25m y 10m. Air)

The top three teams of each event will qualify. These are entitled to enter their 3 athletes in the other modality. If they qualify in the 2nd event, with a team formed by at least one non-qualified athlete in previous events, they may enter up to 4 athletes to combine the teams which will always be of 3 competitors each.

• Shotgun Trap. The top 10 individual places shall qualify.

• The athletes that reach 1st, 2nd and 3rd Individual place and whose country hadn’t presented a team or hadn’t qualified.

d) Should a total number of quota places in dispute not be reached, the amount shall

be completed with individual and team athletes who participated in the qualifier following the procedure below: 1. In the modalities where 5 teams haven’t qualified. 2. The athletes that reach 4th, 5th and 6th individual places and whose country

hadn’t presented a team or hadn’t qualified. 3. In the modalities where more than 6 team haven’t qualified. 4. Athletes that reach 7th, 8th and 9th individual places and whose country hadn’t

presented a team or hadn’t qualified. 5. If there are slots not granted, continue the procedure.

e) The quotas are won by the country. f) The National Sports Federations will inform the CTCC the number of athletes they

will enter before the numerical entry closure on August 15, 2014. The slots not used, as well as the places for disqualifications, doping, sanctions, injuries, etc will be redistributed according to the existing qualifying system. CTCC will inform COVER 2014 the listing of the substituting countries no later than August 30, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by Number and Entry by Name.

Qualifying system approval As follows:

a) It was discussed and approved at first instance at the Meeting of the Guatemala Executive Committee on February 23, 2012.

b) It was submitted for consideration of the National Federations members of the CTCC.

It was approved definitively at the CTCC Meeting on April 17, 2012 in London, England with the presence of all the Federations members of the CTCC that attended the ISSF General Assembly.

Softball Participation Only the NOCs recognized by CACSO, whose National Softball Federations are members of the ISF and the Central American and Caribbean Softball Confederation (CONCACAS, Confederación Centroamericana y del Caribe de Softbol) may enter athletes in the Softball competition of the XXII Central American and Caribbean Games Veracruz 2014. Events Men’s and women’s Tournament. Maximum number of competitors According to the quota approved by CACSO the Softball competition will have a maximum of two hundred and four (204) athletes, six (6) teams in the Women’s competition and six (6) in the Men’s competition and a maximum of seventeen (17) players per team. Each NOC may enter a maximum of one (1) team, as long as they meet the Softball qualifying criteria for the XXII Central American and Caribbean Games Veracruz 2014. Qualifying system for Veracruz 2014 Teams that qualify:

a) Mexico is automatically qualified as host country with one team by gender. b) The top five (5) teams of each gender from the Central American Qualifying

Tournament organized by CONCACAS in 2013 in place and date to be defined. c) The National Softball Federations must confirm their participation in the XXII Central

American and Caribbean Games Veracruz 2014 in writing to CONCACAS no later than July 10, 2014. In case of resignation or vacancies, the substituting teams will be chosen from among the top located in the 2013 Qualifying Tournament and the decision will be announced by CONCACAS on July 15, 2014, and it will be sent in writing to COVER 2014 so the NOCs may have the possibility to meet which was stipulated by CACSO for the process of entry by name and by number.

Qualifying system approval This qualifying system was approved and it remains valid since the first participation of Softball in the Central American and Caribbean Games.

Squash Participation Only NOCs recognized by CACSO, whose National Squash Federations are members of the WSF and the Pan American Squash Federation (FPS, Federación Panamericana de Squash) may enter athletes in the Squash competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events The events are seven (7) according to the following:

Each NOC may enter a maximum of three (3) athletes per gender as long as they meet the Squash qualifying criteria for the XXII Central American and Caribbean Games, Veracruz 2014. The maximum participation per NOC in each event is as follows:

a) Individuals: Up to 2 athletes in each individual event per NOC b) Doubles: 1 team in each doubles event per NOC c) Teams: 1 women’s team and 1 men’s team per NOC.

Qualification system for Veracruz 2014 Athletes that qualify:

a) The Pan American Squash Federation will summon the countries that are members of CACSO to a selective event to be held in 2013 in place and date to be defined.

b) As host country, Mexico will be automatically qualified with a complete team of three

(3) women and three (3) men, although they must mandatorily participate in the selective event since this event defines the qualification position to the doubles and teams events.

c) The selection criteria for the Qualification event will be announced before May 31, 2012, so the following participation charts can be integrated:

a) In each individual event, each NOC may enter a maximum of two (2) athletes and in each relay event they may enter a maximum of one (1) team as long as they meet the Swimming qualification criteria for the XXII Central American and Caribbean Games, Veracruz 2014.

b) There’s no event limit in which an athlete may participate. Qualification system for Veracruz 2014 It will be as follows:

a) Mexico, as host country is automatically qualified for all Swimming events with two (2) participants per individual event and a team in each relay event in the XXII Central American and Caribbean Games, Veracruz 2014.

b) For each individual event, a maximum of two (2) swimmers can be entered who have accomplished the A standard or a maximum of one (1) swimmer with the B standard.

c) For relays, each country can enter only one (1) team. All entered swimmers are eligible to swim the relays. Swimmers entered during the preliminary session can be different to the swimmers entered in the final session (FINA BL 9.3.6.4).

d) Qualification process. 1. Before September 14, 2014, the National Swimming Federations, including the

host country must present to CCCAN the entry card provided by COVER 2014 with the names of the athletes and their respective events so they may be considered for their entry in the XXII Central American and Caribbean Games, Veracruz 2014.

2. CCCAN’s Swimming Technical Committee will perform the selection based on the following criteria in order to reach the quota of 206 athletes approved by CACSO:

2.1 The priority for selection will be firstly those swimmers who have achieved the A standard qualifiers, secondly the 4th swimmer to complete relay teams, thirdly universality swimmers and fourthly B standard qualifiers.

2.2 Swimmers who achieve the A standard will qualify automatically. If the quota is exceeded with the A standard qualifiers, the first 103 female and 103 male swimmers in individual events will qualify using the FINA Points Table.

2.3 If the quota is not met after selecting the A standard qualifiers, the remainder of the quota will be filled by allowing NOCs with 3 selected swimmers to enter a 4th swimmer for the sole purpose of completing a relay team and the stroke to be swam must be declared. This 4th swimmer will be selected using the FINA Points Table and will not be allowed to swim individual events nor strokes not declared.

2.4 If the quota is not met after selecting the A standard qualifiers and the relay only swimmers, the remainder of the quota will be filled by allowing NOC with no qualified swimmer to enter one male or female universality swimmer up to a maximum of 10 universality swimmers. The stroke to be swum by the universality swimmers must be declared and the FINA Points Table will be used to select the first required swimmers.

2.5 If the quota is not met after selecting A standard swimmers plus relay only swimmers plus universality swimmers, the remainder of the quota will be filled by selecting B standard qualifiers using the FINA Points Table.

2.6 CCCAN’s Technical Committee will inform the list by name of the slots to the respective National Federations and COVER 2014 no later than September 30, 2014, so the favored NOC can meet the entry by name in the dates stipulated by CACSO. Once this relation is published, the final number of slots cannot vary.

e) Time Standards: time standards are based on results for individual events using

the six( 6) time from the finals session as the A standard and the eight(8) time from the finals session as the B standard from the Mayaguez 2010 Games.

The minimum qualification time standards must be reached in an official competition sanctioned by CCCAN, between September 14, 2013 and 14 de September 14, 2014. Club competitions will not be certified as qualifying events. A certified referee from FINA’s current list must conduct the events so they may be certified as qualifying events.

Synchronized Swimming Participation Only NOCs recognized by CACSO, whose National Swimming Federations are members of the International Swimming Federation (FINA, Fédération Internationale de Natation) and the Central American & Caribbean Swimming Confederation (CCCAN, Confederación Centroamericana y del Caribe de Natación) may enter athletes in the Synchronized Swimming competition of the XXII Central American and Caribbean Games, Veracruz 2014. Participants must be eligible according to FINA’s GR 1 and GR 2 rules. Events The events are seven (7) according to the following:

e) In each case, the athletes must to qualify according the qualification system stipulated by CCCAN for Synchronized Swimming of the XXII Central American and Caribbean Games Veracruz 2014.

b) The qualifying event is the CCCAN 2013 Championships to be held at San José, Costa Rica on July 3-7, 2013, according the following criteria: 1. Teams and Combo: First five (5) countries participating in Teams (Average of

Free & Technical Routine-FINA Rules). 2. Duets: Qualify two (2) duets of countries not qualifying by teams. 3. If Mexico is placed in the top five in Teams Event, then will qualify the next country

c) No later than March 1st, 2014, each NF must to confirm by writing to CCCAN their participation in Veracruz 2014. Vacancies due to resign, disqualification, doping, and penalties must be filled with country with next Team on line, which then should swim Solo, Duet and Team. If there is no country which can fulfill the vacancy, empty spots shall be filled with as much countries with duets as needed to complete the quota.

e) The National Table Tennis Federations must confirm to the LATTU in writing the slots to be used no later than July 30, 2014. 4. The qualification tournament will only select the qualified spots for each country.

The winning athletes at the qualification tournament only qualify eligible spots for their country. Each country must have their own team selection process based on the qualified spots at the qualification tournament.

5. In the event that a qualified spot is not represented by the designated entry deadline due to athlete injury, withdrawal or by any unforeseen reason, PATU will replace such weight category as a wild card. A wild card will be allocated to a country that participated in the qualification tournament but did not qualify any athletes. In the event that there are many eligible countries against limited number of wild cards, PATU will designate the wild cards based on each country’s participation history in the past PATU official events.

6. In the event that organizing an Official Qualification Tournament is not feasible due to hosting difficulties, PATU will select the best qualified athletes in each weight category based on the WTF World Ranking at the time of selection, and past competition history in PATU official events, publishing the official listing of qualified athletes no later than July 30, 2014.

5. In the mixed doubles event, there will be fourteen (14) teams with direct entries and two (2) wild cards.

6. In the Nations Cup event, eight (8) men’s teams and eight (8) women’s team can enter. Their acceptance will be based on the singles and doubles results. Each round that is advanced by each player, will add a point to the team he/she represents. If the player advances with a bye, it will also count. The eight (8) teams with the largest amount of points will qualify to play Nations Cup. In case of a tie, priority will be given to the ATP and WTA rankings of the members on the team. If there’s still a tie, there will be a lottery.

d) Wild cards will be assigned by COTECC. There will be eight (8) wild cards only for doubles events.

e) Each National Tennis Federation will send the names of their players to be entered in the COTECC Tennis competition to [email protected] before Monday October 6th, 2014 for the acceptance list that will be prepared. This acceptance list will be published and sent to COVER 2014 on October 10th, 2014 so the NOCs can have the possibility to meet which was stipulated by CACSO for the entry by number and entry by name.

f) In case of withdrawals/changes, the players who will take the available spots will be selected as follows: 1. If the country that loses a player by withdrawal has a non entered player with a

ranking level for singles main draw, if playing singles, or ranking level for doubles main draw, if playing doubles, the NOC of that country can enter this player up until the Monday 2 weeks before the tennis singles event begins.

2. After that time, any place open because of withdrawals will only be filled up with the alternates list.

3. If the country that loses a player by withdrawal does not have a substitute player with the level of ranking that would allow him main draw status, the next player on the alternates list will take the place.

Each NOC may enter a maximum of one (1) team per gender, as long as they meet the NORCECA qualification criteria for the XXII Central American and Caribbean Games Veracruz 2014. a) Mexico is automatically qualified for being the host country with one team in each category.

b) The top five (5) teams ranked by NORCECA’s until December 31, 2013. Belonging to the Central American and Caribbean area.

c) Colombia and Venezuela qualify in each category, they qualify directly because they belong to the South American Confederation, for this reason they are not part of NORCECA Ranking.

c) Qualification by teams is calculated from the Total only, according to the IWF Technical Rules 5.8.3 and 5.8.7.

Age of competitors Competitors must be at least 20 years old by December 31, 2014 (born in 1994); however, also those athletes who turn 18 years old during 2014 may participate (born in 1996) presenting a medical certificate and authorization from their parents. Qualifying system for Veracruz 2014

a) The Central American and Caribbean Championship of Associated Wrestling 2014 will be the selective event for Veracruz 2014. The appointed location and date will be determined by FILA (tentatively it might be at the end of February, 2014).

b) The host country (México) qualifies directly, however, it must participate in the selective event mandatorily.

c) Based on the aforementioned points, the athletes that have the top eight places in each style and weight division will qualify for the Central American and Caribbean Games. In case a Mexican athlete does not qualify, then the country that holds the eighth place will have to yield their place to the host country.

d) The slots are for the country, not for the athletes. e) If any of the following eventualities were to happen:

• That a non-qualified athlete cannot participate due to a sanction, injury, etc; • That a NOC decides not to enter an athlete, • That the qualified athlete be sanctioned due to doping or any other cause, the

following criteria will be followed: 1. The country that has qualified in the immediately inferior place will take the

slot, this means 9th, 10th, 11th, etc. 2. If there were no more qualified countries then FILA, through CPLA, may

grant a “wild card” to another country from the area to complete the athlete quota approved by CACSO.

f) The National Wrestling Federations must confirm in writing to CPLA the slots to be used no later than July 15, 2014. In case the aforementioned points were to happen, CPLA will inform COVER 2014 the eventual substituting countries no later than July 30, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name.

Qualifying system approval This qualifying system was approved by FILA and CPLA on August, 2012.
