Presentation: Quality evaluation process in eTOD (electronic terrain and obstacle data) Database

Panelist: Jaroslav Zemek – RIGTC Zdiby, CZ

The presentation will inform about the achievements of RIGTC Zdiby - CZ, in the solution of the project "The Assurance and Assessment of Aerial Obstacles Quality". This project was solved for the Czech Ministry of Transportation in 2009 and 2010. It represents the first practical application of the ISO 19100 Series for Geographic information in aviation branch. The primary aim of this Project was to develop the technology for specification, ensuring, assessment and publishing the quality of the aerial obstacle data in accordance with Commission Regulation (EC) Nr. 73/2010, ICAO Annex 15, national legislation and with all key standards and norms of ISO 19100 Series - Geographic information related to quality and metadata.

Joint team led by RIGTC consisting of specialists from MT, Aeronautical Information

Services (AIS), Ministry of Defence (Geo, AF), surveyor of company operating the Prague – Ruzyně Airport

Solution in 2009 - 2010, eTOD – only „aerial obstacles“ (AO) WPs:

- development of proven data gathering technologies compliant with Q and I requirements

- generation, administration and update of database - development of proven technology of Q and I assessment - development of technology of positional accuracy assessment of

aeronautical charts

Research and development, design, testing, validation of methodology and technologies meeting the quality and integrity requirements

Documentation and results are stored in „e-Projekty“ at MT CZ (CG942-064-910) and in RIGTC library

Basic functionalities: Setting up (options, parametres for quality checks, etc.) Import and export (digital forms on web, off-line in exchange format XML) Viewing, filtering, searching, sorting and editing of obstacle data Quality checks (loggs, protocols, history) Digital photos viewing

Actions available (icons): depending on authorization (admin, editor, user)

Full info incl. digital photos Editing - application, logical and database checks are carried out before acceptance of each

change - historization and logging of all changes

Responsibilities of participating bodies

Implementation of Quality Management System within participating organizations (ISO 9001:2008)

Adequate proffessional skills and moral quality of personnal (courses and training for ISO 19100 Series, methodology, security clearance ….)

Participation at elaboration of DPS according to ISO 19131

Strict application of binding documentation (EU, Eurocontrol, ICAO, CZ_legislation, aviation regulations L15 etc.)

Secured data transfer (application of CRC 32Q method ), database integrity and database access only for authorized subjects

Technology: is proven by the users and is compatible with recent system of AIS of the Czech

Republic is ready for application without significant financial bardens will consolidate several AO databases being operated recently in CZ into unified, central

and standardized one will satisfy user needs for next about 5 years creates the solid base for further development (DIGEST and FACC, AIXM v. 5.1, UUID

etc.)

Proposals for future development: Streamlining of technologies, field survey of data with higher level of integrity (10-5),

wireless field data transfer , optimization of processes, additional functionalities for Quality checks etc.

Integration of eTOD with other state information systems and GIS, databases and registers

Full exchangability with European Aeronautical Database (EAD) Application of new digital geospatial data, especially from laser scanning of CZ

territory English language localization
