disseminated as provisional results. Data for the central

government and cantons have a time-lag of 14 months.

The introduction of the harmonized accounting model of

the cantons and communes (HRM2) in 2008 required a

revision of the calculation method. The first part of this

revision was performed in 2012. In a second step,

additional information can be obtained. This revision is

planned for the upcoming years.

1.3 Geographical comparability* (see regulation point 1.2.1)

Degree of coverage in terms of schemes(6)

missed or not available)

Degree of coverage in terms of receipts,

expenditure and detailed benefits

(if part of expenditures, receipts or detailed benefits are not available)

Cases of non-application of the ESSPROS methodology

in the form of a comprehensive list

(whether there are cases (both schemes and benefits) of possible non-adherence

with the ESSPROS methodology: provision from specific sources, for example,

could imply the use of definitions and methodologies not in line with our Manual)

Scheme 3

Many pension funds also include an over-mandatory which

does not come under the PP law of 1982. The insured

persons are not free to decide on the participation of the

over-mandatory part of this scheme that is why these

benefits are entirely included. Less than 1‰ of the insured

people are affiliated to a pensions funds which exclusively

provides an over-mandatory insurance. This kind of

pension’s funds is probably out of the scope of ESSPROS.

Scheme 10 Scheme 10 (1121111, 1131111)

According to ESSPROS (§ 42E, Part II), disability pensions

above the legal/standard retirement age should be recorded

under the item old age pension. This revision is on the

pipeline, but because of the small amounts at stake, it has a

low priority degree.

Scheme 37

Vested benefits accounts / policies

[Freizügigkeitsleistungen]

Missing Employees are usually insured in an occupational pension

fund (scheme 03). If they leave the labour market before the

retirement age (for instance due to unemployment or in

order to start a family) the accumulated capital is transferred

from the pension fund to a vested benefits account or a

vested benefits policy. The capital is only paid out when the

insured person reaches the statutory retirement age (or in the

event of disability or death).

Quality Report – ESSPROS core system Page 13 of 27

Up to now, no data have been available on this scheme. In

2017 a new statistic was introduced, which will provide

information concerning lump-sum and pension benefits

from this scheme.

In the forthcoming years these benefits will be included in

the ESSPROS data.

Scheme 16

Item 1112230 (Other benefits in kind): This item includes

various other items of the sickness/health care function. A

breakdown of the items has so far not been possible.

Scheme 17

Item 1182202: This item includes all measures concerning

drug abuse policy. This might include a share of expenses

for prevention campaign, which is a public service,

therefore not within the scope ESSPROS’s scope. This item

also includes the expenditures of the Swiss Alcohol Board

(SAB). SAB has been created in 1887 with the introduction

of the Alcohol Act. Up to the end of 2017, the SAB was

responsible for the implementation of the «law on distilled

spirits», as the Alcohol Act is accurately called. The SAB

was integrated into the Federal Customs Administration at

the start of 2018. Most of the interventions of the SAB are

probably not compatible with the definition of social

protection. We should correct this point with oncoming

revisions.

Scheme 38

Redundancy compensations

[Entlassungsabfindungen]

Missing According to the manual, §25 Part 1:

“[C]ontinued payment of wages and salaries while an

employee is unable to work during sickness, maternity,

disability, redundancy and so on is classified as social

protection provided by the employer.” This benefit

explained in detail under §69 Part 2.

Redundancy compensations are possible in Switzerland (see

www.entlassungsabfindung.ch ), but they have not been

estimated yet.

Scheme 39

Life Insurances financed by employers [Vom

Missing National accounts record life insurance financed by

employers as social transfers. These amount to CHF 15

Quality Report – ESSPROS core system Page 14 of 27

Arbeitgeber finanzierte Lebensversicherungen] million (i.e. about which represents less than 0.01% of the

social benefits)

Schemes 3, 16, 17, 18, 21, 22, 23, 24, 26, 27,

28, 29, 30, 31, 32, 33, 34

In scheme 3 (items 1420000 and 2420000) and in many

state controlled schemes: 16, 17, 18, 21, 22, 23, 24, 26, 27,

28, 29, 30, 31, 32, 33, 34 (all items), social benefits

expenditures are estimated by netting expenditures of local,

state and central government with receipts.

For state controlled schemes, this method has been

implemented in order to exclude the portion of the full cost

of the benefits that beneficiaries were required to meet

personally (according to ESSPROS Manual 2019, §23).

Further, this method has been applied in order to avoid

double counting (i.e. in order to consolidate transactions of

within a scheme, among local, state and central

government).

In reality it seems that most of the time this method violates

the “netting and consolidation principles” (ESSPROS

Manual 2019, §§134-136, Part 1), as far as many receipts

are in fact transactions among schemes (and not payment

from the beneficiaries). In order to avoid double counting

(consolidation between the different government levels), it

would be probably better to use the official government

consolidated figures. Further, it looks like this method

artificially increases the volatility of the items over time.

This issue should be clarified also in the context of links

with National Accounts.

* Please note that this table is referred to coverage and consistency with ESSPROS methodology of final figures.

6. If a scheme is completely missing in the final figures; please specify its number in the first column and in the second column specify "Missing". If only some expenditures, receipts or benefits of a

certain scheme are missing in the final figures, please specify in the first column the number of the scheme and in the second column the codes of items that are missing.

2. Methodologies and assumptions used in the estimates of statistics (see regulation point 1.1.1.2)

Scheme Estimates for schemes on which no data are

available(7)

(please explain methodologies used for all estimations)

Estimates for missing receipts, expenditure and detailed benefits, if:

(please explain methodologies used for all estimations)

(a) data are completely lacking (b) the breakdown for one benefit or group of

benefit is missing(8)

Scheme 01 1131111, 1131112, 1141111, 1151113 and

optional data 11411119

On an annual base, only the total amount of

old-age and survival benefit is available.

However, for the month of December the

amounts are known separately. Thus, the

annual amount is divided into old age,

anticipated old age, survivor and family

benefit according to the December data.

Scheme 01 Optional data 11411119

The position survivors' above the standard

retirement age (non means-tested) includes

two kinds of pensions: first the standard

survivals pensions excluding the pensions

below the retirement age, secondly the

survivals’ supplements to the old age

pensions.

Scheme 01, 02,

09, 13, 14

1200000 Specific cantonal (state) and local

offices are in charge of the administration of

these schemes (AHV/IV/EO offices). The

administrative costs of these offices are

known at an aggregate level. This amount

has therefore been divided between Scheme

01, 02, 09, 13 and 14 according to their

relative weights. These estimations are

available only since 2008.

For the previous years (1990-2007) no data

are available: this figures are estimated.

Quality Report – ESSPROS core system Page 16 of 27

Scheme 02 1111211, 1111221, 1111222, 1111230

From 1990 and 2014: The breakdown

between these items (and in particular of in-

and out- patient care) is made according to

the Compulsory Health Insurance statistics

i.e. according to the distribution of the costs

in the population.

In 2015: the split is based on split of 2014.

The variables in Compulsory Health

Insurance statistics changed: a new method

of split compatible with ESSPROS have to

be investigated.

Scheme 03 The definitive data of this scheme are provided by

specialists from the National Accounts, who analyse

and validate the raw data of the Occupational Pension

Plan Statistic. Usually, these results are not available

before June. In order to deliver provisional data

earlier, we estimate it on the basis of the correlation

between raw data and previous validated data. Some

differences between the provisional and definitive

results of this scheme have to be expected, above all

on the receipts’ side.

Scheme 03 1131111, 1131112 The data from the Occupational Pension Plan

Statistic do not allow to split the amount of

old age pensions according the age of the

beneficiaries, with the exceptions of 2010

and 2015 (see Module on Pensions

Beneficiaries).

In order to breakdown the amount of old age

pensions, for the years 2006-2009 and 2011-

2014 and 2016, we used the SILC (Statistics

on Income and Living Conditions). The

SILC allows estimating the ratio of

anticipated pensions’ benefits of the second

Quality Report – ESSPROS core system Page 17 of 27

pillar (scheme 03) for beneficiaries living in

Switzerland. As a first step, this ratio is

multiplied by the amount of pensions

according to the Occupational Pension Plan

Statistics. Unlike SILC, this statistic is

compatible with the ESSPROS scope, which

take into account also pensions paid to

beneficiaries living abroad.

Then, because the sample of SILC excludes

people living in collective residences (home

for elderly), an attempt of correction has

been implemented based on the Statistics on

social medical institutions and some

hypothesis.

Scheme 04 1200000 2121005 2110101 Administration costs and social contribution

for the optional daily benefits insurance are

estimated on the basis of the official data and

on the basis of the estimated ratio of benefits

included in ESSPROS (see Scheme 04

1111111).

Scheme 04 1410000 2410001 Property income/expenditures for the

optional daily benefits insurance (KVG) are

estimated based on official data and based on

the ratio of capital related to benefits

included in ESSPROS (see Scheme 04

1111111).

Scheme 04 1111111

A small share of the optional daily benefits

(KVG) are paid to people who have chosen

to insure themselves on their own initiative.

This portion of benefits does not fall within

the scope of ESSPROS: it has been thus

roughly estimated and excluded.

Scheme 04 1111211, 1111221, 1111222, 1111230:

Quality Report – ESSPROS core system Page 18 of 27

The breakdown between these items is

estimated according to the known

distribution of all health insurances1111221,

1111223

Pharmaceutical products are either directly

financed by the insurance (item 1111221) or

in the first place by the insured person and

reimbursed by the insurance (1111223). No

data are available for a breakdown therefore

the expenses for pharmaceutical products are

equally divided between the two items,

which is very rough estimation.

Scheme 04 2121005, 2122005, 2123005

The breakdown of the health insurance

(OKPV) premiums between ’Employees’,

‘Self-employed’ and ‘Pensioners and other’

is estimated according to the Swiss

Population and Households Survey (SAKE)

Scheme 05 1200000, 2122000, 2410000, 2420000

The benefits paid to self-employed are in

large measure out of the scope of ESSPROS.

The health care provided by scheme 05 to

self-employed are nevertheless included in

ESSPROS, because in the absence of scheme

05, these costs would be largely covered by

scheme 04. For the sake of coherence,

receipts and administration costs are adapted

accordingly.

2410001

A part of the capital gain belongs to an

insurance [freiwillige

Unternehmerversicherung (FUV)] which is

outside of the scope of ESSPROS. The

breakdown is estimated according to the

distribution of the capital.

Quality Report – ESSPROS core system Page 19 of 27

The total healing costs are known. The

breakdown by items is estimated according

to scheme 04.

1121111, 1141111

Recipients of benefits receive an additional

amount to compensate for inflation. This

amount is divided into disability and

survivors function.

1121113, 1121123

A part of the disability benefit is paid as care

allowances and lump sum benefits. The share

has to be estimated.

Scheme 06 1161202, 1161203

The breakdown between ‘Vocational

training’ and ‘Placement services and job-

search assistance’ has to be estimated.

Scheme 08 1200000

Administration costs are here roughly

estimated on the basis of administration costs

related to optional daily benefits insurance

(KVG) in scheme 04.

Scheme 08 2110101 2121005 1111111

A small share of the daily benefits (VVG) are

paid to people who have chosen to insure

themselves on their own initiative. This

portion of benefits does not fall within the

scope of ESSPROS: it has thus been roughly

estimated and excluded (see same items

under Scheme 04)

Scheme 11 1141110 1131111

For the breakdown between the functions old

age and survivors we assume the same

distribution as in scheme 03.

Scheme 13 1200000

In order to estimate the amount of

Quality Report – ESSPROS core system Page 20 of 27

administration costs for scheme 13 and 14

separately, the total amount has been divided

in proportion to the size of the two schemes.

1112212, 1112222

In order to estimate the amount of health care

for scheme 13 and 14 separately, we divide

the sum in proportion to the size of the two

schemes. The resulting amounts are then split

into in-patient and out-patient care.

1132111 Assumption: old age pension = total

expenses for ’Supplementary benefits to the

AV’ - 1132201-1172212-1112200.

1132201

Benefits for people living in nursing home

are known. But the share which is paid for

their accommodation has to be estimated.

1172212

The share of rent benefits is calculated

according to the rent related expenses for

recipient who are not living in a nursing

home.

Scheme 14 1200000

In order to estimate the amount of

administration costs for scheme 13 and 14

separately, the total amount has been divided

in proportion to the benefits’ amounts of the

two schemes.

1112212, 1112222

Health care expenses are known only for

scheme 13 and 14 together. First they are

divided in proportion to the two schemes and

then they are split into in-patient and out-

patient care.

1122111 Assumption: disability pension = total

expenses for ’Supplementary benefits to the

Quality Report – ESSPROS core system Page 21 of 27

IV‘– 1122201-1172212-1112200.

1122201

Benefits for people living in nursing home is

known. But the share that is paid for

accommodation has to be estimated.

1172212

The share of rent benefit is calculated

according to the rent related expenses for

recipient who are not living in a nursing

home.

Scheme 16 1200000 Assumption: 8% of total public expenses for

this scheme are administrative costs.

Schemes 16, 17,

18, 21, 22, 23,

24, 26, 27, 28,

29, 30, 31, 32,

33, 34

All items 1. Communal (municipal) data on year

t-2 are not available before end of

August of the year t.

2. These schemes do not have any

separate account of receipts and

expenditures. We assume that the

receipts are equal to the expenditures

(See “imputed receipts” in ESSPROS,

Manual §45 Part 1).

2220003:

Extrapolation is based on the distribution of

spending between the cantons (state

government) and municipalities from the

previous year.

Since the expenditures are based on an

estimate of the municipalities, all items of the

benefit of all functions are affected.

Scheme 20 1200000

No data are available about the

administration costs. Therefore the

share of the administration costs as a

percentage of the public spending for

education has been applied to estimate

the administration costs for

scholarships

Scheme 25 Based on the last of three studies (see

above in this report) the social benefits

from private non-profit organisations

are calculated for each function for the

year 2010.

Then an indicator for each function is

Quality Report – ESSPROS core system Page 22 of 27

estimated based on the financial reports

of the major non-profit institutions in

Switzerland that fulfil the ESSPROS

criteria.

In order to keep the estimation as

comprehensive as possible we assume

that the non-profit organisations use

each year their entire budget, i.e. that

the receipts are equal to the

expenditures.

Scheme 35 2110201 2110202 2110203 2110204

2110205 2110206 2110207

Imputed employers' social

contributions are breakdown by sectors

according to the wage sum for the

entire economy (national accounts).

1111111

The paid sick leave paid directly by the

employers (i.e. according the Code of

Obligations, jurisprudence, collective

agreement or over mandatory benefits)

are calculated as the difference

between the maximum wage sum

theoretically paid in the event of illness

(including accident) and the daily

benefits paid by the insurances (scheme

04, scheme 05 and scheme 08). The

maximum wage sum theoretically paid

in the event of illness (and accident) is

calculated based on the wage sum

(National account) and the work

absence rate (Work volume statistics

AVOL). This calculation still rely on

some unverified hypothesis.

Backwards extrapolation for years

from 1990 up to 2001.

1151111

Maternity leave: The paid maternity leave paid directly

by the employers (i.e. according the

Code of Obligations, jurisprudence,

collective agreement or over

mandatory benefits) is currently

estimated on the basis of the insurance

benefits (scheme 09) and hypothesis

about the over mandatory benefits.

Paternity leave: The paternity leave paid directly by the

employers (i.e. according the

jurisprudence, collective agreement or

over mandatory benefits) is calculated

by multiplying the following variables:

1.Total number of childbirths (only

with an employed father), on the basis

of Structural Survey or the Swiss

Labour Force Survey.

2. Average numbers of days for

paternity leaves, according to the

collective agreements (rough

estimation).

3. Average daily salary.

Backwards extrapolation for years

from 1990 up to 2012.

in the third or fourth column.

8. E.g. breakdown of one benefit into means-tested and non-means-tested benefit or breakdown of cash benefit specific to one function into several detailed benefits.

3. Revision of statistics – to be filled in for the previous years data only (In the first column, please indicate the scheme involved, in the second column, the items involved, then

thick with an 'X' the column that corresponds to the type of the revision and, where it is the case, please describe in the last column each revision with a few words, specifying if it is extraordinary (very

rare) or ordinary (it can happen regularly). (see regulation point 2.1.3)
