The President congratulated him on his appointment as Federal Ombudsman and wished him success in discharge of his new responsibilities. the Office of Wafaqi Mohtasib (Ombudsman) Pakistan to Syed

Ombudsman Syed Tahir Shahbaz called on the President

Mr. Mamnoon Hussain. The President congratulated him on his

appointment as Federal Ombudsman and wished him success

in discharge of his new responsibilities. The President said that

the Institution of Wafaqi Mohtasib should continue enhancing

its efforts for providing expeditious relief to common man and

for serving the cause of humanity in the field of

Ombudsmanship.

Syed Tahir Shahbaz has served in different positions with

several government organizations. Some of his previous

positions include Secretary Establishment Division, Registrar

Supreme Court of Pakistan, Additional Secretary Cabinet

Division, Joint Secretary in the Prime Minister’s Office, Joint

Secretary in the Law Division, Secretary Industries Punjab and

Chairman of the Capital Development Authority.

President Islamic Republic of Pakistan Hon’ble Mr. Mamnoon Hussain has been pleased to administer oath of the Office of Federal Tax Ombudsman to Mr. Mushtaq Ahmad Sukhera at an oath taking ceremony held at Aiwan-e-Sadr,

th Islamabad on 8 September, 2017. The entire proceeding was conducted in the national language.

The ceremony was attended by senior politicians, civil officers and people from all walks of life. Later, Federal Tax Ombudsman Mr. Mushtaq Ahmad Sukhera called on the President Mr. Mamnoon Hussain. The President congratulated him on his appointment as Federal Tax Ombudsman (FTO) and wished him success in discharge of his new responsibilities. The President emphasized that the institution of FTO should continue its efforts to provide expeditious relief to the taxpayers.

Hon’ble Mr. Mushtaq Ahmad Sukhera, a member of the Police Service of Pakistan, rose to the highest rank of his career passing through 36 years of public service embedded with marvelous achievements in Pakistan. His service as Chief, Discipline and Internal Investigation Section, United Nations Mission in Bosnia & Herzegovina adds to the riches of his international experience as well. He was awarded United Nations Medal in recognition of his meritorious service in UN Mission in Bosnia & Herzegovina during 2000-2002. Before joining the FTO Office he served as Inspector General of Police in Punjab and Balochistan.

Second Meeting of the Steering Committee of OIC th Ombudsman Association (OICOA) was held on 24

September, 2017 in Istanbul, Republic of Turkey. The Meeting was presided over by the Chairman OICOA, Hon’ble Mr. Mushtaq Ahmad Sukhera, Federal Tax Ombudsman, Pakistan. Mr. Abdul Khaliq, Executive Secretary of the OICOA Secretariat, coordinated the Meeting.

Second Conference of OIC Ombudsman Association was thheld on 25-26 September, 2017 in Istanbul -Turkey. The

theme of the Conference was “East and west meet in Istanbul”.

On invitation from the Chief Ombudsman Republic of

Turkey, delegates from 50 Countries attended the Conference

and OICOA Meetings. President of the Republic of Turkey

Hon’ble Mr. Recep Tayyip Erdogan was Chief Guest in the

Inaugural Ceremony of the Conference. Among other

dignitaries who attended the Inaugural Ceremony included;

Vice President of the Turkish Parliament Mr. Ismail Kahraman,

Deputy Prime Ministers, Mr. Bekir Bozdag and Mr. Recep

Akdag, AK Party Deputy Chairman, Mr. Mehdi Eker, Istanbul

Governor Mr. Vasip Şahin, Public Inspector Mr. Arif Dülger, Mr.

Celile Özlem Tunçak Ombudsman, Mr. Hüseyin Yürük

Ombudsman Mr. Mustafa Özyar Ombudsman and Mr. Yahya

Akman Ombudsman.

While addressing the Inaugural Ceremony, Hon’ble

President Turkey pointed out that Ombudsman is one of the

institutions that ensure timely relief to the aggrieved citizens

against unfair treatment of public offices and he wished

success to friends who are part of this endeavor. He expressed

his belief in the fairness. Humanity should be moved from being

a wish to reality for peace and peaceful living. Establishing

justice as expressed by the President of the United Nations in

the United Nations General Assembly as saying, "The world is

bigger than five." It must be initiated from top of the world, that

is, the UN. In order to ensure peace in the world, sheer strength

is not justified, but an order in which justice is right must be

established. 'Justice is the basis of prosperity' should be a

common slogan all over the world. It will be seen that where

there is justice, there is no hunger and no war.

President Mr. Recep Tayyip Erdogan pointed out that

"Ombudsman" as understood today is also part of Turkish

tradition. He stressed that in the Ottoman Empire, the most

important duties of the authorities such as Diwan-e- Hümayun,

Kazaskerlik, Sheikh al-Islam and Kadi were to solve the

complaints of the people in a short time. The President said, "It

is not like waiting 5 years and 10 years. The Executives of the

country also had the custom of listening to the problems of the

citizens themselves, especially after Friday prayers. One of the

reasons why our country in our history was strong, successful

and long living was that the rulers established mechanisms to

enable people to listen to their voice. So this practice is not

alien to us.

Speaking at the opening ceremony, Hon’ble Chief Ombudsman Republic of Turkey, Mr. Seref Malkoc, stated that the activities of the Office of Ombudsman in Turkey for the last five years are being carried out with the understanding: ‘people should get the best, they should be the real beneficiaries of the State resources’. He mentioned that his institution watches the implementation of actions and procedures by the government agencies issued to redress the complaints of citizens and at the same time it is a human rights and justice institution. Hon’ble Chief Ombudsman informed that reports are prepared on important issues and problems in the society. He, in the context of violations of Human Rights, also raised the issue of Rohingya Muslim community of Myanmar, who were forced to take refuge in the neighboring countries due to fear of their life. He further stated that so far 3.5 Million Syrian Muslims have taken refuge in Turkey and his country is spending billions of dollars on their food and shelter on humanitarian grounds.

OICOA Conference said that in every country, where democratic rights and freedoms are valued, institutions are established to protect the rights and freedoms of citizens.

He said that the Ombudsman Institution is one of the institutions required by the democracy. "Ombudsman”, as a constitutional institution, now operates in more than 100 States. The mission and mandate of this Institution is to mediate between the citizens and the state and facilitate the resolution of matters. He mentioned that Good Governance is the use of public power in a fair, open and objective manner without violating the rights and freedoms of the common citizens. Good Governments are administrators who are responsible for protection of human rights of their citizens, based on the rule of law. Governments that treat their citizens with equality based participation in government are good governments. He referred Good Governance as open administration at the same time. This is also the requirement of being a State of law.

He pointed out that the ways of judicial supervision today are at least as important as the judiciary itself and that it has certain rules. Noting that democratic rights and freedoms are not easily acquired in the world and in Turkey, Mr. Kahraman stressed that human rights are still not guaranteed in many countries of the world. secured. He further mentioned that although the Ombudsman Institution is a Swedish based institution in contemporary world, but reminded that its origin was rooted in the era of Caliph Hazrat Umar, who established an institution called Muhtesip, responsible for receiving the complaints from people during his government. He further explained that the nations protected their geographical territory with troops but the peace and harmony can only be realized through justice only.

Republic of Azerbaijan. Other Keynote Speakers were

Ms. Erinda Ballanca, People’s Advocate of Albania,

Mr. Abdelaziz Benzakour Mediator of the Moroccan Kingdom,

Mr. Amzulian Rifai, Ombudsman of the Republic of Indonesia.

Session–III

The topic of the session was “Fight against Racism,

Xenophobia and Hate Speech.” The session was chaired by

Mr. Andreas I. Pottakis .Greek Ombudsman. Other keynote

Speakers were Mr. Kazi Reazul Hoque, Chairman, National

Human Rights Commission Bangladesh, Mr. Victor Ciorbea,

People’s Advocate of Romania, Mr. Datuk Harjeet Singh,

Director General Public Complaints Bureau of Malaysia and Dr.

Ahmed Abuzaid Ahmed, Ombudsman Sudan.

In each session extensive discussions were held on the

respective topics.

The main theme of the Conference was “East and West meet in Istanbul”, however, its proceedings were further divided into three Sessions having different topics. Several papers were presented by the delegates on the theme and sub themes of the Conference and matters of mutual interest were discussed extensively.

Session-I

The topic of the session was “Role and Effectiveness of Ombudsman Institutions on Good Governance of Public Administration and Protection of Citizens’ Rights: Country experiences.” The session was chaired by the Chief Ombudsman of Turkey. Other keynote speakers were Mr. Mehmet Selim Uslu CFCU Director, Program Authorizing Officer, Mr. Christian Berger Head of the European Union Delegation to Turkey, Mr. Recep Akdağ Deputy Prime Minister in charge of Human Rights.

Session-II

The topic of the session was “Problems encountered during examination of complaints and actions that might be taken for the solution of these problems”.

The session was chaired by Ms. Elmira Suleymanova Commissioner for Human Rights (Ombudsman)

First General Assembly Meeting of OICOA was held on th26 September,2017 in Istanbul- Turkey

First Meeting of the General Assembly of OIC Ombudsman thAssociation (OICOA) was held on 26 September, 2017 in

Istanbul. The Meeting was presided over by the Chairman

OICOA, Hon’ble Mr. Mushtaq Ahmad Sukhera, Federal Tax

Ombudsman Pakistan. Mr. Abdul Khaliq, Executive Secretary

of the OIC Ombudsman Association Secretariat, coordinated

the Meeting.

The Chairman, while welcoming the General Assembly

Members, thanked them for their kind response to the invitation

for this event and showed his confidence that their presence

will enormously contribute to the cause of Ombudsmanship in

the Muslim World and the Conference will remain a memorable

event in many ways, no doubt. He further appreciated, on

behalf of the Members, that they were greatly honoured and

elated by the presence of His Excellency Mr. Recep Tayyip

Erdogan, President of the Republic of Turkey, amongst them at

the Inaugural Ceremony and extended to him his deepest

gratitude for graciously sharing with the Members his views on

socio-political and economic situation prevailing in the World,

especially in the context of Islamic Countries. He wished for the

continued economic progress and prosperity of the Republic of

Turkey and to its strategic role in regional and world affairs

under his enlightened and dynamic leadership for promotion of

peace and security.

While highlighting the backdrop of the Institution he said that, historically, the concept of Ombudsman was originated from the Institution of Qadi-ul-Qaddat established by the Second Caliph Hazrat Omar, which was named Dewan-al-Mazalim in Abbasid Era. During the Ottoman Empire this Institution got recognition as the most effective system for redress of public grievances against the public authorities. One Swedish prince felt the significance of this institution during his exile in Turkey and introduced this institution in Sweden in later years as the Ombudsman. While sharing with the Members he said that today presence of this institution is seen in more than 150 countries providing an effective legal framework against maladministration, injustice, corruption, high handedness of public offices, and human rights violations. This perspective of Islamic tradition and recognition of the value of this Institution moved the OIC Foreign Ministers’ Council to pass a resolution in 2012 at Djibouti to initiate a process of “Networking of Ombudsman Institutions in the OIC Member States”.

During the Meeting the General Assembly considered and approved following important matters:

1. Six new Members were inducted in the Association

i. National Council for Human Rights in Algeria

ii. National Human Rights Commission Bangladesh

iii. The Mediator of the Republic of Djibouti

iv. Ombudsman’s Cabinet Mozambique

v. Médiateur de la République du Sénégal

2. Approved and adopted the the Statutes of the Association.

3. Allowed to continue the Existing Steering Committee till the

next General Assembly Meeting in 2019.

4. Accepted the offer of the Chief Ombudsman of the

Republic of Turkey to host the next General Assembly

Meeting in Turkey and the President, Public Grievance

and Correction Board Sudan offer to host Steering

Committee Meeting in 2018 in Sudan.

Mr. Abdur Rauf Chaudhry, the Former Federal Tax Ombudsman called on the President of Pakistan

need of awareness about the “Protection against Harassment

of Women at Workplace, Act 2010” and also urged to increase

the number of mediums being used to create awareness

among the working class of Pakistan.

She further said that awareness campaigns have also

been started by the Regional Commissioners (Karachi and

Peshawar) in their respective jurisdictions to create awareness

among the working class about the Law & Rules related to

Protection against Harassment of Women at Workplace.

Regional Offices at Karachi and Peshawar are being opened

for the convenience of victims of Harassment at workplace.

This endeavor is expected to create awareness and sense of

security and dignity for the working classes in those areas.

Mr. Abdur Rauf Chaudhry, the former Federal Tax

Ombudsman, on completion of his term of four years, met the th President of Pakistan, Hon’ble Mr. Mamnoon Hussain, on 6

July, 2017 in the Aiwan-e-Sadr Islamabad. During the meeting

the issues of improvement in the working of the office of

Federal Tax Ombudsman and making the institution more

effective were discussed.

While launching the Awareness Campaign, Federal

Ombudsman Justice (R) Yasmin Abbasey emphasized the

Awareness Sessions and Meetings held at Karachi Region:

To create awareness on the mandate and objectives of the

FOS Forum, numbers of meetings have been held at Karachi

region with the heads/ concerned officials of the various

IOI capacity-building workshop “Human Rights in the

Digital Age” will be held from 23-24 January 2018 in Tallinn-

Estonia. The Workshop will explore contemporary challenges

in digital society and Ombudsmen’s role in protecting human

rights in the Digital Age. How to define good services in the

Digital Age? How to implement interdisciplinary approach to

protect citizens´ rights in digital society? What should be a

reasonable balance between security, public interest and

privacy? These are some of the topics which are going to be

addressed at the workshop.
