1. Executive Summary
We are pleased to present this 3rd Quarterly report for the period of October to December 2016.
As you are aware the quarterly report focuses on the latest updates, new policy/ legislation and Standardization initiatives especially in the areas concerning project priority sectors covering Automotive, Smart Cities, ICT and Electrical Equipment including consumer electronics.
With new Bureau of Indian Standards Act 2016 in place and as a follow-up exercise, BIS prepared a draft rules based on provisions of BIS Act 2016. Draft rules were released for comments/Input from selected Industry associations. SESEI received a copy of it from one of its member association - MAIT, hence prepared inputs/suggestion and submitted the same to BIS through MAIT and as well CHASE INDIA FORUM. BIS appears to be currently reviewing all of these comments/inputs received hence there is status quo. Further on this subject of BIS ACT 2016, it is also interesting to note that, the Department of Commerce (DoC) in Ministry of Commerce seems to have raised some concern and is suggesting to have a relook to the act in light of varied interpretations possible in the current language, international practice, and domestic experience. It is also positive to note that Global standards organization “ISO” published an International standard ISO/IEC 30105 ‘IT enabled services – Business process outsourcing’ in Nov. 2016, which was actually an initiative of India back in 2009. Steady progress is also being witnessed in the Smart City Sector, while the BIS issued Smart City indicators based 'ISO 37120:2014 Sustainable Development of Communities, Ministry of Urban Development (MoUD) has also prepared a document providing indicators for assessing the performance of smart cities. In this document prepared by MoUD office, a total of 45 core indicators and 22 supporting indicators have been included in different theme areas. Energy Efficiency Services Limited (EESL), a Joint Venture Company of PSUs of Ministry of Power, Govt. of India, recently signed a Memorandum of Understanding (MoU) with the Ministry of Urban Development (MoUD), to enhance energy conservation and Under the agreement, EESL and the MoUD will supply and deploy the latest energy efficiency technologies in cities selected under the Smart Cities Mission. Finally MoUD issued few important office memorandum covering Convergence of Smart Cities Mission with National Solar Mission, Nomination of Directors, capacity building, standard form of contract etc.
The Bureau of Indian Standards (BIS) has also been very active in the Electrical Equipment & Consumer Electronics sector. They recently published many draft standards including a standard on 'Power Control Systems – Security Requirements (IS 16335)' which specifies requirements for identification and protection of critical assets for all entities involved in generation, transmission, distribution and trading of electric power. Also, India Smart Grid Forum (ISGF), in consultation with the, National Critical Information Infrastructure Protection Center (NCIIPC) have prepared a Manual on 'Cyber Security for Power Systems'. The international community is also showing keen interest in the Electrical and Power sector in India. Wi-SUN Alliance, a global industry association devoted to connectivity by promoting certified standards announced complementary Adopter Membership for electricity utilities and municipalities in India, providing them access to resources, specifications and the opportunity to participate in events. They also held its first interoperability event in India of IEEE 802.15.4u physical layer RF specification for India, suitable for use in the Wi-SUN FAN specification.

Ministry of Power, India also participated in the 12th Executive Committee (ExCo) Meeting of the International Smart Grid Action Network (ISGAN) held in Paris, France on 12-14 October 2016. In the Automotive sector, apart from providing latest list of standards as published by the ARAI and BIS Transport Department, we have also provided details on the list of Government Notifications as released in last quarter by the Ministry of Road Transport and Highways covering Taxi Policy Guidelines to Promote Urban Mobility, testing and approval for body building of double decked buses, comply with the provisions of AIS-093 (Rev. 1)-2015 N2 & N3 category of vehicles, Installation of Vehicle Tracking Device and Emergency buttons etc. In ICT Sector, this quarterly report covers the update from the “Smart Infrastructure Panel of the BIS ICT Technical Committee (LITDC/P2)”. This panel is studying on many standards on which work being carried out at global organization such as the ISO/ IEC JTC1/ WG11 on Smart Cities. Update in TSDSI on New Item for Proposal, Study Items and Work Item are also captured as part of this report on ICT sectors. In this sector, the Department of Telecom (DoT) have also issued Gazette Notification for Value addition criterion for Preference to domestically manufactured telecom products in Government procurement with respect to Telecom Products notified under the Preferential Market Access (PMA) policy . It is also important to note that the newly formed Ministry of Electronics & IT (Meity) have mandated Indian language support for Mobile Phones as per IS 16333(Part3) w.e.f. 1st July 2017. Also to push the Digital society endeavor forward, Ministry have prepared guidelines for adoption of Electronic Payments and Receipts, and technical specifications for pilot project on Digital village. Ministry is also preparing a model framework to enable the information technology (IT) infrastructure of government departments to access cloud-based services from empaneled service providers. Similarly, Telecommunications Engineering Center (TEC) WG on M2M is finalizing a report on SMART HOME. Finally Telecom Regulator TRAI - The Telecom Regulatory Authority of India, is currently in the process of consultation for many paper such as “Delicensing airwaves for M2M communication”, infra sharing in broadcast distribution services and On Spectrum Usage Charges and Presumptive Adjusted Gross Revenue on Review of network related Quality of Service standards.

Key Meetings:
Interactions with Bureau of Indian Standards:
- Closure of EN 115 & Broader Framework agreement between CEN CENELEC and BIS: SESEI is working closely with BIS and Project Partners for closure of the EN 115 adoption and broader framework agreement post EN-115 closure.
- Proposal to host a Joint Seminar: SESEI is in discussion with ESOs and ISOs to host a joint workshop sometime in 2017 hence carrying out discussion around topics of mutual interests such as a) Smart Energy (Grid, Meter, LVDC, Micro Grid b) National Electrical Codes c) ICT d)ITS etc.
- National Electrical Code (NEC) 2011 amendment at BIS: SESEI is working with CENELEC, EU Industry, and Indian Electrical Association IEEMA to contribute constructively to this exercise of NEC amendment. On this subject SESEI also held a conference call with Mr. Pelta Reinhard from SIEMENS GERMANY, who is also the Convener of IEC TC responsible for Electrical Installation Rules in order to understand the installation rules and implementation of IEC 60364 in EU.
Interaction with EU officials, EU project in India & officials from EU delegation in India:

- Meeting with the British Standards Institute (BSI) Expert: SESEI expert on the request of BSI office met with BSI’s a visiting consultant/expert involved in preparation of study to make recommendations for an ODA eligible programme to support the development of standards and Quality Infrastructure in targeted middle income countries. SESEI provided details on the Project, its scope of work and the status of standards and Quality Infrastructure in India. All-important stakeholder involved around the subject of Standardization and Quality Infrastructure were also shared during the meeting. The scoping study aims to provide robust and evidenced recommendations for the design of a multiyear programme to strengthen the QI in target countries in order to reduce barriers to trade, in particular those which matter to the UK.
- Meeting with CEN CENELEC Policy Director: SESEI held a meeting with Policy Director at CEN CENELEC and Legrand India and IEC SMB member representative from India to discuss topics of Mutual Interest covering a) national Electrical code revision at BIS b) EN-115 adoption status c) Proposed Joint Workshop with BIS in 2017. During the meeting list of activities and associated timelines were agreed as a way forward.
- Conference call with Mui-Ling Wang, Director Working Groups & Roundtables on ITS & Road Financing: SESEI was introduced to Mui Ling Wang by EBTC officials. SESEI provided an overview of current ITS standards/Policies and projects in India.
- Meeting with Trade Counsellor at EU Delegation: SESEI met with Trade Counsellor at EU Delegation office to discuss the status of EU-INDIA Project on ICT Standard for Selected Technologies, possible collaboration between the two projects during the next phase and the other activities such as a) CDOT interest to establish SMART CITY Lab b) M2M/IOT HACKTHON in India c) 5G Pilot, etc.
- EU-India ICT standardization project: SESEI was invited by the EU Delegation to India office to attend the Kick off meeting EU-India ICT standardization project. The EU-India ICT standardization Project has started its second phase of the Project with the selection of the new team. SESEI participated as an observer and provided his inputs on the strategy for the Project.
- ETSI Interoperability event in India – 2017: Go to Meeting with ETSI officials to discuss the possibility to conduct the interoperability event in India during 2017.
Interaction with Indian Industry, Associations and Telecom Standards Development Society of India (TSDSI):
- Annual General Meeting of ISGF (India Smart Grid Forum): Project SESEI is a member of ISGF and is in regular interaction to address the Standardization work around Electrical Equipment covering Smart Grid, Smart Meter, LVDC, Micro Grid and Smart Cities. ISGF has also requested for observer status in Smart Grid & Smart Meter Coordination Group between ESOs.
- India M2M and IoT Forum: SESEI expert is a Chairman of this Forum's advisory committee for the year of 2017. Regular meetings were held to discuss the proposed India m2m + iot Forum 2017 to be held on 6 – 7 March 2017 at India Habitat Center (IHC), New Delhi. ETSI & oneM2M have endorsed this year’s event and SESEI expert will highlight the work carried out at ESOs and oneM2M Partnership Project during the conference proceedings.

- Conference call with Qualcomm India Official: During the call items covering EU-INDIA ICT Standards Project, 5G Pilot in India and associated ongoing activities at IIT Hyderabad through a consortium, Industry Interest to establish 5G Centre of Excellence, GCF workshop in Mumbai, TSDSI roadmap etc. .
- Conference call and contribution to TEC WG on Communication Technologies in M2M/IOT domain: Conference Call was organized to discuss available technologies in both wireline and wireless. SESEI with the help of ETSI M2M Program Manager contributed to this report, input from ETSIs member on PLC, LORA, SIGFOX and VLC and DSRC etc.
- Meeting with Mr. Rajan Malhotra from IET (The Institution of Engineering and Technology), INDIA: SESEI expert is a member to this IET India IoT Forum and is actively contributing towards the standards and policy WG promoting standards work around M2M/IoT by ETSI and oneM2M. Meeting was asked to discuss the IET India's proposed IoT congress for the year 2017 proposed to be held on 8th & 9th September. IET India has nominated SESEI expert to chair this WG on Standards & Policy for the year 2017. SESEI will use this opportunity to further highlight work of ETSI and oneM2M.
Event Participations:
- Stakeholder Engagement to discuss Standardization on smart grids and smart meters: CEN CENELEC organized Stakeholder Engagement to discuss Standardization on smart grids and smart meters in China and India. SESEI provided a detailed update on the efforts and initiatives being undertaken in India concerning, Smart Grids and Smart Meters in India. During the workshop, SESEI shared insights into the Indian Policy and Standardization landscapes around Smart Energy covering Grid Modernization efforts by the Government of India, Smart Grid Pilots, the role of renewables and the status of standards around LVDC, Smart Grid and Smart Metering.
- INDIA TELECOM 2016 - International Conference on ICT & Digital Economy: SESEI attended this conference to get an insight on most important issues concerning policy, regulatory and Technology scenario and standardisation in India as it will also help in mapping the main areas of interest for the Project.
- GSMA Mobile 360 Series – India: GSM Association organized Mobile 360 event in New Delhi, India to highlight the Digital India vision and its impact upon the mobile ecosystem, top issues and mobile trends and discussion and debate on how Mobile will support future innovation and development in India.

3. Generic Update
3.1 Framing of Bureau of Indian Standards (BIS) Rules based on the BIS Act 2016
The Parliament had passed The Bureau of Indian Standards (BIS) Bill, replacing the 30-year old Bureau of Indian Standards Act, clearing the path to bring more products under the mandatory standard regime. The Bill replaced 1986 act to include goods, services and systems, with services being introduced for the first time under the Act. The Bill recognizes BIS as a National Standards body with international recognition to represent country in several multilateral & bilateral forums. One of the prominent highlights of the bill is that it gives the BIS the authority and power to withdraw sub-standard products from the market. The bureau may recall goods or articles which are already out for sale or supply. The Bill allows the central government to notify certain goods, articles, etc. which will need to compulsorily carry a standard mark - if it thinks them to be necessary for (i) public interest or for the protection of human, animal or plant health, (ii) safety of the environment, (iii) prevention of unfair trade practices, or (iv) national security. As a next step to this Bill, BIS prepared a draft rules, 2016 and distributed it to limited organization for inputs. SESEI had submitted inputs/suggestion to these draft rules through Industry Organization MAIT and CHASE INDIA FORUM. For details on these input please refer the last quarterly report. It seems BIS is still reviewing the comments received from the industry on it hence there is status quo.

3.2 Further amendments in BIS Act 2016 suggested by Department of Commerce
As per the Department of Commerce (DoC) in Ministry of Commerce and due to reasons listed below, BIS Act 2016 amendments further require a relook in the light of varied interpretations possible in the current language, international practice and domestic experience.

a) for an efficient and effective standards eco-system, it is important that standard setting, conformity assessment/accreditation and certification/testing & inspection shall be separated to avoid conflict of interest and
b) there is further need of simplified procedure for the line ministries to set up technical regulations to guard against import barrage and safeguard public interests,

3.3 Publication of India initiated ISO standard on ITeS-BPO
ISO published an International standard ISO/IEC 30105 ‘IT enabled services – Business process outsourcing (ITeS-BPO)’ in Nov. 2016, which was initiative by India in ISO in 2009. This standard is a very important standard for BPO industry and expected to be widely referred/used by global stakeholders. 4 SMART CITIES
4.1 Standards for Smart Cities & 'SMART CITIES - INDICATORS'
The Government of India launched the Smart City Mission on 25th June 2015. The objective of the Mission is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ solutions.
Earlier BIS had issued draft standard 'SMART CITIES - INDICATORS' lCS 13.020.20 in Wide Circulation for eliciting public comments. While preparing this Indian Standard, necessary guidance has been derived from 'ISO 37120:2014 Sustainable Development of Communities: Indicators for city services and quality of life', duly modulated by the standards notified by various statutory and other authorized agencies in India. The Mission thus provides the guiding framework in India for the development of ‘Smart Cities’. The Mission has outlined 24 key features (given in Annexure 1 of the report as available here), which form the guiding framework for the development of Smart Cities. These have formed the basis for cities to self-assess their as-is condition and for developing the Smart City Proposals under the Mission. These features have been used to develop Standards for Smart Cities in the Mission. Now Ministry of Urban development has prepared a document outlining the various indicators that can be used by cities to measure their performance. A total of 45 core indicators and 22 supporting indicators have been indicated in different theme areas. The core indicators are considered essential for steering and assessing the performance of cities and the quality of life. Cities must also report on the supporting indicators in order to get a fuller picture of the status of services and quality of life. This was shared in a closed group for comments and it was shared with ESOs for their review and comments especially from Smart & Sustainable Cities and Communities Coordination Group (SSCC-CG). 4.2 EESL signs MoU with MoUD on Energy Efficiency for Smart Cities
Energy Efficiency Services Limited (EESL), a Joint Venture Company of PSUs of Ministry of Power, Govt. of India, created to carry out and promote the business of energy efficiency and climate change, recently signed a Memorandum of Understanding (MoU) with the Ministry of Urban Development (MoUD), to enhance energy conservation. Under the agreement, EESL and the MoUD will supply and deploy the latest energy efficiency technologies in cities selected under the Smart Cities Mission. It is expected that urban local bodies can save about INR 6000 crore [Euro 822M] per year through energy efficiency interventions in water supply and public lighting alone besides avoiding the need for 1150 MW of power. 5.2 India publishes standard for cyber security in power systems
The Bureau of Indian Standards (BIS) recently published a standard on 'Power Control Systems – Security Requirements (IS 16335)' which specifies requirements for identification and protection of critical assets for all entities involved in generation, transmission, distribution and trading of electric power. It covers critical asset identification and monitoring, security management for personnel and assets, electronic and physical security of assets, incident reporting and response and recovery planning, auditing and conformance procedures.
In addition, India Smart Grid Forum (ISGF), in consultation with the National Critical Information Infrastructure Protection Center (NCIIPC), prepared a Manual on 'Cyber Security for Power Systems' which includes seven security controls, namely, 'Organisation', 'System Protection', 'Information Protection', 'Audits, Assessments, Certification and Testing', 'Personnel and Training', 'Physical Security' and 'Operations'. Wi-SUN Alliance, which is a global industry association devoted to connectivity by promoting certified standards that coordinate various wireless systems and standardize power levels, data rates, modulations, and frequency bands, among other variables. It provides wireless mesh solutions for Field Area Networks for applications such as Advanced Metering Infrastructure and Distribution Automation, and for Home Energy Management. Wi-SUN Alliance announced complementary Adopter Membership for electricity utilities and municipalities in India. This complementary membership includes access to members-only communications and resources, members-only website, the Field Area Network (FAN) 1.0 specifications, deep industry insight with access to the final approved version of specifications and opportunity to participate in marketing events. 5.4 Wi-SUN Alliance completes first interoperability event in India of IEEE 802.15.4u PHY
The Wi-SUN Alliance, recently announced a successful interoperability test event of the IEEE 802.15.4u physical layer RF specification for India, suitable for use in the Wi-SUN FAN specification.
Participants at the event, including member companies such as Analog Devices, Landis + Gyr, Procubed, Renesas and Silver Spring Networks, demonstrated multivendor interoperability using currently available products operating in the Indian frequency band (865-867 MHz). The test event was hosted by TUV Rheinland at their Wireless Test Laboratory in Bangalore, India. Read more.
5.5 Tata Power-DDL Unveils Intelligent Power Quality Management Solution under India-Sweden Innovations Accelerator Program
Tata Power Delhi Distribution implemented an Intelligent Power Quality Management Solution in association with Metrum, a Swedish company focusing on power monitoring solutions under the India-Sweden Innovations Accelerator Program on 7th October 2016.
The Accelerator program, led by the Swedish Energy Agency, and strongly supported by Business Sweden and CII-GBC, aims to facilitate cooperation between India and Sweden in the energy sector. There are currently 14 Swedish companies working with the Swedish Energy Agency with the Accelerator.

The Intelligent Power Quality Management Solution, developed by Metrum, will help in monitoring power quality issues created by various loads including electronic appliances at select locations in Tata Power-DDL network at voltage levels of 66kV, 33kV, 11kV and 415V. The system implemented include sensors on the electrical network and software at server systems for checking power quality parameters, power factor, harmonics etc. and monitor them through web solutions and its integration with other systems. Overall, the monitoring solution will help to improve reliability of the distribution grid, improve quality of power, increase asset life, reduce power outages and provide better grid management. The solution will also help Tata Power – DDL to fix technical problem in real time, aid in preventive maintenance, prevent energy losses and plan the integration of solar PV into the distribution grid in an efficient way when there is an increase in rooftop PV and Electric Vehicle penetration apart from improving energy efficiency at the grid level.

5.6 India participated in 12 ISGAN Executive Committee Meeting held in Paris in October 2016
The 12 Executive Committee (ExCo) Meeting of the International Smart Grid Action Network (ISGAN) was held in Paris, France on 12-14 October 2016. Joint Secretary (Distribution), Ministry of Power, Dr. Arun Kumar Verma, participated in the ExCo Meeting which was preceded by two Annexe Workshops on 10 and 11 October 2016: Annexe-3 Workshop on Benefit - Cost Analyses and Toolkits and IEAISGAN Workshop on Flexibility in Future Energy Systems.
ISGAN was launched at the first Clean Energy Ministerial (CEM), a meeting of energy and environment ministers and stakeholders from 23 countries and the European Union held in Washington, D.C on 19-20 July, 2010. ISGAN work focuses on grid modernization for transition to clean energy systems and different countries have taken up this challenge from different perspective based on their present status and challenges. ISGAN facilitates knowledge and experience sharing.
India is a founding member of ISGAN; and other members are: Australia, Austria, Belgium, Canada, China, Denmark, European Commission, Finland, France, Germany, India, Ireland, Italy, Japan, Korea, Mexico, the Netherlands, Norway, Russia, Singapore, South Africa, Spain, Sweden, Switzerland and the United States. ISGAN participants report periodically on progress and projects to the Ministers of the Clean Energy Ministerial, in addition to satisfying all IEA Implementing Agreement reporting requirements. ISGAN has 8 Annexes: Annex 1: Global Smart Grid Inventory; Annex 2: Smart Grid Case Studies; Annex 3: Benefit - Cost Analyses and Toolkits; Annex 4: Synthesis of Insights for Decision Makers; Annex 5: Smart Grid International Research Facility Network (SIRFN); Annex 6: Power T&D Systems; Annex 7: Smart Grid Transitions; and Annex 8: ISGAN Virtual Academy (Annex 8 is presently being setup).
India has offered to host the next ExCo Meeting in New Delhi in March 2017 in conjunction with India Smart Grid Week (www.isgw.in).

5.7 India ratifies Paris Climate Change Deal
India, formally joined the Paris agreement on tackling climate change, taking the global pact a step nearer its enactment. India has deposited its instrument of ratification of the Paris Agreement with the United Nations. The deal, agreed by nearly 200 countries in Paris last December, aims to slash greenhouse gas emissions by shifting away from fossil fuels to limit global warming to “well below” two degrees Celsius compared to pre-industrial times. Regulations, 2016 Central Electricity Regulatory Commission issued Draft Communication System for inter-State transmission of electricity Regulations, 2016. The nodal agency for planning, and coordination for development of communication system for Inter State Transmission System (ISTS) shall be the Central Transmission Utility (CTU). ISTS Communication system shall cover the following nodes: NLDC; RLDCs; SLDCs; 132 kV/110 kV Substations and 132kV/110kV overhead transmission Lines connected to ISTS; all Inter State Generating Stations connected to ISTS as well as solar generating plants/ solar parks and wind generation pooling stations connected to ISTS and HVDC stations as required. Communication infrastructure shall be planned, designed and executed to address the network security needs as per standard specified by CEA. The Requesters and Users including renewable energy generators shall be responsible for provision of compatible equipment for un-interrupted communication with the concerned control centres and shall be responsible for successful integration with the communication system provided by CTU/STU for data communication as per guidelines issued by NLDC. 6.3 Automotive work at Ministry of Road Transport and Highways List of Government Order/Notification released in last quarter:
- Report of the committee constituted to propose Taxi Policy Guidelines to Promote Urban
Mobility Realising a need to create a suitable regulatory framework to promote shared mobility, liberalise the existing taxi permit systems and encourage new forms of urban mobility to create reliable alternatives to car ownership, the Ministry constituted a committee to review the existing regulatory conditions for taxis and other passenger vehicles in the country. These guidelines would help provide the States with an overarching, common detailed framework to formulate detailed regulations for taxi operations. The report of the committee has been accepted by the ministry. Copy of the same is available here
- Notification no. G.S.R. 04(E) on testing and approval for body building of double decked buses Ministry of Road Transport & Highways have issued a Notification no. G.S.R. 04(E) on testing and approval for body building of double decked buses, which shall be in accordance with AIS-139:2016, as amended from time to time, for vehicles mentioned therein, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986).”. G.S.R. 1034(E) regarding N2 & N3 category of vehicles in which all goods vehicles of Category N2 and of Category N3, either manufactured by a vehicle manufacturer or a body builder on drive away chassis vehicles shall, till the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986) comply with the provisions of AIS-093 (Rev. 1)-2015. G.S.R. 1033(E) dated 2.11.2016 regarding red lights and signaling devices Ministry of Road Transport & Highways have issued a Draft Notification no. G.S.R. 1033(E) dated 2.11.2016 regarding red lights and signaling devices in which for Category L, for the words and figures “Annexure I of AIS 053:2005,” the words, letters and figures “Annex A of IS 14272: 2011,” shall be substituted, The reflectors referred to in this rule and in rule 110 shall, for vehicles manufactured on and after the 1st day of October, 2017 in the case of new models and on and after the 1st day of April , 2018 in the case of existing models, be of reflex type conforming to AIS-057 (Rev 1) : 2010 as amended from time to time, till such time corresponding BIS specifications are notified under the Bureau of Indian Standards Act,1986 (63 of 1986).”; similarly for other category of vehicles provision have been amended regarding red lights and signaling devices. - Notification no. G.S.R. 1095(E) regarding Installation of Vehicle Tracking Device and Emergency buttons
Ministry of Road Transport & Highways have issued a Notification no. G.S.R. 1095(E) regarding Installation of Vehicle Tracking Device and Emergency buttons. As per this notification all public service vehicles, as defined under clause (35) of section 2 of the Act, shall be equipped with or fitted with vehicle location tracking device and one or more emergency buttons. The specifications, testing and certification of the vehicle location tracking device and emergency button referred to in sub-rule (1) shall be in accordance with AIS-140: 2016, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986 (63 of 1986). The vehicle location tracking device and emergency button referred to in sub-rule (1) shall be fitted by the manufacturer or their dealer or the respective operator, as the case may be, in accordance with AIS-140: 2016, as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of Indian Standards Act, 1986.”.
