Overall Conclusion

There were 269,449 full-time equivalent (FTE) state employees for the quarter ending November 30, 1996, according to reports filed by 2i2 state agenci.es and institutions of higher education.

Key Facts and Findings

• There were 246,537 full-time state employees and 62.428 part-time state employees.

• In comparison to the quarter ending August 31, 1996, the number of FTE employees in state agencies decreased by 2,381, and the number of employees in state institutions of higher education increased by 10,189. This resulted in a net increase of 7,808 (2.98 percent).

• The largest increases in FTE employees (100 or more FTEs) occurred at 20 institutions of higher education. These increases reflect the normal rise in employment levels for the fal' semester.

• The largest decreases in HE employees occurred at the Texas Department of Transportation (894.03 FTEs), the Parks and Wildlife Department (438.09 FTEs), and ',he Texas Agricultural Experiment Station (256.62 FTEs), primarily as a result of the separation of summer seasonal employees.

• After adjusting for agencies without FTE target levels and institutions of higher education by removing them from the analysis, the number of FTE employees (151,056) in the remaining 132 agencies is 6.71 percent below the adjusted overall FTE target level af 161 ,196.

FEBRUAfN 1997

There were 269,449 full-time equivalent (FTE) state employees for the quarter ending November 30. 1996. This represents an increase of 7,808 (2.98 percent) over the number

of full-time equivalent state employees for the quarter ending August 31. 1996. There were 246,537 full-time state employees and 62,428 part-time state employees.

The figure of 269,449 FTE employees for all agencies and institutions of higher education is 15.89 percent above the overall FIE target level of 232514. However, after removing agencies without FTE target levels and institutions of higher education from the analysis. the number of FTE employees (151.056) in the remaining 132 agencies is 6.71 percent below the adjusted overall FTE target level of I () L 196.

When analyzing the unadjusted figures .. it is important to note the following:

The "FTE Target Levels"" listed in Table I of this report arc the: targeted average FTE

employees for the four quarters of fiscal year 1997.

• The FTE target levels for institutions of higher education apply only to those positions funded through the General Appropriations Act Since "Inside the Treasury" does not reflect all the money in the General Appropriations Act, and the total of "Inside the Treasury" and "Outside the Treasury" reflects more than the money in the General Appropriations Act, we caution against making a direct comparison bet\veen their FTE totals and the FTE target levels.

• Employees of the Health Professions Council, National Research Laboratory Commission, Southwest Collegiate Institute for the DeaC State Bar of Texas, Board 0'1' Law Examiners, Texas Turnpike Authority, Finance Commission of Texas. and all Article X agencies are reported in the FTE employee totals. but these agencies were not. assigned FTE target levels in the General Appropriations Act.

The State Classification Office in the State Auditor's Office prepared a quarterly summary report of:

• Full-time equivalent state employee target levels to Full-time equivalent state empJ.Jyees • Number of full-time and parHime state employees • Number of budgeted and vacant positions • Number of consultants and contract individuals

Objective

This report provides the Legislature and the general public with information on the number of state employees and the number of consultant5 and contract individuals who perform services for state government. The report was prepared in accordance with Texas Government Code, Chapter 2052, Subchapter B.

Scope

This report was prepared from infonnation contained in written reports filed \1,'i1h the State Auditor by 212 state agencies and institutions of higher education_

The written reports contain the fo!lo\ving infonnation:

• Full-time equivalent state employee target levels, listed by the Legislature in the General Appropriations Act in an attempt to limit the growth in the level of state employment

• Number of full-time equivalent state employees paid from funds inside and outside the State Treasury

• Number of full-time and part»time state employees paid from funds inside and outside the State Treasury

• Number of full-time and part-time budgeted positions paid from funds inside and outside the State Treasury

Number of full-time and part-time vacant positions paid from funds inside and outside the State Treasury

• Number of consultants and contract individuals paid from funds inside and outside the State Treasury

The reports filed by some agencies and institutions of higher education are subject to certain constraints, including:

• The state institutions of higher education, in most cases, report that they do not budget for their part-time positions by individual position, but rather by a budgeted dollar amount. Therefore. the number of vacant part-time positions cannot be determined in such cases.

• The state institutions of higher education represent most of the agencies which have funds outside of the State Treasury. One individual position in an institution may he appointed to and paid fi'om two, three. four, or live different funds. For example. in the case of an individual with five appointments, two of these appointments may be paid from funds inside the State Treasury and three may be paid from funds olltside of the State Treasury.

In order to give a full "head count" when reponing. these institutions have had to take all of these fractions into account. [n some cases. they reported the fractIOns as part­

lime employees barh inside and outside the State Treasury und. in other (uses. they reponed the position either inside or outside of the State Treasury based on the preponderance of the funding for the position.

Beginning with this report. Tables IV and V provide a five-year FTE trend analysis. These tahles reflected seven-year trends in previolls FTE reports.

Methodology

The information on FTE target levels in the following eight paragraphs is based on consultation with Legislative Budget Board staff regarding legislative intent.

TIle Trusteed Programs within the Office of the Governor (Department 300) and the Council on Workforce and Economic Competitiveness (Department 3(3) do nol have FTE target levels listed in the General Appropriations Act. However. the FTE target level of 19R.OO for the Ofticc of Ihe Governor (Department 301) provides an ovcwll FTE target level ror all three agencies.

Tile Telecommunications lnfrastmcture Fund Board (Department 367;1 does nOT have an FTE target level listed in the General Appropriations Act. However, the FTE target level of 925.00 for Texas Education Agency (Department 701) provides an overall FTE targ..:t level for both agencies.

The Panhandle Plains Historical Museum (Department 039) does not have an FTE target level listed in the General Appropriations Act. However, the FTE target level of 2,517.50 for Texas Tech University (Department 733) provides an overall FTE target level for both institutions.

The increase in FTE target levels for the courts in Article IV was the result of specific and discretionary funding provided by the 74th Legislature for additional positions in fiscal year 1997.

Although the Judiciary Section, Comptroller's Department (Department 241) does not have an FTE target level listed in the General Appropriations Act. we are reporting an FTE larget level of 546.00 because the Act did specify funding for 535 positions for this agency, and another II positions were created under separate legislation enacted by the 74th Legislature.

Although the Research and Oversight Council on Workers' Compensation (Department 47R) does not have an FTE target level listed in the General Appropriations Act, we are reporting an FTE target level of 13.00 because this agency assumed the responsibi lities of the abolished Workers' Compensation Research Center (the associated fTEs were not included in the Act).

Although the FTE target ie"e\ for Texas State University System Central Oflice. Board of Regents (Department 75R) is listed as 9.50 in the General Appropriations Act. we are reporting an FTE target level of 20.50 for this institution to reflect the transfer of the FTE target level for the abolished Lamar University System.

The following agencies \vere Iiot assigned FTE target levels by the Legislature: Health Professions COllnci\. National Research Laboratory Commission. Southwest Collegiate Institute for the DeaL State Bar of Texas, Board of Law Examiners, Texas Turnpike Authority. Finance Commission of Texas, and all Article X agencies.

There have been a number of changes since the FTE report for the quarter ending August 31 . 1990, which affect certain agencies in this report. There are reporting changes, agency title cbanges. new agencies. and one agency which will no longer appear in this report because its functions were transferred to another agency. Figure I summarizes these changes.
