Aligned to our mission and vision, we are proud to introduce the newly redesigned Quarterly Statistical Report for Public Assistance Programs. The redesigned report provides, not only the statistical data on the public assistance programs, but is now able to provide meaningful insights and context to the stats by comparing it with the county census data. It further provides detailed stats by county districts, cities, and regions. Throughout the report, it features comparative stats pertaining to six key demographics - age, individual type (adult/children), gender, ethnicity, language and citizenship status.

We remain committed to provide the public, partners, stakeholders and workforce with comprehensive statistical data on the population we serve and the programs we offer to the residents of Santa Clara County.

CalWORKsPROGRAM NARRATIVE

On June 27th, 2019, Senate Bill

(SB) 80 increase the CalWORKs

Maximum Aid Payment (MAP).

In addition, the California

Department of Social Services

(CDSS) revised the Income

Reporting Threshold (IRT)

that triggers the recipient

income reporting requirements.

The MAP increase and IRT

requirements takes effect on

October 1st, 2019. (ACL 19-76)

&Highlights Program Updates

About CalWORKs CalWORKs is a program that helps eligible families become self-supporting through temporary cash aid (CalWORKs) and assistance in finding and keeping a job (CalWORKs Employment Services (CWES)). The cash aid portion of this program is intended for families to aid them in housing, utilities, and other necessary expenses. In addition to the cash assistance, eligible parents may receive services for childcare, vocational training, job search assistance and more through CWES.

This program serves all 58 counties in the state of California and is operated locally by county welfare departments.

Who Qualifies for CalWORKs?

CalWORKs benefits are provided to eligible families that have a child(ren) in the home who has been deprived of parental support or care because either of the following:

• Absent Parent• Disability• Death of either parent• Principal wage earner is unemployed

Families must have child(ren) in the household under eighteen years old. Eighteen-year-olds may continue to be eligible if they are full-time high school students or the equivalent and expected to graduate before their 19th birthday. Pregnant or parenting teens (under the age of 18) must live with their parent(s) or other appropriate relative in order to receive CalWORKs. Non-needy caretaker(s) may qualify to receive cash assistance for the child(ren). When parents When families are on aid for a period of time, the parents will no longer be entitled for benefits, but their children may still qualify for benefits.

Benefit amounts are dependent on the family’s income , family size and certain expenses.

CalWORKs Employment Services (CWES)

CalWORKs Employment Services provide a child care, job search guidance, transportation, and other support to help parents become self-sufficient. CWES has an array of services such as Intern and Earn to assist the youth with employment opportunities and partner with non-profit organizations such as Dress for Success. We have counsellors on site to help parents and the youth of these families to pave a path for future success and self-sufficiency.

About CalFresh

The CalFresh Program, federally known as the Supplemental

Nutrition Assistance Program (SNAP), issues monthly electronic

benefits to individuals or families used to purchase food. With

CalFresh benefits individuals and families are able to purchase

nutritious food and provide a better diet for themselves and

their family. They may purchase food at any authorized location

from Farmer’s Market to a variety of restaurants. The amount

of benefits a household receives is dependent on household

size, countable income, and monthly expenses, such as housing

and utilities. CalFresh is federally mandated, California state-

supervised, and county-operated.

Who Qualifies for CalFresh?

A household can be one person, a group of people, a family, or any

combination of people that purchase and prepare food together.

Children living with their parents are considered part of the same

household until age 22. The individual must reside in California, but

no duration required. There are times when individuals and or any

combination of people may qualify for emergency food benefits.

Expanding CalFresh to SSI/SSP

Recipients Beginning June 1, 2019.

Beginning Summer of 2019,

individuals receiving or

authorized to receive SSI/SSP are

eligible for CalFresh.

Current CalFresh households

negatively affected by the policy

change may be eligible for SNB

and TNB. Supplemental Nutrition

Benefits (SNB) or Transitional

Nutrition Benefits (TNB) will help

mitigate the potential loss of

CalFresh benefits from counting

the SSI/SSP income in the

About Medi-Cal

Medi-Cal is a health care program that offers free or low cost health

coverage for children and adults with limited income and resources.

There are over 30 Medi-Cal programs in California (and growing) based

on eligibility of different criteria such as age, poverty level, pregnancy

status, income level, and assets.

Who Qualifies for Medi-Cal?

Medi-Cal provides coverage to low-income adults, families with

children, seniors, persons with disabilities, and pregnant. Eligibility for

Medi-Cal may be based on assets, countable income, and household’s

income tax returns. Individuals can be employed or unemployed and

can either qualify for restricted or unrestricted medical coverage.

Prior to January 1, 2014, the Medi-Cal population only included

elderly, disabled, long-term care, and adults with dependent children.

Individuals may qualify for restricted or fee for service Medi-Cal and

assets are taken into consideration when evaluating.

Effective January 1, 2014, Medi-Cal eligibility is expanded to include

the non-disabled, non-elderly, childless adult population. These

beneficiaries household income is determined using the household’s

income tax returns with certain adjustments as defined by IRS. The

household is generally defined as the tax filing unit, including anyone

claimed as a dependent. These households are not subject to asset

evaluation. And undocumented individuals are not eligible under the

new Medi-Cal expansion, but they remain eligible for emergency and

restricted-scope Medi-Cal.

About General Assistance

General Assistance is a cash assistance program for single adults with no dependent children. General Assistance (GA) is a County-funded cash assistance program that helps individuals and couples who have no other means of adequate support.

Who Qualifies for General Assistance?

Eligibility for GA benefits depends on a number of things, including employment status, income, residency, property value, and citizenship status. Individuals who qualify for this program are single adults or couples without children who are not eligible for other forms of cash aid.

Since the state is not involved in this program the requirement varies among California’s 58 counties.

About Cash Assistance Program for Immigrants

Cash Assistance Program for Immigrants (CAPI) is a fully

state-funded program designed to provide monthly cash

benefits to aged (65 years or older), blind, or disabled non-

citizens who are ineligible for Supplemental Security Income/

State Supplementary Payment (SSI/SSP) solely due to their

immigration status.

Who Qualifies for Cash Assistance Program for Immigrants?

Immigrants who are either qualified aliens or Permanent

Resident Under Color of Law (PRUCOL) aged 65 or older,

disabled, or blind, and do not qualify for SSI Disability benefits

due to their immigration status may qualify for CAPI. Benefit

varies on individual’s living arrangement, income, and marital

status. Individuals must reside in California with income

less than the CAPI standard and resources below $2,000 for

individual and $3,000 for couples.

Due to the expansion of CalFresh

to SSI/SSP recipients effective

June 1st, 2019. Cash Assistance

Program for Immigrants (CAPI)

recipients will receive a $10 per

person grant increase for equity

with SSI/SSP. (ACL19-49)

About Refugee Cash Assistance

Refugee Cash Assistance (RCA) is part of the federal Refugee

Resettlement Program (RRP). It provides financial assistance to

individuals admitted to the United States (U.S.) as refugees. Adult

refugees without minor children and refugee families that do not

qualify for CalWORKs may be eligible to receive RCA benefits

during the first 8 months of residency in the United States.

The program includes employment and other services to help

individuals become self-sufficient.

Who Qualifies for Refugee Cash Assistance?

To be eligible for RCA benefits, refugee families and adult

refugees without children must fit into at least one of the

following categories: individuals and couples with no minor

children, families that are not CalWORKs eligible (i.e., unemployed

less than 30 days and have resided in the U.S. less than 8 months),

pregnant women in the first two trimesters of their pregnancy (i.e.,

six months or less), trafficking victims, persons granted asylum,

and victims of human trafficking.

About Foster Care

Foster Care (FC) Program provides financial assistance for children who are in need of substitute parenting and have been placed in out-of-home care. Foster parents work with social services staff to determine the type of child best suited for their home (i.e., age, health issues, and gender). Foster parents receive a monthly payment to feed, clothe, and meet the material needs of the children placed in their care. Medical and dental coverage is provided through the Medi-Cal program. The program is funded thorough federal, state, and county.

Who Qualifies for Foster Care?

Children under 18 years of age who cannot live with their birth parents and require temporary out-of-home care. The care takers for foster children must reside in California and must complete the screening processes before qualifying for the Foster Care benefits for the child(ren).

About AAP and KinGAP Programs

Adoption Assistance Program

The Adoption Assistance Program (AAP) is a federal program of financial

assistance for adoptive children. AAP helps families with eligible children

meet the financial, medical, and other essential needs of adopted children

through the Social Services Agency or independent state operated adoption

programs. The amount of Adoption Assistance benefit is based on the needs

of the child at the time the Adoptive Placement Agreement is signed.

Who Qualifies for AAP?

Adoption Assistance Program

Children 0-18 years are eligible if an AAP Agreement has been signed prior

to completion of adoption or at the time of adoptive placement as well as

Non-Minor Dependent (NMD) adoptions between the ages of 18 to 20 years

old. Youths between 18 and up to 21 years old are eligible for continuing AAP

if determined to have a documented mental or physical condition or are

participating in the extended adoptions program.

Kinship Guardian Assistance Payment

The Kinship Guardian Assistance Payment (Kin-GAP) Program serves children

exiting the foster care system and entered a guardianship with a relative. The

Kin-GAP Program offers financial assistance and other support services such

as Medi-Cal for a child who is placed with an approved relative legal guardian.

Factors such as the child’s needs and the relative guardian’s circumstances,

along with the continuation of any other applicable rates (such as the

specialized care increment, teen parent rate) received while in foster care, are

factored into the Kin-GAP.

Who Qualifies for Kin-GAP?

Kinship Guardian Assistance Payment

The foster child or youth must reside with the approved relative caregiver

for at least six consecutive months prior to establishing guardianship. Legal

guardianship must be established with the relative caregiver through the

juvenile court. The prospective relative guardian must enter into a written

binding agreement containing the terms and conditions of the guardianship

with the county child welfare, tribal agency, or probation department. The

written agreement must be signed prior to becoming the legal guardian and

dependency must be dismissed by the juvenile or tribal court.

0-Parent HH (CalWORKs): A zero-parent household is typically made up of at least one child who receives cash assistance but the ineligible parent(s) or non-needy relative caretaker does not.

2-Parent HH (CalWORKs): A two-parent household is typically a mother and father, with the primary wage earner being unemployed. They have at least one child.For a family of four, they receive benefits up to $800 ($891, if unemployable).

AAP: Adoptions Assistance Program

All County Letter (ACL): California Department of Social Services generate ACL containing changes in policy from state level once it is implemented

All Other HH (CalWORKs 1-Parent): Typically a one-parent household made up of a single mother and at least one child. They receive grants up to $542 ($606, if mother is unemployable). (Older versions of this report referred to “1-Parent Households.” The organization of data in the CalWIN system prompted this terminology change.)

CalWORKs: California Work Opportunity and Responsibility to Kids

CalWORKs Timed-Out (Safety Net): The CalWORKs program that entitles eligible children to remain on aid after the parent(s), aided non-parent caretaker relative, or aided stepparents have been discontinued from the budget due to the 48-month CalWORKs time limit. The adult recipient is removed from the Assistance Unit once the 48-months of CalWORKs is reached.

Net Cases Required to Participate in Welfare-to-Work Plan: This column shows, by city, the net result of factoring the active CalWORKs cases, minus the CalWORKs cases where they are either not eligible, or exempt from Employment Services participation. This column is the pool of CalWORKs cases that must participate in an activity and they are used to determine the federal participation rate.

Non-MAGI Medi-Cal: provides health care to all groups who were eligible for Medi-Cal before healthcare reform including aged, disabled, blind, long term care, refugee, confidential youth medical services, and families with children. The income limits for Non-MAGI Medi-Cal vary according to family size and program category.

Not Eligible/Exempt From Employment Services: A count by city of CalWORKs cases where there is no adult receiving cash aid and aid is provided only for the children. These cases occur when a relative is taking care of the children while the parent is away, when a parent has been sanctioned for Employment Services non-participation, non-needy caretakers, or when the parent is not eligible for cash aid or to work.

The adjacent column shows the count, by city, of cases where there is an adult in the case, and the parent is exempt from participation from CalWORKs Employment Services because the child is less than one year of age. Adults in that category may choose to volunteer for Employment Services.
