What are QIPs?

small-scale and low cost (up to $ 25,000)

rapidly implementable (three months)

highly visible projectsrelated to;

the rehabilitation of essential infrastructure

building of basic institutions functioning of public services and utilities

Examples of QIPs

Public sanitation (construction ofsanitation facilities, garbage removaland disposal )

Rehabilitation of medical facilities andacquisition of basic medical equipmentand supplies

Repair of basic community infrastructure(roads, bridges, wadi crossings)

Market stall upgrades

Examples of QIPs

Rehabilitation of schools and provision ofbasic school furniture, supplies andeducational materials

Enhancement of water services and waterpurification facilities

Refurbishing of police stations, prisons orcourthouses

Restoration of public transport facilities

QIPs are NOT,

intended as humanitarian or

long term development assistance

There are other UN agencies dealing withhumanitarian and developmental issues.

Basic Criteria

Objective of project to benefit the population(not individuals)

Project is not exceeding $25,000

Project can be completed within threemonths of the disbursement of the firstinstalment

Proposed project has high visibility that willenhance the relationship between UNAMIDand the community

Project Review

Submit project proposal toUNAMID Civil Affairs

Civil Affairs will screen the project(discuss project ideas with Civil Affairsbeforehand)

Project Selection

Qualified projects will be reviewed byUNAMID in South Darfur (regional

level)

UNAMID will conduct initial site visit to

confirm need for the project

Project Approval

Projects are reviewed and approved byUNAMID HQ in El Fasher

(headquarters)

UNAMID HQ may approve or reject a

project or ask for amendments andjustification

Project Implementation

After QIP is approved by MHQ QIPCommittee, MoU will be signed

After MoU is signed, 40-60% will bedisbursed in the 1st installment

Remaining funds will be disbursed after

request from executing agency andmonitoring of the project implementation

Project Implementation

As soon as executing agency spends the 1stinstallment, it needs to request the 2ndinstallment: Provide narrative report on progress

Account for spent funds (provide original vouchers)

UNAMID will visit project site (before anydisbursement of funds) and produce monitoring

report

Remaining funds will be disbursed by UNAMIDFinance Office

Project Closure

Final 10% of approved project budget willbe disbursed after successful monitoring

UNAMID will produce final monitoringreport: project closure and evaluation

Publicizing and handover to community(baneficiaries) by UNAMID
