RULES.

Season 1948-49.

1..—This amalgamation of clubs shall be eal ed the Rusholoe Amateur Football Lea­gue and each Ciub must be a member of the Manchester County Footbail Association or kindred associations, and the league shall consist of not less than six properly con­stituted clubs. The clubs shall be Amateur organisations or such other clubs as are ap­proved by the Management Committee, and their grounds or headquarters shall be situate within an eight mile radius of Rusholme Pub'ic Hall. All Clubs must be affiliated and no Club sha'l be allowed to play until their affiliation fee is paid.

■2.-—The Annual General Meeting shall be held in July each year. The object of the League shall lx- to create and maintain good sportsmanship in Amateur Junior Football.

3.—The League shall be governed by a Committee to be called the Management Com- m ttee, which shall consist of a President, Chairman, Vice-Chairman, Vice-Presidents, Six Independent Gentlemen, Hon. Secretary, Hon. Treasurer and a Divisional Club Repre­sentative, elected a t the Annual General Meeting. The Representatives attending the the Annual General Meeting shall elect the Officers and, if in order, pass the balance

sheet, and discuss any other business oi which due notice has been given. All elec­tions to be by bal'.ot, and in the event of the voting being equal. the Chairman shall have a. second or casting vote. All business trans­acted by the Management Committee shall be nonfirmed at the following monthly meeting.

4.—Each member of the Management Com­mittee sho.ll be entitled to attend all meet­ings and shall have one vote thereat. In the event of the voting being equal, the Chair­man shall have, at such meeting, a second •r casting vote. The Management Committee shall have power to deal with any offendittg Club or Clubs, Player or Players as they deem fit, and also to deal with any matter not pro­vided for in these Rules. Five members of the Management Committee shall constitute a Quorum for the transaction of the business ef the League.

5.—No Official or Player shall be allowed to plead ignorance of the Kules, and in order to avoid such, each team must purchase twelve Official League Handbooks, 9d. each.

6.—Each Club must send a representative to the League Monthly Meetings, such Repre sentativc to have power to vote. Failure te •omply with this Rule shall entail a fine oi

Thi§ Rule will be strictly enforced.

7.—The League’s Monthly Meeting will bo he d on the last Thursday in the month at Headquarters, Openshaw Ragged School, George Street, Openshaw, commencing at 7-30 p.m. Each Club will be charged 4s. to cover the cost of all meetings. Where meeting is changed, Clubs will be notified.

8.—All matches played shall be played under the laws of the" Football Association. .Any Member of a Club shall be allowed to play, provided he has not been previously legistered with the League for another Club. A player signing for more than one Club shaii 1)- dea’t with by the Management Committee, who shall also decide upon his registration. Each player must sign his own registration form in handwriting, and countersigned by the Club Secretary. (Block Letters will not bo accepted). Registration forms must be in the hands of the League Secretary three clear <V:ys before any League Match.

9.—Any Club desiring the transfer of a reg'stered player must first obtain the pe*- mi Von of the’ Club with which he is register­ed before approaching him, or will be liable i*o be dealt with by the Management Com­mittee. When a Club refuses the transfer desired by a player or Club, the said player or Club may lay the case before the Leagua Secretary, who will rail a meeting of the

Management Committee, which, having been satisfied that the player in question has a bona-fide reason for desiring to transfer (the onus of proving a satisfactory reason rests with the player), shall have full power ts deal with the matter as they think fit. Any Oub infringing this rule and playing inelig­ible men, shall have Two Points deducted from its score for each offence, and a fine not exceeding 10s., and the match ( may be replayed. In the case of a replay, the default­ing Club will have to pay all expenses.

10.—Application for Transfer Form, Is. each, must be made to tile League Secretary. The Transfer Form must be signed by the Sec­retary of each Club and the player concerned, fhe League Secretary shall acknowledge such transfer before the player becomes eligible tc play for his new Club.

11.:—The Trustees of the League shall be the: Chairman, Secretary, and Hon. Treasurer •or the ;tame, being, and they shall be for all intents . arid purposes the Legal Holders in Tiust for the League.

12.—The League Membership Fees are :— Open Age Divisions Entrance Fee... £1 10 GGuarantee F e e .................. . . . .. 0 10 6(No Club will be allowed to play until the *bove fees have been paid).

Any Ciub delaying the start beyond the t me fixed shall be fined a minimum -of Is. The Releree must fill in the correct time of kck-off on the card supplied for that pur­pose, and must also report any Club for late ki k-cff. C'.ubs must likewise report late ar- : v:u of the referee. In case a ^referee fails to put in an appearance 15 minutes after tnc tim>. a' kick-off, the Clubs toss for choice un­icss a registered referee is availab’e ; the sam* fee to be paid as an official referee, the home Cub Secretary to forward the result sheet ta the League Secretary.

19.— A Professional, playing under permit, K.lia'1. not be elegible to play in the League I nmpetitions.

Any team commencing a game with a depleted team must not allow any player who turns up late on the field without first report­ing; to the referee and signing the card. I t is imperative that all players must each sign ihe referee’s card in their own handwriting. Action will be taken by the Management Committee against players or Clubs violating this Rule. Should any team play short, a f;ne of Is. per player will be imposed.

20.—All protests must be lodged with the L'vigue Secretary in duplicate within seven «!ays of the date of the match to which they jefer and must be accompanied by a fee »?

20s., which tee may be forfeited if in the t.pinion of th Management, the protest be deemed frivolous. Any Club not satisfied with the decision of the League shall have power to submit its case to the Board af Appeal. Notice of appeal must be in writing arid sent in triplicate to the League Secretary nvithin three days accompanied by a deposit of 20s., which shall be forfeited to the funds

g of the League in the event of the appeal beingdismissed (but not otherwise). The decisions of the Board of Appeal shall be final.

21.—Clubs shall be called upon to see that their ground is properly marked out. Corner flags erected for all games and goal posts to

t be fenced where nets are not used. No Clubsba'.l be allowed to enter the League unless they have suitable dressing accommodat;on. Clubs are urged to provide separate dressing accommodation far the referee where possible. In the Open-Age Divisions, Clubs are urged to provide Goal Net?.

2*2.—No alterations or additions to be made to these Ru'es, except at tbe Annual General Meeting, and 28 days’- notice must be given to the Hon. Secretary of any proposed altera­tions or additions, and such alterations or additions shal not be deemed carried unless supported by at least two-thirds of the mem­bers present. Any Club deemed guilty of con­duct unworthy of Amateur Football, will be

expe'.led from the League at a General Meet­ing and its record expunged. An Extra­ordinary General Meeting may be called on a requisition signed by at least 12 Clubs.

23.—Home Clubs must advise visiting Clubs <if the direction to Dressing Room and all other particulars three days before date ot match. Failing to do so, offenders will be fined Is. Any complaints in connection with the League, i.e., Clubs, Referee, Ground, Dress'ng Room, Spectators, etc., must be in wrting to the League Secretary within seven d'xys of the match.

‘H .—No Clubs shall visit the ground of its opponent twice without the consent o>f the League Management. In the event of a Club failing to keep an engagement, the default­ing Club will be held responsible for half referee fee and reasonable expenses incurred. AH fines must be paid within 28 days from Ihe date on which "they are imposed. (This Rule will be strictly enforced):.

SPECIAL RULES.

The attention of the Clubs is specially directed to the following Rules adopted by the League.

1.—in order that the League Competition

may be carried out in a fair sportsmanlike manner, the Management have empowered Keferees in all League Matches -and Cup Ties to put down the s.ightest attempt at rough play and intimidation. They have also power to ciose the game at -any time for the same cause or where interference comes fiom the spectators. The home team shall be held responsible for the personal safety of the Ref­eree. Spectators of any match stopped by the Referee on this account will not obtain the return o): money paid for admission. The Referee has power to order any player off the fie'.d for foul language or rough, play. If a Referee orders a player off the field for mis­conduct or any other offence, he must report such action to the Local County Associaton \»ithin three days of the occurrence. No match will be allowed to be played for fovtr points.

2.—All correspondence to the League Sec­retary requiring an answer must have a stamped addressed envelope-, otherwise the ex­penses Incurred will be charged ,to the Club's account. The League to have prior claim on any ground or players for special matches inter-league, trial, or chanty matches free o>' charge. !

3.—No Club is allowed to transfer or regis­ter a player after March 21st in ‘any year. There shall be no limit to the number of players registered. Registration Forms, 3d. each.

4. The Management Committee Minutes

sha. be confirmed at the following Monthly League Meetings of the Clubs.

CUP RULES.

A.l Cups are the property of the League ^nd cannot be won outright or become the y.;rmanent property of any Club, and shall bo returned to the League Secretary not later than March 1st of any year. The Winner* and Runners-up will receive a set af medals i r suitab’e trophies, 11 in each set.

C’.ubs winning Cups will be required to in­sure same with some reliable Insurance Com­pany, and deposit the policy with the League S cretary. The Cups sha.ll be handed over to the representatives of such Clubs on receiving a document to the following effect, and sign­ed by persons whose names shall have pre­viously been submitted to and approved by ihe Management Committee. (See Rule 20, M.C.F.A. Cup Rule).

All registered players must have played is at least four league matches before the first find subsequent rounds. No players to p'ay for two teams in the Cup Competition tlv ?ame season.

The League to take the whole of the pro­ceeds of the Cup Sesii-Finals and Finals. The

trustees of the Cup shall be the League, Trustees.

Protests in Cup Ties. (See Rule 20).

All Clubs must enter for their Divisional Challenge Cup Competition.

Open Age Divisions, Entrance Fee 7s. 6d.

All League Fees must be paid by September 1st, or drastic action will be taken by the League Management.

INSTRUCTIONS TO REFEREES.

Referees must confirm their appointments, giving all details of matches accepted, within three days of receipt of same.

Referees are requested to send a brief re­port af their matches by first post Monday to tile League Secretary.

Referees must apply for re-registration to the League Secretary enclosing a stamped ed- dressed envelope for reply before July 1st each season.

If at all practicable, Referees must allow games to be completed. Where the match

starts to t ine, or light permits, the game must be of 90 minutes duration where possible.

Referees should not necessarily delay the kick-off when teams have not their full com- p.ement of players.

All Cup games to be of 90 minutes duration whe.'e possible. In case of drawn games, extra time must be played in all rounds up to the Semi-Finals.

Referees should report all cases where teams commence a game late or short-handed, where the ground is declared unfit, or where the game is abandoned, also their own late arrival.

Offending Clubs to be notified at the com­mencement of the match that he is reporting them.

All reports to be in the hands of the League Secretary within three days. Any Referee with an open date would do well to advise the X-eague Secretary early in the week or 'Phone RUSholme 1009.

Referees must report injury to pJayers im- med ately after the match.

BENEVOLENT FUND. RULES.

1.—That the Clubs pay a levy erf Is. per Bmtch, date to be stated, same to be paid on or before, each Monthly Meeting, or when any

p’ay takes place Is. is due. Entrance fee 4s. for each new Club, payable in advance.

‘2.—That the Funds bo distributed by a Sub-Committee of Clubs and League Manage­ment Committee.

3.—That if necessary the League shall grant » benefit match each year, and any Club shall loan their ground free of charge, and shall release all players required to play in each fuch match.

4.'—That in case a player is injured, and unabe to follow his employment through an accident caused whilst playing football in any Rusholme and District League match or Rusholme and District League Cup Ties, bis Club may appeal for benefit. Any other tratches sanctioned by League Management must be sent to the Benevolent Fund Secre­tary three days prisr to the match.

5.—Notification of accident must be sent to Benevolent Fund Secretary by Tuesday night accompanied by doctor's certificate and veri­fied by referee.

S.—That the Funds be lodged with tlie Trustees of the League undei; a separate he&d- sng, and should amy funds remain in hand at the end of the season, they shall be eafrie* forward to the foftowiag season.

7.—That any d o b be ki arrears, their play- bps shall be excluded from benefits.

8.— On receiving a c’.aim, the Secretary shall ca 1 the Committee together and, on being satisfied with the bona-fides of the claim, shall grant the injured p’ayer 10s. a week for a (.'{red of 6 weeks, when, if necessary, a grant m iy be extended to 12 weeks providing funds availab’e. Receipt for payment must be sent immediately.

9.—A player shall not be entitled to bene­fits who has misconducted himself so as to retard recovery.

10.—A convalescent player desirous of re­turning his employment, shall, after obtaining the doctor’s consent, send a signing off note to the Secretary within 24 hours of resuming hi.- emp’oyment, but should a player after­wards find that he is unable to continue his em ovment., he must notify the Secretary with­in three days of declaring off date, and mak» ! Hrther application for benefit.

11.—Anything not provided for in these Ru’es shall be dealt with as the Committee tlrem advisable.

12.—These Rules to be rerised at the end uf each season.

13.—In the event of the Fund being wound «p the Management Committee shall distribute S'ine to charities approved by the ManchesterC.F.A.

14.—A'l Club* must join the Benevolent Fund.
