Don’t forget to turn your clocks back one hour on November 2th at 2 a.m. Lake Manager’s Report by Mike Hexamer I would like to take the opportunity to thank all the Choctaw Lake employ- ees for a great job in the recent windstorm. The Patrol, Office and Maintenance staff made every effort to provide vital services for all the property owners. Roads were cleared of debris, hazards from downed utility wires were marked and cordoned off, phones were answered (when working) and information pro- vided when possible. Lake generators were used for emergency service at Lodge and for emergency pumping of grinder pumps. The Lodge roof sus- tained major damage but the Maintenance staff had tarps covering all exposed areas and no interior damage occurred. The roof was completely replaced by the following week. We had many large trees uprooted and lost large sections of others and are continuing the cleanup efforts in the park and common areas. We received many compliments from property owners on how the storm was handled and the staff really appreciates the positive feedback. Again staff, JOB WELL DONE! Work continues on the front entrance signs, they are cut and in the process of being painted. The stone has arrived and erecting the signs and wing walls will be occurring shortly. We would like to say Thank You to the Moore fami- ly for allowing us to remove two trees and infringe on their extra lot to provide more space for the East entrance sign. Lake Manager’s Reportby Mike Hexamer

I would like to take the opportunity to thank all the Choctaw Lake employ-ees for a great job in the recent windstorm. The Patrol, Office and Maintenancestaff made every effort to provide vital services for all the property owners.Roads were cleared of debris, hazards from downed utility wires were markedand cordoned off, phones were answered (when working) and information pro-vided when possible. Lake generators were used for emergency service atLodge and for emergency pumping of grinder pumps. The Lodge roof sus-tained major damage but the Maintenance staff had tarps covering all exposedareas and no interior damage occurred. The roof was completely replaced bythe following week. We had many large trees uprooted and lost large sectionsof others and are continuing the cleanup efforts in the park and common areas.We received many compliments from property owners on how the storm washandled and the staff really appreciates the positive feedback. Again staff, JOBWELL DONE!

Work continues on the front entrance signs, they are cut and in the processof being painted. The stone has arrived and erecting the signs and wing wallswill be occurring shortly. We would like to say Thank You to the Moore fami-ly for allowing us to remove two trees and infringe on their extra lot to providemore space for the East entrance sign.

CLPOA Board of Trustees Meeting • September 9, 2008(These are unapproved condensed notes as provided by the Board and in most instances will not be the complete recorded minutes of that particular meeting.)

Motion 08-015: Bob McKinley made amotion to accept the proposed amendmentsto the employee handbook as agreed uponduring this meeting. Bill Laney seconded themotion. Vote was taken. Motion carried. Motion 08-016: Gene Brundige moved toaccept the proposed building code changes tosections 2.A.2 and 5.D. concerning permitcosts and durations for new homes and othersmall permits. Connie Feliks seconded themotion. Vote was taken. Motion carried.

Call to Order:The Board of Trustees meeting convened at

7:00p.m. in the CLPOA conference room. A r o l lcall was taken as follows:

Mike Hexamer (CLPOA Lake Manager),Carla Dye (CLPOA O ffice Manager), ChuckPlantz (CLPOA Building Inspector) and CraigSmith were also present.

P ro p e rty Owner’s Time: Tim Pond (lot 936) was present to ask about

the low lake level. Mike Hexamer explained thatthe sluice gate and baffles are in the same place asthey were earlier this spring. There is bubblingunder the sluice gate but unable to see what iscausing this. Will have to wait until the water leveldrops low enough to examine all the mechanicalcomponents. Mike also added that since the sewersystem has gone online, used water is no longerbeing returned to the lake.

Ed Bozeman (lot 146 & 147) was present toshare his views on several topics. He spoke aboutpedestrian safety. He would like the Board to con-sider speed bumps and yield to pedestrian signsbecause he has witnessed many speeders. W h i l ewalking he sees many road cracks that may havebeen caused by heavy trucks. On boating safety,he feels that wakeboard boats are a nuisance sincethey beat up docked boats, shorelines, docks, etc.He thinks that it might make sense to limit timesfor extreme sports such as wakeboarding. He isalso concerned about trespassing and feels thatproperty owners should be with guests while fish-ing in public areas. In addition, property ownersshould not allow guests to run boats and jet skisunsupervised. He expressed concern about water-ing lawns. He also thinks we need gates to keepthe public out. The Board will discuss his con-cerns under new business.

minutes. Seconded by Bob McKinley. The Boardapproved the minutes.

P a t rol Report :( P resented by Mike Hexamer)

Mike read Dan Summers’ patrol activity logfor August. This included theft of a camper from

the storage area and a house fire on West ChoctawDrive. There were no questions.

Maintenance Report :( P resented by Mike Hexamer)

The maintenance report was accepted as sub-mitted. There were no questions.

O ffice Report: ( P resented by Carla Dye)

Carla reported that the income tax return hasbeen submitted. There are a record number of one-quarter delinquent accounts. There are threehomes up for Sheriff’s auction. Payment arrange-ments were made for two delinquent accounts.

Tre a s u re r’s Report :( P resented by Connie Feliks)

Connie said that w of dues and assessmentshave been billed. Expenses are about 66% ofbudget. Dock rental is short $1300 to budget.Publication income is down and may fall short byy e a r-end. The Board asked Mike and Carla toencourage more people to advertise in The PeacePipe. Printed quality of the advertisements wasalso discussed. Total expenses are 43.84% to totalbudget at six months into the year. Net income isnow at 104.6% of prior year. Wages are down$33,816 compared to prior year.

Mike reported that MECA has requested anupdated property owner database. To be discussedunder new business.

Decisions regarding the 2009 fireworks needto be made. To be discussed under new business.

BBC&M has bids out for dam repair work. Noquotes have been received. This is the final step ofthe work on their report and includes delaminationrepair work along with an addendum for controlbox repair.

Mike reviewed graphs he has prepared track-ing wage expenses.

C o m m i t t e e s :• Beautification — Brian Killian has landscap-

ing plans for the lodge and the entrances.Work has begun on the new signs founda-tion, lighting, etc. John Foote, Sr. expressedconcern that property owners should beinformed before the east side message boardis moved. Mike said he is going to attemptmoving a donated 17-foot blue spruce tree tothe front entrance.

• Lake Drainage and Roads — John Foote, Sr.& Mike have examined the condition of theroads. To be discussed later.

• Publications and Public Relations —Shannon Hastings said that The MadisonP re s s is looking into whether they can takeon our publication needs. They would alsolike some feedback on the lake living articlesthey have been running.

• R e c re a t i o n — Bill Laney said thatCommunity Days went well. There were alot of good comments about the band.Turnout for the hog roast was well above last

y e a r. 600 people were served although planswere made for only 450 people. The Boarddiscussed ways to improve the event.

• House and Office — Gene Brundigereviewed the proposed amendments to theemployee handbook. The Board made minorchanges to some of the verbiage. The cre-ation of a personnel committee is included inthe proposal. Bob McKinley made a motionto accept the proposed amendments to theemployee handbook as agreed upon duringthis meeting. Bill Laney seconded themotion. Vote was taken. Motion carried.See Motion 08-015.

• Land/Facility Use — nothing to report.• Choctaw Utilities — Gene Brundige reported

on his discussion with Don Gregory concern-ing the recent water rate increase. Don wouldneed to look into the matter further to deter-mine if the recent increase was properly rati-fied. Don sent a letter with his review of thesituation to Jim Moran and copied the Board.The Board decided to forward a copy of theletter to Bob VanHouten to respond to hisrequest. John Foote, Sr. would like to ask theWater Board to develop and document proce-dures to raise water rates and to initiate awatering ban. Shannon agreed to speak withmembers of the Water Board prior to theirnext meeting October 6.

• S e w e r — The next Sewer Board meeting willbe held October 7.

• Long-range Planning — The committee willpresent a similar proposal for the long-termroad assessment at the Fall Property Owners’meeting. Other topics being consideredinclude a pathway along Old ColumbusRoad, beach improvements, and techniquesto get a quorum at Property Owners’ m e e t-ings.

• S e c u r i t y — cameras for the storage area arebeing quoted.

Old Business: Mike will put the new playground equipment

on the east side at the Suqulak park. Mike distributed proposed changes to the

building codes regarding costs and durations ofpermits for new homes and small permits such assheds, etc. Mike reviewed permit costs for Mr.Homewood under the old schedule ($4,750) andwith the new one ($3,700). Gene Brundige movedto accept the proposed building code changes tosections 2.A.2 and 5.D. concerning permit costsand durations for new homes and other small per-mits. Connie Feliks seconded the motion. Vo t ewas taken. Motion carried. See Motion 08-016.The Board directed Mike to use the newly passedbuilding code rules in Mr. Homewood’s case.

The Board gave Mike permission to provideM E C A with a contact list of residents.

The Board decided to hold the fireworks onSaturday July 4 with a rain date of SundaySeptember 6 during Community Days. The Boardauthorized Mike to sign a contract with HamburgFireworks.

Mike showed the Board pictures of a cementpier/dock that is being repaired by resurfacing withdecking and adding railing. The BuildingCommittee wanted to review this before granting apermit. There was no objection from the Board.

New Business:The Board discussed roadway safety and the

need for a walking path. Long-range Planningcommittee will look into this. Road and Drainagecommittee feels that depressions over the culverts

are the same on both sides of the lake. Bill Laneyreported that Candlewood Lake has passed a wakeenhancing devise rule. The rule affects boats withequipment used to increase the boat’s wake.Recreation committee will look into this issue.Enforcement of current lake rules was discussed.The Board discussed whether guests fishing in ourlake should be subjected to a catch & release poli-c y. The Fish Committee will be asked for a rec-ommendation. Pumping from the lake to waterlawns was discussed. Currently there are no rules

applying to this. Bill Laney made a motion to enter executive

session to discuss employee matters. GeneBrundige seconded the motion. The Board enteredexecutive session at 10:14 p.m. The Boardreturned from executive session at 10:20 p.m.

Ruth Sowers made a motion to adjourn.Connie Feliks seconded the motion. The meetingadjourned at 10:21 p.m.

Pre-register!Registration and required waivers must be completed, signed, and turned into the lake office by noon, December 31, 2008.

Wear Protective Footwear.Wear something on your feet, i.e., old tennis shoes or “aqua socks,” etc. to prevent cuts on your feet from the ice and to prevent your feetfrom sticking to the snow and ice on shore.

Do you wear glasses?If you wear glasses, we suggest you obtain an “athletic strap” or something similar to hold them to your face, or not wear them at all! It isimpossible to find glasses that have been dropped in the water.

The swim is at noon, but arrive early.The swim itself is exactly at noon, but get there by 11:30 a.m.

Public Notice...Property Owners must have a permit for all Permanent Structures including the

following projects: House, House Additions, Sheds, Boathouses, Driveways,Fences, Decks, Patios, Docks, Swimming Pools, and Satellite Dishes over 24" indiameter. Anyone failing to secure the necessary permit will be assessed a penaltyof 50% cost of the original permit. Section E-4 of the Choctaw Lake Building Code.

Care and Use of Your Grinder PumpThe Environmental One grinder pump is capable of accepting and pump-

ing a wide range of materials. Regulatory agencies advise that the followingitems should not be introduced into any sewer, either directly or through akitchen waste disposal unit:

Glass Diapers, socks, rags or clothMetal Plastic objects (toys, utensils, etc.)Seafood shells Sanitary napkins or tamponsGoldfish stone Kitty litter

In addition, you must never introduce into any sewer:Explosives Strong chemicalsFlammable material GasolineLubricating oil and/or grease

Periods of DisuseIf your home or building is left unoccupied for longer than a couple of

weeks, perform the following procedure:Purge the System. Run clean water into the unit until the pump activates.

Immediately turn off the water and allow the grinder pump to run until it shutsoff automatically.

Caution: Do not disconnect power to the unit.

Power FailureYour grinder pump cannot dispose of wastewater without electrical power.

If electrical power service is interrupted, keep water usage to a minimum.

Pump Failure AlarmYour Environment One grinder pump has been manufactured to produce an

alarm signal (120 volt) in the event of a high water level in the basin. Theinstaller must see that the alarm signal provided is connected to an audibleand/or visual alarm in such a manner as to provide adequate warning to the userthat service is required. During the interim prior to the arrival of an authorizedservice technician, water usage must be limited to the reserve capacity of thetank.
