2. Compiling Purpose and Applied Scope
2.1. In order to instruct workers to follow standards and requirements, construct
according to drawing, ensure the quality of construction,reduce heat loss of
power plant, and improve the heat economy of power plant, it is necessary
to compile the instruction book. The instruction book regulates working
technique and quality requirements for heat insulation and painting. It also
explains necessary allocation of resources for completing the project,
necessary machines and tools and warning for security. It is applied for
installation work for India Jindal 4×135MW power plant project.
3. General introduction to equipment and workload
3.1. Boiler Proper Insulation: The boiler setting of 460t/h circulating fluidized
bed combustion boiler is light tube type. The weight of boiler setting is
arranged even and fixed regular on boiler heat surface. It is expanded with
tube. The difference of characteristic and structure for different part of boiler
determines the difference of boiler setting structures which are laid on
separate parts. Therefore, the boiler setting is divided into below parts:
roof、sealing box、water wall、back-pass、primary air box、gas duct、air heater
、air duct and piping、drum、wall pipe
3.2. CSCEPD is in charge of designing a part of whole factory’s insulation and
painting: The work includes: gas, air and coal system between two units, fuel
system, steam piping, public instruments, and auxiliary equipment for boiler,
platform checking and ladder.

3.3. Insulation and sound isolation layer installation for ID fan, FD fan and PA
fan, insulation and painting for turbine proper and electric precipitator are not
included in the scope of the instruction book. It is necessary to refer to
manufacture’s drawing and instruction at the construction time.
4. Allocation of resources
4.1. Allocation of manpower
4.1.1 Engineer and technician: In charge of handing out security and technical
documents to workers; instruct workers to construct, check the implementation of
instruction book, supervise site construction quality, and provide technology
consultation; inspect the quality of the construction, and make instant
improvement if defects are found.
4.1.2 Construction Supervisor: Instruct workers to be familiar with construction
procedure and technical requirements. Connect and check if equipment
installation is completed and report to project engineer and technician. Make
construction records. In charge of the transportation and staging of construction
materials; supervise the construction quality and plan construction procedure.
Attention to security, supervise the cleaning of site and civilized construction.
4. 1. 3 Construction in charge: Have related business ability. Familiar with
construction technique and quality requirements, obey the arrangement made by
engineers, technicians and construction supervisor. Ensure workers to have full
understanding about project characteristic and strictly working as the
requirements of instruction book and drawing. Ensure the constructors to
complete all the work cooperating with other workers. Ensure the civilized
construction and take care of cleaning the site.

5. Construction procedure and method
5.1. The preparations and essential conditions for construction
5.1.1 The pectinate board, drag seal and supporting components to be welded to
pressure pipe should be finished before boiler hydraulic test.

5.1.2 The equipments and pipes which need heat preservation should be got rid
of rust, dust and oil and kept dry.
5.1.3 The heat preservation of the equipments and pipes can be preceded after
the qualification of leakage test (including hydraulic test, pressure decay test, and
oil leakage test etc.)
5.1.4 Organize workers to take care of the transferring and piling of the material
and take waterproof measures. The heat preservation materials should be sorted
according to their property and specification in to the draughty and moisture proof
warehouse to keep dry.
5.1.5 The installation of the buckstay is finished and accepted. All the pipe-
hangers and boiler top hangers are installed and accepted.
5.1.6 Thermal sampling points on the equipments and pipes are installed.

5.3. Heat-insulation for boiler proper
Arrangement of heat-insulation rivet and welding: The heat-insulation rivet is
welded on the extended-surface of water wall tube. It is required to check the
material of heat-insulation rivet strictly before welding. The welder who is in
charge of welding heat-insulation rivet should be experienced one. Draw a line on
the water wall to make sure the rivets can be welded on a same line. According to
the requirements of marked dimension of Boiler Setting Fastening Device, mark
the initial position for heat-insulation rivet welding above buckstays of each layer.
Use chalk to draw a straight line and then mark the welding position for rivet
according to the layer space between water walls. The heat-insulation rivets are
staggered arranged; the arrangement space follows the requirement of drawing.
In order to make the rivet can be welded on extended-surface at the time of
welding, the arrangement space between rivets is kind of deviation. However, it is
required to have 11 heat-insulation rivets at every square in principle. Control
current when weld the rivets. Excess of current is easy to break rivets themselves
and damage the material, on the contrary, undersize of current result the unstable
of welding. Turn the heat-insulation pointer to 45° and then turn it to vertical
position, it is checked as qualified one if the rivet is not falling down.
Construction on heat-insulation layer: fire hole, refractory concrete casting for
sealed box need to be completed before the heat-insulation of boiler setting. The
laying of heat-insulation material should from the bottom to the upper; the plate is
lateral laying and seams between plate should be rigorous. If the heat-insulation
plate which takes through the rivet is broken or raised, press it to flat. The upper
and bottom layer heat-insulation plate require middle staggered. The staggered
space is not less than 50cm when the space cannot avoid adjusting. The inner
and outer plate are also required middle staggered when layer construction. The
staggered space is not less than 20cm when it needs to be adjusting. Each layer
of heat-insulation surface requires to be smooth. Inner heat-insulation plate falls
without self-lock pressure plate, it needs to install self-lock pressure plate or
tighten up with steel to avoid falling down that can influence heat-insulation effect.
Outer layer heat-insulation only can start after the inner layer heat-insulation is

qualified when work at separate layer. The corner needs to lay as a whole plate
and not allowed to joint at the corner. Pay special attention to the heat insulation
of parts around stiffening bar and fire door hole sealed case during constructing to
ensure the fine seam. The heat insulation materials should be consolidated and
tight. Pad with loose wool to ensure the tight of the heat insulation if necessary.
Wire netting: Use self-lock pressure plate and heat-insulation rivet to tie the
wire netting on the heat-insulation layer. Each fixed point should be concave and
lower than the surface of heat-insulation layer. Wire netting needs to be tighten
and no drum should be on the heat-insulation surface. The lap-joints of the wire
net should be tightly fixed with galvanized iron wire. The length of the lap-joint
should not be less then 50mm. There should be no wire joint in the corner of the
boiler. After the tight pulling outer layer wire net, press the hook nail head with
self-lock pressure plate till the heat exposed and fastened. The hook nail head
and expanded metal gasket should not exceed the outer surface of heat insulation
layer. Wrap the tie-in to φ6mm round steel after the wire net break around the
door hole and stiffening bar. Then weld the round steel to the non-pressure parts
(such as door hole sealed box, stiffening bar).
Installation of outer casing: Outer casing of boiler setting is pressure
aluminum plate with self-tapping screw self-plugging rivet fixed on supporting
parts. The L supporting bending-plate which is provided by Boiler Factory is
needed to put on the buckstay before boiler setting heat-insulation. In order to
make sure L supporting bending-plate can be welded on a line, it is necessary to
mark a horizontal line. L supporting piece is divided into two parts to weld. The
length of every weld seam is not less than 15mm. After the welding is completed,
it is required to weld “Z” supporting piece on “L” piece which is above buckstay.
Weld “II” supporting piece on “L” supporting piece which is below buckstay. The
outer casing is fixed on the “L” supporting piece. “II” supporting piece and “L”
piece should be welded fastened. The two welded supporting pieces should be on
a same plane. The planeness deviation should not be more than 1mm. The same
rule applies to “L”pipece on the same level. After completing the supporting parts,
put the outer casing head into the socket forming by the “∏” and “L” supporting
piece with self-tapping screw fixed at the bottom. The head of the outer casing is

not allowed to fully fill the socket of “∏” supporting piece, but to leave a space
about 25mm to the socket top. The fixed self-tapping screws under casing should
be on the same straight line. The joints between two casings should be caught
tightly. The undee gap should be the same. Hanging line should be used for
installation. All the sockets of the casing should be kept the same direction and
not used upside down to avoid disable of catching or loose catching. The installed
casings should be the same plane with the planeness deviation not more than
5mm. The installation of the casing in the corner should have angle wrapping
board and use self-plugging rivet to fix itself with the outer casing. The installation
of the upper corner and down corner should be the same line and not fully reach
the stiffening bar but leave a space about 20mm. The door hole should use
aluminum table-flap to embroider with bevel. Pay attention not make the angle
and flap concave during pulling rivet which affecting its beauty. Each layer of outer
casing should be selected strictly according to the size showed in the designing
paper without random cutting and jointing.
5.4. Part pipes and equipment heat-insulation of Design Institute
5.4.1 Pipes heat-insulation are most assembly-type styling products, such as
rock wool shell and aluminum silicate. For the single layer heat insulation circle
and semi-circle horizontal pipes, the vertical joints should be next to the both
sides of the axial line of the pipes. The vertical joints of cuneiform tile fragment
heat insulation products should avoid staying on the top of the pipes. The
layers should be staggered jointed for delamination heat insulation. The
vertical joint should be 15º, while the hoop joint should >mm. The outer layer
vertical heat insulation should avoid staying on the top of the pipes. Double
galvanized iron wire (Ф1.2—Ф1.6mm) should be used to wrap circularly for
each layer of heat insulation, with a distance of 100mm to the terminal.
Embroider the wire into the heat insulation after tightening.
The hear insulation of the vertical pipe should use supporting assembly
which is made of plain carbon steel or profiled bar. A bearing bracket should be
set up every other 2 m for the pipe whose medium temperature is higher than
350 . A bearing bracket should be set up every other 3 m for the pipe whose℃

medium temperature is lower than 350 . The width of the bracket should be℃
10mm less than the thickness of the main insulation layer. Transfer ring should be
used according to equipment technique documents if the pipe is forbidden
welding. Bracket is unnecessary if hook nails are equipped. Dilatation joint should
be set up every other 3-5m for the main steam and hot arc high temperature
pipes. The dilation joint should be 20mm wide normally with textile rope wrapped
or cellucotton padded. Dilatation joints should be left in the extension direction for
the insulation of the parts around the extension joints and sliding support. Dilation
joints should be left in extension direction for obstacle parts (such as the place for
pipe going through platform etc.).
Insulation encloser should be set alone for welding line of pipe measuring
point with obvious mark for inspection and not damaging other insulation layers.
Flange and valve should be made into removable heat box for the continence of
examination and disassembly.
The protective layer is the last procedure after the installation of pipe and
heat insulation, which is also decorative. The protective layer covers a massive
square, and is the key point of the appearance quality of the whole factory. Thus,
the protective layer should be straight, even, neat and pretty. The protective
layer should also be waterproof and have a stable construction since it has to
suffer from the rain all the entire year.
The axial joint of the protective layer for horizontal and oblique pipe should
be laid 15º advisable up or down horizontal shaft usually with the seam facing
down and joint remainder about 50mm in hidden places as far as possible. The
joint remainder for hoop jointing should be about 50mm usually. The joint
remainder for big diameter, steam pipe and exposed pipes is 75-100mm. All the
joints must be paid attention to the flow direction to avoid inflowing water, and
meet the expansion requirements without built-in fitting but be fixed by self-
tapping screw or self-plugging rivet with gap between 150-200mm.
5.4.2 Flexible construction methods can be adopted according to the section
size, operating conditions and the heat insulation materials. Wrapping heat
insulation method is adopted as a usual, namely, galvanized iron wire or other

metal materials (such as metal band) are used to wrap for fixation.
Dredging water gradient should be set for large area of flat topping
equipment heat insulation. Besides, lightweight cast-in-situ concrete structure
can also be adopted.
The insulation layer should leave a horn shape gap for the flange base,
liquid water gauge, inspection door hole, heat measure device base and other
parts such as equipment name card on the surface of the equipment. The size of
the gap should meet the requirements of the running inspection or maintenance
conditions.
The insulation of the same layer should be staggered jointed, while
overlapped jointed for different layers. A long jointed seam should be formed in
the direction of the length of the insulation board; while a staggered jointed
seam should be formed in the direction of the width of the insulation board. The
length of the staggered seam should not be less than 1/3 of the insulation board.
The construction of the heat insulation layer can be illustrated into
followings according to the appearance characteristics:
The casing protective layer is usually used for large area flat wall
equipment, such as boiler outer casing. It is complicated to fix the casing and
needs supporting parts on the equipment. The setting method is adjusted
according to the geometrical shape, size and profiled board.
Mixed protective layer is usually for the heat insulation of can. On both sides
of one cover of the protective layer assembly board, there are processed
inserting border, and faucets both sides of the other cover. The fixation relies on
the inserting and catching between the boards, and essential fixing pieces (such
as the welded screw on the equipment). Draw and pre-make the board
according to the shape and size of the equipment wall before insulation.
The fixation relies on the staggered joint, inserting joint and catching joint
without setting any other construction between the metal shells for some canned
protective layer, which belongs to normal protective layer. The installation
construction illustrated on the right chart should be adopted advisable for the
can shape equipment which needs rigid products for heat insulation. The
catching joint should be adopted for the hoop seam formed by axial seam and

terminal dish shape shell. If the equipment adopts soft or semi-rigid products for
heat insulation, the catching seam should be changed into fixation inserting
seam on the right chart. The inserting length should be 30mm for the equipment
exposed or in damp environment. The normal protective layer seam should use
self-tapping screw (soft insulation) or self-plugging rivet (rigid insulation) to fix
with gap between 200-250mm.
The outside of the sphere head of can shape equipment should use valvular
protective layer. Chrysanthemum valvular seam adopts fixing staggered and
inserting joints, in the meantime, self-tapping screw or self-plugging rivet to fix
with a horizontal gap between 200mm. The hoop seam should be closer to make
at least two places fixed by self-tapping screw or self-plugging rivet on each
valvular of chrysanthemum and make it homomorphic.
5.4.3 The heat insulation for vent: some vents set stiffening board horizontally
and vertically on the outer wall, usually adopting heat insulation products and
making the same length (about 200mm) with stiffening line to lose weight and
absorb vibration source. To avoid convection, lay convection band on the outer
wall of the vent with gap between 400mm and Ф4 nail fixed. Fix steel to the vent
stiffening board, and then weld bracket and angle iron. Put heat insulation
materials on the net, fix them with nails and self-locking spacer for soft materials,
and then install metal casing on the surface. Angle iron leg is usually welded to
the outer wall for the no stiffening board vent with the 10mm higher than the
insulation thickness. Angle iron should be fixed the leg about L30*30*3 after laying
the insulation board with axial space between consistent with the wide wave
center. Rivet or welding is used for the socket band vent. Then install metal
protective shell on the socket band. The socket band and decoration marker shell
should be laid on the outer side of the profiled board and the insulation layer top
respectively. Then install top profile board.
5.5. Factory Equipments and Painting for Pipes
5.5.1 All painting works must follow design of construction drawing and strictly
work as to the design and requirements. Painting tones should be corresponding
with design. Implement the standard if no design can be followed. The

equipments and pipes which are needed to do color matching before painting
are required to compare the painting sample which is mixed in the special room
with standard colors. It can only mass-produce paintings to take into
construction after the paintings are qualified. Notice that double painting must
follow the instruction to strictly control its proportion before construction. The
thinner should be controlled in 10%.
5.5.2 Surface treatment: It mainly indicate cleaning dust, oil, moisture, scaly oxide
layer, rust, old film. Mainly take these methods below: Use fuel, terebinth,
toluene, dimethylbenzene or acetone to clean oil on surface. Surface rust
removing is relying mainly on manual and mechanism and also take other
cleaning methods as a subsidiary. When take manual rust removing, if the rust is
thin, worker who in charge of it can use abrasive cloth to worn it smooth or use
steel wire brush it at first and then use abrasive cloth to worn it smooth until the
surface appears metallic sheen. If the rust is thick, worker who in charge of it
should at first use alloy-steel shovel to sweep vertically along the surface; then
use emery cloth to make the base smooth repeatedly; finally, use brush to sweep
floating rust. For large scale equipment, tank, take mechanism rust removing
methods, that is manual mechanism cleaning and blast cleaning. Manual
mechanic rust cleaning uses portable electrical grinding wheel, electrical wire
brush or wind brush to get rid of rust and other filths. Abrasive blast cleaning use
0.392~0.588MP compressed air to blast sand to the metal surface to clean filths.
Quartzose sand should be even, dry, with size of between 1-2mm and without
impurity. The compressor air should exclude water and oil. Manual sweeping,
mechanic cleaning, flaming cleaning and doffing cleaning are used for getting rid
of rust.
5.5.3 Paint evenly without penetration or brushing leaking. Paint the second layer
until the first one fully dries. Primer coating vanishing: use tools to dip some
primer for vanishing. If the primer is too thick, use the matched thinner to dilute it.
The vanishing should be even,
5.5.4 The painting surface should be smooth. The painting membrane should
have no bubbles, flowing or leaking. Paint the second layer until the first one fully

dries if necessary. Top coating vanishing: After the primer is dry, vanish top
coating. The primer should keep the same tone and no layers separating appear.
5.5.5 Paint twice for the steel frame and handrail. Paint once for grid fence and
platform. Spraying can be adopted for vertical parts of the poles and slanting
supporting of steel frame under 18m. Construction for boiler proper structure:
Vanish primer paint again for steel frame of boiler proper and breaking of railing
part’s anticorrosive coating whose rust has been cleaned by grinder. Steel frame,

The joints of wire net are tightly connected next to the main heat insulation layer. No bumps and no dead-lever on the surface. The expansion wire net should be disconnected.

5 Joint metal shell.
Hoop joint in down direction. The adjacent joint share the same gradient with pipe. The gap between two adjacent joint should not be less than 30mm (the gap between exposures joint should not be less than 50mm).
6 Joint metal shell size ≥75mm
7Joint and fix metal shell in axial direction
The joints should be kept as big and small types at the same time, make them circle, and fix them with screws.

7. Main safety and technical measures
7.1. This project should be checked and approved by relevant departments and
people according to the regulations. And this project can be carried into
executions after reporting to owners and supervisors.
7.2. Technique terms should be explained to workers before construction and
make them understand this project and construction procedures, their own
obligations and responsibilities, and relevant safety and technique
requirements.
7.3. Safety helmet must be worn after entering the construction site. Fasten the
safety helmet belt. The workers in high air must fasten belt according to
regulations.
7.4. The oil, dust and rubbishes must be cleaned up for the equipment surface
of the heat insulation and fireproof materials. Bitumen must be painted for

the metal surfaces for the hanger, pipe and rolls placed in the fireproof
materials. Butter must be painted for metal surfaces for the equipments
placed in heat insulation materials.
7.5. Except the ones particularly noted, φ6mm steel net should be set for the
fireproof materials whose pouring thickness ≥60mm.
7.6. No heat insulation or fireproof materials are allowed to be put into the
sockets of boiler, instruments and other sockets for test.
7.7. Kin materials should be padded for the unavoidable gap during the
installation of heat insulation materials.
7.8. Heat insulation materials should not be affected with damp. The warehouse
should be dry and no leaking. The construction should be carried on in a fine
day. Temporary rainproof linoleum should be set up or other effective
measures be taken to pile fireproof and heat insulation materials outdoors.
The installation of heat materials and outer protection board should be
processed simultaneously. The heat insulation materials should not bear any
pressures. Transfer them together with the paper carton and open at the
construction site. Lay the heat insulation materials after getting them out of
the carton. Take it easy to avoid unnecessary waste.
7.9. The up and down cross construction should be avoided. Protection
measures should be taken if it is unavoidable.
7.10. The elevator or windlass should be installed tightly and checked for the
machines for vertical transferring. Strictly obey the operation regulations.
The signals should be kept the same for offloading with the hanging cage
bottom padded for safety. No one is allowed to stay in the hanging cage.
Crawls should be set up for entrances and exits.
7.11. Except the parts which are noted in the blueprint to be welded on the steel
construction, no other parts are allowed. The necessary temporary welding
for enforcement can be carried on after the approval of the manufactures.
7.12. The high air work site, all the platforms, aisles and scaffolds should not pile
overload materials. Construction materials should be hanged when they are
needed.

7.13. All cotton yarn and clout with paint and other flammable wastes should be
kept in metal container with lid, and be disposed in time.
7.14. The antisepsis for poisonous and harmful painting materials in basements
or container should be equipped with enough ventilation devices and
protection tools. The constructors should not be less than two and alternate
regularly.
7.15. Protective hermetical mask, long gloves and special clothes should be
worn during pressure sand-blasting getting rid of rust. The nozzle joint
should be tight. The nozzle is not allowed to point at people. The nozzle
should be repaired or changed after the machines stop and release
pressure.
7.16. The construction site should be rainproof and vented well. The temperature
of the environment should be suitable. No work should be done in the
dramatic change of temperature. The place to store painting materials
should be vented well, fireproof and low temperature. No materials and liquid
is allowed to place on working site.
