Welcome

As representatives of the RA Sports League

Operations it is our pleasure and privilege to

welcome you to Hockey at the RA. The RA

Hockey League is considered one of the best

Adult Hockey programs in the country and in

business for more than 100 years, has a proud

history. Our League is filled with great members

and outstanding hockey!

The League begins in mid-September and finishes

in mid-April each year. All games are played in

the Ray Kinsella Arena at the RA Centre located

at 2451 Riverside Drive.

We ask that you review these regulations and

that you pay special attention to the Code of

Ethics and Code of Conduct for players.

The RA Non-Contact Hockey League is organized,

administered and governed by the Constitution

and By-Laws of the Recreation Association of the

Public Service of Canada. All Members,

participants, guests and staff are required to

adhere to the policies of the Association

including, but not limited to the Privacy Policy,

the Workplace Violence and Harassment Policy

and Accessibility Policy.

This document outlines the Regulations for the

operation of the RA Non-Contact Hockey League.

Regulations

GENERAL

The RA Non-Contact Hockey League shall

operate under the Canadian Adult Recreation

Hockey Association (CARHA) Rule Book

except where specified herein.

1.LEAGUEEXECUTIVE

1.1 The League Executive shall consist of the

following: Manager League Operations,

Coordinator League Operations, Head

Statistician, the Referee-in-Chief, and the

Director of Recreation and Fitness Services.

1.2 The application and interpretation of the

rules and regulations is the sole

responsibility of the League Executive.

1.3 The League Executive has authority to

change a regulation at any time by majority

vote. This change must be communicated in

writing to League Managers and shall remain

in effect until it is confirmed at the

subsequent Annual Meeting of League

Managers. (3.6)

2.ELIGIBILITY

2.1 To be eligible to compete in the RA Non-

Contact Hockey League, all regular players

must be RA members.

Classifications of members are in accordance

with the Association’s Bylaws.

RA Membership fees are included in the entry

fees and teams are granted 15 memberships

per season which is the minimum/maximum.

If a team carries more than 15 players they

will be levied a membership charge for each

additional player.

Team Managers or Coaches who do not play

for the team do not have to hold an RA

membership. They must complete a

registration form but will not be counted in

the 15 memberships per team.

2.2 Players must be at least eighteen years of

age as of December 31st of the current year.

2.3 All players playing in an age category

division must be the specific age for that

division as of December 31st of that playing

year in which the season begins, unless

otherwise specified at an Annual League

Meeting or the player has been

grandfathered in by the League Executive

due to team lineup necessities.

2.4 In the case of a dispute regarding age,

the League Executive reserves the right to

request ID showing proof of age, from any

player at any time.

2.5 Any team using an ineligible player shall

automatically forfeit, without the right of

appeal, all games in which this player

participated in and the scoring records of

this team may be stricken from league

records. Teams will also lose two points in

team standings. If teams are discovered

using an ineligible player a second time they

will be suspended from the league beginning

the next season.

3.REGISTRATION

3.1. Each player must complete in full, an

official RA team player registration form.

3.2 All player forms must be submitted to

the RA Member Services Office no later than

midnight on the first of November of the

current playing year.

3.3 Teams may add new players up to and

including November 30th of the current

year. New players signed after the November

1st deadline, must be approved by the

League Executive prior to joining the team.

The League Executive reserves the right to

prohibit the use of players whose skills are

far beyond the caliber of a particular division.

3.4 Teams may sign a total of 25 players of

which a maximum of 18 may dress per

game.

3.5 Spares may be included on a team’s 25

player roster. A spare must be indicated by

marking "spare" on the player registration

form. These players will not be required to

become RA members until they have played

more than two games.

3.6 Any spare that plays more than two

games and does not become an RA member

will automatically be deemed an ineligible

player. Refer to 2.5 for the penalty for use of

an ineligible player.

3.7 Players who cannot play for the balance

of the season may be replaced on a one to

one basis subject to approval of the League

Executive. New players can be added so long

as there is at least seven games remaining

and approval has been received from the

League Executive.

3.8 Players are permitted to play for ONLY

ONE TEAM, unless the team and the League

is unable to find enough players, at which

time players will be permitted to play or

spare for two teams, subject to the approval

of the League Executive. GOALIES WILL BE

ABLE TO PLAY FOR MORE THAN ONE TEAM.

The League Executive has final say in the use

of players sparing for more than one team.

3.9 Teams may have a maximum of two

players from a different division on their

roster as regulars who are also regulars on

one other team, not including players from

the Over 40 division. Players may not spare

for another team within their own division.

3.10 Teams are responsible for payment of

league fees as per the payment schedule on

the team contract. Any team who has not

paid the required amount by the required

date will forfeit the game following the

payment date.

3.11 The League Executive reserves the right

to suspend any team for the balance of the

season and/or the following season for two

forfeited games due to non-payment.

4.TEAMMANAGER’SDUTIES

4.1 Team Managers shall sign the Team

Agreement and be responsible for the

collection and remittance of League dues no

later than the deadline specified on the

contract.

4.2 Team managers shall act as a Liaison

with the League Executive on all matters

pertaining to their team. They will be the

conduit for communication between the

leagues and their players.

4.3 Team Managers shall represent their

team by attending the annual Managers

meeting and shall be entitled to vote, on

behalf of their team, on matters pertaining to

the League Regulations and/or matters

pertaining to their specific division.

5.ANNUALMANAGERS`

MEETING

5.1 Any new regulation, change or deletion

must be approved by a majority

representation at the annual RA Men’s Non-

Contact Hockey League Managers' Meeting

(manager’s meeting) held prior to the start of

the regular season and ratified by the League

Executive. At this meeting, teams will be

broken down into their own Divisions at

which time decisions will be made by

respective team representatives regarding

the following:

• Player eligibility in the division as per

age, caliber, etc.

• Slap shots allowed or not.

• Team sweater colors

• Anything else pertinent to each

specific division.

6.GAMEPROCEDURES

6.1 Teams are expected to dress a minimum

of five skaters plus a goalie for league games

including playoffs. In extenuating

circumstances, teams can play with six

skaters and no goalie.

6.2 If a team has less than the required

minimum number, a default will be declared.

6.3 Any team who defaults three games

before December 31st of the current playing

year, will be subject to suspension for the

balance of the season. Any team who

defaults three games anytime during the

regular season will not be eligible for the

playoffs. Teams will not be charged with a

default due to having no goaltender.

6.4 All teams must have proper sweaters

(numbered and matching color) before the

third league game. Violation of this rule will

result in teams and/or players being

prohibited from playing the game. The

Captain and Assistant Captain(s) MUST be

clearly indicated.

6.5 Should two teams have similar colored

sweaters, the visiting team must wear the RA

sweaters. These sweaters are available at the

Sound Booth and must be returned

immediately following the game. (If you are

borrowing sweaters for the last game, please

return them to the arena office)

6.6 All team managers must ensure the time

keeper has an accurate line-up form

completed in full, before the game. Only the

players that are playing in that game may be

listed. Violation of this rule shall result in the

team's line-up being considered void. Teams

are required to designate Captains and

Alternates on the line-up form. The game

will not commence until a proper line-up has

been confirmed by the Game Statistician.

6.7 The timing of the game shall be as

follows: the clock will start at the 26 minute

mark allowing for a 3 minute warm up. The

whistle/buzzer will blow at the 23 minute

mark; teams should line up without delay for

the opening faceoff.

6.8 Games will consist of: One 23 minute and

one 22 minute period. Teams will have one

minute to change ends between periods.

6.9 The last two minutes of the game shall

be stop time if the score is within two goals

or less.

6.10 A fully dressed goaltender is NOT

required for any league game to commence.

Teams can wait for their goalie if they wish,

but will be charged with a delay of game

penalty at the 15:00 minute mark and must

start the game without a goalie, utilizing six

skaters at the 9:00 minute mark or default

the game. In the event of an injury to the

goaltender, the team has the option of

dressing another goaltender at which time a

10 minute grace period will be provided or

the team may decide to play with six skaters.

6.11 In the event a goaltender is expelled

from the game for a penalty infraction, the

team has the option of playing without a

goaltender. The team may replace the

ejected goaltender with another fully dressed

goaltender; however, no grace period will be

allowed to dress the alternate goaltender.

Every attempt will be made to not expel the

goaltender unless he/she is being a general

nuisance or has a match penalty in which

case the referees will expel the player.

6.12 A team who does not have a dressed

goaltender in the game nullifies all

goaltender’s privileges for remaining players.

6.13 Goaltenders can be appointed prior to

the start of the game and whenever possible

should be arranged in advance and approved

by the League Executive.

6.14 RA Goaltenders should only play as a

replacement, in divisions higher (not lower)

than the division they play in regularly, with

the exception of the lowest caliber division,

which should draw replacement goaltenders

from the next division up, if at all possible.

6.15 Replacement goaltenders must be

approved by the League Executive or League

Statisticians. In the interest of avoiding

defaults whenever possible, exceptions may

be approved by the League Executive or

Game Statistician to use a goalie from the

previous game.

6.16 Slap shots are permitted except in those

divisions who have agreed NOT to use them

at the Annual Managers' Meeting.

6.17 Teams will only be charged with icing if

they clear the puck the length of the ice from

behind their own blue line.

6.18 A player serving a penalty must secure

(lock) the penalty box door prior to leaving

after the expiration of his/her penalty. If the

door is left unsecured/open and the referee

observes it, a minor penalty will be assessed.

Any team(s) with multiple penalty situations

(more than one player in the penalty box)

having been observed by the referee that the

door was left open, a bench minor penalty

will be assessed to the offending team.

7.PENALTIESAND

SUSPENSIONS

7.1 Minor penalties shall be three minutes

straight time, no matter what time in the

game the penalty is received. Major and

match shall be seven minutes straight time.

7.2 Any player assessed three minor

penalties in one game will be ejected for the

balance of that game.

7.3 Any player who is assessed a major for

fighting will also receive a game misconduct.

7.4 Any player involved in a fight will receive

the following suspension:

1st Fight: 2 GAMES

2nd Fight: 4 GAMES

3rd Fight: Suspended for the balance of

the season and subject to review by the

League Executive.

7.5 There will be NO CONFRONTATION WITH

THE REFEREES before, during or after the

game – on the ice, in the hallways at the

Referees Room or anywhere on RA premises.

ZERO tolerance with regard to verbal abuse

of officials will be exercised. (Reference 7.5)

A game or gross misconduct will result in an

automatic suspension.

First offence:

- game misconduct (1 game)

- gross misconduct (2 games)

Second offence:

- game misconduct (3 games)

- gross misconduct (5 games)

Any Player or Coach, that threatens or

assaults game officials, will be banned from

play immediately. Such actions will result in

the immediate suspension of the player until

such time as the League Executive

Committee can convene a discipline hearing.

7.6 High Sticks: A DOUBLE minor penalty

shall be assessed any player who checks an

opponent or intimidates an opponent while

carrying his stick above the normal height of

his shoulders.

7.6 A player who accidentally or intentionally

contacts an opponent above the normal

height of his shoulders with a high stick shall

be assessed a Major penalty AND A GAME

EJECTION, whether or not injury results.

Note: A player who is assessed a Major

penalty for intentionally contacting an

opponent with a high stick shall also incur a

Game Misconduct. The Game Misconduct

shall not apply to players assessed a Major

Penalty for

an

accidental

high stick,

except

when an

injury

results,

then the

Game

Misconduct

shall be

assessed.

7.7 A Match penalty shall be assessed any

player who deliberately attempts to injure or

deliberately injures an opponent, official or

spectator.

7.8 Any penalty which carries a suspension

shall be subject to review by the League

Executive.

7.9 The League Executive has the right to

suspend any player during the season for

actions both on and off the ice (ie. dressing

rooms, hallway or anywhere on RA premises).

7.10 Any player who receives two

suspensions for actions on or off the ice will

automatically receive an additional game

misconduct above the value of the second

suspension.

7.11 Any player receiving three suspensions

in one playing year will be suspended from

the league for the balance of that playing

year and possibly the next year, depending

on when the 3rd suspension occurs and the

severity of the infractions.

7.12 Any player receiving a match penalty

shall be suspended indefinitely until the case

is reviewed.

7.13 If a player is eligible and approved to

play in more than one division and they

receive a suspension, it shall apply to both

divisions. They will not be eligible to play or

spare for any team/division, until after the

date that their suspension is complete and

they are eligible to return to their other team.

7.14 Appeals on suspensions shall be

considered if submitted in writing to the

League Executive, within two business days

of the incident.

7.15 High sticking the puck above the

normal height of the shoulders shall not be a

minor penalty and shall apply to all divisions.

Play shall be stopped immediately and the

face off shall occur in the offending team's

end.

7.16 No minor penalty shall be assessed for

a slap shot in a non-slap shot division,

however, a face off will take place in the

offending teams end. A slap shot is defined

as any shot that has a higher than waist

wind-up or follow through.

7.17 A delay of game penalty shall be

assessed to any team who does not change

on the fly. A team must change on the fly

except after a penalty, a goal or at the end of

a period.

7.18 Goaltenders who clear the puck over the

glass will be given one warning. If the puck is

cleared over the class again a delay of game

penalty shall be assessed.

7.19 A team who is assessed a major penalty

which causes a player ejection from the game,

shall be allowed to play shorthanded without

having a player in the penalty box. The team

must then put a player in the box before the

expiration time of the penalty. The team must

do this with NO DELAY. If the penalty expires

before the team has put a player in the box,

they shall continue to play shorthanded until a

stoppage of play. Then they may make a one

(1) player addition to the ice line up. This is a

courtesy rule.

8.PLAYOFFS

8.1 All players must have played in a minimum

of 7 regular league games. No doctor's

certificate will be accepted. If a player is

injured, he may receive credit for a game if he

is on his Team’s bench or in the Fieldhouse

AND HAS BEEN REGISTERED WITH THE

Statistician for that game.

8.2 Any team using ineligible players will

forfeit any game in which this player has

played in.

8.3 Teams are NOT allowed to reschedule any

playoff game without League Executive

approval.

8.4 Teams who did not default a regular season

game are entitled to one playoff default.

8.5 Ties in the final regular season standings

shall be broken as follows:

1. Most wins.

2. Record & goal spread between tied teams.

3. Total goals for.

4. Least goals against.

8.6 Playoff format:

six team division - 4 teams make playoffs.

eight team division - 6 teams make playoffs.

ten team division - 8 teams make playoffs.

8.7 All playoff series shall be best of three

games series, EXCEPT four team playoff

divisions which will play a best of five FINALS.

8.8 In a six-team playoff format (of the

teams advancing to the 2nd round), the team

finishing highest in the regular season

standings shall have the option to utilize the

bye to the finals or play in the semi-finals.

8.9 In all playoff games, EXCEPT THE FINALS,

tie games will be decided by the following:

1. five minute sudden death 4 on 4

period;

2. if still tied - a 5 MINUTE sudden

death 3 on 3 period.

If the score is still tied, a shootout will decide

the game as follows:

1. Three PLAYERS per team will shoot on

the opposing goaltender – the team

with the most goals will be declared

the winner.

2. IF still tied after three shots per team,

a sudden death shootout will take

place until a winner is declared.

9.GENERAL

9.1 Dressing rooms must be vacated within

25 minutes following the end of the game.

9.2 Alcoholic beverages are NOT to be

consumed in non-licensed areas on RA

Centre’s premises.

9.3 TEAMS REPORTED FOR CONSUMING

ALCOHOL IN THE NON LICENSED AREAS WILL

BE GIVEN ONE WARNING. A SECOND

OCCURRENCE WILL RESULT IN EXPULSION

FROM THE LEAGUE.

9.4 All players must wear a CSA approved

helmet, including goalies whose masks must

be CSA approved during every game.

10.AMENDMENTSTOTHE

REGULATIONS

10.1 The Association values members input

and as such any member or Team registered

in the Hockey League are welcome to submit

a written request to consider an amendment

to a regulation.

10.2 Individuals are encouraged to submit

their request through their Team Manager.

10.3 Amendments must be in writing and

received by the Manager, League Operations

no less than 30 days prior to the Manager’s

Meeting for consideration.

10.4 Each request received will be reviewed

by the League Executive and if determined to

be viable, will be presented for discussion at

the Manager’s Meeting. If the change is not

viable, the League Manager will respond

directly to the Team Representative/member

submitting the request and the request will

not be tabled at the Manager’s Meeting.

10.5 To be considered viable, the

amendment must not contravene the

Association’s Bylaws, Policies or standard

operating practices and must not place the

Association, its members and guests at risk.

10.6 For an amendment to be ratified there

must be acceptance by a majority vote casted

by the team representatives at the Manager’s

Meeting. Once ratified, it is the decision of

the League Manager to implement the

change in an orderly fashion and at a time

that is beneficial to the League.
