RACAP PROGRESS REPORT34 Prospective adoptive Parents were registered during the 1st quarter
There was a total number of 377 prospective adoptive parents on RACAP by the end of June 2014
124 adoptable children were registered during the 1st quarter
There was a total number of 511 adoptable children on RACAP by the end of June 2014
In July 47 children were registered on RACAP
There is currently 509 adoptable children on RACAP

RACAP PROGRESS REPORT• In July 42 prospective adoptive parents were registered• There is currently 341 PAPs on RACAP
• 38 PAPs need black children
23 PAPs need children of any race
64 PAPs prefer variety of mixed races / have more than one race option
65 PAPs need coloured children
34 PAPs need Indian children
83 PAS need White children
34 PAPs need Caucasian children
• Clarity was given that Caucasian is the same as white child. The two will be combined
• Concern regarding inter-country adoption of black children while there are South African PAPs on RACAP in need of black children. Service providers were urged to prioritise national adoption.
• A concern was also raised that some local PAPs do not afford to pay for adoption services and thus children are placed in inter-country adoption
• It was recommended that the Department develop an enforceable strategy of regulating adoption fees.
• Hospital Social Workers in Gauteng were trained on RACAP and adoption services during a stakeholders dialogue held on 11 & 12 August 2014.
• Provinces to invite hospital social workers to take part in adoption capacity building sessions so that they know what to do when confronted with cases of abandoned children
• The electronic RACAP system is finalised by the DSD IT but the server is overloaded and the system could therefore not be accessed. To address the problem the IT is relocating the server from Harlequins to DSD.
• Current RACAP registration process was explained as requested.
ACCREDITATION• Inputs from the last workshop were consolidated• Current applications will only be registered up the end of March 2015
and will have to reapply thereafter. • Reminders will be sent out during October 2014 regarding
reaccreditation. • In August 2014 2 CPO and 2 SWPR were accredited• Provinces will be involved in the accreditation process • CPOs must first be designated by provinces• Accreditation jurisdiction (area of operation) will be aligned with
designation jurisdiction. • Concerns were expressed regarding unaccredited social workers in
private practice rendering adoption services. The matter to be discussed at National Level
Practice Guidelines on Inter-Country Adoptions
• Inputs have been consolidated. • The document to be presented before the
Chief Directorate, the DDG and the HSWS for approval
Promotion of Local Adoption
• Stakeholders dialogue has held in Gauteng on 11 & 12 August 2014.
• The dialogue was also utilised to capacitate the stakeholders on the RACAP Guidelines
• Northern-Cape was not present to confirm the envisaged community dialogue on adoption in the province

PROMOTION OF NATIONAL ADOPTION•Adoption dialogue at Buffalo City is scheduled for the
second week in September 2014. Radio talk has been conducted at Khanya community radio station by the
department of Social development in partnership with Ulutho (NGO) orphans and Vulnerable children on the 08 August.

ISS Two referrals for ISS intervention from the( Eastern Cape ) Nelson
Mandela Metro to the National office.( windwhoek and UK) Two referrals from the national office - One child from Brazil who is
presently placed in foster care with his maternal– supervision services are rendered to the family by District social workers on a regular basis.
Provincial office has handed over clothing from the Minister of Social development to child and his siblings on the 26 June 2014,
One case was referred by UK embassy, The case has been referred to Nelson Mandela Metro for attention. The case has been allocated to an experienced Social worker ,

• Uthungulu DM in Ulundi is identified to hold adoption dialogue in November 2014
• Capacity building will also be taking place in Ulundi Cluster targeting 60 participants in October 2014
• Assistance will be provided to CPO’s which are not accredited to render adoption services to apply for accreditation.
KZN ISS• There are 9 cases of unaccompanied minors reported. • 1 child was placed in foster care • 1 child placed in temporal safe care• 2 reunited with their families from their country of origin
and • 5 placed in shelters. • These children are from DRC(Congo) Somalia and
Botswana
