P-5 Filings in LoneSTAR (2 of 2)

• Multi-biennium mainframe transformation project

• Project is slated to consist of 4 releases

• Release 1 will contain P-5 renewal and Inactive well filing functionality – Coming early 2022!

• Online filing of P-5, W-3X and W-3X Forms

• Transparency regarding the tracking of your SWR15 inactive well compliance

• Access to P-5 renewal and SWR15 compliance filings (that have been filed within Lonestar) in one place

• Siloed processing of forms 6



• Industry will be able to electronically file their P-5, P-5O, P-5A forms through the LoneSTAR system

• Functionality will include the ability to pay P-5 filing fees through the LoneSTAR system

• There will be a direct link to the Texas Secretary of State that will pre-populate the name-styling and officer listing for your convenience.

• You will have the ability to see a history of your P-5 filings within the new system

• The system will contain business rules that conduct validations as you update information.

• Expedited processing and approval times when you utilize the online filing system.

Financial Assurance Information

• Financial assurance documents must still be submitted in hard-copy with original signatures

• Financial assurance documents will be scanned and available for viewing within your LoneSTAR account

Forms W-3C in LoneSTAR

• Ability to file forms W-3C electronically

• Auto-approvals for certain filings

• Option to file for multiple wells at once easily through the LoneSTAR system

Forms W-3X in LoneSTAR

• Ability to file forms W-3X electronically

• Functionality built in to view your 10% plugging/restoring progress

• Auto-approvals for certain filings

• Abeyance of plugging report letters will be viewable and expiration dates automatically calculated 11


New System Terminology

• Due to data limitations in our legacy system, the RRC has introduced the “Long Name” and “Short Name” data field within the LoneSTAR system.

• If your entity name is longer than 32 characters, you will be assigned a “Short Name” that can be migrated back into our legacy system.

Important Changes

• Filing rights will have to be designated through the new single sign-on system (RAMP)

• Only people who have been designated with filing rights through RAMP will be able to file documents on the company’s behalf in LoneSTAR.
