• The Norwegian Railway Authority (SJT) was established 1 October 1996.
• The Authority is the enforcing body for control and supervision of the railway industry.
• The remit includes trams and underground, as well as cableways, fairgrounds and amusement parks in Norway.
• The Norwegian Railway Authority is an independent authority reporting to the Norwegian Ministry of Transport and Communications.
• The railway related activities of the Agency is funded through the annual governmental budget.
• The Authority employs a staff of 65 people.
• The Agency has two offices, one in Oslo and one in Trondheim.

The railway undertaking may apply for an operating licence if they satisfy certain conditions:
requirements relating to:• good repute,• financial fitness, • professional competence • and cover for civil liability.
The Safety Certificates comprises of two parts:
Part A – a 'European portable' certificate demonstrating safety authority (SJT) acceptance of generic SMS components. This sets out the organization’s general safety management arrangements.
Part B – a certificate demonstrating safety authority acceptance of the national provisions adopted by a railway operator.
For mainline railways, both licence and safety certificates are issued according to a European harmonized format.

National safety authorities assess a railway undertaking’s ability to comply
with all the requirements required to operate
in general and on the specific network for which it is seeking a certificate by assessing its safety
management system at global level.
