0. FOREWORD 0.1 This specification has been prepared by a working group on communication equipment / system on the authority of Electronic standardisation sub committee, Ministry of Defence in close consultation with representatives from users, PSUs, R&D Organisations and Quality Assurance Authorities, Ministry of Defence. 0.2 This specification is approved by the Ministry of Defence and is mandatory for use in service Electronic Equipments. 0.3 This specification lays down the generic requirements of the Satellite Communication System operating in the either C band or Ku Band or K Band transponder of INSAT series of satellites operating in the primary coverage of the satellite footprint. 0.4 This specification has been accepted by all the concerned authorities in Ministry of Defence. SECTION I

GENERAL INFORMATION 1. INTRODUCTION 1.1 A very large number of Very Small Aperture Earth Terminals (VSATs) are required for communications with customer premises operation to avoid “last mile problem”. Satellite communication system should provide reliable, efficient and economic services particularly in remote and isolated areas. The VSATs network would provide various types of services such as low bit rate interactive data, facsimile (G.III) and electronic mail and would interface with public networks provided by the DOT as well as private users. The Network shall provide voice capability also. The Network provides service to a very large number of VSATs each requiring low through put capacity. It shall have capability to cater to a few hundred VSAT terminals. 2. ENGINEERING REQUIREMENTS 2.1 The equipment shall adopt state of the art technology 2.2 The equipment shall be of compact and composite construction and light weight. The actual dimensions and weight of the equipment shall be furnished by the manufacturer. 2.3 All connectors shall be reliable and of standard type to ensure failure free operation over 500 matings and meet relevant environmental conditions specified. 2.4 All connectors and the cable used shall be of low loss type and suitably shielded. 2.5 The equipment shall have natural cooling arrangement which shall not involve any forced cooling such as by using fans etc., either inside or outside the equipment. However for the case of equipment at hub only, incase this is unavailable and the fans are to be used, these shall be dc operated and shall not impact on the MTBF of the equipment. 2.6 The supervisory indications and other control switches shall be provided at convenient locations on the bay preferably at a height around 1500mm for ease of maintenance. 2.7 The plug-in units shall be hot swappable to allow their removal / Insertion while the equipment is in energized conditions. 2.8 The mechanical design and construction of each card / unit shall be inherently robust and rigid under all conditions of operation, adjustment, replacement, storage and transport conforming relevant specification.

2.9 Each sub-assembly shall be clearly marked with schematic reference to show its function, so that it is identifiable from the lay out diagram in the hand book. 2.10 Each terminal block and individual tags shall be numbered suitably with clear identifying code and shall correspond to the associated wiring drawings. 2.11 All controls, switches, indicators etc., shall be clearly marked to show their circuit designation and functions. 3. OPERATION REQUIREMENTS 3.1 The manufacturer shall guarantee the satisfactory performance of the equipment without any degradation at an altitude upto 1,000 meters above mean sea level. 3.2 The equipment should be able to work without any degradation in saline atmosphere and should be protected against corrosion. 3.3 Visual indication to show power ON/OFF status shall be provided. 3.4 Wherever the visual indications are provided, green colour for healthy and red colour for unhealthy conditions shall be provided. Some other colour may be used for non urgent alarms. 4. QUALITY REQUIREMENTS 4.1 The manufacturer shall furnish the MTBF value, MTBF shall meet the value specified in GR. The calculations shall be based on the guidelines in international standard. 4.2 The equipment shall be manufactured in accordance with international quality standards. A quality plan describing the quality assurance system followed by the manufacturer would be required to be submitted. 4.3 The equipment shall conform to the requirement for Environment specification JSS 55555/ QM 333 specifications as followed by DoT. The applicable clause shall be for environmental category specified in the JSQR/ GSQR 5. MAINTENANCE REQUIREMENTS 5.1 Maintenance philosophy is to replace faulty units / sub systems after quick on-line analysis through monitoring sockets and alarm indications or through built in test facilities. The actual repair will be undertaken at centralized repair centers. The corrective measures at site shall involve replacement of faulty unit / sub systems. Detailed documentation to be supplied for maintenance by the user.

5.2 The equipment shall have easy access for servicing and maintenance. 5.3 Suitable alarms both audible & visual shall be provided for identification of faults in the system and faulty units. 5.4 Suitable potential free contact points shall be provided for extension of summary alarms. 5.5 As and when bugs are found / determined in the software the manufacturer shall provide patches / firmware replacement if involved as mutually agreed between purchaser of equipment and supplier. Modified documentation wherever applicable shall also be supplied. 5.6 Ratings and types of fuses used are to be indicated by the supplier. 6. POWER SUPPLY 6.1 The hub equipment shall be fed from the station power plant. The equipment shall meet the following requirements in respect of the power supply: - 6.1.1 Nominal power supply is 230v ac, 50 Hz with variation over the range 180v to 260v or - 48 Volts dc with a variation over the range 41V to 60V. The equipment should operate over this range without any degradation in performance. 6.1.2 The equipment shall be protected in case of voltage variation beyond the range specified and also against input reverse polarity. 6.1.3 The power consumption shall be minimal. 6.1.4 The derived dc voltages in the equipment shall have protection against over voltage, short circuit and over load. 7. ACCESSORIES 7.1 The supplier shall provide one complete set of : 7.1.1 Manufacturers Recommended List of Spares. 7.1.2 Software and the arrangement to load the software at site.

7.1.3 Technical Manuals. 7.1.4 List of Special Test Jigs, Test Equipments & Tools for repair. 7.2 Special tools, extender boards, extender cables and accessories essential for installation, operation and maintenance of the equipment shall be clearly indicated and supplied along with the equipment.

7.3 Special tools, extender boards, extender cables and accessories essential for repair of the equipment shall be clearly indicated and supplied in case the same are ordered. 8. DOCUMENTATION 8.1 Technical literature with complete lay out, detailed block schematic and circuit diagram of various assemblies with test voltages / waveforms at different test points of the units shall be provided. All aspects of installation, operation, maintenance and repair shall be covered in the manuals. The manuals shall be prepared as per relevant JSS specifications. 9. PROTECTION REQUIREMENTS 9.1 The equipment shall have a terminal for grounding the rack. 9.2 Protection against short circuit / open circuit in the accessible points shall be provided. 9.3 All switches / controls on front panel shall have suitable safeguards against accidental operation. 9.4 The equipment shall be adequately safeguarded to prevent entry of dust, insects and lizards. 10. SAFETY REQUIREMENTS 10.1 The operating personnel should be protected against shock hazards as per IS 8437 “Guide on the effects of current passing through the human body” {equivalent to IEC publication 479-I. 10.2 The equipment shall conform to IS 13252 “ Safety of information technology equipment including electrical business equipment” [equivalent to IEC publication 950] “ Safety requirements of radio transmitting equipments”. 10.3 The equipment should follow proper construction practice to minimize unintended radiations due to leakage from any gap or monitoring points. All unused IF / RF ports and monitoring points should be terminated. The power flux density shall not exceed 1mW/cm 2 at a distance of 2.5 cms. 11. ELECTROMAGNETIC COMPATABILITY (EMC) 11.1 The equipment shall conform to the EMC requirements as per the JSG 264 standards and limits indicated therein: -

PERFORMANCE REQUIREMENTS 12.1 The equipment shall be tested for error performance as given below: 12.1.1 Laboratory – BER performance over simulated link shall be tested for no errors at each VSAT at reference receive level (nominal level) for a duration of 24 hours.

12.1.2 Field – BER performance at each VSAT shall be established for conformance to G.821 for a duration of 24 hours.

SECTION II

TECHNICAL SPECIFICATIONS 13. GENERAL REQUIREMENTS 13.1 The equipment shall operate in one of the following sets of frequency bands. Specific frequency band shall be indicated in the GSQR.

* For frequency band 13.75 to 14.0 GHz, the size of antenna used shall be more than or equal to 4.5 m diameter for the HUB based on the technical requirements. Size of the antenna for remote VSATs to be 0.9 m dia or more based on the technical requirements.

13.2 The network shall operate in a STAR configuration with a hub station providing access to a large number of VSATs with public / private networks. Alternately, the network should also have the capability to operate in MESH configuration using SCPC DAMA/ MFTDMA/DAMA/CDMA Technology. 13.3 Outbound (Hub to VSAT) transmission would be Time Division Multiplexed (TDM) carrier which is shared by VSATs. It should be capable of operating on data rates of Nx64 on demand both for inbound and outbound traffic for Data and Voice. 13.4 The typical VSAT site will have: 13.4.1 Antenna having offset feed configuration

13.4.2 An Out Door Unit (ODU) integrating receive and transmit electronics with the antenna feed and OMT into a highly compact single package, and mounted on the antenna as a subassembly.

13.4.3 An In Door Unit(IDU) incorporating, rest of transmit and receive electronics, functions of Modem, Codec, Network Management, Multiplexer, Demultiplexer, User’s Network Interface Unit (NIU), Monitoring facilities, Alarms etc. 13.4.4 Interconnecting cable carrying transmit & receive signals, transmitter control signals, ODU status signals, DC power for ODU, reference frequency signal (if required for ODU) etc. between Indoor Unit and Outdoor unit. 14. NETWORK MANAGEMENT SYSTEM (NMS) 14.1 Network Management System (NMS) at the Hub station shall support multiple networks, each with its own out bound TDM stream and associated inbound MFTDMA / TDMA / SSMA streams. It shall be possible to perform the network monitoring, control and management operations from a system operator console. The console shall provide information such as current data base, status and visual and audible indications and alarm conditions. A main menu shall provide graphic display of hierarchy of the menu screens and provide a means to quickly access any level of hierarchy of stream. Management functions at the hub station shall include provision of multipoint connections between hub and several VSATs. 15. MULTI ACCESS PROTOCOLS 15.1 It shall be possible to select some of the following multi-access Protocols for inbound traffic at the Hub station as per traffic requirements:

Fixed assigned multi-access - CDMA, TDMA, MFTDMA

15.3 It shall be possible to provide suitable interface for transmission of alarms and control signals to Network Operation Control Center (NOCC) of Telecom Commission & MCF, Hassan and Vice-versa for effecting control and management of space segment. 15.4 In case Hub station is not collocated with NOCC, suitable interfaces and links shall be provided between NOCC and Hub station or Hub station complement equipment shall be provided at NOCC to have effective monitoring and control at Network and management of space segment. 16. BEACON FREQUENCIES 16.1 The beacon frequencies for INSAT II series satellites are as follows:

16.2 The beacon frequencies for GSAT - 2 series satellites are as follows: C band - 4.1875 GHz Note:- Since no beacon signals are available in Ext. C band, Hub

stations operating in Ext. C band exclusively shall make use of an alternate signal in lieu of beacon signal. The alternate signal shall be transmitted by any of BSNL or DOS standard Hub station and parameters of signal shall be made available at a later date.

17. POLARIZATION 17.1 The transmission and reception polarization of the satellite are linear/ circular and orthogonal over entire coverage. The earth station polarization angle should match the space craft polarization angle under the clear weather condition. The transmit and receive polarization sense of the earth station shall be linear and circular for C band and linear for extended C and Ku band. 17.2 Transmit & Receive Polarization sense – The Polarization sense of earth station is defined below: -

SECTION – III

QUALITY ASSURANCE & EVALUATION 21. APPROVAL 21.1 Within the time as stipulated in the contractual documents the manufacturer shall supply the Satellite Communication System with all accessories to the Quality Assurance Authority for Quality evaluation. The sample size shall be specified in the contractual documents. 21.2 Unless otherwise specified in the contract or purchase order the supplier is responsible for the performance of all Quality Assurance requirements as specified herein. 22. ENVIRONMENTAL TESTS 22.1 Temperature of the equipment should be guaranteed to work as per specifications between +5oC to +45oC and should be operative between 0oC to 50oC, as it is to be operated in ac environment.

22.2 Humidity

22.2.1 The equipment should perform as per specification for a relative humidity of 95% at +35oC. 22.3 Storage - -20oC to +60o C at RH of 25%. 23. ELECTROMAGNETIC INTERFERENCE AND COMPATIBILITY 23.1 This equipment should give satisfactory performance as per JSG 0261 and other specified requirements as per contract. 24. RELIABILITY AND MAINTAINABILITY 24.1 As per the guide lines indicated in JSG 0283 and any other requirements as stipulated in the supply order. 25. PERFORMANCE TEST

SECTION IV

MISCELLANEOUS 28. MAINTENANCE SPARES 28.1 Details of maintenance along with the spares cost and sources of supply as recommended based on assumption of failure rates and calculations etc., shall be given by the manufacturer to the designated agency. 28.2 Some spares items namely, one set of modem, V+D card, VF interface card, Encryption card and TP cards are also to be supplied. These are carried in the basic rack in the modem, V+D, VF, Encryption and TP sub racks as plug in modules. 28.3 In addition, one digital multi-meter is also to be supplied to help in installation of the equipment and to measure power supply voltages. 29. LIFE TIME SPARES 29.1 The purchaser would like to stock life time spares as and when the supplier desires to close down the production of the equipment. In such an event, the supplier will give a two years notice to the purchaser along with the list of recommended life time spares. 30. PACKAGING 30.1 The packaging requirements shall be as per JSS 0253-01. 31. STORAGE AND TRANSIT 31.1 The equipment shall be kept in its case and stored in a place where the temperature conditions do not go beyond – 300C and + 750 C.

31.2 The equipment case shall withstand the transit hazards to ensure that the equipment reaches the consignee in a perfect serviceable condition. 32. DEFENCE STORES CATALOGUE NUMBER 32.1 The manufacturer has to ensure the equipment and spare parts appearing in the manufacturers recommended list of spares (MRLS) should reflect the DS CAT NO before its dispatch. To enable allotment of part numbers by Directorate of Standardisation full paper particulars with technical details be made available to the Quality Assurance Agency at minimum of three months in advance.

33. TECHNICAL DOCUMENTS 33.1 Technical documents to be supplied by the manufacturer shall be prepared in accordance with JSS 0251-01 “Procedure for preparation and production of technical publications for electronic and electrical equipments and a draft copy must be supplied to the concerned MAG along with the equipment for maintenance evaluation trial. 34. WARRANTY 34.1 The equipment supplied shall bear a warranty period as per contractual documents. 34.2 The equipment supplied against this specification shall bear a warranty for a period of 12 months from the date of supply against defective design, material, workmanship and performance. During this period, if any of the stores supplied are found defective, the same shall be replaced by the contractor free of charge at the user’s premises within a period of three months from the date of intimation of the defect. 35.
