ACTION REQUESTED

1. Authorize the County Manager to issue a Request for Proposals (RFP) for hosted and managedEnterprise Resource Planning (ERP) services in accordance with County policies and procedures onRFPs, with direction to staff to return to the County Board with a recommendation for selection of avendor and a financing plan.

SUBJECT: Enterprise Resource Planning (ERP) Hosted and Managed Services

EXECUTIVE SUMMARY, Continued

The Board requested an assessment be done of strengths and limitations of the County' s ERP Systems andsupport model. Pacific Technologies Inc (PTI) was engaged to perform this assessment, with findings and

recommendations presented in a Board Workshop on September 25, 2012.

The key finding was that the current in -house technical support model is unsustainable, with the highest totalcost of ownership, and it was recommended the County transition to third party, externally managed services tomaintain these critical County applications. Further findings and recommendations included:

PeopleSoft is a functionally robust ERP solution that can effectively meet the County's core payroll, human resources, financial management, accounting and purchasing needs, but is technicallycomplex and demands significant, highly specialized resources for ongoing operations andmaintenance.

Software upgrades also require substantial labor effort, redirecting County staff from daily businessoperations and system maintenance to implementation efforts for months at a time.

Staffing and financial constraints inhibit the County's ability to fully leverage new capabilities of itsERP software, and technical staff find it difficult to stay current with our evolving ERP software. Ramsey County has been unable to keep up with those resource demands, resulting in a backlog ofuser requests and upgrades not being implemented in a timely manner. By shifting resources to a specialized, externally managed and hosted service provider, RamseyCounty can enhance technical support through access to highly qualified resources, take advantageof economies of scale in both labor and IT infrastructure available through third -party providers, andfree functional staff to allow them to focus on using software to optimize business processes. Ramsey County should transition from an in -house technical support model to a third -partyexternally managed services approach. Correspondingly, the County should build an in -housecontract management capability to successfully manage this vendor relationship.

The Board directed the ERP sponsors ( that includes the Directors ofHuman Resources, Finance, Information

Services and senior managers from other County Departments) to further analyze the managed serviceapproach, and return with additional information, including findings from a Request for Information (RFI) toidentify vendors and managed service options available in the marketplace, together with a high level plan toinclude a timetable and staffing requirements.

This additional analysis largely validated PTI' s recommendations. However, vendor interviews and otherresearch confirmed that the County should explore hosted services, in addition to managed services. Developing a long -term sustainable strategy for providing ERP services to support our financial, humanresources, payroll and budget systems is crucial to conduct County ongoing business operations. Transitioningto hosted and managed ERP services will provide Ramsey County with a predictable, sustainable support modelfor these mission- critical systems, enable more frequent upgrades to better meet business needs and

significantly improve the County' s continuity of operations.

The ERP Sponsors have determined that moving to this type of support model will require a dedicated resourcewithin the County to manage the vendor relationship, and serve as project manager on an ongoing basis tooversee major and minor upgrades to the ERP systems. This position will report directly to the Director ofFinance. Funding for this position is available in the 2014 -2015 Unallocated General budget, with fundingrequested for the remainder of 2013 from the General Contingent Account.

Upon receipt and evaluation of responses to the RFP, staff will return to the Board with a recommended vendor,

pricing model, and financing plan that incorporates anticipated changes to the IS rate structure. Funding for thehosted and managed ERP service provider is available in the 2014 -2015 Unallocated General budget.

The Human Resources Department recommends the following salary grade allocation for a new classification: ERP Program Manager - PeopleSoft/Hyperion (Unclassified) (Salary Plan 98B /Grade 36M). This

recommendation is the result of a classification review completed in conjunction with the ERP Sponsors'

analysis of options for better supporting and maintaining the County' s critical Enterprise Resource Planningsoftware applications. The study concluded:

No existing job classification adequately describes the duties of this position, or the knowledge, skills andabilities needed to perform the work of this new position.

The ERP Program Manager - PeopleSoft/Hyperion (Unclassified) will oversee, lead and facilitate RamseyCounty' s enterprise -wide resource planning business and technology for Human Capital Management, Financials and Budgeting in a managed services/hosted service environment. The ERP Program Manager - PeopleSoft/Hyperion (Unclassified) has primary responsibility for vendorcontract management, and project and change management functions including maintenance, support anddelivery ofmajor and minor upgrades or implementation ofnew functionality for PeopleSoft and Hyperionapplications.

The position meets the requirements ofMN Statutes 383A, Ramsey County Personnel Act, to be designatedas unclassified.

In accordance with the Ramsey County Personnel Act the County Board may designate positions as unclassifiedif.

a) Designation of the position is not contrary to the provisions of other law relating specifically to thatdepartment;

b) The person occupying the position of supervisor or department assistant would report directly to thedepartment head and would be designated as part of the department head' s management team; and,

c) The duties of the position involve significant discretion and substantial involvement in the development, interpretation, and implementation of department policy.

The Director ofHuman Resources certifies that the designation of the ERP Program Manager - PeopleSofl/Hyperion (Unclassified) is consistent with the standards and criteria of the Personnel Act MinnesotaStatutes 383A.286, Subd. 3.

BASIC FUNCTION:

The ERP Program Manager is the primary manager of the Enterprise -wide Resource Planning (ERP) program, overseeing, leading, and facilitating ERP business and technology in a managed services /hosted service environment (ERPapplications managed by this position are PeopleSoft Financials, Human Capital Management and Hyperion). other miscellaneous duties as assigned by the CFO /Director of Finance.

Optimize Ramsey County' s ERP ( human resources, finance and budgeting) practices, processes, and services and theuse of application systems technology by facilitating program planning, innovation and communication bothinternally and externally.

Participate in countywide ERP technology governance teams with primary accountability to the ERP sponsors toidentify organizational strategic business needs, functional requirements, and the financial impact of systemchanges, and to align project plans and vendor relationship to organizational goals and objectives. Establish, monitor and evaluate vendor performance based on articulated metrics, contract compliance, contract

expenditures and outcomes. Work with the vendor to improve performance and correct issues. Serve as primary

contact representing Ramsey County interests in vendor contract negotiations or changes to established contractterms. Minimize costs to the County by monitoring significant rises in consultant hourly rates, errors in costestimates, and duplication of efforts.

Serve as County project manager on ERP technology upgrades and implementation of new functionality. Plan forand oversee the development and delivery of application patches, updates and fixes, system upgrade orimplementation schedules, budget and resource needs to ensure a successful implementation of an upgrade or new

functionality project plan. Facilitates discussion with ERP system managers to prioritize functional requirements orto determine cost /benefit of implementing new functionality. Prepare and oversee all aspects of project planningdocumentation, Requests for Proposals or Information, timeline, budget and resources. Oversee the coordinated

effort of vendor and County staff to complete all system and unit testing to ensure that work has been satisfactorilycompleted to specification, timeline and budget.

Manage the ERP support structure and issue escalation process to ensure that issues are resolved and timelycommunication is conducted between the vendor and County ERP staff and system users. Address unresolvedsystem or service issues escalated from system managers, ERP sponsors or other ERP team members. Proactively

monitor issues and trends that may affect the allocation of staff resources.

Oversee the County' s ERP change management and communications function by developing an overall changemanagement strategy, identifying risks and points of resistance, conducting readiness assessments, drafting andobtaining approval for change management plans, directing the work of ERP team staff involved in changemanagement activities.

Analyze, interpret and communicate the impact of federal and state regulations, requirements, policies and contract

provisions as they relate to ERP systems; identify potential and existing issues with project scope, terms, deliverables and costs before a contract, amendment or change order is signed; analyze and interpret changes in

laws, rules and regulations; implement these changes to ensure compliance as related to contract development and

ERP implementation.

Prepare and review Requests for Board Action related to ERP programs for submission to the County Manager' s

Office; attend County Manager agenda review and County Board and committee meetings as necessary.

Lead evaluation team efforts to evaluate vendor bids. Assess vendor performance and /or conduct financial reviewsand issue corrective action plans as required; conduct meetings with vendors for the purpose of negotiatingresolutions to contract problems or changes and plan future contract needs.

Draft and review details of all contracts, service level agreements (SLA' s) and statements of work (SOW' S) incollaboration with system managers; negotiate favorable terms for the County, while ensuring that all parties can be

successful in a long term partnership; draft clear, concise, and legally enforceable final legal agreements, reflectingall terms negotiated, in accordance with County procurement rules, and Minnesota Statutes. Works withInformation Services Department accounting unit staff to oversee and manage PeopleSoft and Hyperion licensingand maintenance agreements with Oracle Corporation.

SUPERVISORY / MANAGERIAL RESPONSIBILITY:

Supervises one to three staff members involved in ERP project planning and change management activities. May overseethe work of other project managers, or lead project team members assigned to maintain ERP systems or to implementupgrades or new functionality related to ERP systems. May have cross functional responsibility for results without adirect reporting relationship to the people performing the work.

INTERNAL /EXTERNAL RELATIONSHIPS:

Daily to weekly contact with County ERP sponsors, system managers, functional analysts and technical staff or withvendor engagement managers, their support team and their executive managers to define the scope of the mastercontract, service level agreements or statements of work; to develop overall County ERP strategy, timeline and resourcerequirements for system maintenance, updates, enhancements, testing, and upgrades; and, in consultation with systemmanagers, to identify and resolve issues and problems related to system performance, work product quality, or otherissues related to the vendor contract. Daily contact with ERP program team members to carry out project and changemanagement responsibilities and ensure that projects are delivered on time and on budget or to resolve project issues. Monthly contact with ERP sponsors in order to maintain communications with ERP governance structure, tocommunicate the status of vendor provided hosting or application managed services work, to gather feedback or inputinto the direction of the overall vendor relationship or to provide regular project plan updates. Impacts the effective use of ERP systems and technology to meetorganizational goals and objectives, and to process vendor checks, track Ramsey County budgets, process payroll and

benefits. Impacts the overall quality of the relationship between Ramsey County and the hosted /application managedservices vendor(s), and the management of contracts for the delivery of effective and cost efficient services to supportRamsey County' s ERP systems and current or future business processes, upgrades or new functionality. Properperformance of duties assures that a sustainable, efficient support structure is maintained for managing the County' sERP systems and processes, that effective change management and communication is generated to all levels of the

organization, and that problems and issues are resolved quickly and effectively, that contract metrics are met, resultingin an excellent level of system performance. Proper performance also results in high quality work effort estimates, timelines and resource requirements, as well as seamless implementation of ERP application patches and fixes,

enhancement or upgrade project plans. Improper performance could result in Ramsey County' s inability to meet criticalfoundational or legal requirements, such as vendor payments, budget management and reports, payroll and benefits

processing. Improper performance could result in poorly executed, ambiguous, or delayed service contracts oragreements which could affect system performance or an interruption of critical ERP services. Improper performance

could also result in ineffective change management efforts or communications between Ramsey County and the vendor,

or failure to address or resolve problems and issues payments, poorly executed project plans which could result inmissed timelines or budget projections, or failure to create opportunities for business process improvement or system

upgrades and enhancements, which could lead to costly mistakes and overruns for the County.

WORK ENVIRONMENT:

Work is typically performed in an office environment, involving the operation of computerized office equipment andviewing a computer screen up to six hours daily.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

Knowledge of management or organizational theory and techniques.

Knowledge of the principles and practices of contract management.

Knowledge of application systems administered by vendor contracts (PeopleSoft HCM and Financials, PeopleToolsand Application Designer, Oracle Database, Hyperion).

Knowledge of application software systems, interfaces, and database management.

Knowledge of IT related project management and application upgrade processes (e. g., fit /gap analysis, businessprocess improvement, testing, workflow, etc.) Knowledge of various software programs, such as Microsoft Office (EXCEL, WORD, PowerPoint, Outlook, Visio), Adobe Acrobat.

Demonstrated success leading and influencing without direct control of resources. Skill in written and verbal communication.

Skill in negotiation and conflict resolution.

Skill in explaining and summarizing complex technical ideas and information to non - technical audiences. Ability to successfully demonstrating principles, methodologies, and practices of Program and Project Managementof a business and technology nature.

Ability to create successful enterprise and strategic delivery of technology programs to cross - functionalstakeholders.

Ability to prepare, plan and administer a complex budget. Ability to establish effective complex working relationships with managers and staff at all organizational levels. Ability to plan, delegate and direct work in a teamwork setting.

Ability to determine and develop long term, strategic technology needs of as they relate to ERP services. Ability to develop and lead a comprehensive ERP change management and communications strategy. Ability to organize workload, meet deadlines and set work priorities.

Ability to quickly comprehend and assimilate a large volume of new material. Ability to maintain goal- directed focus in diverse areas simultaneously. Ability to integrate conceptual and technical knowledge. Ability to understand and manage Ramsey County' s customizations related to these systems.

MINIMUM QUALIFICATIONS:

Education: Bachelor' s degree in Business Administration, Public Administration, Information Technology or a relatedfield.

Experience: Six years of large -scale technology contract management and project management experience including atleast three years experience with and understanding of PeopleSoft applications governed by the vendor contractsPeopleSoft HCM, Financials)

Preferred Experience: Two or more years of government technology project management experience, managing vendor

contracts and relationships in a hosted or managed services environment. Experience with Hyperion is desirable.
