Hello and welcome to our international students and families

We are delighted to invite you into our community, and look forward to sharing this important journey with you.

At Rangi Ruru, international students can expect the very best education, taught by dedicated teachers who embrace our values and family atmosphere. We have an outstanding academic record and are considered one of New Zealand’s top schools. We offer our students state of the art facilities, excellent teaching staff and small class sizes. Our belief in our students is unwavering and we are passionately committed to helping each girl reach their full potential.

We fully appreciate the opportunity to have students from different cultures and countries as members of our school family. We believe that the culture, beliefs, insights and experiences you bring enrich our whole community. Currently, our international students are from as far afield as South Africa, North and South East Asia, Europe and South America.

Most international students stay in our boarding house where they receive the very best care and attention. Our boarders come from many different areas of New Zealand and the world forming a tight-knit community and making friends that will last a lifetime.

We accept only limited numbers of international students. In this way we believe we are able to offer the additional support they may require, including the ‘New Zealand experience’ that many students cite as the reason they have chosen to study abroad. Our international students are encouraged to explore interests outside the classroom and are offered many cultural, sporting and musical opportunities throughout their time here.

* International students who do not have English as their first language can expect to be 1 – 2 years older than New Zealand students.

Preparation for university study requires a high level of English.

International students who do not have English as their first language would usually study intensive English at a language school for three to six months, before attending secondary school for at least 18 months. This is the recommended preparation for successful university study.

The New Zealand school year is divided into four terms, beginning at the end of January and finishing early/mid December.

Rangi Ruru has a three-week break in 2015 at the end of terms 1 and 2, and a two-week break at the end of term 3. Any changes to term breaks are communicated in school newsletters and on the school website well before term breaks.

Students in Years 11, 12 and 13 who wish to gain a national qualification in that year will need to begin at Rangi Ruru in term 1 of that year or earlier.

Note: Beginning study in New Zealand in Year 9 or Year 10 is highly recommended if students want to achieve well in senior examinations.

The Enrolment Process for International Students

A Formal offer of place is sent to parents with: Confirmation of Enrolment Form (contract) and a

request for NZ$1000 non-refundable confirmation fee. New Entrants Record Form. The contact details for Rangi Ruru Girls’ School

Business office regarding Fees and disbursements. Rangi Ruru Girls’ School International Student

Information booklet. Accommodation Indemnity Form (if applicable). Terms of Student Guardianship and a Student

Guardianship Agreement (if applicable).

All completed forms and the Confirmation Fee are returned to Rangi Ruru by the date requested.

Information is sent to agent/parents from the school regarding: New Entrant Information

Evenings (as applicable). New Entrant testing, for year

levels 7-9 (if international students are available to attend).

New Entrant general information (Uniform, fees, Subject Choices etc)

Information and Fees Orientation information is sent to

parents and students from the Dean of International Students, in December of the year prior to commencement (or as applicable).

An Invoice is sent to the parents from the Business Office (refer Appendix A).

An Orientation Programme is held one or two days before school commences (compulsory attendance).

Initial Enquiry The School Prospectus (including Application form) and International Student Information booklet is either sent or downloaded from the Rangi Ruru Website.

An Application for Enrolment is received with a NZ$100 non-refundable application fee together with necessary documents as outlined in the Application Form Check List.

Any places? No places at this time.

A letter is sent to advise that there are no places.

Yes there are places. The school contacts agent/parents to arrange an interview.

Application is acknowledged

An interview with the Principal and the Dean of International Students is organised, this can be in person, by Skype or telephone.

An offer of place is made (English test may be required).

No offer made, a letter to advise this is sent.

Once fees are paid, a receipt and offer of place confirmation letter is issued for student visa application.

Enrolment

If you wish to apply for a place in Years 7, 8 or 9, we suggest you return an application by the end of May of the year prior to entry, as enrolment decisions at these year levels are made in June.

Applications for Years 10 – 13 can be made at any time during the year (January to November).

Year 7 and 8 Enrolments

Rangi Ruru Girls’ School only accepts enrolments for Year 7 and 8 international students if they have a parent living with them in Christchurch. This parent must have a guardian visa issued by the New Zealand Immigration Service (see page 25, Appendix H, no 14).

Documents for Pre-Enrolment

Before we can consider your daughter’s application to become a student at Rangi Ruru, we require the following information:

a) A photocopy of the title page of her passport.

b) A photocopy of her current student visa (if issued).

c) Copies of recent overseas school reports, translated into English. A copy of her latest NZ school report and/or language school report (if applicable).

d) A recommendation letter from the Principal of her current school (if available).

e) Any other supporting material you may have; for example, cultural and/or sporting achievements and interests.

f) If the application proceeds to interview, you and your daughter will be required to attend an interview with the Principal. Alternatively, a Skype or telephone interview can be arranged.

g) Full names and current addresses of parents for students under the age of 18, and of emergency contact persons/next of kin for students aged 18 years and over (these details must be kept up to date at all times. Please notify the International Dean of any changes).

To Study at Rangi Ruru International Students Need

Student Visa

Every international student who is not a New Zealand Citizen or New Zealand Resident must have a valid student visa before coming to New Zealand.

As soon as a student has been offered a place at Rangi Ruru, she should apply to the New Zealand Embassy or diplomatic representative in her own country.

Requirements for a student visa normally include:

Student’s passport

A completed and signed “Application for Student Visa” form, with a passport-size photograph

A written offer of a place, provided by the school

A receipt for payment of course fees

A guarantee of accommodation

Evidence that funds are available to support the student during her stay in New Zealand

Evidence of student’s health and travel insurance.

A student visa is usually valid for a year’s course of study and parents/guardians must remember to apply for a new visa each year before the old one expires. Each new course of study requires a new student visa.

Note: All non-New Zealand residents who need a student visa will be required by the New Zealand immigration authorities to pay each year’s school fees in advance.

Parents may wish to confirm this with their local New Zealand Embassy or diplomatic representative in their country.

As a result, the school’s policy in respect of the payment of fees is that the full fees for the year must be paid in advance and we are required to confirm the payment with the immigration authorities.

Students cannot commence classes until a current visa for Rangi Ruru has been sighted.

IMMIGRATION: Full details of visa and permit requirements, advice on rights to employment in New Zealand while studying, and reporting requirements are available through Immigration New Zealand, and can be viewed on their website at www.immigration.govt.nz.

English Proficiency

Rangi Ruru requires that all international students are reasonably proficient in English before they start classes.

If English is not the student’s first language, she will usually be asked to sit an assessment test in Christchurch, which determines whether or not she is ready to study at this level.

If further English study is required, we can recommend a language school in Christchurch that provides suitable intensive high school preparation courses. The Dean of International Students at Rangi Ruru will maintain contact with the language school and monitor the student’s progress.

Note: Entry to senior classes (Years 11-13) requires a higher level of English than entry to junior classes.

Entry to mainstream classes is conditional upon students achieving a sufficient standard of English to be able to participate in all class activities.

Christchurch-based Student Guardian

It is the policy of Rangi Ruru that all students (boarders and day girls, New Zealand and non-New Zealand citizens) whose parents live overseas must have an English-speaking Christchurch contact who is prepared to take on the responsibility of Student Guardianship.

This person must be over 21 years of age, have close and regular contact with the student’s parents and be able to make decisions on their behalf. She/he should be easily accessible to the school, be responsible for arranging suitable Homestay accommodation (including holiday, weekend and term break Homestay for boarders), authorise school trips and expenses, and undertake to make visa, medical and travel arrangements for the student if necessary. She/he is also responsible for arranging emergency accommodation if the school and/or the New Zealand border is closed for any reason.

It is also very helpful if the Student Guardian can attend school functions, such as orientation days or parent-teacher interviews (refer Appendix C).

Rangi Ruru can recommend approved Student Guardianship agencies in Christchurch. These people offer excellent service and charge $3,500 per year. Information is available from the school.

Parents: If you are living in Christchurch, but leave at any time, you must notify the Dean of International Students. If you leave for an extended period, for example longer than two weeks, you must also appoint a Christchurch-based, English-speaking Student Guardian and complete a Student Guardianship contract (Appendix C). Please note that there must always be a responsible adult over 21 years of age living in the house with the student.

Accommodation in Christchurch

Accommodation options for Rangi Ruru international students are:

Boarding (Years 9-13) at Rangi Ruru $10,710.00 per year (2015). Spaces are limited (refer Appendix D).

Homestay** This is accommodation arranged by parents using a school-approved accommodation agent – approximately $230 - $240 a week for a single room.

Private Boarding (arranged directly by parents). A responsible adult over 21 years of age must be in charge of the household and an accommodation indemnity document stating that parents take full responsibility for their child’s accommodation must be signed before the student begins classes (Appendix E).

Note: Students may not live in flats either alone or with other students.

Our International Student Dean, Louise Stanton, offers support for international students requiring assistance with their New Zealand accommodation.

** Accommodation provided to an international student in the residence or household where no more than four international students are accommodated.

Medical and Travel Insurance

International students must have appropriate and current medical and travel insurance while studying in New Zealand and for travel to and from New Zealand. Students must provide evidence of their medical and travel insurance when they apply to the New Zealand Immigration Service for their student visa.

Details of the policy will also be recorded on entry to Rangi Ruru.

Students are only entitled to publicly funded health services while in New Zealand if they are:

A resident or citizen of Australia; or

A national of the United Kingdom in New Zealand; or

The holder of a temporary permit that is valid for two years or more (please check your entitlement).

If you do not belong to one of these special categories and you receive medical treatment during your visit, you will be liable for the full costs of that treatment.

We strongly recommend that your insurance also covers your travel to and from New Zealand.

ACCIDENT INSURANCE: The Accident Compensation Corporation provides accident insurance for all New Zealand citizens, residents and temporary visitors to New Zealand, but you may still be liable for all other medical and related costs. Further information can be viewed on the ACC website at www.acc.co.nz

What Rangi Ruru Offers International Students Personal Development Plans (PDPs)

All students have a PDP interview in Term 1 when parents/guardians and daughters discuss goals for the year with her form tutor. Parents or Student Guardians are also invited to attend. A follow-up interview is held during the year and the school also issues two detailed progress reports annually.

Classroom teachers, Deans and the Dean of International Students maintain close contact throughout the year and every effort is made to help the student overcome problems and successfully complete the course. Options may include peer tutoring, extra help from the classroom teacher, or arranging a private tutor (paid for by the student’s family).

Courses/Subjects Available

In addition to the extensive range of classroom subjects and out of school activities offered to all students, Rangi Ruru offers the following additional support to international students.

English for Speakers of Other Languages (ESOL) Tuition

International students at Rangi Ruru are expected to study the same subjects as all the other girls, although we do suggest replacing one subject with specialist ESOL tuition, especially if the English assessment test indicates this would be helpful. ESOL help is available for all international students, on a one-to-one or small group basis. Students usually have two or more hours of English help a week.

The English language teacher not only helps improve general reading, writing, listening and speaking skills, but also helps with English-related problems in other subjects.

Senior students are also able to prepare for university study by following an academic English programme, and working towards international English examinations, such as IELTS, TOEFL and SAT, if these are necessary for future study plans.

Orientation

At the beginning of each year (or term, if appropriate) there is a special orientation programme for international students. Details of this will be sent nearer the time, but it will usually be held one or two days before classes start.

All new students and either their parents or Student Guardians must come to orientation. This is an important time for discussing any issues or concerns.

The orientation programme includes:

An informal chance to meet the Principal and Dean of International Students, other new students and their families, International Club members, and some members of staff, such as the Guidance Counsellor, Business Manager and year level Deans.

A presentation of important information about Rangi Ruru life (based on the orientation booklet which is also given out at this time).

A tour of the school with present international students, including visits to specific subject classrooms and tutor rooms.

An explanation of the first day programme (all levels) and special orientation programme for all Year 9 students.

Note: Boarders also have a special Boarding House orientation, which includes visits to the local shopping mall and advice about buses around the city.

Day girls are also given this information if they are new arrivals to Christchurch.

An introduction to the computer network and the library for all new students (Years 10-13) is held in the first few weeks of term. Years 7-9 students receive this information during their class programmes.

International Club

Rangi Ruru also has an International Club, which meets regularly, usually at lunchtime, although the girls do plan activities and outings at other times as well. It is a good chance for students of all nationalities, including New Zealanders, to meet and relax, and perhaps share information about their country, language and culture. Another important function of the club is to promote awareness and understanding between New Zealand and international students, especially through annual International Week activities.

Guidance and Support Services

Rangi Ruru has a strong guidance network and help is available from form tutors, year level Deans, Boarding House managers, Guidance Counsellor, and the Dean of International Students. More information about how to contact these people is given at orientation.

The Dean of International Students, who also provides specialist ESOL tuition, is employed solely to work with international students and maintains close links with students, families, caregivers, guardians, deans, class teachers and boarding house staff.

In compliance with the Code of Practice for the Pastoral Care of International Students (Appendix G) and in the best interest of the individual student, the school will:

Contact the parents of any prospective international student where the student is under the age of 18 or who may be judged on reasonable grounds to be “vulnerable”, prior to enrolling the student, and must establish communication arrangements with parents that can be used in the event of an emergency. In any such communications with parents, the school will ensure that it complies with the principles of the Privacy Act 1993.

Monitor attendance to ensure student welfare.

We have processes in place to:

Ensure that international students are maintaining their course requirements.

Follow up in the event that a student ceases attendance before course completion.

School Rules and Policies Attendance (see Appendix I)

Attendance is closely monitored at Rangi Ruru and students are expected to be in class unless they are ill. Form tutors note absences during tutor time at the beginning of each day and classroom teachers also record absences for each period. These are entered on to the school database, and unexplained absences are followed up with phone calls to parents or caregivers.

If students need to leave class during the day, they must first obtain a special leave pass from the school office and show appointment cards or a note from their parents or caregiver.

Students are expected to make travel bookings early to fit in with term dates, so that they do not miss classes.

If this cannot be avoided, parents or Student Guardians must make a request for ‘Special Leave’ to the Principal well in advance. If students fail to attend school, the Principal will follow the procedures set out in the Ministry of Education Circular 99/03 “Rules for student Enrolment Records’ (or any subsequent amendments).

School Discipline Policy

Details of this are clearly set out in the Student Handbook. Rangi Ruru may terminate tuition for any of the following reasons:

Gross misbehaviour, major bullying or harassment, or illegal behaviour involving drugs, alcohol, theft etc

Prolonged absence without leave

Failure to pay outstanding debts to the school

Serious breaches of Homestay/boarding rules

Inability of the school to provide for the student’s needs.

The Education (Stand-down, Suspension, Exclusion and Expulsion) Rules 1999 apply to all international students enrolled at Rangi Ruru.

Circumstances in Which Tuition May be Terminated

1. Where a student is absent or consistently truanting from school (see above) then the school will terminate the enrolment.

2. If a student’s behaviour is of an unacceptable level, then a meeting with the student, the parents/caregiver/Student Guardian, and the school will be arranged. If the behaviour does not improve, written notification will be given to the parents warning of the danger of termination of the enrolment. If there is no further improvement, the parents and the student will be notified in writing that the student must leave at the end of that term, or earlier if the school decides, and will not be eligible to return the following term. There will be no refund of fees paid if this occurs.

3. An ‘acceptable level of behaviour’ would be seen as following the school rules and the school ‘Code of Conduct’ as provided to each student.

4. If an enrolment application is found to be inaccurate in any way the contract may be terminated at the school’s discretion.

Upon termination of enrolment, the Immigration Service will be notified by the Principal’s Executive Assistant as required.

International Student Fees - Payment and Refunds

All international Student fees are payable prior to the beginning of the school year in accordance with the New Zealand Government requirement for a student visa. These funds are made available to the school in accordance with the Refunds Policy. Should the school not be able to continue tuition, the fees will be refunded to the student.

Grievance Procedures

Any complaints or grievances should be made, in the first instance, to the Dean of International Students. Alternatively, complaints may be made directly to the Principal. If students or their parents are not satisfied that the school has made every effort to address the problem, the complaint may be taken to the International Education Appeal Authority (IEAA), Private Bag 32001, Panama Street, Wellington. Further information about this process will be given at student orientation, and is also available in the summary of the Code of Practice for the Pastoral Care of International Students (Appendix G).

Driving Policy

International students are not encouraged to bring cars to school (permission must be granted first by the school and only applies to Year 12 and 13 students).

If students wish to bring a car to school, they must have a New Zealand driving licence and their parents must give written permission.

Students must not take passengers in their car unless they have a full New Zealand licence.

If students travel as a passenger in anyone else’s car, the driver must have a full New Zealand licence and they must always wear a seat belt (in the front and back seats).

Homestay parent, Student Guardian and/or the Director of Boarding have the right to refuse permission for students to travel in another person’s car, where they have concerns for the student’s safety.

Holiday Travel

If students wish to travel away from Christchurch during the weekends or holidays without their caregiver, they must complete the school’s Holiday Trip Details form and obtain written permission from their parents. This information must be given to the Dean of International Students before the school can approve this travel.

The school may give written permission for part-time work; so that senior students can apply for a Variation of Conditions (VOC) to their student visa. See the New Zealand Immigration Service website www.immigration.govt.nz.

The main purpose of a Rangi Ruru student visa is study; however, the school recognises there can be some benefits to the student working part-time in an English-speaking environment up to 20 hours a week, especially during term breaks.

International students working part-time will be carefully managed and monitored by the school, their student guardian, home-stay caregiver, parents and employers to ensure the student’s safety and well-being. Students need to show that they are making and maintaining excellent progress, have excellent attendance at school, and have made satisfactory transport arrangements to and from work. School staff may visit the workplace at any time.

Permission will only be granted for an international student to seek a VOC, and then work, if all the application forms are completed, and all checks are carried out. These forms can be obtained from the Dean of International Students. Permission may be withdrawn at any time if the Dean believes the student is not safe or her academic performance and/or attendance is being negatively affected.

Appendix B - Policy Statement International and NESB Students

Definition An international student is a student who is studying in New Zealand on a student visa issued by the New Zealand Immigration Service. An NESB student comes from a non-English speaking background and does not have English as her first language. Purpose Rangi Ruru values the richness and diversity that international students add to the school programme and community. The school recognizes its responsibilities for the international student welfare and is committed to providing an inspiring, challenging and empowering education for these students. Guidelines In accepting international students Rangi Ruru agrees to observe and be bound by the Code of Practice for the Pastoral Care of International Students. Selection of international students shall be at the discretion of the Principal. The school undertakes to provide for international and NESB students:

Appendix C - Terms of Student Guardianship for International Students All international students at Rangi Ruru Girls’ School must have an English-speaking Christchurch Student Guardian if their parents live overseas. This may be a family friend or relative, or one of the school-approved Student Guardianship agencies.

Note: Students aged 11-13 years (Year 7 or 8) must be living in Christchurch with a parent or legal guardian.

It is expected that the Student Guardian will keep in close contact throughout the year with the student, her parents, homestay provider (or boarding house staff) and the school.

All student guardians are expected to provide the following services:

1. Select quality homestay accommodation for the school year or when the boarding house is closed during long weekends and term holidays. In conjunction with the Dean of International Students, arrange for police vetting of the homestay family.

2. Monitor the student’s homestay and communicate regularly with the host parents, visiting them once a term. For boarders, communicate regularly with the Boarding House staff.

3. Provide support as a neutral “go between” if there are any misunderstandings or difficulties between the host family (or Boarding House staff) and the student, or between the school and the student.

4. Be responsible for ensuring the student’s homestay fees are paid. If using a school-approved accommodation agency, fees must be paid through the agency.

5. Be responsible for arranging emergency accommodation for the student if the school and/or New Zealand border is closed for any reason.

6. Keep in regular contact with parents via email, fax or phone, and take care of any concerns the parents may have. Meet regularly with the student (either at lunchtime or after school) to monitor her progress and wellbeing.

7. Arrange airport pick up and transportation to host family or Boarding House on arrival. Take student to the airport on departure and assist with check-in procedures.

8. If the student is new to Christchurch, provide an orientation booklet, map of Christchurch and contact details of the host family/boarding house, school and Student Guardian. Help student to open a bank account and purchase a phone card and bus ticket, if required. Familiarise the student with the bus system, ensuring she knows how to get to and from school.

9. Attend to all immigration issues, especially ensuring the student’s visa is current for the correct school year. Ensure travel and health insurance is adequate and up to date.

10. Arrange for the purchase of the school uniform.

11. Ensure student attends school regularly and follow up any unexplained absences with the school, student and host family.

12. Be available in case of emergencies, or if the student is sick and needs to be collected from school if the homestay parent is not available.

13. Attend parent/teacher and P.D.P.( Personal Development Plan) interviews and send reports of those interviews to the parents.

14. Meet with the student and discuss her school reports. Report any concerns to her parents and, if required, arrange for extra tutoring, at the student’s expense.

15. Maintain regular contact with the Dean of International Students on all issues relating to the student.

16. Attend school functions for international students.

17. Be responsible for monitoring the student’s behaviour and discipline out of school hours, and report any concerns to the Dean of International Students.

18. Arrange for special medical needs such as orthodontic or optometry attention and/or provide authorisation in conjunction with the school for medical treatment when parents cannot be contacted.

19. Take responsibility for disbursing student’s funds as required during the year; for example, dry cleaning, visa renewal, school uniform etc.

20. Make travel arrangements when required, and advise the Dean of International Students of the student’s travel plans. If the student wants to travel away from Christchurch during weekends or holidays without their caregiver, the Student Guardian must obtain written permission from the parents and complete the school’s ‘Holiday Trip Details’ form.

21. Provide an interpreter if necessary at the student’s cost.

22. Assist parents if they visit Christchurch (meet at airport, arrange accommodation etc if required).

23. Year 12 and 13 students only. If the student wishes to work part-time, help her to complete the school documentation to apply for a Variation of Condition of her student permit/visa. Monitor the student’s working hours and conditions and advise the school of any concerns. Make arrangements for the student to travel safely to and from work.

Appendix D - International Student Boarding Please note that the Boarding House is closed for school holidays. All girls leave the Boarding House at these times and international students must have a suitable Homestay family to stay with. However, the Boarding House will be open (when necessary) on the Friday night at the end of each term for students travelling on international flights. It is appreciated if parents could advise Boarding House staff as soon as possible if this accommodation is required. See the Boarder’s Handbook for details of term dates.

Parents must appoint a local “student guardian” (see Page 7 and Appendix C) who can arrange Homestay accommodation when the Boarding House is closed, although the Dean of International Students is available for advice and support. Homestay charges vary, but can be about $230 a week for a single room and all meals.

We are happy for girls to stay with family friends or relatives, as long as there is a responsible adult over 21 years of age in the house and written permission is given by the parents or Student Guardian.

International students may also spend holidays with the families of other boarders and we welcome opportunities for them to meet and mix with New Zealand families.

Flexi-boarding

Short-term boarding is sometimes available and could be an option for international students living with parents, if the parents need to return home for a short time.

Appendix G - Code of Practice for the Pastoral Care of International Students Introduction

When students from other countries come to study in New Zealand, it is important that those students are well informed, safe, and properly cared for.

New Zealand educational providers have an important responsibility for international students’ welfare. This document provides an overview of the “Code of Practice for the Pastoral Care of International Students” (the Code), and provides a procedure that students can follow if they have concerns about their treatment by a New Zealand educational provider or agent of a provider.

What is the Code?

The Code is a document that provides a framework for service delivery by educational providers and their agents to international students. The Code sets out the minimum standards of advice and care that are expected of educational providers with respect to international students. The Code applies to pastoral care and provision of information only, and not to academic standards.

Who does the Code apply to?

The Code applies to all education providers in New Zealand with students enrolled on international study permits. The Code is mandatory to these providers and must be signed by them.

Who is an “international student”?

An “international student” is a foreign student studying in New Zealand.

How can I get a copy of the Code?

You can request a copy of the Code from your New Zealand education provider.

How do I know if an education provider has signed the Code?

The New Zealand Ministry of Education maintains a register of all signatories to the Code. If the education provider that you are seeking to enrol with is not a signatory to the Code, you will not be granted a permit from the New Zealand Immigration Service and you will not be able to study at that institution.

What do I do if something goes wrong?

If you have concerns about your treatment by your education provider or by an agent of the provider, the first thing you must do is contact the principal, the international student director, or another person who has been identified to you as someone that you can approach about complaints at your institution. The Code requires all institutions to have fair and equitable internal grievance procedures for students and you need to go through these internal processes before you can take the complaint any further.

If your concerns are not resolved by the internal grievance procedures, you can contact the International Education Appeal Authority (IEAA).

What is the International Education Appeal Authority (IEAA)?

The IEAA is an independent body established to deal with complaints from international students about pastoral care aspects of advice and services received from their education provider or the provider’s agents. The IEAA enforces the standards in the Code of Practice.

What Will the IEAA Do?

The purpose of the IEAA is to adjudicate on complaints from international students. The IEAA will investigate complaints and determine if there has been a breach of the Code. The IEAA has the power to impose sanctions on education providers who have committed a breach of the Code that is not a serious breach. These sanctions include an order for restitution, publication of the breach, and / or requiring that remedial action be undertaken.

The IEAA will refer complaints that are not about pastoral care to another regulatory body if appropriate. The education provider will be given a reasonable time to remedy the breach. If the breach is not remedied within that time, the IEAA may refer the complaint to the Review Panel.

The IEAA can determine if it considers that a breach of the Code is a serious breach. If the breach is a serious breach, the IEAA will refer the complaint to the Review Panel.

What Can the Review Panel Do?

The Review Panel can remove or suspend an education provider as a signatory to the Code, meaning that the provider would be prevented from taking any more international students. Only the IEAA can refer complaints to the Review Panel.

A Summary of the Code of Practice for the Pastoral Care of International Students

The Code sets standards for education providers to ensure that:

High professional standards are maintained

The recruitment of international students is undertaken in an ethical and responsible manner

Information supplied to international students is comprehensive, accurate, and up-to-date

Students are provided with information prior to entering into any commitments

Contractual dealings with international students are conducted in an ethical and responsible manner

The particular needs of international students are recognised

International students are in safe accommodation

All providers have fair and equitable internal procedures for the resolution of international student grievances.

Full details of what is covered can be found in the Code itself. The Code also establishes the IEAA and the Review Panel to receive and adjudicate on student complaints.

Appendix H - Conditions of Enrolment In addition to the conditions listed here, all conditions that are part of the contract with parents, the homestay contract, the fees refund policy and other school policies also apply.

1. Rangi Ruru requires that all international students are reasonably proficient in English before they start classes. If English is not their first language, they will usually be asked to sit an assessment test in Christchurch, which determines whether or not they are ready to study at this level.

If further English study is required, we can recommend several language schools in Christchurch that provide suitable intensive courses. The Dean of International Students at Rangi Ruru will maintain contact with the language school and monitor the student’s progress.

2. Students and parents/legal guardians must accept and abide by rules regarding behaviour and conduct that apply to all students. Unacceptable behaviour may result in the termination of tuition.

3. Students must observe the laws of New Zealand.

4. Students must observe the conditions of their visa. If a student breaks the terms of the visa the school will report the fact to the New Zealand Immigration Service, which may result in the student having to leave New Zealand.

5. Tuition may be terminated if the student fails to comply with the school rules or breaches the conditions of their visa or laws of New Zealand.

6. Because class placements are decided on the evidence of assessment after arrival in New Zealand, all information given before enrolment about placement on courses and in classes is provisional. The school reserves the right to adjust placements and individual programmes at any time if it is in the student’s interests to do so.

7. The student will attend the school on all occasions when it is open unless prevented by illness or other urgent cause.

8. In order to obtain a student visa, all tuition fees will be paid in full before enrolment, or before enrolment is renewed (whichever applies).

9. All additional costs invoiced by the school will be paid promptly, as required.

10. The conditions of the Fee Refund Policy will be accepted.

11. All students are required to have travel and medical insurance for the duration of their period of enrolment and for travel to and from New Zealand.

12. All international students must obtain an insurance policy that includes a fees protection clause. A copy of the policy must be sent to the school before the student commences classes to ensure that fees protection coverage is adequate.

13. All international students must live in one of the following types of accommodation:

a. With their parents or legal guardians (proof of legal guardianship must be supplied).

b. With a designated caregiver chosen by their parents/legal guardians. All accommodation offered by designated caregivers must be approved by the school, as required by the Code of Practice for the Pastoral Care of International Students. An indemnity form must be signed by the parents giving the designated caregiver authority (Appendix E).

c. In a school-approved homestay

d. In the school boarding house

14. It is the policy of Rangi Ruru that all students aged 11-13 (Years 7 or 8) must be living with a parent or a ‘Legal Guardian’ during term time in New Zealand. Parents/Legal Guardians are required to sign a document stating

their relationship to the student and confirming that a parent or legal guardian will live with the student in New Zealand. Students over the age of 13 or in Years 9-13 require a ‘Student Guardian’ based in Christchurch (see Christchurch – based guardian and Appendix C).

15. All disputes will be dealt with in New Zealand law.

16. The school’s complaints procedure for international students will be used to deal with grievances.

17. Parents must inform the school of their address, telephone number, fax number and e-mail address (whichever applies). The student and/or parents will advise the school of any change in the contact details of the students or parents.

18. The student and/or parents will provide academic, medical and other information that is relevant to the wellbeing and course placement of the student.

The term ‘legal guardian’ refers to the person (a) usually providing for the care (including education and health) of the student in the home country; and, (b) with the right and responsibility to provide that care. This definition includes biological and adoptive parents, testamentary guardians and guardians appointed by New Zealand or foreign courts.

Under the Code of Practice, the definition of legal guardian does not include extended family/whanau or ‘designated caregivers’. The definition of ‘legal guardian’ also ties in with that which will be used by the New Zealand Immigration Service in issuing new ‘guardian visas’.

Appendix I - Withdrawal of International Students and Attendance Requirements Withdrawal

International students who wish to withdraw from Rangi Ruru Girls’ School must:

1. Provide one term’s written notification to the Principal from their parents or student guardian (acting on behalf of parents) in accordance with the Rangi Ruru Enrolment Contract.

2. Complete the school’s Leaving Form.

Attendance Requirements

1. The school treats international students as it does domestic students and the school’s policies apply.

2. Tutor teachers and/or Deans will contact the homestay parents in the event of an unexplained absence.

3. Discipline procedures will be applied in the event of truancy or continuing truancy and the student’s parents/and agents where applicable will be notified.

These can involve:

a) Visits to the home

b) Suspension procedures where truancy is deemed to be gross misconduct which is a harmful example to other students.

4. Parents and agents of international students who are failing to meet course requirements will be contacted promptly.

Appendix J - Fees Protection Policy - International StudentsRationale

International student fees must be handled in a way that ensures those funds are accessed in a way that is consistent with normal accounting practice. This means that those funds are secure from misappropriation and are only made available to the school in accord with the Refunds Policy* or should the school not be able to continue tuition.

Purpose

1. To ensure that if in the event that the school is unable to continue to run a course or programme that the unspent portion of the fees are available to be returned to the student.

2. To ensure that funds from international students are accounted for separately and in such a way that individual student contributions can be protected and monitored.

3. To ensure that international students’ payment may be drawn down in accord with the Refund Policy.

Guidelines

4. Accounting procedures are in place to ensure that monies are available for release.

5. International fees shall be paid into the Rangi Ruru Trust and drawn down at intervals in arrears throughout the academic year.

6. These monies will be audited separately on an annual basis.

7. These monies will be available for approved refunds resulting from withdrawal from Rangi Ruru Girls’ School or in the event of the School not being able to provide tuition.

* Procedure for the Handling of Fees received in advance from international students:

Fees received from international students will be transferred to the Rangi Ruru Foundation. Such funds will be held for a period of four weeks following the student's scheduled start date. Once the four-week period is elapsed and the student is within the school the funds will be transferred to the Rangi Ruru Girls’ School.

The Rangi Ruru Foundation will maintain the appropriate records to enable the identification of all such funds. All such funds held at balance day will be reported separately within the Foundation’s annual report.

If the student withdraws from the school prior to completing the four weeks then the Foundation will refund the fee paid in advance, less a pro-rated fee based on the period actually attended or an administration fee of NZ$500 whichever is the greater, directly to the student/family.

The pro-rated fee or administration fee deducted above will be transferred to the school.

Where the student withdraws after completing the four week period a penalty of one term’s fees will be deducted from the pro-rated fees remaining unless there are genuine extenuating circumstances for example, hardship or illness. In the case of genuine extenuating circumstances the school will refund the pro-rated unused portion less a NZ$500 administration fee.
