Kearny - The Water Infrastructure Finance Authority (WIFA) of Arizona recently awarded $294,920 in technical assistance funding to communities to complete the planning and design phase of an infrastructure project. Ten awards were announced, half of which will fund “green” approaches to managing our state’s drinking water, stormwater and wastewater. Green approaches help to conserve

resources and make our communities more sustainable. The Town of Kearny is one recipient of an award, in the amount of $32,900 to rate, study and per the water system infrastructure,“Receiving funding assistance to take a project through the planning or early design phase is often the key to making the project happen at all, said WIFA Executive

Director, Sandy Sutton. “We’re happy that WIFA can play a role in making these important projects a reality for Arizona’s communities.”The purpose of WIFA’s Planning and Design Technical Assistance Program is to help facilitate future construction of capital improvements related to drinking water, wastewater and stormwater infrastructure.

Every town in Arizona is required to have a ten year plan for the purposes of managing the town well

and being eligible for non-competitive and competitive grants for furthering the town’s plan. Very soon the Kearny Town Council will begin the process of developing the plan. It is likely that some elements from the previous town plan will be incorporated into the new one, our street and water plans being big examples. We were hindered from meeting all the goals of the last plan because the Arizona Legislature had raided the Highway User Revenue Fund (the tax on gasoline) to the tune of one billion dollars over the last few years. A portion of the fund is meant to be distributed to towns to build and maintain their own streets. Because of the raiding, we received much less assistance. This year the legislature restored some (but far from all) of the funds. This will make our work a bit easier. Still, it is difficult to meet all the needs of the town because the recession has adversely affected sales tax and property tax revenues. Kearny is also land-locked to a large degree. We have a commercial district which is too small, and the land which remains would be very expensive to develop. Further, future commercial development would require more expense for roads and water infrastructure. I have great hopes for our new ten year plan. Unlike the old plan, it will outline what we need to provide economic development, probably with some flexible scenarios. The Town of Superior has some impressive materials in its new

plan, completed within the last year. Their Town Manager, Margaret Gaston, is now working with their town council to address their plans and financial realities, and I expect to see some good things happening there. Hayden also has a new plan. The more that we see Kearny as part of the Copper Basin, working cooperatively with Hayden and Winkelman, the more our distinctive plan will connect with regional economic development. We will develop our plan with the help of the people from Central Arizona Governments, to which we belong. The really good news is that the plan will involve the people of Kearny by way of meetings, surveys, and focus groups. I can hardly wait until we have our plan and can begin developing the resources to meet our goals.

Kearny Police Officer Gonzalo Mata is being measured for a new ballistic vest by Phillip Roux, owner of Shooter’s World. New vests will be replacing outdated ones throughout the department and are being paid for through an award from the 100 Club of Arizona. Vicki Clark | Copper Basin News

Kearny Police officers were fitted last week for new ballistic vests thanks to the 100 Club of Arizona. With the $6,000

award the Kearny Police Department with be able to purchase ballistic vests for all its full time sworn officers and three for

Kearny Police to receive new ballistic vestsreserve officers. According to Interim Chief Chris Vasquez, the current vests being used by the full time officers have far outlived their expiration dates. “Ballistic vests have a life span of five years,” he said. “After which they should be replaced. Our officers have vests that date back to the 1980’ and ‘90’s. Well past the expiration date. “Without this award the Town of Kearny would have not been able to purchase this needed equipment,” the Chief added. “The morale of the department has really picked up, the officers are like little kids in a toy store.” The Charter mission of the 100 Club of Arizona is to come to the immediate financial aid of the families of an officer

who gave his or her life in the line of duty. As time has passed, the mission expanded and changed. At one time education assistance and medical insurance were provided to survivors. Today besides giving financial support to the families of fallen and injured officers the 100 Club awards funds to police departments to purchase lifesaving equipment. The 100 Club of Arizona is a non-profit organization that relies on donations from citizens to meet its funding needs. Anyone who wishes to contribute to the 100-Club is encouraged to do so. Now that the students are all settled in the classes and things are going well it’s time for reflection. CVIT is proud to announce that their eight college programs (Central Programs) are doing better than ever. “We have experienced 43% growth in our first year student enrollment. We have introduced the brand new Construction Technologies program that is held at Regional Training Center

of Gila Community College. “We are continuing to base our programs on strong curriculum and rigorous instruction,” said Beata Tarasiuk, CVIT’s Executive Program Director. Students and families recognize the quality that CVIT provides and it shows in our student count, which continues to grow from year to year. “Last year we were awarded over $60,000 in grants that allowed us to invest in students’ education

and provide opportunities that were not available previously,” said Pete Guzman CVIT’s Superintendent. Thanks to Freeport-McMoRan Foundation, CVIT was able to fund transportation for Globe and Miami students to their college programs. “We found that transportation is a big issue in our communities,” said Beata Tarasiuk. By pulling resources together, working with Globe and Miami School

Senior Fire Science Program students, Stephen Arthur and Ashlyn Earven participating in class activities.

CVIT classes going well, officials sayDistrict’s superintendents and Freeport Foundation, CVIT was able to fund much needed transportation for underserved students of Globe and Miami. The goal of the transportation grant was to break barriers to education and provide equal opportunity for all students to participate in very popular Central Programs like: Fire Science, Medical Assistant, Nursing Assistant, Construction Technology, Welding Technology, Graphic Design, Cosmetology, and Pre- Engineering Geology. Students who complete two year programs are ready to enter the workforce with a college Certificate of Proficiency and/or industry certification. Students are employable and ready to contribute to society. Many of CVIT’s graduates continue their education to Associate’s, Bachelor’s, and Advanced Degrees.

Officials at Resolution Copper recently announced that the sinking of the number 10 shaft is almost complete. Crews need about 60 feet or less to reach the bottom of the shaft. At completion the shaft will be the deepest shaft in north America. While there is much to celebrate about this milestone, the company also learned of an application submitted by the San Carlos Apache tribe to designate the Oak Flats Campground and Apache Leap as a historic and culturally significant site. The application was submitted to the Tonto National Forest in September. The official process to make this designation takes about six months to a year and is finalized by the keeper of the historic register in Washington, D.C. Pinal County Supervisor Pete Rios was invited by the Forest Service to comment in either support or against the designation as part of the process. Rios submitted a letter opposing the designation and also submitted comments and letters written by community members in Superior as well as elders at the San Carlos Apache Tribe who opposed the designation.

The Bearcats’ football season came to end after last Saturday’s quarterfinal loss to third-ranked Pima. The Roughriders defeated the sixth-ranked ‘Cats, 50 – 6. This was the second straight year the Bearcats suffered a loss in the quarterfinals

of the state playoffs. The Roughriders scored 14 points in each quarter except the second where they scored eight. The Bearcats’ lone score came in the second quarter. Already leading 22 – 8 at halftime, Pima outscored Ray 28 – 0 in the second half. Despite the loss, the Bearcats can take pride in reaching the quarterfinals and

being only one of eight teams still playing last week. The ‘Cats finished with a record of 6 – 4, including 3 – 1 in sectional play, which was good enough second-place. A number of seniors played their last football game for the Bearcats and leave the program with a lasting legacy after back-to-back playoff appearances.

Destry Yocum, Robbin Newman, Triston Gantt, Douglas McPeak, Seth Harmon, Jose Torres, Jacob Pace, and Steven Lucero make up a senior group of players who won 22 games over the last four years. Congratulations to all the Bearcats on a great season and good luck to the seniors who are moving on to the next chapter in their lives.

The 2014 Division V Girls’ Volleyball State Tournament brackets were released last Friday by the AIA. The ninth-ranked Lady Cats’ bid for a State Championship begins Friday,

November 7 against eighth-ranked Joseph City at the Prescott Valley Event Center. The match is scheduled for 8:00 a.m. With a win the Lady Cats will advance to a quarterfinals match later the same day, facing the winner between 16th-ranked Phoenix Christian and top-

ranked Glendale Prep. The quarterfinals match is scheduled for 6:00 p.m. Semi-final and the State Championship matches are scheduled for November 8 at 9:00 a.m. and 4:00 p.m., respectively. The Lady Cats swept the Wildcats on October 22, 3 – 0 (25-18, 25-13, 25-19).

The seniors and other adults in the Hayden and surrounding areas certainly know how to have a wonderful Halloween luncheon. Many attendees are regulars but the room was filled with smiles, good conversations, laughter and great smelling food. Annie Hinojos along with her administrative assistant, Paula Romero, and the area case manager Lisa Martinez spend endless amounts of time preparing for special events for the Hayden Senior Center and the people who attend.

Hinojos compliments her staff and said, “I couldn’t do it without them or the help of the Town of Hayden.” We can only imagine the preparation for some of the events the Hayden Senior Center puts on. There is the processing of paperwork, purchasing the meal items, meal preparation, decorations of the senior center, goodie bags, purchasing items for goodie bags, preparing the goodie bags, and arranging transportation for people who need it. Several seniors dressed up in costumes for the Halloween luncheon and really enjoyed themselves.

Effective January 1, 2015, The Town of Kearny will be increasing the water meter turn-on and turn-off service fee from the current rate of $25.00 to a $35.00 service fee. The increase in the turn-on/turn-off service fee was adopted by resolution during the Town of Kearny Council meeting on Monday, October 20, 2014. The purpose of the increase is to reduce the large number of turn-offs and reconnects, cover the costs of utility operations, and decrease overall delinquencies. Also, starting January 1, 2015 shut-off notices will be

mailed out on the 1st of the month, or nearly as possible, for delinquent accounts with shut-offs to be scheduled for the 10th of the following month, or nearly as possible. If your water has been shut off due to non-payment of a

delinquent bill, the $35 reconnect fee plus the BALANCE IN FULL must be paid to restore water service once your meter has been turned off. PAYMENT ARRANGEMENTS WILL NO LONGER BE MADE. Please note the Town of Kearny utility billing policy is

printed on the back of your monthly utility bill which states “THIS BILL IS NOW DUE AND PAYABLE” and explains our utility billing policy. Water meters shall be read on the 25th day of the month, or nearly as possible, with bills mailed on the first day of the succeeding month, or nearly as possible. Bills are due on or before the 15th day of the following month and shall become delinquent on the last day of that billing month. That’s adds up to about four months of fall color for those of us who are in tune.” Madsen’s favorite places to shoot fall color? “ I have shot fall color at Boyce Thompson Arboretum, Escudilla Mountain, San Francisco Peaks, Mt. Graham, the Catalinas, Galiuros Wilderness, Pinal Mountain and around the Mogollon Rim. My favorite place in Arizona for fall colors is - well, it was - Escudilla Mountain, with its thick stands of aspens interspersed with coniferous evergreens arranging a beautiful palette of colors for fall photography. My second favorite region is the San Francisco Peaks, large stands of aspens with stark white trunks below lofty peaks as majestic as alpine areas in Colorado.” What’s the most common mistake amateur photographs make with autumn foliage photographs? “Photography is individualistic and I don’t like to say there is a right or wrong way to take a picture. I am often amazed at other photographers, even amateur, who have created wonderful images in lighting conditions that are challenging for me. There is room for all of us to learn new approaches from each other. One of my Arboretum students was thrilled to learn that he could take stunning photographs of the fall colors even when the trees were in shade.” Due to improvements in camera technology, over the past decade, they have become smaller, portable and more affordable, leading more women to take photography classes. If you are someone who was intimidated by cost or a lack of technical expertise, or simply being one of the few women in the class, this presents a wonderful chance to learn in a class led by friendly local artists, and, held in one of the most picturesque gardens of the BTA.

There were a few members of the Hayden Junior of Commerce who came to help and also two representatives from the Central Arizona College Leadership helped with serving lunch and cleaning up. Officer Martinez of Gila County Corrections helped Hinojos with the drawings for prizes. Hinojos and her staff held an enjoyable event. The people who attended had a well-rounded, healthy meal and the prize winners won gift bags with candy and other treats. The big prize was a basket filled with Halloween items, a blanket and candy. The atmosphere was very uplifting and people created nice memories. The next Hayden Senior Center events are a Thanksgiving celebration which will be Nov. 14 and a Christmas Party (including Santa Claus) will be held Dec. 12. The Central Arizona College (CAC) Aravaipa campus hosted a fun and informational Palooza Day. The youth from Mammoth STEM School and Hayden High School attended and enjoyed themselves. Visiting students were able to participate in jumping castles, physical and mental games, playing pool, eating, and relaxing in lounge chairs. The youth also met with many representatives from different colleges and the advisors of CAC along with some of the instructors. Thank you to the sponsors for their support: Central Arizona College, Northern Arizona University, Grand Canyon University, University of Phoenix and Arizona State University. The representatives from the schools enjoyed the day spending time with the younger generations and informing them about what is available for their futures. The community looks forward to events such as the Palooza Day and this was certainly a successful day filled with excitement, learning and even a little relaxation!
