Nov portal za iskanje razpisov v okviru evropskih programov

Evropska komisija je objavila nov portal »Funding & Tender Opportunities Portal«, ki bo nadomestil

trenutni »Participant Portal«. Postala bo enotna vstopna točka za iskanje in upravljanje Evropskih

razpisov in javnih naročil. Portal vsebuje novo postavitev in je opremljen z izboljšano funkcijo

iskanja ključnih besed. Novi portal ponuja vse funkcije, ki so bile na voljo na Participant Portalu.

RESEARCH PROFESSIONAL

Univerza v Ljubljani plačuje naročnino za Research Professional, informacijsko platformo, ki se ponaša

z največjo bazo odprtih razpisov na svetu. V bazo je vključenih več kot 12.000 financerjev, ki dnevno

objavijo več kot 350 razpisov za raziskovanje, razvoj, izobraževanje, raziskovalne infrastrukture,

potne stroške, nagrade in druge z raziskovanjem povezane možnosti. Vsi raziskovalci, študentje in

PLATFORMA CROWDHELIX

Platforma CROWDHELIX je namenjena povezovanju akademskih institucij in podjetji pri oblikovanju

kompetitivnih konzorcijev za pripravo projektov na razpise programa Obzorje 2020. Preko platforme,

ki je razdeljena na različna tematska področja (helixes), lahko objavite vaše interese po sodelovanju

ali pa poiščete že obstoječe iniciative oziroma konzorcije, ki iščejo partnerje z določeno ekspertizo.

Opis:

The overall objectives for the Clean Sky 2 programme for the period 2020-2021 are: • To execute the technical content as defined for the two-year period and as

stabilized at the end of 2019 and ensure this is adequately incorporated in the Clean Sky 2

• Development Plan and the grant agreements; • To determine in the course of 2020-2021 the definitive configuration of the

Programme’s major demonstrators and technology development themes • To implement solutions for leveraging Clean Sky 2 funding with structural funds; • To implement an effective and efficient management and governance of the

programme; • To implement an appropriate and agreed approach for each transverse area that

allows for the transversal coordination to be executed and technical synergies to be extracted;

• To implement one further call for proposals and implement within this call the additional and complementary format of “thematic topics” enabling a wide range of competing technology solutions to address broad problem-oriented topics

• To disseminate the information about the last call for proposals (for partners), in order to reach a healthy level of applications and ensure the success of the topics;

• To ensure a time-to-grant no greater than eight months for the calls for proposal in no less than 80% of topics and selected proposals;

• To execute at least 90% of the budget and of the relevant milestones and deliverables;

• To ensure a high level of technical and process integrity in the execution of the programme, including the calls and their resulting selection of CS2 participants; and a

• maximum relevance of research actions performed towards the programme’s objectives.

• To finalise and implement the impact assessment strategy and reference framework for the TE.

Opis:

The Innovative Medicines Initiative (IMI) has now launched its 20th Call for

proposals under IMI2. The Call gives researchers from diverse sectors the

opportunity to participate in ambitious public-private partnerships that will pave

the way for the development of the medicines of the future.

IMI2 – Call 20 was launched on 21 January 2020 and is a standard, two-stage Call

for proposals. It includes the following topics:

Call for proposals 2020 - Fuel Cells and Hydrogen 2 Joint Undertaking (FCH2 JU)

Opis:

The Annual Work Plan 2020 for the FCH 2 JU continues the work initiated in

previous years concerning the development of a research and innovation

programme aligned with the key challenges as identified by the stakeholders in

the Joint Undertaking.

These challenges encompass different areas of research and innovation for each

of the Transport and Energy pillars, as well as Overarching and Crosscutting

activities. A total of 24 topics will be part of the call for proposals, including 8 for

Transport, 9 for Energy, 2 for Overarching and 5 for Cross-Cutting. They will be

grouped into 9 Innovation Actions (IA), 14 Research and Innovation Actions (RIA)

and 1 Coordination and Support Action (CSA).

Actions to boost the development of finance markets for social enterprises

The Directorate-General for Employment, Social Affairs and Inclusion invites proposals for its actions to boost the development of finance markets for social enterprises. These support projects that contribute to the development of a social finance market, by designing and launching financial instruments for social enterprises and generate effective demand for social finance among social enterprises by developing their investment readiness. Two strands are available: • strand A – establishment of social finance partnerships; • strand B – establishment of social finance instruments and mechanisms.

Activities may include analytical activities such as market assessments, mapping projects, assessments of feasibility and suitability of setting up social finance mechanisms, design of methodologies, tools and processes. Other activities include marketing and networking, training activities and capacity building, knowledge dissemination and the replication or adaptation of proven financing or support models.

Healthy ageing with the support of digital solutions

The ERA-Net Active Assisted Living Programme invites applications for its call on healthy ageing with the support of digital solutions. This supports innovative, translational and multidisciplinary collaborative projects that develop ICT-based solutions targeting any application areas within the programme domain. This may include solutions within work and training, for vitality and abilities, leisure and culture, information and communication and assisted living in health and care, living and building, mobility and transport, and safety and security. Solutions must be embedded in the strategies of the participating end-user organisations, service providers and business partners. The following projects are supported: • collaborative projects operating in technology readiness levels 5 to 8 – grants

are worth up to €2.5 million for 12 to 30 months; • small collaborative projects that explore new ideas, concepts and approaches

for ICT-based solutions for older adults – grants are worth up to €300,000 each for six to nine months.

ISFP-2019-AG-THB call for proposals on joint action against trafficking in human beings addressing the culture of impunity

The Directorate-General for Home Affairs, through the Internal Security Fund – Police, invites proposals for its ISFP-2019-AG-THB call for joint action against trafficking in human beings addressing the culture of impunity. This supports projects in the area of anti-trafficking action, in particular aimed at countering the

culture of impunity for all perpetrators. Proposals must address at least one of the two priorities of the call, prevention initiatives targeted specifically at countering the impunity for all actors involved in the trafficking chain, or disrupting the financial business model of trafficking. Projects must focus on: • developing measures, tools and methodologies aimed at intensifying

investigations and prosecutions; • improve cooperation through capacity building and operational actions

including joint investigations; • exchange of best practice and expertise regarding prosecutions and convictions; • training on trafficking in human beings targeted specifically for officials

responsible for investigating and prosecuting the offences.

To enhance the science-policy interface, the JRC has launched the Collaborative Doctoral Partnership (CDP) program to establish collaborations with Higher Education Institutions (HEI) and universities from EU Member States and countries associated to the EU Research Programme Horizon 2020. The partnership will offer opportunities to a new generation of doctoral students, with particular focus on research for policy-making. The Université catholique de Louvain (UCLouvain - Belgium) is keen to host BEWARE (H2020-MSCA-COFUND) post-doctoral fellows, and is currently encouraging submissions to the open call BEWARE FELLOWSHIPS 2. The BEWARE Fellowships 2 program (for BElgian WAllonia REsearcher) is cofunded by the Marie Actions Skłodowska-Curie of the European Commission (COFUND - contract 847587). The applicants must hold a doctorate or demonstrate equivalent research experience (with a minimum of four years). On the closing date for the call for proposals, the researcher must be in a situation of transnational mobility, i.e. have spent less than 12 months in Belgium over the last 36 months on a professional basis and with an employment contract. Scholarships for researchers coming to Poland

The Polish National Agency for Academic Exchange (NAWA) has opened the second edition of the Ulam Programme for post-doctoral scientists who would like to come to Poland to conduct research, teach or gather materials for their work or publications for stays from 6 to 24 months. The scholarship includes a living allowance in the amount of approx. 2400 euro monthly which can be increased by about 500 euro and/or 240 euro for an accompanying spouse and/or underage child. The scholarship also includes a one-off mobility allowance ranging from 1600 euro to 2800 euro depending on the researcher's departure country, which can also be increased in case of the accompanying family members. The Programme is addressed to scientists around the world representing all fields of science.

Opis:

The Joint Programming Initiativs on „Healthy and Productive Seas and Oceans“, „Water challenges for a changing world“ and „Antimicrobial Resitance“ combine their activities in a joint transnational call for research and innovation projects on risks posed to human health and the environment by pollutants and pathogens present in the water resources. The call will support research and innovation projects that establish integrated and cross-sectoral approaches for risk-management combining the research areas of contaminants of emerging concerns (CECs), pathogens and antimicrobial resistance. The whole water cycle, from the source through the river basins and eventually to the estuaries and oceans, has to be considered. The call covers the following thematic areas:

Measuring – Environmental behaviour of contaminants of emerging concern (CECs), pathogens and antimicrobial resistant bacteria in aquatic ecosystems

Evaluating – Risk assessment and management of CECs, pathogens and antimicrobial resistant bacteria from aquatic ecosystems (inland and marine) to human health and environment

Taking Actions – Strategies to reduce CECs, pathogens and antimicrobial resistant bacteria in aquatic ecosystems (inland and marine)

The call is scheduled to open on 17 February 2020 with a two-stage evaluation procedure. Deadline for the submission of pre-proposals will be 16 April 2020. The expected start for funded projects will be in the first quarter of 2021.

New Frontiers in Research Fund (NFRF) opened 2020 Horizon Global Platform Competition

This competition provides funding for Canadian researchers who are partners on Horizon 2020 calls that are eligible under the New Frontiers in Research in Research Fund (NFRF) program and have been awarded Horizon 2020 project funding. Registration deadline: Two weeks after the Horizon 2020 application deadline for an eligible call Application deadline: One month after the review results from a Horizon 2020 call are communicated to the project team A Canadian researcher or research team can submit only one application per funded Horizon 2020 project. It is important to note that the eligibility requirements for NFRF 2020 Horizon Global Platform grants are not necessarily the same as for Horizon 2020. It is expected that the Canadian researcher or research team will be an integral part of the larger Horizon 2020 research team that was awarded a grant. As such, and to demonstrate their importance to the project as a whole, the nominated principal investigator (NPI) and/or their primary affiliation, as defined below, must be a signing partner on the Consortium Agreement for the Horizon 2020 project.

Research in pediatric oncology: post-doctoral fellowships and international mobility grants

Opis:

The French National Cancer Institute (INCa) is the preeminent health and science

agency in charge of cancer control in France. Their call for applications covers all

the fields of fundamental research (solid tumours, onco-haematology, biology,

cancer sciences, human and social sciences, etc.) in paediatric oncology.

The proposal submitted may represent the start of collaboration between two

laboratories or fall within the scope of a pre-existing and previously formalised

collaboration between a French academic research laboratory and an

international research laboratory and concerns projects that may be open to all

disciplines (biology, but also physics, mathematics, chemistry, bioinformatics,

human and social sciences, etc.). The application must present the project in

which it is integrated.

This call for applications is divided into two sections/areas:

Section 1 - Post-doctoral fellowship in France or abroad are aimed at:

• Junior researchers who have obtained a PhD degree in France and wish to take

up a post-doctoral fellowship abroad (duration 12 months).

• Junior researchers who have obtained a PhD degree abroad and wish to take up

a post-doctoral fellowship in France (duration 24 months).

The funding awarded will concern post-doctoral grants, with an additional

operating grant allocated to the post-doctoral researcher’s research work

Section 2 - International mobility grants is aimed at:

• Junior researchers and students (in sciences, in engineering schools, in medicine

or pharmacy) who already have funding in France for a Master 2 Research, a PhD

or a post-doctoral fellowship, who wish to spend a period of 3, 6 or 12 months

abroad as part of their training.

• Statutory or permanent staff (researchers, medical doctors, engineers, etc.)

affiliated with an institution listed in section 3.3 (see below) who have funding

in France, who wish to spend a period of 3, 6 or 12 months abroad to acquire

new expertise for the development of paediatric oncology research projects.

The international mobility grant awarded is intended to fund travel and living

expenses, in addition to an operating grant allocated to the candidate’s research

work during the period spent in the host laboratory abroad.

Their latest work was in replicating the Hypogeum of Hal Saflieni, Tarxien – (https://heritagemalta.org/hal-saflieni-hypogeum/). Description of the Project Idea VR.Heritage.Europe is seeking partners from European Research Institutions, Cultural Organisations, National Heritage Agencies and Universities interested in developing Mixed Reality experiences to prove the concept of digitizing built up heritage sites and make them accessible through Virtual Reality technology, with the specific intention to provide for conservation, archiving, education and archeological study of the sites with minimal

intervention to the site itself. The project will develop a narrative for these sites through stories related to the history of the site throughout the years of its existence. The initiative will also provide for commercialization that will contribute towards the sustainability of the heritage sites themselves, as well as support further digitalization efforts through edutainment, gamification and offering the digital environment in the production of movies and commercials. Thus the project aims to use digitization beyond preservation by providing interactive experiences within the site’s virtual representation. Konferenca v počastitev 100-letnice Univerze v Ljubljani

Univerza v Ljubljani in SBRA sta 15. Januarja v Bruslju organizirala konferenco v počastitev 100te

obletnice Univerze v Ljubljani, ki je potekala v reprezentančni stavbi banke KBC na glavnem

bruseljskem trgu Grand Place. Namen konference je bil promovirati uspehe Univerze v Ljubljani v

Bruslju. Prireditve so se udeležili predstavniki iz znanstvenih krogov, generalnih direktoratov evropske

komisije in diplomati. Udeležence sta pozdravila oba veleposlanika v Bruslju, generalni direktor na DG

RTD Jean-Eric Paquet in evropska komisarka za raziskave Maria Gabriel. Potekala je tudi okrogla miza

o financiranju znanosti, raziskav in inovacij, kjer so udeleženci razpravljali o vlogi univerz, naložbah v

znanosti v Evropi in financiranju raziskovalnih projektov v EU.

Rektor Univerze v Ljubljani dr. Igor Papič je bil kritičen do obstoječega sistema financiranja raziskav, ki

da je preveč zapleten in zbirokratiziran. Tako prijava projekta obsega 150 strani, uspešnost prijave je

na ravni EU nizka. Posebno kočljivo je geografsko neravnotežje. Tako je Univerza v Ljubljani po črpanju

denarja med trinajstimi mlajšimi članicami, ki so vstopile v letih 2004-2013, najboljša, a na drugi strani

je v kategoriji vseh članic na 173. mestu.

V pripravi je razpis Obzorje 2020 za Evropski zeleni dogovor (European green deal)

Predvidoma julija letos bo objavljen velik razpis s temami na področju pravkar sprejetega Evropskega

zelenega dogovora (Green deal).

Načela razpisa so:

Neposreden pomen za cilje Zelene ponudbe; pristop, ki temelji na vplivu; kritična masa okoli nekaj

ambicioznih tem; poudarek na inovacijskih akcijah in demonstracijskih projektih (večina tem);

prednost sistemskim, medsektorskim pristopom; soustvarjanje posameznih

Predvidene teme razpisa:

Razpis bo zadeval majhno število medsektorskih tem, katerih pomembnost bodo državljani

zlahka prepoznali

Razpis bi lahko vključil tudi tematske dejavnosti skoraj v celoti od spodaj navzgor

Razpis lahko obsega približno 8–12 tem v povprečni velikosti približno 80–100 milijonov EUR,

čeprav se lahko velikost posameznih tem razlikuje glede na njihovo naravo in izvedbene

instrumente

Združiti mora inovativne tehnologije, poslovne modele in modele upravljanja ter vedenjske

pristope

Pomembni so vidiki mednarodnega sodelovanja (ciljne regije, omenjene v sporočilu o zelenem

sporazumu - G20 in Afrika… ..)

Razpis je trenutno v začeni fazi določanja tem, februarja in marca bodo potekala usklajevanja na ravni

programskih odborov, prvi osnutek bo predvidoma oblikovan aprila, nato bo potekal drugi krog

usklajevanj, junija gre razpis v medsektorsko obravnavo, objavljen bo predvidoma julija 2020. Rok za

prijavo bo predvidoma januarja 2021.

Nujni poziv univerzam, naj podpišejo zahtevo za zagotovitev denarja za digitalna znanja

Evropska komisija poziva univerze naj pred izrednim vrhom voditeljev o proračunu, ki bo 20. februarja,

prek spletne ankete podprejo njen predlog, da bo v okviru programa Digitalna Evropa v prihodnjem

proračunu EU za obdobje 2021-2027 zagotovljen poseben znesek denarja za razvoj digitalnih znanj.

Evropska komisija za celoten program Digitalna Evropa predlaga proračun v višini 9,2 milijarde evrov,

od tega želi za digitalna znanja nameniti 700 milijonov evrov. Člani lahko dobijo dodatne informacije

na SBRA.

Objavljen je natečaj za najboljše socialne inovacije 2020

Evropska komisija je objavila natečaj za najboljše socialne inovacije 2020. Prijave sprejema do 4.

marca, letošnja tema pa je okolju in družbi prijaznejša moda. Člani lahko dodatne informacije in

pomoč pri pripravi prijave dobijo na SBRA. Pobuda podpira projekte za reševanje najbolj perečih

vprašanj evropske družbe. Komisija omogoči udeležencem izobraževanje, da lahko razvijejo svoje

ideje, trem nagrajencem pa podeli nagrade v višini 50.000 evrov.

Znani so rezultati zadnjih dveh razpisov (Marie-Skłodowska-Curie Actions - MSCA)

Evropska komisija je razglasila rezultate zadnjih dveh razpisov za doktorske in postdoktorske raziskave

oziroma programe v okviru programa Obzorje 2020 (Marie-Skłodowska-Curie Actions - MSCA).

Približno 2500 raziskovalcev, ki imajo potencial za odkritja s prelomnimi učinki za našo družbo in

gospodarstvo, bo prejelo finančno podporo v skupni višini skoraj 387 milijonov evrov.

Do 21. februarja je odprt poziv za prijave izvedencev za ocenjevanje predlogov projektov s področja

energije, ki jih bo Evropska komisija prejela prek razpisov Instrumenta za povezovanje Evrope (CEF).

Na razpis programa Obzorje 2020 s področja energije je prispelo 79 prijav projektov

Evropska komisija je prek razpisa programa Obzorje 2020 s področja čiste in pametne energije za

potrošnike, pametne energetske sisteme za meščane, pametna mesta in skupnosti, pametna letališča

prejela predloge 79 projektov. Na voljo je 178 milijonov evrov, prijavitelji projektov pa prosijo za 614

milijonov evrov.

Evropska komisija je predstavila predlog za izboljšanje procesa pristopa k EU

Evropska komisija v predlogu za izboljšanje procesa pristopa k EU izpostavlja verodostojnejši proces,

večjo politično usmerjenost, dinamičnejši in predvidljivejši proces.

Odprt je poziv za sodelovanje v Vasi za mreženje na Evropskem tednu trajnostne energije

junija v Bruslju

Do 6. marca je odprt poziv za zbiranje prijav za sodelovanje v Vasi za mreženje (Networking Village) na

letošnjem Evropskem tednu trajnostne energije (EU Sustainable Energy Week - EUSEW v Bruslju med

23. in 25. junijem. Vas za mreženje je namenjena posameznikom in organizacijam s področja

energetskega prehoda, da si lahko izmenjajo znanje in dobre prakse. Člani lahko več informacij in

pomoč pri pripravi prijave dobijo na SBRA.

Za predstavitev so na voljo tri možnosti. Prva je interaktivna stojnica na energetskem sejmu, kjer se je

mogoče srečevati z drugimi udeleženci s področja čiste energije. Druga možnost je predstavitev svoje

ideje ali pobude v energetskem laboratoriju in pridobitev nasvetov članov panela, ki so strokovnjaki s

področja trajnostne energije. Tretja možnost je sodelovanje na energetskih pogovorih, kjer je mogoče

predstaviti svoje inovati9vne pobude.

Še vedno je mogoče prijaviti tudi lokalni energetski dogodek maja in junija 2020. Prijave za udeležbo

na politični konferenci v okviru Evropskega tedna energije, ki bo potekala med 23. in 25. junijem, bo

mogoče oddati aprila.

FORECAST je zgleden evropski projekt v okviru boja proti raku

Ob svetovnem dnevu boja proti raku je Evropska komisi9ja kot enega od zglednih raziskovalnih

evropskih projektov predstavila FORECAST v okviru katerega raziskovalci razvijajo inovativne rešitve,

ki bi omogočile posnemanje mikrookolja, ki ga rakave celice srečajo v telesu. Prepričani so, da bi z

razvojem 3D modelov tumorjev lahko pripomogli k učinkovite4jšemu testiranju zdravil in s tem k

boljšemu zdravljenju. Klasični testi namreč ne zagotavljajo dovolj natančnih informacij, kako se rakave

celice odzivajo na zdravila.

Modeli 3D tumorjev, ki jih razvijajo raziskovalci v okviru projekta FORECAST, so narejeni iz

biomaterialov v kombinaciji z različnimi zdravimi in rakavimi celicami. Predstavljajo različne stopnje

raka od nastanka tumorja do širitve metastaz na različne organe. Cilj raziskovalcev je najti rešitev, ki

bo omogočila odkritje in začetek zdravljenja raka v zelo zgodnji fazi.

Evropska komisija pa prek javnega posvetovanja zbira mnenja in predloge o evropskem načrtu za

premagovanje raka, ki ga namerava predstaviti še letos. Za raziskave za preprečevanje in zdravljenje

raka bo denar v proračunu EU po letu 2020 na voljo v okviru novega programa za znanost in raziskave

Obzorje Evropa.

Delovni program Evropske komisije za leto 2020

Evropska komisija je sprejela svoj delovni program za leto 2020. V njem je določila ukrepe, ki jih bo

sprejela v letošnjem letu. V programu je 43 ciljev na šestih ključnih področjih, ki so Evropski zeleni

dogovor, Evropa, pripravljena na digitalno dobo, Gospodarstvo za ljudi, Močnejša Evropa v svetu,

Spodbujanje evropskega načina življenja in Nova spodbuda za evropsko demokracijo. V programu dela

je tudi predvideno, da bo Evropska komisija iz zakonodajnega postopka umaknila ali razveljavila 34

pobud.

Poročilo Evropske komisije o mobilnosti delovne sile

Evropska komisija je sprejela svoj delovni program za leto 2020. V njem je določila ukrepe, ki jih bo

sprejela v letošnjem letu. V programu je 43 ciljev na šestih ključnih področjih, ki so Evropski zeleni

dogovor, Evropa, pripravljena na digitalno dobo, Gospodarstvo za ljudi, Močnejša Evropa v svetu,

Projekt GEROPROTECT za iskanje rešitev za preprečevanje s starostjo povezanih bolezni

Ker se življenjska doba daljša, je vse več s starostjo povezanih bolezni. Evropska komisija je zaradi tega

financira projekt GEROPROTECT, v okviru katerega raziskovalci iščejo rešitve za preprečevanje

tovrstnih bolezni, ki naj bi starejšim omogočile bolj zdravo starost. Ta projekt je nadaljevanje

evropskega projekta ERA, v okviru katerega so raziskovalci razvili tri zdravila, ki bi lahko bistveno

pripomogla k izboljšanju zdravja starejših. Izhodišče obeh projektov je, da je bolje preprečiti kot

zdraviti.
