Hate crimes

Hate crimes are criminal acts committed with a biasmotive. Every hate crime has two elements.

- The first element is that an act is committed that

constitutes a criminal offence under ordinary criminallaw.

- The second element is that the offender intentionallychose a target with a protected characteristic. Aprotected characteristic is a characteristic shared by a
