Malta
Situated squarely in the heart of the Mediterranean, the archipelago of the Maltese islands
comprises three inhabited islands, Malta, Gozo and Comino. They are small but impressively
beautiful and simply unique, combining idyllic surroundings with all the latest in technological,
conference and accommodation facilities.
Malta covers just over 316 km2 (122 square miles) in land area, making it one of the world’s
smallest states. It is also one of the most densely populated countries in the world. Its capital
city is Valletta, which is listed by UNESCO as a World Heritage site. Valletta has also filed its
bid to become the European Capital of Culture for 2018.
The city is named for Grand Master Jean Parisot de la Valette, who succeeded in defending the
island from an Ottoman invasion in 1565. The bastions and ravelins along with the beauty of its
baroque palaces, gardens and churches, led the ruling houses of Europe to give the city its
nickname “Superbissima” — “most proud”.
As a destination for conference travel, Malta offers irresistible advantages: a year-round mild
climate, internationally branded four- and five-star hotels, state-of-the-art infrastructure, and
residents who are, in the absolute majority, fluent in English and Italian, making
communications easy.
Moreover, the island is conveniently close in terms of logistics, no more than two to three
hours’ flight from most European capitals, served by major airlines and linked to main airports.
The country has two official languages – Maltese and English, with Maltese being considered
the national language.

Date and location The sixty-second session of the WHO Regional Committee for
Europe will open on Monday, 10 September 2012 at 9:00 and will
close on Thursday, 13 September 2012. The session will be held in
Malta at the Hilton Hotel in Portomaso, St. Julian’s.

The sixty-second session of the WHO Regional Committee for
Europe will be held in a smoke-free environment.
Moreover, participants should be aware, that a no-smoking rule is
applied to all enclosed public places in Malta.
Registration for participation
Online registration is now required for sessions of the WHO
Regional Committee for Europe, similar to the registration system
in operation for meetings of WHO’s global governing bodies. A
link to access the electronic governing bodies’ meeting registration
system is included in the letter of invitation that was sent to
Member States. This will allow the registration of one focal point
per delegation. The same procedure will apply to all categories of
invited participants.
Once the Focal Point has been entered into the registration system,
he/she will receive by e-mail a unique username and password and
the link to access the registration system. The Focal Point will
register and submit the names of the delegates and attach a copy of
the credentials containing the composition of the delegation.
The Regional Governance Unit at the WHO Regional Office for
Europe will verify the information received from the Focal Point,
which will then be processed to generate both meeting badges and
the list of participants.
At the same time, each participant should complete the Personal
Details and Travel form (Annex A) and return it to the Conference
Coordinator at the Ministry for Health, the Elderly and Community
Care of Malta.
Registration should be completed by Monday, 27 August 2012.
Credentials Credentials should be issued by the Head of State, the Minister of
Foreign Affairs, the Minister of Health or any other appropriate
authority i.e. permanent missions and senior government officials.
Although a copy of the credentials will have been submitted
through the online registration system, Member States are required
to deliver the original credentials to the WHO Secretariat (Regional
Governance Unit) before the opening of the Regional Committee

session.
In accordance with Rule 1 of the Rules of Procedures of the
Regional Committee, no more than two representatives may be
nominated by each Member State. However, alternates and advisors
may accompany representatives.
Registration Registration will start at 19:00 on Sunday, 9 September 2012
during the welcome reception at the Hilton Hotel and will continue
on Monday, 10 September 2012 from 8:00. Badges will be issued at
the registration desk.
A provisional list of participants will be distributed at the opening
of the session. This list will be compiled on the basis of the
credentials received by the Secretariat by 18:00 on Monday, 27
August 2012. Participants are requested to check the information
contained in the provisional list of participants and to report any
changes to the Secretariat for inclusion in the final list.
Seating Delegates will be seated in the English alphabetical order of the
names of the Member States.
Working languages and documentation
The working languages of the Committee are English, French,
German and Russian. Statements made in any of these languages
will be interpreted simultaneously into the other three languages.
The official documentation of the session will be available in
English, French, German and Russian on the home page of the
session (http://www.euro.who.int/RC) from early August.
Documents will not be despatched by post.
Participants are kindly requested to bring all documents to the
session, as hard copies will only be available on a limited scale.
Submissions by delegations
It would be appreciated if delegations wishing to have draft
resolutions distributed to the Regional Committee could hand them
in to the Secretariat early enough, and at least two days before the
proposal is discussed, to allow time for translation, reproduction in
the working languages and circulation to delegations. The
Secretariat is available, upon request; to provide logistic and
editorial or information support as required.
Travel arrangements
Delegates should make their own travel arrangements for both
outward and return journeys. Assistance with such travel
arrangements will be available during the session.

Arrival in Malta A WHO Regional Committee reception desk will be located
outside the arrivals hall at Malta International Airport to assist
participants on arrival and to arrange transport to their respective
hotels.
All hotels are about 14 kms from the airport and the journey time
by car is around 20 minutes.
Local transport Bus shuttles will be organized each day to transfer participants
between their hotels and the Hilton Hotel where the session will
take place, if the hotel is not within walking distance. Transport in
connection with the social events will also be organized.
Participants should check the timetable and notices that will be
displayed in the lobby of their hotels and at the Hilton.
Transportation will only be made available to participants to and
from hotels listed in this guide.
Visas The official WHO invitation letter should accompany any
application for a visa at any Maltese embassy, consulate or other
mission authorized by the Government of Malta to issue visas.
Applications must be submitted at least four weeks before the
start of the Regional Committee session.

Lunches A lunch buffet will be served at the Hilton Hotel from Monday,
10 September to Thursday, 13 September, hosted by the Ministry
for Health, the Elderly and Community Care of Malta.
There will also be two coffee breaks (morning and afternoon)
during these days.
Special dietary requirements should be communicated to the
Conference Coordinator at the Ministry for Health, the Elderly and
Community Care of Malta (Annex A).
Currency Since Malta is a member of the European Union and forms part of
the Eurozone, the currency unit is the Euro (€).
ATMs and cash dispensers can be found in the immediate vicinity
of the Hilton Hotel and the other hotels.

Climate and clothing
Malta has a subtropical Mediterranean climate, with mild winters
and warm to hot summers. Rain occurs mainly in winter, with
summer being generally dry. Even though the average
temperature in September is usually about 25º C, evenings can be
chilly.

Clothing is informal for all occasions.
Electricity supply The electricity supply is 220/240 volts, 50 Hz. The three-pin
rectangular system is used, as in the United Kingdom. Adapters
are very easy to find.
Insurance The Secretariat cannot accept liability for personal accidents or
loss of or damage to the private property of participants and
accompanying persons, either during or indirectly arising from
attendance at the sixty-second session of the Regional Committee
for Europe. Participants should make their own arrangements with
respect to health and travel insurance.
Personal security Even though criminality is not high in Malta, delegates are still
advised to take precautions when moving around and to take care
of their personal belongings.
The police, ambulance and fire emergency number is 112.
Medical services A medical team will be available during the day for the duration
of the session.
Internet café Internet access, fax and printing facilities will be available to
participants during the session. Use of several stationary PCs will
be offered, as well as wireless access for personal laptops in both
the common areas and the individual meeting rooms.
A charging station for personal laptops will be located in the foyer
area of the conference centre.
Online and social media
This year’s Regional Committee session will be webcast live on
the Regional Office’s web site http://www.euro.who.int.
Photographs and video will be taken during the session, and
images and footage of participants and proceedings may therefore
be posted on line.
Participants are encouraged to engage in online Twitter
conversation about the session, using the Twitter hashtag

Major credit cards are accepted by all hotels.
Hotel reservations should be made directly with the relevant
hotels, using the e-mail addresses indicated for each hotel and
quoting reference WHO-RC62 MALTA. Reservations must be
made no later than Sunday, 29 July 2012.
All rates are quoted per night in Euros and are inclusive of
breakfast and all taxes.
Please note that the WHO Regional Office for Europe cannot
undertake to guarantee accommodation and rates for requests
received after 29 July 2012 or those made without using the
reference code.

VISA REQUIREMENTS
Holders of valid passports issued by the following countries are exempt from obtaining a visa for
Malta: Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia,
Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania,
Luxembourg, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia,
Slovenia, Spain, Sweden, Switzerland, and United Kingdom.
Holders of biometric passports issued by the following countries are visa-exempt (90 days in 180
days): Albania, Bosnia and Herzegovina, Montenegro, Serbia and the former Yugoslav Republic of
Macedonia.
Holders of a valid Turkish diplomatic, Service and Special passport are also visa-exempt for 90 days
in 180 days.
Holders of diplomatic passports issued by the following countries are exempt from obtaining a visa
for Malta: Albania, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan,
the Republic of Moldova, Montenegro, the Russian Federation, Serbia, the former Yugoslav Republic
of Macedonia, Turkey, Turkmenistan, Ukraine, Uzbekistan.
However, holders of diplomatic passports who do not require a visa for Malta need to have a Note
Verbale addressed to the Ministry of Foreign Affairs of Malta.
Nationals of the following countries need a visa to travel to Malta:
