BACKGOUND
RCARO has endeavored to develop project since its establishment in 2002
A Project in partnership with UNDP(K) was initiated in 2005 on Post-Tsunami Environment Assessment which began to be implemented from 2006 for 3 years (extended 1 year till 2009)
In 2008, the RCA recommended to extend the project for one more year, during which time RCARO will identify a follow-up project
Search for the new concepts of the RCA-UNDP project has been taken up through 2009
BACKGOUND
At the 31st NRM (Tokyo), RCARO reported its plan to develop a project,
following up the RCA-UNDP project to be finished in 2009, with a schedule (see next slide)
RCARO called for proposal from Member States for identification of the project concepts
RCARO gave several examples of the project concept
BACKGOUND
The Schedule 31 May 2009 : Deadline for proposal from Member States June 2009 : Identification of concepts by RCARO – 6 concept
papers proposed 8 July 2009 Workshop :
5 concepts to be reviewed Recommendation of prioritized list of concepts
August : SAC decision on the fast-track mechanism Project proposal by RCARO Director and SAC to NRs Submission of the proposal to funding agencies
Example Concepts by RCARO
TOPICS SECTOR CONCEPT REMARK
Avian Flu A/F, HH Detection of avian pathways by stable isotopes
IAEA/EU project
Asian Dust A/F,HH, E/E
Application of RCA infrastructure of air pollution to study Asian Dust
UNESCAP/ADB study (2005)
Radiation Mutation
A/F,E/E Application of RCA infrastructure of crop mutation to breed algae
New concept
Climate Change
E/E Application of isotopes and other nuclear techniques
To be identified
Other concepts to be proposed by RCA Member States
Identifications of the ConceptsRESULT RCARO has received no proposal from MSs RCARO had to call for concepts from experts in
Korean nuclear community A few proposals were received from
KAERI KIRAMS Academics
A total of 6 concept papers were received, including some of those suggested as examples
Out of the 6, 5 were listed for presentation and discussion at the Workshop
Additional Proposals Received from Korean Experts
Electron Beam Accelerator Applications
“Electron Beam Applications to Treatment of Environmental Pollutants”
Nuclear Medicine (2 proposals received)
“Improvement of Cyclotron-based Radiopharmaceuticals Production, Quality Control Techniques and its Clinical Application”
“Promoting and Accelerating New Evolving Nuclear Nano-Molecular PET/SPECT Imaging Technologies and Related Cyclotron Technologies in the Region”
Food Irradiation
“Guideline for selecting packaging materials to be used in the food irradiation” (but this proposal was finally dropped by RCARO)
Concept : Nuclear Medicine (1)
Title : Improvement of Cyclotron-based Radiopharmaceuticals Production, Quality Control Techniques and its Clinical Application”
Presentation :
Dr. Kwon-Soo Chun (Korea Institute of Radiological and Medical Sciences)
Evaluation :
Dr. Sang- Eun Kim (Seoul National University – Bundang Hospital)
Concept : Nuclear Medicine (2)
Title : “Promoting and Accelerating New Evolving Nuclear Nano-Molecular PET/SPECT Imaging Technologies and Related Cyclotron Technologies in the Region”
Presentation :
Dr. Sang- Eun Kim (Seoul National University – Bundang Hospital)
Evaluation :
Dr. Kwon-Soo Chun (Korea Institute of Radiological and Medical Sciences)
Concept : Avian Flu
Title :Investigation of Avian Influenza pathways in Asia through research on the migration of wild birds by using stable isotope ratio mass spectrometry (IRMS)
Presentation :
Dr. Kyu-Seok Song (KAERI), assisted by Dr. Jong Yoon Kim (KAERI)
Evaluation :
Dr. Sang-Jin Lee (Korea National Veterinary Research and Quarantine Services, Ministry of Health and Welfare)
Concept : Radiation Mutation of Algae Title :
Development of Productive Strains of Algae by Radiation Mutation
Presentation :Dr. Gwang-Hoon Kim (Director, Institute of Biology, Kong-ju National University)
Evaluation :Dr. Kye-Ryung Kim (Korea Atomic Energy Research Institute)
Concept : Electron Beam Applications Title :
Electron Beam Applications to Treatment of Environmental Pollutants
Presentation :
Dr. Bumsoo Han (President, EB-Tech Co., Ltd)
Evaluation :
Unfortunately, the experts from KAERI could not attend
Extra-Concept : Asian Dust
The feasibility of the concept had been discussed at the RCA-UNDP project meetings held in 2008
The related RCA project (RAS/7/015) set up a plan to discuss it :
IAEA/RCA Meeting on Characterization and Source Identification of Particulate Air Pollution in the Asian Region (13-17 July 2009, Daejeon)
The PLCC could not attend this Workshop, neither the Korean NPC, hence no presentation at this Workshop
Another Extra-Concept : Assessment of Ocean Acidification Effects
The RCA project team involved in marine technology suggested a concept on climate change issues at RCARO request
Main source of the concept is IAEA / MEL where Ocean Acidification study is being conducted by Dr. Ross Jeffree et al.
Dr.Sombrito (PLCC of RCA-UNDP project on tsunami) surveyed
opinions of team which showed positive response at the Kuala Lumpur meeting held 22-25 June 2009
RCARO received the concept paper from Dr. Sombrito by e-mail on 3 July 2009
Screening of Concepts
Screening Criteria
RCA Criteria : (to be covered by Dr. John Easey) UNDP Criteria : (to be covered by Mr. Jin-Seon Park) The Workshop Criteria : Discussion and evaluation for prioritiza
tion
The RCA Criteria Medium Term Strategy of RCA
The UNDP Criteria UN MDGs
How to Prioritize ?
Criteria/
Concept
1 2 3 4 5
A Objective Setting
B Basic Criteria
C Regionality
D Viability
Test A - Objective Setting Are the broad objectives of the Project clearly
stated? Yes/No Are there tightly focussed specific objectives?
Yes/No Is there a clear linkage between the Specific Ob
jective (s) and the problem/need to be addressed. Yes/No
========================================== Any “No” response requires the proposal to be sent back for
revision.
Test B – Basic Criteria
Does the nuclear technique being proposed have demonstrated advantages over conventional methods ? Yes/No
Is technology transfer the major focus of the project? Yes/No
Is the project “needs” driven? Yes/No
Does the proposal duplicate other efforts such as (national projects, non-RCA projects and other cooperative agreements) or duplicate previous RCA Projects ? Yes/No
==========================================================Any “No” response will mean rejection.
Test C – Regionality How many RCA Member States have identified the concept area a
s a priority in their CPFs? How many RCA Member States have national projects in the prop
osed area? Is the nomination of participating countries appropriate? Yes/No/
Send back Is there sufficient technological capability and capacity in the MS
s and support from the National Authorities to make the achievement of sustainability realistic within a reasonable time frame? Yes/No/Send back
==============================================Insufficient support means rejection.
Test D – Viability Is it an extension of a previously implemented R
CA? Yes/No If so what is the new dimension and is it important? Yes/No
Is the Project of sufficient size to achieve high impact? Yes/No
Is there a reasonable chance of achieving sustainability? Yes/No
Does the Proposal have to potential for significant TCDC? Yes/No
================================= Insufficient support means rejection
