    ThefollowingstatementisbeingreleasedbyChiefSuperintendentBrianBrennan,CriminalOperationsOfficer,RCMPNovaScotiaandDeputyChiefBillMoore,HalifaxRegionalPoliceRCMP/HRPconcludeinvestigationintoallegedabuseofformerresidentsofNovaScotiaHomeforColoredChildrenTheIntegratedRCMP/HRPInvestigationTeamhasconcludedtheirinvestigationintoallegations

    ofphysicalandsexualabuseofformerresidentsoftheNovaScotiaHomeforColoredChildren.

    InMarch2012,theRCMPandHRPreleasedastatementencouragingindividualswithdirect

    informationonallegedabusetocomeforwardtospeakwithpolice.Aninvestigativeteamwas

    formedshortly

    after

    to

    focus

    solely

    on

    these

    allegations.

    We

    understand

    that

    asignificant

    periodoftimehaspassedsincetheseallegedinstancesofabusetookplaceanditmayhave

    beendifficultforpeopletodiscussthisverychallengingtimeintheirlives.However,wewere

    encouragedbythenumberofpeoplethatcameforwardtospeakwithpolice.Theteamdidan

    exceptionaljobconductingathoroughinvestigationandvariousavenuesavailablefor

    investigativeperusalwereexamined.

    TheinvestigativeteamtraveledthroughoutNovaScotia,NewBrunswick,Quebec,Ontarioand

    Albertatopersonallyinterview40complainants.Possiblewitnessesandthosewithpotential

    informationon

    the

    allegations

    were

    also

    interviewed

    in

    an

    effort

    to

    corroborate

    statements

    andgarnerfurtherevidence.

    TheInvestigativeTeamhasdeterminedthattheevidencebroughtforwarddoesnotsupport

    thelayingofcriminalcharges. Theinformationobtainedwasunabletobecorroboratedto

    meetthethresholdthatwouldformulatereasonableandprobablegroundstolaycriminal

    charges.Itisimportanttounderstandthatinorderforpolicetolaychargesinanyinvestigation

    thesegroundsmustbesupportedbyevidencethatwillwithstandthescrutinyofthecourt

    process.

    This

    investigation

    warranted

    only

    limited

    consultation

    with

    the

    Nova

    Scotia

    Public

    Prosecution

    Serviceduetoalackofreasonableandprobablegroundstolaycharges.

    Throughouttheinvestigation,someindividualswereearliernotifiedthattheircaseswouldnot

    beinvestigatedfurther.Thiswasdeterminedbytheinabilitytogathersufficientevidenceto

    supportandsubstantiatecriminalcharges.Manyyearshavepassedsincesomeofthe

    allegationsweretohavetakenplaceandsomeofthoseallegedtohavecommittedcriminal

    actshavesincepassedaway.

    Weappreciatethecooperationofthoseinvolvedinthemanyaspectsofthiscaseaswellasthe

    patienceand

    understanding

    of

    the

    public

    while

    the

    investigation

    was

    ongoing.

    There

    continues

    tobeaconsiderableamountofpublicinterestinthismatterandwestronglyencourageanyone

    whohasntspokenwithpoliceandwhohasdirectinformationonallegedabusetopleasecome

    forward.
