The meeting aims at discussing updates based on the action points and agreements in the 7 April CPWG Meeting. 1. Dissemination of CWC-DILG JMC 2020-001

The dissemination should be done through social media, traditional platforms) to address continuing concerns on handling children/ curfew violations

The discussion of the JMC is included as one of the agenda in the Child Protection – Gender-Based Violence Webinar on 6 May, 10AM-1230NN. The webinar will also include UNFPA’s discussion on GBV concerns and CHR on arbitrary arrest of children violating curfew.

Development of CP COVID referral pathway

CWC to convene core group: CWC, UNICEF, Save the Children, Plan, CFSI, Childfund, PNP WCPC

Dissemination through social media, traditional platforms & PNP WCPC

The concept note of the referral pathway has been developed, for DOH final comments/ concurrence. CWC presented the current draft during the meeting. Members to input on the revised draft on or before Friday, 24 April, 12NN. Next step would be the development of visual template / social media cards for wider dissemination.

IBP-PMA position on disclosure of patients’ personal details

The NCPWG to determine way forward on the next meeting.

b. Plan - working with the UNDP and FB on a PH kontra COVID survey. They have raised the concern on collecting personal information from individuals and their communications team is also coordinating with the DOH.

c. PNP WCPC – observes

guidelines and protocols in protecting the privacy of the victim survivor of VAWC and other GBV victims, ensuring the confidentiality of their information. This can be discussed in the webinar to inform their lower units.

d. DepEd – direct

coordination with the DOH and LGUs on monitoring of COVID 19 cases. A memo was issued to report such cases and how to maintain the privacy of the information being gathered. School Health Division / health personnel at the Division Offices of DepEd are the assigned focal persons.

e. DSWD PMB – release of a

guideline on running residential care facilities for newly rescued survivors

Action Points

CHR to share a copy of the advisories issues by their regional offices for guidance of the CPWG.

DSWD to share a hyperlink on the guidelines, this can be integrated in the referral pathway.

NCPWG to explore on the common messaging/ promotion for the Confidentiality and the possibilities and advantages of co-branding.

A core group represented by CWC, UNICEF, Save the Children, DepEd, PNP, DSWD, World Vision, Plan and UNFPA will be convened on 30 April, 2PM via zoom to craft the key messages.

A. Updates from the RCPWGs – Region I, II, IV-A, V, VI, VII, CAR

CHD CALABARZON’s Issuance of Advisory No. 13 addressed to all PHO, CHO, National Immunization Program Coordinators and Provincial Health Team Officers on the Continuation of Routine Immunization During ECQ.

For region 5, all violations on milk code (as seen in social media) were reported to NNC RO 5

Region V

Concerns on the DOH Memo No. 2020-0146 Clinical Approach on Management of COVID19 in Pregnancy and Newborn/ EO 51-Milk Code Online petition of Breastfeeding Pinay to review the DOH Memo No. 2020-0146 Clinical Approach on Management of COVID19 in Pregnancy and Newborn with regards to separation of the newborn from the mother.

The petition also cited some experiences of mothers who gave birth during the pandemic. Accordingly, the DOH follows China’s Blanket Approach (newborn is separated from the mother) instead of practicing Unang Yakap and Rooming In especially among CS delivery. This hinders the initiation of breastfeeding.

Baguio City protocol in handling minors violating curfew is still being followed during the ECQ.

packs with vegetables, meat and eggs to pregnant/lactating mothers, CWD, and malnourished children

DREMD PDO of Mountain Province confirmed that PUI and PUM children already completed their quarantine period. There are no positive cases of children in the province.

DOH has not yet provided age-disaggregated data but Baguio City real time monitoring of cases (per age group) are as follows: 10 years old below: 258 female

and 315 male PUI and PUMs

Abra, Apayao, Ifugao, Kalinga, and Mountain Province are still Covid-19 Free

11 to 20 years old: 161 female and 155 male PUIs and PUMs

Region II

As of 22 April, Cagayan, Isabela, Nueva Vizcaya has no new reported cases.

Quirino and Batanes remains Covid-free.

Region V

17-year old COVID Positive from Naga City - patient was admitted in the BMC Hospital with symptoms since April 18. Exposure is still being established.

Region VI

Children affected includes (5) PUM and PUIs with the following breakdown: Below 1yo – 11 1-10yo – 33 11-20yo – 34

Zero Confirmed Case

DOH do not have data of the PUM, LGUs are to submit data to the provinces, however, due to the social amelioration program implementation, the submission of data was set aside

CSAC who were turned over also violated the ECQ, hence before the repatriation to their parents, they will be subjected to a 14-21 days quarantine in an LGU facility.

Region VII

Feedback is based on the Press conference of Mayor Labella on April 20, 2020.

Cebu City Health Office, DOH, Brgy Officials, PNP and agreed to have an Organized Brgy. Isolation Center in all Brgys of Cebu City which is the School. After the massive testing, those asymptomatic but with positive results will be placed on the designated isolation center, under continuous monitoring by the City Health Doctors

Isolation/Quarantine Center: Sacred Heart Bayanihan Center with 50 beds capacity start receiving referrals for those patients with mild symptoms and will bring the patient to the hospital once needed. This facility has a negative pressure isolation area an equipment that can filter the virus. Front liners will have an isolated building within the compound of the said facility. There are also other Quarantine Center such the North Reclamation Area North Facility among others.

As of 21 April, the transfer of asymptomatic patients from Sitio Zapatera started. Patients were brought first to Cebu City Medical Center for check-up then to the isolation center in Barangay Luz Elementary School.

The DSWD team composed of RSCWC, RJJWC, and RCAT-CP-VAWC Secretariats fetched the children and had a briefing

with the Chief of Police and LSWDO to clarify the details of the case and to explain the provisions of RA 11188, noting that CSAC are considered victims and no case should be filed against them.

Facilitated the turn-over of 5 CSAC in the Province of Iloilo to the Province of Antique – Sibalom, Antique Crisis Center since there is no available facility in Miagao.

B. Updates from NCPWG members on COVID response

Agencies / Organizations Updates Action Points

CWC PAP provided a List of Centers Offering Free Online Psychological Services during the COVID-19 PANDEMIC.

The PAP conducted TelePsychology during COVID-19 Crisis: Ethical and Practical Tips Webinar for PAP members who want to gain knowledge on how to conduct a TelePsychology during COVID-19 crisis.

Ms. Estal shared the list to the CPWG members.

A Webinar on Adolescent Health During COVID-19 will be held on 30 April,10AM - 12PM. Topics are on the physiological effects of COVID-19 to adolescents, mental health, and online engagement of adolescents to be jointly hosted by UNICEF and CWC.

CWC also requested the NCPWG to refer possible resource speaker on mental health

CWC to conduct a mapping of the webinars to synchronize the schedules and responses to different issues.

DSWD PMB and DRMB DSWD hotline 9413151 was introduced to cater to PSS-related concerns in the areas of NCR. Other regional centers are advised to set up their hotlines too. DRMB – disseminated a copy of the CWC-DILG JMC to the regional offices with an emphasis to ensure protection of vulnerable group including children during the quarantine. DRMB mentioned the activation of the Barangay Violence against Children Group to prioritize the needs of nutrition of infants and young children in the distribution of relief goods.

CHR E-Lawyering during COVID ECQ – they can ask legal concerns through mobile numbers and email provided.

CP cases received by the CHR are related to sexual violence / GBV. Some of the services were deferred after the ECQ which causes discouragement of victims to report.

C. Other Matters

CWC and UNICEF forwarded CPTCSA’s intent to be involved in the NCPWG to address the child protection related concerns. The NCPWG’s terms of reference requirement an agency/ organization to have an emergency response portfolio and nationwide network to qualify as NCWPG member. The NCWPG agreed to decline their request. Instead, the CPTCSA as an active member of CWC Sub-Committee on Sexual Abuse and Commercial Sexual Exploitation of Children (SC SACSEC) can raise their child protection concerns through this group and can be forwarded to NCPWG later.
