INTRODUCTION
This Construction Completion Report (CCR) documents construction activities completed at the
Wetland Demonstration Area 1 under the Final Wetland Demonstration Area Design
Report/Work Plan (DR/WP) (Atlantic Richfield Company, 2014). All activities for the Wetland
Demonstration Area site reclamation project were completed by the Atlantic Richfield Company
(Atlantic Richfield) in accordance with the U.S. Environmental Protection Agency (EPA) and
Montana Department of Environmental Quality (DEQ)-approved Final Wetland Demonstration
Area Design Report/Work Plan (DR/WP) (Atlantic Richfield Company, 2014).
Site Location and Background
The Silver Bow Creek/Butte Area National Priorities List (NPL) Site is located in the upper
Clark Fork River watershed and includes portions of Butte and Walkerville, Montana. The EPA
designated the original Silver Bow Creek site as a Superfund site in September 1983, under the
authority of the Comprehensive Environmental Response, Compensation, and Liability Act
(CERCLA). The EPA expanded the Silver Bow Creek site to include the Butte area in 1987.
The NPL is comprised of seven active operable units including the Butte Priority Soils Operable
Unit (BPSOU).
The Wetland Demonstration Area is an 8.9-acre parcel of land located between Montana Street
and Kaw Avenue and north of George Street in Butte, Montana. The site consisted of 11 lined
and unlined ponds used to collect water from the Metro Storm Drain (MSD) and test various
treatment modalities. The ponds were interconnected with underground infrastructure consisting
of pumping and piping systems with flow controls, electrical and communication wiring, and
sampling systems.
The EPA-issued BPSOU Record of Decision (BPSOU ROD) (EPA, 2006) stipulates in Section
12.1.2 that, “The sedimentation basin/former wetland demonstration project area near the
intersection of Kaw Avenue and George Street shall also be reclaimed according to the intended
future land use, and may be used as a potential storm water retention/detention basin under the
Surface Water Management Program.”
As part of the BPSOU, the EPA issued a Unilateral Administrative Order (UAO) (EPA, 2011)
describing remediation work to be completed within a certain time frame. Exhibit 3 of the UAO
Section 2.3 (Ground Water) stipulates that, “The wetlands demonstration area near Kaw Avenue
and George Street will be used for the construction of an emergency over flow pond (a minor
modification to the 2006 BPSOU ROD- see page 12-34 of the ROD)).”
The BPSOU ROD (EPA, 2006) originally required reclamation of the area and/or consideration
of the area as a potential catch basin. The 2011 Butte Priority Soils Explanation of Significant
Differences (ESD) noted that the area would be used for an overflow pond instead of being
considered for a catch basin. Subsequent to the ESD being issued by the EPA, the remedial
design process for the MSD Interception System included constructing a redundant transfer pipe
from the MSD to the Butte Treatment Lagoons (BTL), which reduced the necessary size for the
overflow pond. Both the redundant pipe and the smaller emergency construction overflow pond

were designed as part of the remedial action described in the Draft Final Metro Storm Drain
(MSD) Pump Station Upgrades Work Plan (Atlantic Richfield Company, 2013) and the Final
Wetland Demonstration Area Design Report/Work Plan (DR/WP) (Atlantic Richfield Company,
2014).
Construction Completion Report Contents
This CCR contains, or incorporates by reference, the following information:

DESCRIPTION OF CONSTRUCTION ACTIVITIES
This section contains a detailed description of all major tasks associated with the Wetland
Demonstration Area reclamation pertaining to the Final Wetland Demonstration Area Design
Report/Work Plan (DR/WP) (Atlantic Richfield Company, 2014). Included are construction
activities associated with the following:
Removing the infrastructure associated with the former Wetlands Demonstration Program
activities;
Reclaiming the area used by the former Wetlands Demonstration Program as described by
the BPSOU ROD (EPA, 2006) and illustrated by Exhibit 19 of the Allocation and Settlement
Agreement and mutual release of claims by and between the City and County of Butte-Silver
Bow and Atlantic Richfield Company (BP, 2006); and
Constructing a dewatering pond as directed by the EPA.
The Wetland Demonstration Area reclamation work began on September 3, 2014, and was
substantially completed on June 2, 2015. Final project punch list items were completed on June
10, 2015. The sections below contain the detailed project task descriptions. Table 1 summarizes
all construction activities in a schedule format.

Mobilization/Demobilization
Equipment mobilized on September 3, 2014 and continued throughout the project as equipment
was needed. Demobilization continued throughout the project as equipment was no longer
needed and was completed by June 10, 2015.
Utility Location
The existing utilities within the Wetland Demonstration project area consisted of underground
electrical lines, overhead electrical lines, sanitary sewer piping, potable water, and irrigation and
sprinkler lines. The former Wetlands Demonstration Program infrastructure included buried
electrical and communication lines, piping systems, valves, monitoring equipment, pond lining
systems, sampling systems, flow controls, and manholes.
Prior to construction, the approximate location of existing utilities were located and marked
using stakes, flags, and paint. A blind sweep search was then conducted to locate any unknown
utilities or anomalies within the Non-Isolation Area. The utilities within or leaving the Non-
Isolation areas were potholed to obtain their actual location and depth. The locations of all area
utilities are shown on the As-Built Construction Drawings provided in Appendix A.
Infrastructure Removal
The former Wetlands Demonstration Program infrastructure included buried electrical and
communication lines, piping systems, valves, monitoring equipment, pond lining systems,
liner cover materials, sampling systems, flow controls, and manholes. These infrastructure
items were excavated, dismantled, and disposed of in the Mine Waste Repository (MWR)
along with any impacted materials developed during the excavation process.
Cover material, liner, and infrastructure were removed from the Kaw Avenue Pond without
damaging or eliminating the pond structure. The Bypass pipeline buried in the west dike, as
shown in the original design drawings was abandoned in place. The ends of the 8-inch high
density polyethylene (HDPE) pipe were capped using a mechanical joint restraint and cap.
The split-rail fence surrounding the pond was removed and disposed. Existing infrastructure that
was removed includes the intake piping, intake valve control manhole, valves, bypass piping,
discharge piping ports, discharge piping, concrete pad, discharge valve control manhole,
distribution box, and distribution valves.
All necessary excavations for removing infrastructure were conducted according to the
policies outlined by BP-Remediation Management (RM) and the Occupational Safety and
Health Administration (OSHA). All excavations were backfilled with native soils,
compacted, and graded to match final site contours.
Due to the quantity of buried abandoned cables and pipes existing from the historical operation
of the former Wetlands Demonstration Program and the current live utilities, the work area was

broken into Isolation Areas and Non-Isolation Areas. The boundaries of the Isolation Areas and
Non-Isolation Areas used during construction are shown on the As-Built Construction Drawings
(Appendix A).
2.3.1 Non-Isolation Areas
Non-Isolation Areas were defined as all areas outside of the Wetland Demonstration area fence
line and those areas inside the Wetland Demonstration area fence line within 25 feet of any
known live or potentially live utility. Underground utilities (live and abandoned) were located
and clearly marked prior to excavating and removing the Wetland Demonstration area
infrastructure. Non-Isolation Areas followed all aspects of BP-RM Ground Disturbance Defined
Practice (BP-RM, 2012).
2.3.2 Isolation Area
Isolation Areas were defined as areas to be excavated within the Wetland Demonstration area
fence line that had previously documented infrastructure components such as piping systems,
valves, monitoring equipment and/or disconnected electrical and communication lines and were
farther than 25 feet from any known live or potentially live utility. To facilitate removing the
infrastructure components within the Isolation Area, ground disturbance procedures as outlined
in the BP-RM Ground Disturbance Defined Practice (BP-RM, 2012) were not be followed due to
the following site conditions:
Existing electrical lines and communications lines to be removed within the work area had
been previously abandoned or otherwise disconnected;
All former Wetland Demonstration Program piping systems were non-pressurized and were
used in the conveyance of groundwater only;
Based on as-built drawings, locating buried infrastructure components could be determined
or identified in the field based on component materials (e.g., polyvinyl chloride [PVC]
pipes); and
Excavation areas are located greater than 25 feet from any documented underground
structure/utility whose exact location, depth, size, and alignment was to be verified.
2.3.3 Utilities Termination
Electrical service to the property was terminated at the meter following Butte-Silver Bow (BSB)
and State of Montana electrical code and was performed by a licensed electrician. The overhead
electric line to the drop pole on the property was left in place for future use.
The service sewer line that connected the operations trailer and the main sewer was terminated
approximately 10 feet from the manhole connecting it to the main sewer line. Jordan
Contracting, Inc. (JCI) exposed and cut the service pipeline and constructed a concrete plug in
the pipe to be abandoned. JCI coated the exterior of the concrete plug with two coats of
waterproofing as directed. The location and typical construction of the plug is shown on the As-
built Construction Drawings (Appendix A). The service sewer line was removed and discarded.

The 0.75-inch service water line that connected the operations trailer and the Kaw Avenue water
main was terminated and removed. The termination of the 0.75-inch water service line was
accomplished by exposing the curb stop located off the Kaw Avenue water main, turning the
stop off, disconnecting the service line from the curb stop, inserting a plug on the exposed end of
the curb stop, and backfilling the excavation to finished grade. A steel marker painted blue
designates the location of the disconnection site.
2.3.4 Removal and Disposal of Chain-Link Fence
The 6-foot security chain-link fence that was removed included 261 feet of the north-south leg
along the western border of the work area and 70 feet of fencing along Kaw Avenue beginning at
the Poore-Wilde walking trail and heading north. JCI removed the mesh wire, supports, fence
posts, and concrete associated with the existing fence. The mesh and any useable bracing or
hardware was transported to the Parrott Yard for storage. Posts and concrete were hauled to the
MWR for disposal. JCI backfilled the resulting voids with clean fill material sourced within the
work area.
KAW AVENUE POND CONSTRUCTION
The former Wetlands Demonstration Program surge pond (Kaw Avenue Pond) on the eastern
end of the property was modified for use as an emergency construction overflow pond to satisfy
the conditions of the BPSOU ROD (EPA, 2006) and UAO (EPA, 2011). The existing Wetland
Demonstration infrastructure was removed or abandoned. A new geosynthetic clay liner (GCL)
was installed over and covered with material sourced from the Anaconda Smelter stockpile
located in Anaconda, Montana. A riprap apron was installed in the southeast corner of the pond.
The entire pond structure was enclosed with a 6-foot chain-link fence and is accessed by a 16-
foot wide double panel gate. 2.4.1 Geosynthetic Clay Liner, Cover Material, and Riprap Installation
JCI removed the existing cover material and liner system and hauled the material to the MWR.
Subgrade material was placed, smoothed and compacted to level the subgrade. The pond slopes
were hand raked to remove any protrusions. Bentomat ST GCL was installed following
manufacturer’s directions. The 15-foot panels were placed with the longitudinal seams running
parallel along the slope when possible. A 12-inch overlap at the panel seams received a
continuous bead of granular sodium bentonite to seal the overlap seam. The GCL was anchored
to the outside perimeter of the pond as detailed on the As-built Construction Drawings
(Appendix A).
The GCL cover material consists of 1-inch minus non-angular aggregate placed at a minimum
18-inch depth along the bottom and perpendicular to the slopes. The top of the pond received a
12-inch cover which was sourced from the Smelter Hill stockpile.
A riprap apron was installed in the southeast corner along the south slope of the Kaw Avenue
Pond. The riprap apron consists of a uniform 1-foot thick layer of riprap underlain with
geotextile fabric. Riprap material was sourced from the West Side Soils stockpile.

2.4.2 Gravel Access Pad and Traffic Barriers
A gravel access pad was constructed as an entrance/exit approach to Kaw Avenue as shown on
the As-built Construction Drawings (Appendix A). Construction of the gravel access pad was
completed by removing 12 inches of native material and placing the excavated material in the
adjacent regrading area. The subgrade was compacted prior to installing the Geotex® 801
geotextile. Two 6-inch lifts of 0.75-inch road base was placed, graded, and compacted.
Decorative boulders were placed to act as traffic barriers. The access box for the communication
utility line that parallels Kaw Avenue was upgraded to a traffic-rated unit by the utility owner.
2.4.3 Chain-Link Security Fence and Gate Installation
As an Institutional Control (IC) approximately 475 linear feet of 6-foot security chain link fence
was installed to enclose the Kaw Pond. The newly installed fencing was attached to the existing
fencing along Kaw Avenue. Access to the Kaw Pond is available through a dual panel 16-foot
security gate located in the southeast corner of the pond near the riprap apron. One
“AUTHORIZED PERSONNEL ONLY” sign is affixed to the south fence.
Regrading
Following the removal of the buried infrastructure and pond lining systems, all disturbed areas
were graded as necessary to approximately restore the contours of the pond structures and
infrastructure removal areas to blend with the contours of adjacent areas.
Subgrade soil samples were tested for pH and metals content of all areas to be revegetated.
Twenty-five (25) samples were used to determine the cover type. Areas that had a pH of less
than 5.5 and/or metals concentrations exceeding the open space parameters of the BPSOU ROD
(EPA, 2006) received a 2-inch layer of limestone and a 12-inch layer of Helehan Borrow
material. All areas then received a 6-inch cover of growth media. Sheet C12a-AB of the
Construction Drawings shows the areas of each remedy. Locations of the XRF samples and the
results can be found in Appendix C.1: Field Data.
2.5.1 Surface Leveling and Smoothing
Existing pond berms were pushed into the pond cavity. Any pond slope (excluding the Kaw
Avenue Pond) greater than 3 Horizontal (H):1 Vertical (V) was reduced to a 3H:1V or flatter as
shown on the As-built Construction Drawings (Appendix A). Additional material from the
Helehan Borrow Area was placed in Pond 4 and Pond 7 to raise the depression floor elevation
approximately 2 feet above the median groundwater elevation to eliminate water ponding.
2.5.2 Limestone Acquire and Install
Following surface leveling and smoothing, areas designated to receive limestone application
were delineated in the field. A minimum 350 tons/acre (approximately a 2-inch thick layer) of
limestone were placed on the designated areas. Total area receiving the limestone layer was
69,354 square feet.

2.5.3 Helehan Borrow Installation
All areas that received limestone as described in Section 2.5.2 also received a 12-inch cover of
Atlantic Richfield Company (Atlantic Richfield)-provided materials sourced from the Helehan
Borrow Area. A 14-inch loose lift of Helehan material was placed over the limestone to achieve
a 12-inch settled thickness of material. The Helehan cover edges were blended into the
surrounding contours. Total area receiving the 12-inch Helehan Borrow material layer was
134,916 square feet.
2.5.4 Growth Media Acquire and Install
JCI was required to install a 6-inch layer of growth media meeting the specifications for cover
soil found in the Butte Hill Revegetation Specifications. An 8-inch layer of Helehan Borrow
material was placed over all areas requiring revegetation to achieve a 6-inch settled layer.
Compost material from EKO Compost was hauled, spread, and incorporated into the top 6 inches
of the Helehan Borrow material. Final organic content of the growth media sampled was 1.94%.
Laboratory results for the organic testing can be found in Appendix C.1: Field Data. Total area
receiving growth media was 305,811 square feet.
REVEGETATION
Revegetation was completed on approximately 7 acres that were disturbed by construction
activities. Areas accessible for revegetation equipment were drill seeded. Inaccessible areas
were broadcast seeded at double the drill seed rate.
Revegetation included preparing seedbeds, and applying fertilizer and seed. Excessively tight or
compacted soils were loosened to a minimum depth of 4 inches by disking using a standard
tractor and disk. Fertilizer application was completed using a standard tractor and fertilizer
spreader and a standard tractor and disk. Seed application was completed using a standard
tractor and drill seeder. The Butte Hill 1997 Primary Seed Mixture was used and the seed mix
submittal is provided electronically in Appendix C.2. A cover crop of spring barley was added
to the seed mix in lieu of using straw mulch. The use of spring barley was approved in Request
for Change (RFC)-2 which is included in Appendix B.1.

Work Plan Completion Form
Representatives from Atlantic Richfield, the EPA, and Pioneer Technical Services, Inc. (Pioneer)
completed a site walk-through on June 2, 2015. Outstanding work items were listed for
completion. All construction work items were completed on June 10, 2015. The signed Work
Plan Completion Form is provided in Appendix B.1.

Project logs containing daily construction activities and other project information were
completed and reviewed by the on-site EPA representative. The contractor completed daily
contractor logs containing daily construction activities and other contractor information. All

Project Meetings
Construction progress meetings between Atlantic Richfield, Atlantic Richfield contractors, and
the Agencies pertaining to the Wetland Demonstration Area site reclamation construction
activities occurred bi-weekly. Meeting notes for all relevant meetings, including the weekly
Construction Progress Meeting minutes, are provided in Appendix B.4.
Project Schedule
A project schedule depicting the overall schedule for the Wetland Demonstration Area site
activities including start dates, completion dates, and duration of each task is shown in Table 1.

The Technical Specifications (Appendix B of the Final Wetland Demonstration Area Design
Report/Work Plan [DR/WP] [Atlantic Richfield Company, 2014]) for the construction work

Deviations
Deviations from the Final Wetland Demonstration Area Design Report/Work Plan (DR/WP)
(Atlantic Richfield Company, 2014) are shown on the As-Built Construction Drawings
(Appendix A), documented on daily project logs (Appendix B.3), and summarized as follows:
During the pre-bid meeting, it was decided to leave the fence along the north perimeter and
Kaw Avenue to the southern edge of the Kaw Pond. The fencing installed to enclose the
Kaw Pond was changed from 8 feet to 6 feet to match the existing fencing.
During the utility locate exercise, a telephone line was discovered that was not on the plot
plan. This telephone line branched off the main line along Kaw Avenue and ended in the
location of the field office. The abandoned line was removed during infrastructure removal.
A section of the western fence was left in place. The southern 70 feet was left in place to
secure the access road to the Horseshoe Bend outlet structure.
An additional liner and treatment media were discovered in Pond 4 during infrastructure
removal which lowered the pond floor approximately 1 foot. Helehan Borrow material was
hauled and placed in three 1-foot lifts to raise the final pond depression 2 feet above median
groundwater elevation.
Following placement and grading of the 6-inch growth media over the sanitary sewer line
that runs north-south through the work area, BSB crews excavated a portion of the line to
complete repairs unrelated to the reclamation work. The BSB crews backfilled the
excavation and replaced the growth media.
SAFETY AND ENVIRONMENTAL CONSIDERATIONS
Safety
The health and safety documentation for the Wetland Demonstration Area reclamation was
incorporated into the Butte Priority Soils Operable Unit Site-Specific Health and Safety Plan
(Pioneer, 2015) and the Site Specific Health and Safety Plan: Wetland Demonstration Area Site
Reclamation (Jordan Contracting Inc., 2014). The project safety requirements are provided in
Appendix D and are briefly described in the following sections.

5.1.1 Safety Meetings
Safety meetings discussing safety information relevant to the Wetland Demonstration Area site
reclamation construction activities were held on a daily basis.
5.1.2 Personal Protective Equipment
Personal protective equipment (PPE) required for workers depended on each task activity
throughout the project. The minimum level of protection was Level D and consisted of steel-
toed boots, long-sleeved shirts, eye protection, reflective vest, hardhat, and gloves.
5.1.3 Lost-Time Accidents
No lost-time accidents occurred during the Wetland Demonstration Area site reclamation
construction activities.
5.1.4 Recordable Incidents
No recordable incidents occurred during the Wetland Demonstration Area site reclamation
construction activities.
Environmental Considerations
5.2.1 Dust Control
Fugitive dust emissions as a result of construction activities were controlled using water trucks.
Periodic wetting of the surface materials controlled the dust on the haul roads, in the grading
areas, and in the loading operation areas.
5.2.2 Migratory Birds and Endangered Species
No migratory birds or endangered species were encountered or documented during the Wetland
Demonstration Area site reclamation construction activities.
5.2.3 Existing Wetlands
No wetlands were encountered or documented during the Wetland Demonstration Area site
reclamation construction activities.
5.2.4 Historical Preservation
No historical structures were encountered or documented during the Wetland Demonstration
Area Site Reclamation construction activities.

INSTITUTIONAL CONTROLS
The Wetland Demonstration Area property is owned by Atlantic Richfield. Institutional controls
consisted of various traffic control measures and pedestrian protection measures as outlined in
the Site-Specific Health and Safety Plan: Wetland Demonstration Area Site Reclamation
Revision 1 (JCI, 2014) provided in Appendix D. A permanent security fence was installed to
enclose the Kaw Pond. Large boulders were placed around the gravel access pad to discourage
traffic from entering the reclaimed area.
PERFORMANCE STANDARDS/ARARS COMPLIANCE
The BPSOU ROD (EPA, 2006) identifies performance standards for the remedial
design/remedial action within the BPSOU and clarifies the extent to which Applicable or
Relevant and Appropriate Requirements (ARARs) apply. No modifications to the ARARs were
required to complete the Wetland Demonstration Area site reclamation project.
