About the Housing Collaborative The San Joaquin Valley Housing Collaborative is a regional 501(c)(3) nonprofit organization that formed out of the California Partnership for the San Joaquin Valley Housing Work Group to address housing issues that affect low- to moderate-income households and communities in the San Joaquin Valley. For the past six years, the Collaborative has served as a much-needed forum to discuss regional housing challenges and strategies and is an invaluable tool for the region to organize as one voice when communicating with state and federal policymakers and regulatory agencies. The Collaborative operates as a joint partnership with staff from the California Coalition for Rural Housing and Office of Community and Economic Development at Fresno State. While gentrification and displacement are commonly discussed in larger urban centers in California, households in the San Joaquin Valley face threats of displacement as a result of Wall Street Landlords, transit-oriented development sites, and the overall risk of economic development leading to rising housing costs. This workshop will break the silence on this issue in our region. Panelists will share what displacement looks like in Valley communities, and how effective planning can both promote economic development and prevent future displacement.

De-concentration Inside Out Creating Diverse, Inclusive Communities

With the new Affirmatively Furthering Fair Housing rule from HUD, it is apparent that public policy is moving towards de-concentrating low-income housing. Changes in Federal and State financing programs also point away from creating special-needs only housing. From supportive services, to mixed use, to inclusionary housing - this workshop will tackle the development and advocacy challenges of creating neighborhoods with diverse populations. Join us in discussing where and how we develop affordable housing in Valley communities.

SPEAKER BIOGRAPHIES

Danielle Bergstrom Government Affairs Manager, City of Fresno Danielle Bergstrom is the Government Affairs Manager in the Office of the Mayor with the City of Fresno where she works with community leaders and stakeholders at the local, state, and federal level to advance the city’s legislative and strategic funding objectives with a focus on sustainable transportation infrastructure and neighborhood revitalization. Prior to working at the city, Danielle was an associate at PolicyLink, a national research and advocacy organization based in Oakland. Danielle has a master’s degree in Regional Planning from Cornell University and a Bachelor of Science in biology from Cal Poly, San Luis Obispo. Harvey L. Hall Mayor, City of Bakersfield Mayor Harvey L. Hall was raised in Bakersfield and is a life-long Californian. He attended Bakersfield High School, Bakersfield College and City College of San Francisco. In 1971 he founded Hall Ambulance Service, and remains at the company’s helm today. In 1999, Hall entered the race for mayor of City of Bakersfield, and in the March 2000 election he handily defeated a slate of nine other candidates to become Bakersfield’s 25th Mayor. He won re-election in 2004, 2008 and 2012, and on January 7, 2013 was sworn-in to serve his fourth term in office, making him the longest serving mayor in Bakersfield’s history. During his tenure in office he has dedicated himself to living by his campaign slogan, “Unity in the Community,” though his focus on promoting the positive, contributing his entire mayor’s salary to local college students, supporting local business, addressing the issue of homelessness, and tackling the litter and graffiti that mar our streets and neighborhoods. Arsenio Mataka Assistant Secretary for Environmental Justice, California Environmental Protection Agency Arsenio Mataka was appointed by Governor Edmund G Brown Jr. in December 2011 to serve as Assistant Secretary for Environmental Justice and Tribal Affairs at the California Environmental Protection Agency. Prior to joining CalEPA, Mataka served as directing attorney for California Rural Legal Assistance, Inc. from 2010-2012, were he fought for justice alongside some of the most exploited communities in our society. Mataka’s involvement with environmental justice issues began at home with his parents and later with the Great Valley Center, where he provided extensive outreach and capacity building services to rural and underserved communities. In 2008 he served as an American Bar Association diversity fellow in environmental law in the office of Los Angeles Mayor Antonio Villaraigosa. Mataka graduated from California State University, Sacramento with a bachelor’s degree in history, and went on to receive his Juris Doctor from Humphreys College Laurence Drivon School of Law.

Tony Miranda Executive Director, Habitat for Humanity, Golden Empire Tony Miranda is executive director of Habitat for Humanity Golden Empire. He has held this position for five months and held the same position with the Fresno County affiliate for the previous 13 years. Prior to being named director, Miranda served as Habitat Fresno’s volunteer coordinator and interim director. A native of the Midwest, Miranda graduated from Western Michigan University, earning his Bachelors of Arts in education. In Miranda’s time with the Fresno affiliate, he saw the completion of three large subdivisions as well as eight additional infill projects in the cities of Fresno, Clovis and Parlier. The affiliate also built a number of wheelchair ramps, adopted a vibrant Neighborhood Revitalization strategy and opened a successful retail outlet called ReStore. Miranda is excited to now have the opportunity to be working in partnership with great individuals, organizations and families here in Kern County. He is impassioned by the Habitat principle of bringing people together to build homes, communities, and hope. John Moon District Manager-Community Development, Federal Reserve Bank of San Francisco John Moon leads outreach and engagement at the Federal Reserve Bank of San Francisco’s community development department. His team supports a wide range of initiatives that address the needs of low-income communities and individuals throughout the Fed’s nine-state western region. Facilitating financing/investing, supporting multi-sector collaboratives, and focusing on larger systems barriers in lower-income urban and rural markets are a particular focus of the team. Moon has extensive social change experience in the public and private sectors including work at Living Cities, the Federal Reserve Board of Governors, U.S Treasury’s CDFI Fund, the City of Seattle, Federal Home Loan Bank of Seattle, Fleetbank, and the Los Angeles Philharmonic. Moon has also advanced national community development programs and policies, including those involving social investments, healthy communities, small business credit, and affordable housing. He has also published articles and papers and spoken nationally on these topics. Moon earned his bachelor’s degree from University of California, Los Angeles and a master’s degree in public policy from the Kennedy School of Government at Harvard University. James Rojas Founder, PLACE IT! and Latino Urban Forum James Rojas is an urban planner, community activist, and artist. He has developed an innovative public-engagement and community-visioning method that uses art-making as its medium. Through this method he has engaged thousands of people by facilitating over 400 workshops and building over 50 interactive models around the world - from the streets of New York and San Francisco, to Mexico, Canada, Europe, and South America. He has collaborated with municipalities, nonprofits, community groups, educational institutions, and museums, to engage, educate, and empower the public on transportation, housing, open space, and health issues. Rojas is also one of the few nationally recognized urban planners to examine U.S. Latino cultural influences on urban design and sustainability. He has written and lectured extensively on how culture and immigration are transforming the American front yard and landscape. He is the founder of the Latino Urban Forum, an advocacy group dedicated to increasing awareness around planning and design issues facing low-income Latinos.

Mark Roy Managing Attorney, Fair Housing Law Project, Greater Bakersfield Legal Assistance Mark Roy has served as managing attorney of the GBLA Fair Housing Law Project since 2011. This HUD-funded project provides fair housing education, investigation, and enforcement legal services in Kern County. Roy joined GBLA in 2009 as a housing attorney focusing on the legal needs of tenants living in foreclosed homes. He previously worked for Project Sentinel, a Northern California fair housing organization, as a fair housing advocate. Roy also served as a court-related mediation program developer for the Better Business Bureau of Central California and as an associate director of Fresno Pacific University's Center for Peacemaking and Conflict Studies. He is a graduate of Purdue University and San Joaquin College of Law.

Willie Rivera Councilmember, City of Bakersfield In June of 2013, Councilmember Willie Rivera became the youngest elected city councilmember in Bakersfield’s history. Since being sworn in, he has made infrastructure investment, community development and public safety top priorities on the Bakersfield City Council. Councilmember Rivera currently serves as Chair of the Budget and Finance Committee and as a member of the Safe Neighborhoods Committee, Community Services Committee and the Joint City-County Standing Committee to Combat Gang Violence. Councilmember Rivera proudly calls Southeast Bakersfield his home and is honored to represent the hardworking residents of Bakersfield City Council Ward 1.




SJV HOUSING COLLABORATIVE BOARD MEMBER BIOGRAPHIES

Susan Atkins Program Director-Partner Services, Self-Help Enterprises Susan Atkins joined Self-Help Enterprises in 1999 and has held a variety of positions within the organization. Starting as an administrative analyst in the Partner Services Division, she was responsible for grant writing, administration, program development and environmental reviews. Atkins later became the Manager of the Homebuyer Assistance Program starting Self-Help Enterprises’ Homeownership Counseling and Education Program. In early 2006, Atkins became the assistant program director of Partner Services; in 2011 she was appointed director of special programs, working in multi-family development and asset management. Atkins became the director of Partner Services in January 2013, taking on the responsibilities for all grant management oversight, partner relations, housing rehabilitation and homebuyer assistance programs implementation, homeownership counseling, loan portfolio management, production, and budgets. Atkins’ prior experience includes working for the Cities of Corcoran and Hanford. She holds a master’s degree in business administration from University of Phoenix and an Urban and Environmental Planning Certificate from University of California, Davis. Leilani Barnett Regional Manager-Community Development, Federal Reserve Bank of San Francisco Leilani Barnett leads multi-sector collaborations to overcome community development challenges by building on local assets in the inland areas of California, including the Central Valley, Sacramento, San Diego and Ventura counties. Her work includes Healthy Communities initiatives, cross-sector strategies, and innovative investment approaches. Through public/private/community-based partnerships, Barnett helps low- and moderate-income communities and families with workforce development, affordable housing, health, education, economic development, financial services, and small business and rural development.

Barnett’s past experience includes having managed the Sacramento Housing and Redevelopment Agency’s Section 8 (HCV) program, working as a consultant to cities and counties throughout California, and has an extensive background in private real estate development, including transit-oriented, infill, mixed-use development, affordable housing, and master-planned communities. She received a Bachelor of Arts from Brown University and a master’s degree in City and Regional Planning from University of California, Berkeley. She is based in Davis. Peter Carey Retired, Self-Help Enterprises In 1990, Peter Carey was named president and CEO of Self-Help enterprises (SHE), a nationally recognized community development organization serving the San Joaquin Valley. In his 25 years as CEO, SHE built 3,900 ownership and rental housing units, rehabilitated 3,000 homes and facilitated sewer and water service for 20,000 homes in Valley communities. Following retirement form SHE in 2014, Carey has served as interim COO for NeighborWorks America, a congressionally-chartered nonprofit. Based in Washington, D.C., Carey oversaw national operations and supported the work of 240 local and regional organizations. He is a past president of the National Rural Housing Coalition, California Coalition for Rural Housing and the National Rural Self-Help Housing Association. Currently he is a board member for the Housing Assistance Council and served many years on the board of governors for the California Housing Consortium and nine





years on the board of California Housing Finance Agency. Carey was a past mayor, councilmember and planning commissioner for the City of Visalia. He is widely recognized for his work in rural housing and has received several national awards. Claudia Cazares Project Manager, Granville Homes Claudia Cazares is the proud daughter of farmworker parents who instilled in her the value of hard work, dedication and responsibility. After graduating from University of California, Berkeley, Cazares returned to live and work in the Central Valley. Her previous experience includes 12 years administering local, state and federal community development and affordable housing grants, the last four years as the City of Fresno housing manager. Currently Cazares administers land entitlement and community projects for Granville Homes. She is active in numerous organizations and committed to the improvement of the City of Fresno, including this collaborative, the mayor’s Business Friendly Fresno Taskforce and the Cal Alumni club of Fresno. Ray M Chavez (Secretary) Retired, Tulare County Office of Education Ray Chavez brings 46 years of public service experience to the Housing Collaborative, serving on the fundraising and planning committees. Chavez graduated from New Mexico State University with a Bachelor of Science degree in education and post graduate work at California State University, Sacramento. He took a detour from education by gaining employment with the Tulare County Department of Public Services, working for 25 years in frontline and upper management social worker positions. Chavez retired, and joined the State of California Employment Development Department in Delano and Wasco (Kern County) for three years. He then joined the Tulare County Office of Education for 15 years in management positions, including eight years as the administrator of the Head Start and State Preschool programs with over 3,000 preschoolers, and 3,400 children in subsidized child care and a team of 650 employees. He has served over 30 years on the Self-Help Enterprises Board of Directors, with past California Head Start Association board membership, and past commissioner for First 5 Tulare County. Heidi Crabtree (Treasurer) Housing Program Coordinator, City of Clovis Heidi Crabtree is responsible for the development and operation of affordable housing programs and projects at City of Clovis. This includes Clovis’ first-time homebuyer program, owner-occupied rehabilitation program, and the development of land for construction of single- and multi-family affordable housing projects. In addition, Crabtree is responsible for seeking grants to leverage against local housing funds. She began her career in 1998 as a housing and community development program manager for a rural county in southern Ohio. After administering county-level housing and community development projects for approximately eight years, Crabtree spent an additional eight years administering federal and state housing and community development grants for the State of Ohio, including program and policy development. She joined the City of Clovis team in December 2014.





Michael Duarte (Chairperson) Director of Planning and Development, Fresno Housing Authority Michael Duarte is responsible for all multi-family housing real estate transactions at the Fresno Housing Authority. Since joining the Fresno Housing Authority in January 2007, Duarte has been instrumental in developing over 20 Low Income Housing Tax Credit (LIHTC) properties. He has experience working with the U.S. Department of Housing and Urban Development (HUD) demolition and disposition application process, low-income public housing mixed-finance, HUD Rental Assistance Demonstration (RAD), project-based Section 8, HOPE VI, McKinney-Vento Supportive Housing Program, HOME Program, Federal Home Loan Bank of San Francisco Affordable Housing Program, Neighborhood Stabilization Program, Mental Health Services Act program funding, Multifamily Housing Program administered by the State of California and both 4% and 9% LIHTC programs. Duarte has worked on projects targeting rehabilitation and creation of public housing, senior housing, family housing and permanent supportive housing for the homeless. He is a lifelong resident of Fresno County and earned his Bachelor in Science degree in business administration –finance from California State University, Fresno. Greg Gatzka Executive Officer, Kings County LAFCO Over the past decade, Greg Gatzka has managed land use permitting and advanced planning processes for Kings County. He authored the 2035 Kings County General Plan, developed the Kings County Regional Housing Needs Allocation Plan and the Countywide Multi-Jurisdiction Housing Element, and designed a GIS-based formula in evaluating residential land use. Gatzka serves as LAFCO executive officer of Kings County and Planning & Intelligence Section Chief of Kings County’s Emergency Operations Center, integrating regional blueprint principles and LAFCO policies in coordination with efforts for agricultural land preservation. Nathan Magsig Weatherization/RME Director, Fresno County Economic Opportunities Commission; Mayor, City of Clovis Nathan Magsig joined Fresno County Economic Opportunities Commission in 2011 as the weatherization/RME director. Past experience includes nine years as executive director of Coalition for Urban Renewal Excellence and three years as a field representative and district director for the 29th Assembly District. Magsig has served in the Clovis city council since 2001 and considers maintaining the safety, security and small-town atmosphere of Clovis a prime responsibility as mayor.

Carol Ornelas (Vice Chairperson) CEO, Visionary Home Builders of California Under Carol Ornelas’ leadership, Visionary Home Builders (VHB) has built and rehabilitated more than 1,200 units of rental housing and more than 700 residential homes for first time homebuyers. VHB’s Homeownership and Rental Center provides education to the community on purchasing a home and the foreclosure or loan modification process. She serves with distinction as the first female developer in the Central Valley. Ornelas is commissioner for the Development Oversight Committee and Chairman of the City of Stockton Climate Action Team. She serves on the board of Dignity Health, Building Industry Association (BIA), Delta Charter, The Business Council, and the Bank of America National Community Advisory Council.





Bob Smith Councilmember, City of Bakersfield Bob Smith has owned his independent civil engineering and land planning business in Bakersfield for over 30 years. In addition, he has been a developer and home builder in the greater Bakersfield area. Smith is currently in the final phase of the first single family affordable new housing in downtown Bakersfield. In 2005 he founded Biker Bakersfield, a bicycle advocacy group that promotes bicycling for everyday transportation. Smith believes that active, affordable transportation is a simple solution to many of our societal problems, most importantly, to improve health and equity for the Central Valley. He has served as a City of Bakersfield councilmember since 2012 and graduated from California State University, Fresno.
