2009年度において、法学部経営法学科２年生「アジア法セミナーⅡ（アジア太平洋法政事情）」における「アジア太平洋海外研修プログラム」が2010年１月31日から２月17日の間に実施されました。本海外研修プログラムの内容は、2006年度から実施されているものです。法学部では従来から、アメリカ合衆国のワシントン州シアトルにある大学（ワシントン大学・シアトル大学）を中心に半月以上の日程で、経営法学科１年生を対象とする研修プログラムを実施してきました。この海外研修は、本学部のＳ．ウエストン教授が同行指導する比較的長期の研修であり、同教授の熱心な事前指導と関係者との緊密な協力による多様な研修内容の実施により勉学成果は極めて充実したものとなり、その後の参加学生の勉学成果の著しい向上を実現してきました。

そこで、本海外研修プログラムは、従来の海外研修の成果に鑑み、さらに視野を環太平洋に拡大し、２年次においてより内容が高度で専門性の高い海外研修を実施し、さらに高いレベルへの学生の成長を促すことを模索しました。今回も、ウエストン教授がその準備に多くの協力者と共に尽力され、ニュージーランド・ワイカト大学及びオーストラリア・グリフィス大学での海外研修が実現しました。

2009年度の本海外研修プログラムのもとでは、まず、ニュージーランドのワイカト大学において、ニュージーランドの対日関係、アジア環太平洋地域の貿易、ニュージーランドの法制度などのテーマについて、ワイカト大学教員による講義と質疑応答が行われました。また、商工会議所代表による特別講義、ハミルトン高等裁判所・ハミルトン市警・市議会及び法律事務所における特別講義と質疑応答も行われました。これらの活動が円滑且つ効果的に実現した基盤として、英語力向上・環境適応に尽力していただいたワイカト大学関係者一同に感謝したいと思います。

約１週間のニュージーランド滞在後に移動したオーストラリアにおいても、ニュージーランド同様、ローガン市議会において同市のプロモーション・政策決定および経済開発、グリフィス大学教員によるオーストラリアの多文化主義とアボリジニ問題などについて、また今回が初めてとなる同大学ロー・スクールにおいて国際法の最新分野について、特別講義と質疑応答が行われました。さらに、裁判所内において、治安判事裁判所進行についての講義および殺人容疑に関する刑事裁判の見学が行われました。最後に、アボリジニ＆トレスストレート島民法律サービスにおいて法廷弁護士によるオーストラリア法制度におけるアボリジニ問題についてのお話と質疑応答が行われました。そして、グリフィス大学教員と福岡大学教員により、パワーポイントによるプレゼンテーションの指導が行われ、最終的にはグループごとに各テーマのプレゼンテーションが行われ、グリフィス大学教員と福岡大学教員による質疑応答・評価が行われました。これらの研修においても、グリフィス大学関係者のきめ細かい学生指導・支援が、その大きな成果の礎となりましたこと、関係者一同に感謝したいと思います。

また、今回の研修では、両国で学生はホームステイによる海外研修を受けることができ、現地の生活・文化に接する機会をえました。この経験は、語学力の向上に役立つとともに、参加学生達の今後の海外での活動への精神的基盤としてとても貴重なものとなったと思います。両国におけるホームステイの準備とスティ中の調整等困難な仕事を意欲的にいったウエストン教授と関係者の皆さん、ホスト･ファミリーの方々に心から感謝する次第です。Translation:

The Asia Pacifi c Relations Training Program for our second-third year business law students started during the fall of 2009 and concluded with its overseas portion in New Zealand and Australia-January 31-February 17, 2010. In the past, the law faculty, under Professor Weston’s leadership, established the business law program for freshman students, which has been operating longer and included study at University of Wash-ington. Thanks to Professor Weston’s enthusiastic leadership and close cooperation with all those involved with that program, involving diverse areas of study, students have achieved extremely satisfying results. These students’ achievements, moreover, have remarkably improved after completing this U.S. program.

This year’s Asia Pacifi c Relations Training Program, building on past results, has served to broaden stu-dents’ perspectives further. Over the past three years, the program has carried out a high level of specialized study, resulting in high student achievement. This time as well Professor Weston’s earnest eff orts in advance to prepare students as well as her close collaboration with all those involved has maintained this level of excel-lence at University of Waikato (NZ) and Griffi th University (AUS).

At University of Waikato, professors lectured on Japan-NZ relations, NZ in the Asia Pacifi c Economy and the New Zealand legal system. In addition, students listened to outside speakers from the Hamilton City Council, the High Court as well as from a local police station and a law fi rm. After all of these presentations, students were able to ask questions and engage in discussion. I would like to express my appreciation to the staff of University of Waikato for the smooth and eff ective operation of these activities and the strengthening of students’ English language capacities.

After spending one week in New Zealand, students transferred to Australia. As in New Zealand, students learned about city promotion, policy, making and economic development (Logan City Council). From a Griffi th University (GU) professor, students learned about Aborigines and multiculturalism. And for the fi rst time, students learned about the cutting edge fi eld of transnational law from a GU Law School Senior Lecturer. At the Magistrate Court in Brisbane, a retired magistrate lectured students about the court proceedings. Stu-dents then observed proceedings related to a murder case. Finally, a senior barrister from the Aborigine and Torres Straits Islander Legal Services spoke about diffi culties experienced by both groups with the Australian legal system. Finally, each group held a power point presentation on their respective topics. Two Griffi th instructors [G.E.L.I] and Professor Weston listened to students’ presentations and then asked questions. The two instructors then carried out the fi nal evaluations. I want to thank all involved for their detailed guidance and support of our students which has lead to excellent results.

This time as well students experienced homestays both in New Zealand and Australia, learning respectively about each countries’ lifestyles and cultures. These experiences, while useful for improving students’ English skills, have also become an invaluable experiential base for future overseas experiences. I would like to thank the homestay families, all those involved and Professor Weston for their preparations prior to and support during the program to overcome any diffi culties.

The 4th Asia Pacifi c Relations Training Program [January 31-February 17, 2010], which was partially funded by Fukuoka University’s incentive fund, ended successfully. The smooth operation of the program is due to the collaboration with this program’s co-coordinators - Gina Whittle, Managing Director of Gina ＆ Partners and Representative for Waikato University in Kyushu and Lorraine Booth, Academic and Profes-sional Programs Coordinator at Griffi th University G.E.L.I. as well as support staff at Fukuoka University, The University of Waikato Pathways College and Griffi th University. I would like to express my special apprecia-tion to Coordinator of International Groups Meg Shovelton, and Student Advisor Junko Hooper at Wakaito University as well as Client Administrative Offi cer Gracie Jin; Client Services Offi cers Irene Austwick and Mary Liu and Homestay Coordinator Samantha Hilbig at Griffi th University. I enjoyed working the classroom with site instructors Kylie Smale (NZ) and Seva Anderson (AUS). Both are outstanding teachers who greatly con-tributed to students’ academic growth during this program.

The 2009-2010 class should be commended for maximizing this program through their curiosity and stimulating discussions about seminar topics. The students’ demonstrated a strong sense of purpose, drive and direction throughout the program. I was especially excited to see them connect the dots between what they heard in the classrooms and experienced practically through fi eld visits in Fukuoka, New Zealand and Australia. They concluded the program with group power point presentations in English on the following fi ve topics: Japanese and Australian Supermarkets in a Competitive Economy: New Consumer Strategies; Con-sumers Healthy Lifestyles: Organic Foodstuff s and Products; Handicapped Passengers and Railway Serv-ices: Future Policies and Challenges for Commuter Trains; Management Regulations and the Confection-ary Business in Japan and Australia; and Japanese and Australian Cultures on the Conservation of Whales: Future Policies and Challenges. With this fourth seminar, 65 students have completed this multidisciplinary program which emphasizes the interrelationships among government, business and law. New speakers in both New Zealand and Australia respectively gave students new insights on program themes including Maori and Aborigine issues.

I am pleased to say that the Asia Pacifi c Relations Training Relations Class of 2010 has achieved quite high marks for the level of their participation, completion of assignments and fi nal presentations. On the following pages, you will fi nd each group’s presentation resume, an English synopsis of their topics as well as their observations of company visits and experiences in Australasia. Finally, I have high hopes for these students’ futures. Surely, their experiences in Australasia are not the end but the beginning of new opportunities for them in the very competitive global market.

2009－2010年度クラスの学生達がセミナーのテーマに旺盛な好奇心を持ち、活発な議論を展開したことでこのプログラムを最大限に生かしたことは賞賛に値します。彼等はこのプログラムを通して、強い目的意識と動機、方向性を示しました。特に私が嬉しかったのは、学生達が大学の教室で聞いたことと福岡、ニュージーランド、オーストラリアにおいて実際に様々な場所を訪れて経験したことを結びつけることができたことです。彼等は英語によるパワーポイント使用のグループ・プレゼンテーションを行ってプログラムを締めくくりました。グループの各テーマは、競合的経済における日豪のスーパーマーケット：新しい消費者戦略；消費者の健康的ライフスタイル：有機食品；障害のある乗客と鉄道サービス：通勤列車の今後の政策と課題；日豪の管理規制と製菓業；鯨保護に関する日豪の文化：今後の政策と課題です。第４回セミナー終了をもって、これまでに65名の学生が行政・ビジネス・法律の相互関係に重点を置いたこの学際的プログラムを修了したことになります。ニュージーランド、オーストラリア両国での新しいスピーカーにより、マオリやアボリジニといった先住民問題などプログラムのテーマに新たな洞察が加わりました。

アジア太平洋関係研修プログラムの2010年クラスがその参加度、課題達成、最終プレゼンテーションにおいて極めて高いレベルに達することができたことは嬉しい限りです。以下のページには、各グループのプレゼンテーションのレジュメ、英語でのテーマ要約、企業訪問の感想とオーストラリアでの体験が述べられています。最後に、学生達の今後に私は大きな期待を寄せています。オーストラレイシアでの彼等の経験は終わりではなく、この競争の厳しい国際市場における新たな機会の実に始まりだと思うのです。

ニュージーランドで研修プログラムに参加した学生とウエストン教授に会うことを今年は特に嬉しく思いました。お別れの昼食会では、ワイカト大学パスウェイカレッジのスタッフからも学生全員の取り組む方と熱意に満足したと告げられ、私の故郷、美しいアオテアロア（マオリ語：白く長い雲のたなびく地）の島で福岡チームの一員であったことを誇りに感じました。

今年度は、ワイカト商工会議所、高等裁判所、警察署、実績のある法律事務所を研修訪問場所に選びました。アジア太平洋地域のすべての国々が直面している幾つかの重要な国内および国際的課題に対する深い洞察の糸口を学生達は掴んだと思います。

ニュージーランドはこの地球上で最も若い国のひとつであり、その自然と人々は多様です。また、正義と公平さにおいても世界的な評価を得ている国です。そのニュージーランドで、法と社会という側面から学び体験することは、世界の他の場所では望めない独特な機会となるのです。この体験と知識は、学生達がこれから職業を持ち一人の人間として生きていくうえで大きな力になるでしょう。

日本とニュージーランド、そして両国民の協力と友情がさらに高まるように、今後の研修プログラムを心待ちにしています。

This year I was particularly happy to meet the students and Professor Weston in New Zealand. At the farewell lunch the Waikato Pathways College team also indicated to me their satisfaction with the dedication and enthusiasm of all the students. I was proud to be part of the team representing Fukuoka in our beautiful islands of Aotearoa.

This year featured visits to the Waikato Chamber of Commerce, High Court, Police Station and a prominent law fi rm. I am sure the students gained a tremendous insight into some of the key domestic and international issues facing all our countries in the Asia Pacifi c region.

As one of the youngest countries on Earth with a tremendously varied geography and peoples, as well as a world class reputation for justice and equality, New Zealand provides a unique opportunity to study and experience aspects of law and society that are unavailable anywhere else in the world.

I am confi dent this experience and knowledge will provide a huge competitive advantage in the fu-ture professional and personal lives of the students.

I look forward to future programmes to further enhance the co-operation and friendship between New Zealand, Japan and all our peoples.

This February, it has been our great pleasure to host students from the University of Fukuoka for the fourth year running. As part of the Asia Pacifi c Relations Training program, Pathways College pro-vided a four day intensive program for the students, giving them an introduction to the New Zealand economy, and its business and legal structures. A visit to Hamilton City Council off ered students back-ground on the city and gave an overview of the council’s role in local government. Local business was covered in a lecture by Mr Wayne Walford, from the Waikato Chamber of Commerce, and there were also visits to the High Court and the Hamilton Central Police Station.

A local barrister, Mr Roger Clarke gave a fascinating talk on Maori property issues. There were also lectures given by University of Waikato Professors, Joel Manyam, Ken McNeil and Steven Lim on “The NZ Legal System”, ‘NZ / Japan Relations’ and ‘Asia-Pacifi c Rim Trade’.

This is a unique experience for Japanese students to meet both leading NZ academics and prominent business people in the Waikato community. I trust the program has given our visitors a wealth of knowledge, and some happy memories to take back to Japan.

English Language support was provided once again by Kylie Smale, a Language Teacher who is also highly experienced in international marketing. I would like to thank Kylie for making this program a great experience for the students and a success for all involved.

It has also been a real pleasure to work with Professor Stephanie Weston once again and we appre-ciate her kind assistance in all aspects of the program. Her commitment is vital in providing support and motivation for her students as they participate in this challenging educational experience.

In addition to their studies, the Fukuoka students also made time to enjoy themselves in New Zea-land, staying with local homestay families to experience the “real” New Zealand. It has been a reward-ing experience to host such dedicated, hard working individuals and we congratulate all the Fukuoka students on their achievements!

I would like to thank all involved in making this year’s Fukuoka Law faculty’s trip to Waikato Univer-sity possible. The group was an absolute delight to do debriefi ng sessions with, and under the excellent guidance of Professor Weston, the students worked extremely hard throughout the course. Although the schedule was very grueling, the students continued to be happy and hardworking, even with the hot NZ weather! Every morning the students worked tirelessly to prepare presentations on the lecture notes they had taken. They were also tested daily on their knowledge of issues ranging from NZ and Japan relations to Pacifi c Rim trade to the High Court and other police matters. I wish the group all the best for the rest of their trip, and look forward to seeing the next intake next year.

On behalf of Griffi th English Language Institute, I thank Professor Weston and Fukuoka University Law Faculty for entrusting their business law students to us for yet another exciting academic and cultural program. Our relationship has grown strongly over the 4 years that groups from the Law Faculty have been coming to GELI and we thoroughly enjoy hosting them. Professor Weston’s dedica-tion, passion and enthusiasm for the students and for the program itself help us to ensure that the best possible program is developed and that the students are able to achieve their outcomes. We thank all the participants for further building the cultural and business links between Australia and Japan. We wish you all the best in the rest of your studies and future careers. This program was very challenging and rewarding as students were required to ‘step outside the classroom environment’ and learn from the experts about Aboriginal and Australian law. The students with the support from their Australian teacher Seva Anderson and Profes-sor Stephanie Weston also had the opportunity to conduct interviews with local companies such as Mayfi eld Chocolate, Queensland Parks and Wildlife Service, Queensland Rail, Coles Supermarket and Wray Organic Market and Café. All this activities culminated into fi nal group presentations at the end of the program. All students on this program showed commitment, dedication and hard work. Con-gratulations and well done.

I was pleased once again to work on the Fukuoka business law programme along with Professor Stephanie Weston and her 16 young and enthusiastic students. The students showed a positive and professional attitude throughout the entire course. I commend them for their comprehensive and well researched comparative presentations between Japanese and Australian companies. Thank you once again for an enjoyable and worthwhile experience. I look forward to welcoming your wonder-ful students in the near future as we continue our rewarding relationship between our universities.

It’s been a great pleasure and honour to know and work with Professor Stephanie Weston and stu-dents from Fukuoka University. The Asia Pacifi c Program is a very interesting and challenging pro-gram for both students and staff from Griffi th English Language Institute. Through a series of lectures, industry visits and interviews, students were able to learn more about Aboriginal cultures, issues and law. In addition, they learned to express themselves and conduct interviews in a professional manner. It is wonderful to see students embrace the Australian culture and thrive on the challenges. I hope they enjoyed their time at Griffi th University. I wish them all the best and success in their study!

Thanks to Professor Stephanie Weston’s great eff orts and initiation of this project in 2007, once again I have had the privilege to meet and be inspired by the Fukuoka University students, who always bring with them, enthusiasm, energy and positive attitudes. Even when they were challenged by time constraints and were pushed hard in classes, Fukuoka University students stay motivated until the end. I wish them all the best in their future endeavours, academically, personally and career-wise.

The Asia Pacifi c Relations Training Program (Asia Hoo Seminar II) is partially funded by Fukuoka University. This program specifi cally has fi ve diff erent goals: 1) acquisition of comparative legal and policy knowledge concerning Japan, New Zealand and Australia; 2) deepened understanding of business, government and legal interrelationships regionally and globally; 3) practical experiences through fi eld visits to law fi rms, courts, business and commercial entities; 4) raised consciousness about international issues in the Asia Pacifi c Rim and 5) deep-ened intercultural understanding through lectures, practical training, homestays and discussion concerning diversity. This program is di-vided into three phases. The fi rst phase with Professor Weston during the fall semester at FU University prepares students for their studies in New Zealand and Australia through lectures; review of reference materials from presenters in Australasia; advice concerning group top-ics, search for target companies and advance preparation of resumes, summaries and power points. The second phase follows at Waikato University (Hamilton, NZ), where the site instructor there debriefs students after presentations, and includes cultural activities in Rotorua and Mt. Mauganui. The third phase concludes at Griffi th University (Brisbane, Australia), where the site instructor there also debriefs stu-dents after presentations. Synposis/Comments:Group A, which consisted of 4 members vs. other groups with 3 members, examined what kinds of

consumer strategies supermarkets in Japan and Australia are using in the new economy. Their fi eld visits in Fukuoka, Japan and Brisbane, Australia respectively were to Red Cabbage supermarket and Coles supermarket. At Red Cabbage (Nanakamua Branch), they interviewed Store Manager Nakayama. And at Coles Supermarket, they interviewed Zone General Manager of Queensland Mark Armitage. Dur-ing their presentation, they compared both stores not only about advertising, price and store promotion but also about food safety in the “new economy”. As business law students, how food, especially, safety issues and laws concerning supermarket business impact strategies on consumer were also of great interest. Finally, they stressed in their oral presentation how culture infl uenced respective supermarket consumer strategies.

グストアなど様々な形態があるが、スーパーマーケットは、小売業売上の多くを占めているため、日本の小売業界の柱といえるだろう。しかし、長引く不況の中で個人消費は長期にわたり低迷しており、小売業を取り巻く経営環境は厳しさを増している。

また、競争の激化は今後も増すことが予想され、マーケティングに弱い企業や借金依存の企業は倒産する厳しい時代を迎えている。スーパーマーケットは、人々の重要なライフラインを担っているばかりでなく、人々のライフスタイルや食生活に大きな影響を与える存在といえる。スーパーマーケットは何とか消費者の立場に立った売り場を提供しようとしている。

日本では「レッドキャベツ」干隈店の中山店長、オーストラリアでは「Coles」クィーンズランド・ゾーン・ジェネラルマネジャーのマーク・アーミテージを訪ずれ、インタビューは１）広告、２）価格、３）食の安全性、４）店の活気の４項目に焦点を置いて行った。

全体として、〈食の安全性〉と〈店の活気〉については日豪それぞれ似ているところが多々あったが、この２つが消費者戦略の土台となっているからだと感じた。しかし、それぞれに異なる戦略の方法もあることを知った。他とは違う新しい消費者を得るための取り組みについてどんどん戦略が激化することも予想されるだろう。

まず、広告にはテレビ・ラジオによるコマーシャル、そして雑誌・新聞によるチラシや記事などがある。Colesでは特にテレビ広告に力を入れているが、それは老若男女問わずに幅広い客層を得るためである。チラシによる広告では時間のある主婦をターゲットとする一方、車でラジオによる広告を聞いた人に帰宅途中に買い物に寄らせる戦略を取っている。

２つ目として〈価格〉における消費者戦略である。日本では少しでも安いものを求める傾向があるのに対し、オーストラリアでは安さというよりもその店のブランドを大切にしている。価格に関連しては、 Colesグループでは、フライバイズというポイント制を実施しており、30ドル以上の買い物をするとギフト券が貰えるなどの特典がある。また、小規模の小売店を守るために、小規模小売店より低価格で日用品や食料品を売ってはいけないと法律で定められている。価格面においては法律または政府からの圧力もかかっているため、重要な消費者戦略に関わっているかといえばどちらともいえないのが現状である。一方、日本のスーパーマーケットはできるだけ安く商品を提供することで多くの消

費者を得ようとしている。３つ目に〈食の安全性〉である。例えば、生肉においては安全性についての問題が発生しやすい。スー

パーマーケットの取り組みでは、生肉を店に並べるときには４度以下に保ち、調理したものを並べるときには、火を通すなど70度以上で一度調理し、細菌の繁殖がないようにしている。また全ての商品コードを登録しており、食品の消費期限を細かくチェックしている。特に、ベビーフードなど注意を払う必要のあるものには念入りにチェックを行っている。Colesでは２万５千種の商品を取り扱っているため商品管理は簡単なことではない。しかし、【Colesブランド】イコール【安全なもの】というイメージを強調することに努めている。

最後は、〈店の活気〉である。これは日豪ともに比較的よく似ている消費者戦略であると感じた。活気のある明るい店作り、例えば、朝市のような会話の飛び交う店作りを目標としているとのことであった。他にも駐車場に屋根つけて風雨や日差しを避けることができる設備を設け、消費者に配慮した戦略もあることを知った。さらに、Colesはインターネット販売にも力を入れており、家にいながら手軽にショッピングを楽しむことができるサービスも行っている。

今日の競争経済における日豪スーパーマーケットの消費者戦略の結論は、第１に、スーパーマーケットは広告により自身の店のイメージを伝達する。第２に、スーパーマーケットにとり一番重要なこととして安全な商品を消費者に供給し、信頼を築く。第３に、商品の価格を調整し、買い手にとってより手頃な価格にする。以上のことが、そのスーパーマーケットに来た消費者をもう一度呼び戻す戦略である。

今回、私たちの企業訪問を快く受けてくださったレッドキャベツとColesの担当者の方々、企業訪問を引率して下さったメアリー・ルーさん、そして全てにおいてサポートして下さったウエストン先生、本当にありがとうございました。

法律、政策および社会オーストラリアとニュージーランドはどちらも日本とは異なり、法律に先住民に関する規定がある。

先住民とはオーストラリアでは「アボリジニ」であり、ニュージーランドでは「マオリ」である。私たちはニュージーランドとオーストラリアでそれぞれの国の裁判所を訪問し話を聞いたが、必ず

先住民についての話が出てきた。どちらの国もかつてイギリスの植民地であったが、その当時、多くの先住民たちはイギリス人たちに迫害され、ひどい扱いを受けていたそうだ。それは直接の暴力的な扱いもあれば、子供を白人が連れ去り先住民の血を絶やそうとする「Stolen Generation」という動きもあった。しかし時が経つにつれ、彼らの人権を尊重しようとする声が上がり始め、現在、その考えは法律にも組み込まれている。このことは両国の法律の大きな特徴といえるだろう。

また、私たちAグループはスーパーマーケットについて調べたが、オーストラリアは州ごとに法律が違うため、同じスーパーマーケットでも、州が違えば規制が違うことがとても興味深かった。

ニュージーランド／オーストラリアの印象 [1]　最初はニュージーランド・オーストラリアに行ってみたいという気持ちから参加した研修でしたが、

私は今回の研修を通してたくさんの貴重な経験をし、多くのことを学びました。両国の大学ではさまざまな講義を受け、日本と海外の違いを知り、新しい知識を取り入れることができたと共に、自分がどれだけ勉強不足なのかも実感しました。

海外の法制度を知ることは大事ですが、それ以上に自分が住んでいる日本の法制度についてもっと知りたいと思わせてくれた研修でした。大学の講義以外の部分では、ニュージーランドの私のホームステイ先に羊、馬、牛などがいて動物との触れ合いも多く、たくさんの自然を感じることもできました。そのお陰でホストファミリーとのコミュニケーションを取る機会も増え、英語が苦手な私も楽しく毎日を過ごせました。日本とは違い時間が過ぎるのがゆっくり感じられたことも環境の違いを実感し、印象に残っています。驚くこと戸惑うこともありましたが、それ以上に感動することが多かったと感じています。今回の研修はかけがえのない思い出と広い視野を与えてくれた研修でした。この経験で吸収したこと、学んだことをこれから生かしていけたらと思います。

ニュージーランド／オーストラリアの印象 [2]今回の海外研修でニュージーランドに５日間、オーストラリアに９日間ホームステイをしました。一人でホームステイをするのは初めてで、ちゃんと会話ができるだろうかと不安ばかりでしたが、

いざホストファミリーと対面するととても優しく接してくれ、私が英語がわからなくて困った顔をしていると何度もゆっくり話してくれたり身振り手振りで教えてくれ、とてもわかりやすかったです。

ニュージーランドではホストファミリーがハミルトンガーデンという観光地に連れて行ってくれましたが、いろんな国の庭園を見ることでいろんな国の文化に触れることができ、とても感動しました。夕飯の時間は早く、６時から家族揃って食べ必ず最後にデザートが出ました。ティータイムの時間には、ホストファミリーとたくさん話をしてゆっくりすることができました。日本ではティータイムがないので日本も取り入れてゆとりのある生活が送れたら良いなと思いました。

オーストラリアでは中国人のホストファミリーでした。２月14日が中国の暦では正月なので親戚が集まり年明けパーティーがありました。オーストラリアや日本はバレンタインだけれど私の家庭は正月気分で不思議な感じでした。

オーストラリアもニュージーランドも、店が閉まるのが早く夜遅くまで開いていなかったのは残念でしたが、そのぶんみんな家に居て団欒ができるので素晴らしい文化だと思いました。２ヶ国でホームステイをして、毎日、英語を話す日本とは全然違う生活でしたが、毎日が充実していて素敵な経験をすることができました。

この経験を通じて、私は海外研修に行く前よりも精神的にも学力的にも大きく成長できたと思います。あっという間に海外研修も終わってしまい一日一日がとても短かったです。またみんなでニュージーランドとオーストラリアに行きたいです。

Synposis/Comments:Group B answered the question how do Japan and Australia market organic foods to consumers?

They were especially interested in the problems of additives. They pointed out in their summary how consumers are eating daily various additives without knowing. In order to examine their question in more detail, they visited Lemon Co. in Fukuoka and Wray Organic Market & Cafe in Brisbane, both re-tailers of organic foodstuff s and products. At Lemon Co., they interviewed President Hata Yoshitaka and at Wray Organic, they interviewed Store Manager Fiona Colwell. In the process, they learned about the certifi cation of organic foodstuff s and both retailers’ eff orts to educate consumers about organic lifestyles. They also found the awareness in Australia regarding organic foodstuff s and products to be higher than that in Japan. Finally, they concluded the linking of healthy lifestyles to the promotion of organic foodstuff s and products is one key consumer strategy used by both retailers.

ていると思います。このような食品はとても便利ですが、たくさんの添加物⑴が含まれています。お菓子のパッケージの原材料の欄を見るだけで、私たちの知らない添加物がたくさん書かれてあることがわかります。このような添加物は私たちに影響があるのか、また、もし影響があるのならどのような影響を及ぼすのか、私たちは消費者として知るべきではないでしょうか。

日本では今、私たちの知らない添加物が大量に出回っています。一方のオーストラリアでは、添加物はどのように使われているのか、消費者は添加物についてどう考えているのでしょうか。私たちは日本の有機食品企業とオーストラリアの有機食品企業の両方を訪問して、それらのことを知り、これからの食生活の中で私たちが健康に過ごすためにはどうしたら良いのかを考えていきたいと思い、今回のテーマを考えました。

そこでまず、オーストラリアに行く前に地元企業の『レモン株式会社』を訪問し、秦善尚社長に話を聞きました。この会社は、マクロビオティックの考えを取り入れ、「食」を通じた健康を考えた弁当を作っている会社です。無添加に徹底的にこだわり、幼稚園や保育園にお弁当を届けています。

マクロビオティックとは、玄米を主食、野菜や漬物や乾物などを副食とすることを基本とし、独自の陰陽論を元に食材や調理法のバランスを考える食事法です。味の素などの調味料は化学物質を含むため使用せず、昆布やかつお、しいたけなどだけから料理を作ります。

まず陰陽のバランスのお話を聞きました。簡単にいうと、相対するものには陰陽のバランスがあり、陰とは、地面から上のもの（北で取れるもの）を指し、陽とは、地面から下のもの（南でとれるもの）を指します。例えば、人参、大根、ごぼうなどは陰性で、人参や大根の葉は陽性です。また、夏は環境が陽性なので陰性のものが活発に働きます（熱帯の果物（陰）は体を冷やす）。冬は環境が陰性なので陽性のものが活発に働きます（冷帯の野菜（陽）は体を温める）。つまり、人間の身体も陰陽のバランスを取ったほうが良いということです。野菜や果物を農家から直接仕入れ、旬の食材を使用することで安く消費者に売ることを心がけています。

ネジャーのフィオナ・コルウェルにインタビューしました。オーナーのデボラ・レイが御主人と共に私達に挨拶に来てくれました。オーナーの息子が16歳のときに疲労からくる病気にかかったことで、より安全で健康な食品を手頃に入手できるようにしたいと考えた事がこの企業設立のきっかけです。オーガニック食品を販売する会社ですが、野菜、果物、チョコレートやアイスクリームから化粧品や洗剤まで置いてありました。またカフェのスペースも設けられており、これによりオーガニックに興味を持ち気軽に利用できるという利点があります。オーガニック食品は値段が高くなりますが、国民のオーガニックに対する意識は高まっているようです。ブリズベンの約60パーセントの人々がオーガニック食品を利用しています。ここで売られている野菜や果物も農家から直接仕入れをしており、旬の食材を安く消費者に売っています。また、この店はレジ袋を紙袋にするなどエコにこだわっています。テレビやラジオを使った宣伝はせずに、口コミや郵便またE-mailを利用し、旬の安い食材を提供するなど通常は値段が高くなるオーガニック食品を利用しやすくしています。

日本と比べると、オーストラリアのほうがオーガニック食品は利用しやすく身近に感じられました。オーガニック食品への意識はオーストラリアの方が高いようです。今後、日本とオーストラリアの消費者は、もっとオーガニック食品を日々良く知る必要があると思います。

ニュージーランド／オーストラリアの印象ニュージーランドの第一印象は、自然がとても多い国だということです。田舎というわけではなく、

町や道路、様々な場所に緑があふれていました。また、牧草地が多く、たくさんの羊や牛を見ることができました。日本とは違って道が広く、移動は車がないと不便だと思いました。そして車は一般道路でも、日本の高速道路並みにスピードを出していたことに驚きました。

オーストラリアでは深刻な水不足に驚きました。シャワーの時間が４分間と制限されていたり、洗濯は週に２回までなど、水の使い方が日本とまったく違うことに環境の違いを感じました。また、多種民族国家なので様々なところでいろいろな人種が見受けられました。日本はほぼ単一民族なので不思議な感じがしました。人種の違いがあっても、オーストラリアの人々はみんな親切で、文化の違いを受け入れているように思いました。

どちらの国も日本のように時間に追われることがなく、ゆっくりと時が流れているようでした。また、早く家に帰るなどして家族との時間を大事にしていることも印象に残りました。ホストファミリーに海に連れて行ってもらう機会があったのですが、どちらの国も空の色が真っ青で、日本とまったく違っていることに驚きました。山や高いビルがあまりないので、遠くのほうまで見晴らしがよく土地の広さを感じることもできました。

日本は先進国で企業の発展はすさまじいけれど、今回の研修で日本を客観的に見ることができ、オーストラリアやニュージーランドを見習う面がたくさんあることに気づきました。

Synposis/Comments:Group C looked at the question of local and national policies as well as barrier free laws governing

the operation of commuter trains and services for handicapped passengers. They were especially inter-ested in these areas not only because Japan is focusing on a barrier free society but also because Aus-tralia maintains high standards for welfare services. As business law students, they learned about per-tinent regulations and government support for railway services in both countries. In Fukuoka, they interviewed Ms. Aya Morofuji, Travelers Services Section and Mr. Hayato Yano in the Station Facilities Section at Nishitetsu Corporate Headquarters. In Brisbane, they spoke to Queensland Rail Disability Discrimination Act Community Offi cer Moira McMinn.

Based on barrier free laws, Nishitetsu, which just celebrated 100 years in 2009, is already imple-menting such measures as chimes for the opening and closing of train doors; fences to prevent falling; spaces for wheelchairs and Braille signs inside train cars. In the future, Nishitetsu will set up more el-evators, multipurpose toilets etc. at stations. However, given the increasing number of passengers, balancing consumer needs and government requirements is a challenge for the company.

Queensland Rail, established 143 years ago, is a government owned corporation. It operates city trains, long distance trains as well as cargo trains. Queensland Rail under a federal law ‒ Disability Discrimination Act (1992) and a state law ‒ Transport Standards (2002) is carrying out measures for safe and accessible railway services. Some of these measures include lifts, ramps and digital informa-tion. Queensland Railway, diff erent from Nishitetsu Co., has established a companion card system. The disabled passenger under this system can be accompanied by a support person without extra costs. Group C concluded that both societies need to continue to strengthen their laws to foster even safer and more accessible railway services.

まず、西日本鉄道が取り組んでいる福祉やその課題についてです。企業訪問した際に、私達は「電車と福祉」「広がる福祉」「人とのつながり」という３つの柱を掲げて西鉄はビジネスをしていることを知りました。

私たちは西日本鉄道会社鉄道事業本部運輸車両部旅客サービス課　諸藤　綾さんと鉄道事業本部施設部駅施設課　矢野隼人さんに質問をしました。

国から努力目標として平成22年までに「誰もが使いやすい駅にする」という通達を受け、国１/３、地方自治体１/３、西鉄１/３の工事費負担割合で乗客数が5000人以下の駅の改善を行っています。5000人から１万人以上の駅の改善については、十分な収益があるとして国と地方自治体が１/５ずつ、西鉄が３/５を賄っています。そしてバリアフリー法に基づき、これから新しく作る電車には、「ドアチャイム」「車内点字案内」「転落防止柵」「車椅子スペース」の４つを設置する義務があります。さらに、車椅子の利用者の人に対して、簡易スロープを電車の乗り降りの際に使用しています。これは手動ですが、この方法がもっとも速く対応することができます。そして、駅員を含めサービス介助士資格２級を取得している人が、天神―大牟田間で136名いるそうです。このほかにも西鉄では小学生を対象としたバリアフリー教室を実施しています。

エレベーターや多目的トイレの設置など利用者から要望がかなり多く寄せられるが、民間企業なので利益を重視しなければならず、国交省の通達や、地方自治体の要請がなければ着手するのは困難なようです。この状況の中、どれだけ利用者に満足してもらえるかというのが今後の課題の一つです。また、2007年には女性で初めての車掌が誕生しましたが、これまでは車掌は男性の職業であったため、宿泊施設等がすべて男女兼用となっています。さらに、最年長の女性車掌でも年齢は21歳ととても若いため、今後は育児休暇などの対応を考える必要があります。

ブリズベンではクイーンズランド鉄道の障害差別法（DDA）コミュニティ担当のモイラ・マクミンにインタビューをしました。クイーンズランド鉄道は鉄道インフラ整備や都市圏旅客機輸送（シティートレイン）、長距離旅客機輸送（トラベルトレイン）、貨物列車の運行を行っています。クイーンズランド鉄道はクイーンズランド政府の大きなサポートのおかげで、障害者の鉄道のアクセス追求と鉄道サービスの充実を積極的に進めることができています。この背景には法律が深く関係しています。92年には中央政府が定めたDisability Discrimination Act という法律により様々な団体と協力して障害者のアクセス障壁をなくす努力をしているそうです。これには法的義務が含まれています。この法律は可能な限り障害による差別の除外を掲げているのです。さらにクイーンズランド鉄道には重要な任務がありTransport Standards (2002) に定められたタイムテーブルにしたがってビジネスを行っています。

クイーンズランド鉄道は障壁を無くすための駅・鉄道の改善にも力を入れていますが、最も気をつけていることは安全面だそうです。できるだけ多くの電車・駅でアクセスをより簡単なものにしようとしています。例えば、リフトとランプは形と照明を改善し、プラットホームに点字ブロックをつけました。そして、簡易スロープの設置や多目的トイレの設置、電子情報の強化など様々なバリアフリー化の活動を行っています。

さらに日本では、あまり馴染みの無いサービスも行っています。それは「コンパニオンカードシステム」というものです。これは政府が推進しているもので、このカードを持っていれば電車を利用する際、障害者をサポートする人は無料で電車に乗ることができるのです。このカードシステムは障害者の人が電車サービスをより利用しやすくなることができる素晴らしいシステムだと思います。一人で乗るリスクが減り、安心して利用ができる重要な福祉サービスです。

最後に、ＱＲではコミュニティーフォーラムというものを開催しています。これは年に一度行われています。誰でも参加できますが、障害を持っている方をターゲットとしたものになっています。ここでは、プログラム参加者が様々な発言をすることができ、プログラムの範囲内において総合的な優先事項の具体化を助ける役割を持っています。このような活動を通し利用者からの声を聞くこともしています。

私は２つの企業訪問を通して、両国の鉄道会社はともにバリアフリー化に強い関心を持っていて、それを積極的に実現していることがわかりました。すべての人に使いやすい運輸サービスがより良いものになっていくように法律によるサポートを強化すれば、今以上のものができると思います。

法律、政策、社会　日本の法律は憲法・民法・刑法など多くの法律がありますが、先住民などに関する法律にはあまり

重きを置いていません。そして私自身、日本国内でそのような法律の事例を聞いたこともありません。しかしニュージーランドとオーストラリアは違いました。私達はそれぞれの国で裁判所に行ったり、現地の先生の授業を受けたりすることで、社会においてどのように先住民が扱われていたのか、あるいは現在ではどのように扱われているのかを多く学びました。ニュージーランドではマオリであり、オーストラリアではアボリジニです。彼らはそれぞれの技術でそれぞれの文化を形成し今日に至っています。しかし、かつては迫害を受けていました。そのようなことが二度と起きないように現在では先住民に関する法律がとても充実していますし、人々の意識もとても高くなっているのです。

このような意識は日本も見習うべきだと思います。私達１人１人が、よりこのような問題に興味・関心を持ち、いまある障壁を乗り越えて本当の意味での平等を手に入れることが大切だととても強く感じました。

ニュージーランド／オーストラリアの印象NZのプログラムもオーストラリアのプログラムも英語で行われましたが、講師の方々が身振り手ぶ

りやパワーポイントを使って授業を進めてくれて大変分かりやすく、NZやオーストラリアに対する日本の関わりや歴史を知ることができました。この研修で一番印象に残ったことはホストファミリーの温かさです。留学生を受け入れるのが初めてだったというNZの家族は、私がNZ訛りに苦戦しているのを察してメモ用紙に英語を書いてくれ、力になりたいから何でも尋ねてほしいと伝えてくれました。留学生の受け入れを沢山してきたオーストラリアの家族は、私が聞き取れずに分かっていない顔をしていると何度も言い直してくれ、簡単な単語に直してくれました。そしてどちらの家族も共通して私の拙い英語を一生懸命聞き取ってくれ、また誉めてくれました。それによって私も積極的にホストファミリー以外の人にもコミュニケーションをとることができ、自信をつけて日本に戻ることができました。本当にこのプログラムに感謝です。

Synposis/Comments:Group D asked how does chocolate production diff er in Japan and Australia? They were especially

interested in how management regulations impact on this production. While answering this question, the group presentation focused on three diff erent areas for each business: factory management, choco-late production, and sanitary/safety requirements. In Fukuoka, they interviewed General Aff airs Direc-tor Miyake at the Sakae-ya chocolate factory. Sakae-ya, established in 1953, has a chocolate shop called [Serge Alexandre] at Daimaru department store. In Brisbane, they interviewed Mayfi eld Chocolates store owner and chocolatier Peter Ingall, who is also a lawyer. By talking to Ingall, Group D learned how his legal background related well to his management of the store including contracts and transactions with suppliers. Also they found out how strict sanitation regulations are in both Japan and Australia regarding their food factory operations. Although there were some regulation diff erences, Group D found that the bottom line is smooth company operations to meet consumer demands for chocolate. Finally, this group certainly had fun sampling chocolates, while carrying out their fi eld work. See their power point at the back of this brochure.

に、両国の企業を訪問した。私達は特にチョコレートを扱っている会社に焦点を当て日本とオーストラリアの企業それぞれの経営方針や法律の違いを比較・調査した。まず日本では福岡を中心とした九州に経営拠点を置くさかえ屋を訪問し三宅総務部長に話を伺うことができた。さかえ屋は大丸に出店しているチョコレートショップ「Serge Alexandre」の経営も行っており、商品の製造もさかえ屋が手掛けている。話を聞いて特に感心したのがさかえ屋の原材料に対する徹底したこだわりである。さかえ屋が扱っているチョコレートは全て世界トップの品質を誇るベルギーの「Barry Callebaut」社が生産したものに限定しているという。また、日本の公正取引委員会が定める公正取引規約のカカオ分が全体の35％以上という規約に従った上で、味に妥協することなく最高品質のチョコレートの開発を目指している。

オーストラリアではブリスベンに店を構えるMayfi eld Chocolateという“オーストラリアの味”にこだわる企業を訪問し、マネジャーのピーター・インガルにインタビューした。Mayfi eld Chocolateは、チョコレートはヨーロッパなどから輸入しているものの、他のナッツ類、蜂蜜、ラム酒などの材料はオーストラリア原産のものにこだわっているという。私達が訪問した時は、ちょうどバレンタイン向けの商品が可愛らしく並べられ、店内に入っただけですっかりバレンタイン気分を味わうことができた。このようにシーズン向けの商品がいかに大事で、季節ごとに客のニーズに合わせた新たな商品を開発しなければならないことを直接に理解できた。また、企業訪問を終えて両社共に特に共通していると

感じた点は、衛生管理が徹底している点である。商品生産に関わる従業員ひとりひとりに対する衛生面の強化はもちろんのこと、出来上がった商品には生産日と消費期限を掲載した上で、より新鮮な商品が顧客に届くように需要に合った数量の生産をし、商品が余らないよう在庫を少なくする努力をしていた。衛生面のほかにも立地条件や企業が地元に根付いている点など共通している点が多かったことに驚いたが、どちらの企業も法律に多少の違いはあっても客の満足を第一に考えた経営をしていることに気づき、とても納得できる内容の企業訪問ができたと思う。

法律、政策および社会　ニュージーランド、オーストラリア、日本。この３カ国に共通していることの一つに先住民の存在

があります。そして、オーストラリアにもニュージーランドにも先住民に対する法や社会の考え方があることを今回の研修で学びました。

オーストラリアにはアボリジニをはじめとする先住民の人々に対して、刑・民・家族法の分野において法的なサービスを提供する非営利団体があります。アボリジニの人々が不利な待遇をなるべく受けないための活動を非営利目的で行っている点に、先住民問題への関心の高さが伺えました。

またニュージーランドにおいては、先住民であるマオリ族の人々に対する条約や社会システムについての講義を受け、彼らの権利を保護するために様々な取り組みや制度があることを実感しました。特に、マオリ族の文化・伝統を国民が受け入れ、共生しようとしている姿が印象に残っています。講義の中だけではなく、生活している中でも街のあちこちにマオリ族の文化を見ることができ、それらは今や欠かせない重要な観光資源になっていました。

今回の研修を通して、日本だけに留まらず、他国の様々な考え方をさらに学んで行きたいと心から思いました。

NZ/AUSの印象　今回、私達は普通では経験できない貴重な18日間を過ごし、多くを学び、成長したと考えます。そ

の中で強く印象に残ったことがあります。１つ目は、ニュージーランドとオーストラリアでは英語の訛りが違うことです。オーストラリアは

「a」の発音を「アイ」と発音しますが、ニュージーランドは比較的に聞きやすかったと思います。ですから、オーストラリアでは発音の違いに戸惑うことが多々ありました。２つ目は２カ国とも日本とはかけ離れた大自然があることです。大学のキャンパス内にイグアナやダチョウの様な動物がいたり、大学内が自然豊かな木々で覆われていたり、驚かされることが溢れていました。日本の大学は、住宅街に建っていることが殆どです。また、夜空には感動しました。ニュージーランドの最終日にマウントマンガヌイに宿泊したのですが、空を見上げると、まるで星の絨毯でした。さらに日本では見ることのできない南十字星もはっきり見え感動しました。

このように自分を新たな環境に置くことができ新鮮な気持ちになれました。ウエストン教授を始め、私達をサポートして下さった方々に感謝の気持ちで一杯です。ありがとうございました。

Synposis/Comments:Group E looked at why do Japan and Australia have diff erent cultural viewpoints about whale

conservation. Although group E chose the most controversial topic this year, it was a timely one because of a recent clash between the Andy Gil, a ship belonging to the Sea Shepard, an American anti-whaling organization and a Japanese vessel accompanying the Nisshin Maru, a Japanese whaling ship in Antartica in January of this year. Related to their topic, Group E conducted student surveys at Fukuoka University before departure and at Griffi th University after arrival. (Please see power point for the results at the back of this brochure.) Besides reading diff erent resources, group members interviewed Dr. Ilze Brieze, Manager, Wildlife Strategy, Queensland Park and Wildlife Service, Department of Environment and Resource Management in Brisbane about the state’s whale conservation measures including the operation of a marine park and online interaction with the public about the state’s whale conservation plans. Although Group E recognized the importance of conservation of whales, they also emphasized that Japan should do so while respecting its cultural identity.

企業／事務所訪問要約日本とオーストラリアは、2006年に日豪友好協力基本条約締結30周年を迎え、教育・貿易・経済・

資源・イベント等、多方面から見て友好的かつ協力的で良好です。しかし、捕鯨問題となると激しい対立が見られます。最近（2010年２月頃）もこの問題に関した事件があり、ニュースでも報道されていました。シーシェパードやグリーンピースという言葉も近頃ではよく耳にする機会も増えたように思います。私達一般市民からすればあまり関係のないことのように思いがちですが、意外と身近な問題なのです。その理由の一つとして、日本人は昔（奈良時代）から食文化としてクジラを口にしていることが挙げられます。それに対して、かつては商業的な目的で捕鯨を行っていたオーストラリアですが1960年代頃からクジラの保護に非常に力を入れています。日本が捕鯨調査を行う目的は①クジラの生息数②生態系における鯨類の役割の解明③環境変動が鯨類に与える影響④摂餌生体の解明などが挙げられます。これらの調査結果が安全な資源管理を行うことに繋がって行きます。また、日本はIWCの管轄外のクジラを捕獲し、さらに日本政府の管理下のもと調査を行っています。

一方、オーストラリアを代表とする反捕鯨国からすれば、クジラはいかなる状況下でも捕鯨されるべきではないという立場です。オーストラリアの市民も捕鯨に反対する人が多く、日本の行っている事、ましてやクジラを食べるなど理解しがたいようです。オーストラリアの自然保護法では保護されるべき野生動物の中にクジラも入っています。クジラは海の重要な生物であり、クジラの削減から生まれる影響はクジラの減少だけでなく、他の生物の減少原因にもなり生態系バランスの崩壊を招くことを意味します。それを防ぐことを目的にクジラを保護することは法律でも定められています。

かけにクジラへの興味と知識を持ち、捕鯨問題も身近に感じて一緒に考えることができるのです。加えて、政府は保護のために常に他国の活動をチェックしながら協力を呼びかけています。

一方、日本は国民が捕鯨について考えるきっかけを持てる機会はほぼゼロに等しい気がします。オーストラリアのようにwhale watchingが盛んに行われているわけでもなく、よほど興味を持って知ろうとしない限り、テレビで流れる数分のニュースか新聞記事で知るのが限界だと思います。しかし、それだけで知れることは表面的なことで深くは知らない人が殆どでしょう。

クジラが動物の権利問題のシンボルになっていて、海の貴重な生物だと考えるオーストラリアの横で、クジラの調査を行い、さらにはクジラを口にする日本人。文化の違いから問題解決への難しさが感じられます。

将来、世界では人口は今よりも増え、比例して技術も発展していくでしょう。それに伴って港の開発はどんどん進み、いずれは海の中まで長期的に開発していくことが予想されます。気象変動についてはまだはっきり分かっていませんが、クジラが代表する海の生物にとって棲みにくい状況になっていくのは間違いありません。ちなみに現在オーストラリアで確認されているクジラの数は12000頭です。1962年には500頭まで減ったものの保護の甲斐あって元の頭数に戻りつつあります。

日本とオーストラリアが違った文化や考え方を持っているのは当たり前です。互いの文化を認め合うことを始めとして協力と理解を深めなければ、この問題は解決しないと思います。日本の市民がオーストラリアのように海に関した知識を増やせるチャンスを作るべきで、私達自身も海のシステムや生物について興味や関心を持つべきです。今では捕鯨問題は国・IWC・政府・調査員だけの問題ではありません。クジラの頭数が昔のように元に戻るように、そして今いるクジラを維持できるよう、日本は自国の文化も尊重しつつ可能な範囲で最大限の協力をすることがこれから大切になってくると私達はこの研修をきっかけに思いました。

法律、政策および社会オーストラリアの鯨保護の文化において、法律や政策が社会にどのように影響を与えているのだろ

うか。私達が企業訪問で学んだことを基に考えた。まず、クイーンズランドでは、自然保護法を基に、野生動物の保護を目的とし鯨を保護していると

聞いた。どのように鯨を保護していくべきか、一般市民の意見も取り入れていて、オフィスも一般市民のための教育を増やしたいと述べていた。私は、地域と市民が一体となって地域の悩みを共に解決できたら、保護活動も有意義なものになるだろうと感じた。

また、海の生態系バランスは鯨だけでなく、漁業への影響として人間にとっても重要だということがわかった。次に、オーストラリアでは観光客に鯨を見学させるホエールウォッチングが巨大産業となっており、鯨保護の文化がいかにビジネスとして影響を与えているかが分かった。自然保護に力を入れながら、鯨にストレスをかけることなく産業に活かせるのは素晴らしいことであるし、また、オーストラリアの人と鯨の関わり合いに感銘を受けた。捕鯨問題で対立している日本も、鯨利用の伝統を理解されるべきだと思うが、オーストラリアの鯨保護の文化も尊重し、今後も環境への配慮を視野に入れながら、保護活動を続けてほしいと感じた。

NZ/AUSの印象ニュージーランドでは私の英語力の不足と訛りで最初は会話が成り立たず、辞書を使わないとコミュ

ニケーションを取れない状態でした。でも日に日に聞き取れるようになり、最後の方は辞書を使うことも減りホームステイのママにも上達したねと褒められました。その言葉がすごく嬉しくて今でもすごく印象に残っています。生活面では毎日ホーキーポーキーというアイスを大量に食べ、ワインを大量に飲み、毎日ほろ酔いでした。買い物をする場所が余りなかったのが少し残念だったけれどその他はすごく満足のいく研修でした。

ホームステイ先に23歳の韓国人がいて、すごく仲良くなり毎日夕飯は笑いが絶えなかったです。パパは自分ことをクッキーモンスターと言いジェスチャーを使って私を笑わせてくれるし、ママは私が何をしたいのか理解してくれて、本当に良い家族でした。だから私は絶対にもう一度オーストラリアに行って家族に会いたいと思います。これから、しっかり勉強して長期留学できるような英語力をつけたいと思いました。

このニュージーランド、オーストラリアの研修は私にとって大きな経験であり、次のステップになるものだと感じました。

　I want to thank the university and administrators in the law faculty for their continued support of this curriculum. Although the fi fth program, due to budgetary restraints, will only be held in New Zealand at Waikato University, we hope to work with our partners in Australia once again in the future. I look forward now to the recruitment of Asia Pacifi c Relations Training Class of 2010-2011. The class of 2009-2010 study tour in Australasia was a beginning of self discovery for many students. And some students who had travelled previously on other short term study programs took their learning experiences to the next level academically. All of the students broadened their international perspectives and deepened their understanding of how ideals connect to reality. Through enlightment not only about such areas like international business practices, due process, sustainable urban development and indigenous rights, I hope this program’s OB students become international and or legal specialists, bringing together new ideas and solutions to the global community. I would like to thank Consul General Wendy Holdenson for her special lecture on Australia-Japan relations during the fall semester in Fukuoka. Finally, I was happy to meet Misato Kurokawa, a 2008-2009 OB, on the Gold coast this February in Australia. She decided to do an internship in bridal services and English for 6 months from Fall 2009-Spring 2010. I wish the Class of 2009-2010 success with their future studies and congratulate them as they learn to think outside of the box.

終わりに　このカリキュラムに変わらぬ御支援を頂いた福岡大学と法学部事務室の皆様に御礼を申し上げます。予算上の制約で第５回プログラムはニュージーランドのワイカト大学でのみ行われることになりましたが、再びオーストラリアのパートナー達と仕事が出来る日を私達は望んでいます。今は、アジア太平洋法政事情研修プログラム2010－2011クラスの募集を心待ちにしているところです。2009－2010クラスのオーストラレイシア研修旅行は、多くの学生にとり自己発見の始まりとなりました。他の短期間研修プログラムを以前に取ったことがある学生は、その学習経験をさらに次のレベルに進めました。すべての参加学生が国際的視野を広め、如何に理想を現実に結びつけるかの理解を深めました。国際ビジネス慣習、適正手続き、持続可能な都市開発、先住民の権利といった分野の知識を高めることで、このプログラムを修了した学生達が新しい考え方や解決法を国際社会にもたらす国際的視野を持ったスペシャリスト或いは法律専門家になることを期待します。そして日豪関係について特別授業をして下さったウェンディ・ホルデンソン在福岡オーストラリア総領事に感謝の意を表します。2008年～ 2009年のOB、黒川みさとさんとオーストラリアのゴールドコーストでお会いする事が出来て、大変嬉しかったです。彼女は自費で、６ヶ月間のブライダルサービスのインターンシップ及び、英語の勉強をしているところでした。2010年３月末に帰国します。黒川さん、お疲れ様。最後に、2009－2010クラスの学生達は既成概念に捉われずに物事を考える重要性に気付いたことと思います。彼等がこれからも研鑽を積んでいくことを願って止みません。
