Message

It was indeed another remarkable year for the National Statistical Coordination Board (NSCB). Despite financial and human resource constraints, we once again managed

to undertake several statistical activities and produced a good number of relevant statistical outputs in our capacity as the highest policy making and coordinating body on statistical matters in the country.

As we reached our 23rd year of dedicated and professional public service, we succeeded in leveling up our performance towards sound statistical policy formulation, effective statistical coordination, efficient production of timely economic and social indicators and strategic information dissemination management. We take pride in having sustained our efforts to be a world

class statistical agency by embarking new strategies and taking bold steps in our desire to meet the ever increasing challenges that we face not only in the Philippine Statistical System (PSS) but also in the international statistical community.

Among our noteworthy undertakings for the year were those geared towards the improvement of the quality of the Philippine System of National Accounts (PSNA) like the adoption of the recommendations of the 1993 and 2008 versions of the System of National Accounts. During the year, under a World Bank project, the NSCB embarked on the overall revision and rebasing of the PSNA to a more updated base year (from 1985 to 2000). The initial annual estimates covering this period were presented in a consultative forum in December 2009 which was attended by various stakeholders.

For the first time, press conferences on the performance of the regional economy were conducted in the nine regions where the NSCB has established a Regional Division. The NSCB RD heads reported on the 2008 Gross Regional Domestic Product (GRDP) of their respective regions.

The NSCB has also responded to the concern to address the statistical requirements of the global crisis through the creation of the Task Force on Flash Indicators to Measure the Impact of Global Crisis in the Philippines (TFFI). To further serve the needs of development planners for the generation of lower level and sectoral poverty statistics, the NSCB compiled and released the 2006 poverty statistics for eight basic sectors. Through this initiative by the NSCB, poverty alleviation programs and projects could be better targeted and government efforts could be more focused.

In our desire to give importance to and strengthen our collaboration with our stakeholders, we conducted consultative and dissemination fora on national accounts and poverty and children statistics, among others. We also conducted a forum on statistical capacity building with our development partners to advocate the outputs of the PSS and its resource requirements to our users/stakeholders.

Adhering to good practices in the global statistical community, we took a step forward in communicating statistics through data visualization using motion charts that provide a multi‐dimensional graphical presentation of indicators. Among the indicators applied with data visualizations were MDGs, poverty statistics and flash indicators.

In addition to our regular products and services such as the National Accounts of the Philippines, Foreign Direct Investments, Leading Economic Indicators, Quarterly Economic Indices, Statistical Indicators for Philippine Development, and coordination of various interagency and technical committees, technical working groups and task forces among others, the landmark activities undertaken by the NSCB in 2009 signified our total commitment to deliver high quality service to our stakeholders.

Together with the unwavering support of our partners and stakeholders, we will continue to strive for excellence as we dedicate ourselves to public service and national development. Agency Profile

Mandate The National Statistical Coordination Board (NSCB) was created in 1987 by virtue of Executive Order (EO) No. 121 to serve as the Philippines’ policy making and coordinating body on statistical matters in the country. The major goal of the NSCB is to promote the independence, objectivity, integrity, responsiveness, and relevance of the Philippine Statistical System (PSS). Its objective is to achieve the development of an orderly statistical system capable of providing timely, accurate, and useful data for the planning, programming and evaluation needs of all sectors of the Philippine economy.

Powers and Functions The powers and functions of the NSCB as defined under Section 5 of EO No. 121 are as follows:

• Promote and maintain an efficient statistical system in the government; • Formulate policies on all matters relating to government statistical operations; • Recommend executive and legislative measures to enhance the development and

efficiency of the system, including the internal structure of statistical agencies; • Establish appropriate mechanisms for statistical coordination at the regional, pro‐

vincial and city levels; • Approve the Philippine Statistical Development Program; • Allocate statistical responsibilities among government agencies by designating

the statistics to be collected by them, including their periodicity and content; • Review budgetary proposals involving statistical operations and submit an inte‐

grated budget for the PSS to the DBM; • Review and clear, prior to release, all funds for statistical operations; • Develop, prescribe and maintain appropriate frameworks for the improvement of

statistical coordination; and • Prescribe uniform standards and classification systems in government statistics.

The Executive Order further provides that the decisions of the NSCB on statistical matters

T he year 2009 once again highlighted the dynamic and important role of the National Statistical Coordina‐tion Board (NSCB) as the highest policy‐making and coordinating body on statistical matters in the country,

despite its financial and human resource constraints. Under the general thrust of strengthening and enhancing the internal and external coordination at the sectoral, national and subnational levels for the year, the NSCB remarkably accomplished its target goals, specifically in the delivery of statistical services to its stakeholders and in the promotion and maintenance of an efficient statistical system. Below are some of the major outputs of the NSCB for the year.

I. STATISTICAL POLICIES, PROGRAMS AND STANDARDS

Statistical policy formulation

The NSCB formulates, implements and monitors statistical policies in the form of resolutions and memorandum orders issued by the NSCB Executive Board intended to guide statistical and other data producing agencies in their statistical operations as well as other stakeholders in the use of statistics, specifically in terms of new methodologies, concepts and definitions, and statistical best practices.

In 2009, the NSCB issued 22 Resolutions and nine Memorandum Orders, among which are as follows:

• Adoption of Official Concepts and Definitions for Statistical Purposes on : Gender and Development ‐ Batch 2; Wholesale and Retail Trade Index; Environment and Natural Resources – Batch 1 (Water Resources ); and Health and Nutrition – Batch 3

• Approval of Estimation Methodologies on the following: 2006‐based Consumer Price Index for the Bottom 30 Percent Income Group Households; Philippine Tourism Satellite Accounts; Wholesale and Retail Trade Sales Indices; and Annual Labor and Employment Estimates

• Approval of the Rebasing of Price Indices to Base Year 2006

• Approval of the 2010 Budgetary Thrusts for the PSS

• Adoption of the Modifications in the Designated Statistical Activities of the Bureau of Agricultural Statistics (BAS) and Bureau of Labor and Employment Statistics (BLES) – Batch 1

• Approval of the Recommendations of the Task Force on Flash Indicators to Measure the Impact of Global Crisis in the country

Statistical Survey Review and Clearance System (SSRCS)

The SSRCS involves the substantive review of the design and instruments of statistical surveys or censuses sponsored and/or to be conducted by government agencies including government corporations at the national and/or subnational level. The system aims to ensure the quality of the data to be generated from the inquiry, to avoid unnecessary duplication in data collection and to elicit the coop‐eration of data providers and respondents. The criteria for survey review include among others the: (1) essentiality and appropriateness; (2) reporting burden; (3) adequacy of survey and forms design; (4) clarity of questions and instructions; (5) use of standard classifications and definitions; (6) completeness and adequacy of tabulation plans; and (7) schedule and manner of disseminating results.

Interagency coordination

The technical committees, interagency committees, technical working groups and task forces serve as fora to discuss and resolve statistical issues and concerns towards improvement in the generation, dissemination, communication and utilization of statistical information in the country. Their tasks include :

• Assessment and evaluation of the quality, useful‐ness, and timeliness of sectoral data and determine areas of duplication, discrepancies, and gaps;

• Review and endorsement to the NSCB Executive Board of the concepts, techniques, and methodolo‐gies used in the collection, processing and reporting of statistical information; and

• recommendation of policy measures to the NSCB Executive Board.

System of Designated Statistics

The System of Designated Statistics (SDS) is a mechanism for the identification and generation of the most critical and essential statistics for administrators, planners, policy and decision makers in the government and private sectors. It is also an important tool in addressing problems, such as data gaps, duplications, delayed release and inaccessibility of important sets of statistics, and framework for setting priorities in data production.

Under this mechanism, the NSCB in 2009 accom‐plished the following :

• Posting of the 2009 advance release calendar for designated statistics

• Web announcements on latest releases of designated statistics, specifically on: exports, imports, inflation rate, value and volume of production for manufacturing, balance of payments, and external debt

• Approval by the NSCB Executive Board of the modification on three designated surveys of the Bureau of Agricultural Statistics (BAS) namely; a) Rice and Corn Survey; (b) Palay and Corn Stocks Survey; and (c) Municipal Fish Catch Survey (Inland) and one from the Bureau of Labor and Employment Statistics (BLES) on the Occupational Wages Survey (OWS) specifically, in the frequency of conduct, taking into consideration that the wage rates on an annual basis would not provide much change;

Statistical Budget Review

• 12 agency budget proposals for statistical activities for 2010 evaluated and endorsed to the Department of Budget and Management for funding



Special Data Dissemination Standards

• Regular updates of the National Summary Data Page for 21 data items monitored by the International Monetary Fund (IMF) under the Special Data Dissemination standards (SDDS) system

Standards and Classification Systems

Classification systems serve as instrument for promoting the comparability and consistency of statistics generated by various data producers. These standard classification systems may also be used in the organization of databases and information systems.

• Philippine Standard Geographic Code (PSGC) Quarterly Updates which include creations, renaming, merging of barangays, cities and/or municipalities

• PSGC Updates for the 4th Quarter 2008 • PSGC Updates for the 1st Quarter 2009 • PSGC Updates for the 2nd Quarter 2009 • PSGC Updates for the 3rd Quarter 2009

• Finalization of the 2009 Philippine Standard Industrial Classification (PSIC)

The 20th National Statistics Month

The PSS celebrated 20 years of the National Statistics Month (NSM) with simple opening ceremonies held at the AFP Commissioned Officers Club, Camp General Emilio Aguinaldo, Quezon City on October 1, 2009. The statistical event was spearheaded by the NSCB with the Department of National Defense (DND) as host focusing on the security sector with the theme “Enhancing Security Sector Statistics for Good Governance, Peace and Sustainable Development” or “Pagpapahusay ng Estadistika sa Sektor Panseguridad para sa Mabuting Pamamahala, Kapayapaan at Maipagpapatuloy na Pagpapaunlad”.

Highlights of the program were the presentations on addressing the needs on security sector by the DND which included the launching of the NSCB Interagency Committee on Security Sectors Statistics (IAC‐SSS), and active plans in measuring peace in the community by the Office of the Presidential Adviser on the Peace Process (OPAPP). The IAC‐SSS was created to serve as a forum on how to improve the security sector statistics in the country including disaster statistics.

The NSM Media Awards was given for the first time this year by the PSS to media practitioners in recognition of their important role in promoting and communicating statistics and valuing its use in planning and decision making and for the professional handling of statistical information.

For the 1st NSM Media Awards, among the nine (9) contestants, Mr. Roel L. Landingin of Newsbreak Magazine was adjudged the winner. Mr. Landingin was awarded for his article "The Hidden Job Crisis" published in the May‐July 2009 issue of the Newsbreak Magazine. He received a Plaque of Recognition and a cash prize of P20,000.

For the 19th NSM Best Activity by Category in the National Capital Region (NCR), the National Statistics Office (NSO) garnered two awards: 1) Best Statistical Exhibit: “Statistical Exhibit at SM Supermalls in Metro Manila”; and 2) Best Statistical Contest: 2008 NCR Statistical Quiz. The Bureau of Agricultural Statistics (BAS) received the award for the Best Statistical Forum: “National Consultation on Livestock and Poultry Data System and Establishment of Regional L & P Databases”. The Best Region Award went to Region I. The winners in the Best Activity received P10,000 and a Plaque of Recognition each while Region I received P20,000 and a Plaque of Recognition.



The NSM Awards System has been instituted to give recognition to outstanding participation of individuals and agencies in the NSM celebration. At the same time, it promotes the conduct of activities that further the objectives and spirit of this annual statistical event.

A total of 512 government agencies, private organizations and academic institutions at the national and subnational levels joined the celebration with the conduct of 875 activities. The distribution of statistical activities is as follows: Information and Education Campaign (IEC) at 345 (39%) Fora at 261 (30%), Contest at 133 (15%), Exhibits at 87 (10%) and others unclassified at 49 (6%).

The closing ceremony was hosted by the Bangko Sentral ng Pilipinas (BSP) during the BSP–DepEd Oratorical Contest held on October 28, 2009 at the BSP Assembly Hall where fourth year high school student orators in the National Capital Region (NCR) vied for the top prize won by Jordan P. Santos of Rizal National High School.

Forum on Statistical Capacity Building

To enhance partnership among the development partners, donor community and the government on statistical capacity building and to serve as a venue for advocating the outputs of the PSS and its resource requirements, the NSCB held a Forum on Statistical Capacity Building on March 24, 2009 at the RCBC Plaza, Ayala Avenue, Makati City. Specifically, the Forum was aimed to: (a) increase public awareness of the priority activities of the major statistical agencies and selected line agencies in Calendar Year 2010‐2012; (b) enjoin existing and potential development partners to support statistical activities essential to national develop‐ment progress; and (c) forge strategic partnerships for statistical capacity building between/among major statistical agencies and other line agencies involved in statistical activities, the Department of Budget and Management (DBM) and Congress, and potential development partners from local private corporations and international organizations.

II. STATISTICAL FRAMEWORKS AND INDICATOR SYSTEMS The generation of indicators and statistics from the frameworks being developed and maintained by the NSCB is based on sound statistical methodologies and undergoes periodic evaluation and improvement. They are classified into the following: 1) the Philippine System of National Accounts (PSNA) and related accounts; 2) poverty statistics; and 3) other sectoral statistics and indicators.

Most of the PSNA‐related accounts and sectoral indicators and statistics have been institutionalized at the NSCB while the others are in various stages of development. National Accounts

In its unwavering efforts to improve the quality of the PSNA, the NSCB has implemented various initiatives since 1997 towards the adoption of the recommenda‐tions of the 1993 and 2008 versions of the System of National Accounts. In 2009, under a World Bank project, the NSCB embarked on the overall revision and rebasing of the PSNA to a more updated base year (from 1985 to 2000). The initial annual estimates covering this period were presented in a consultative fora held on December 18, 2009 at the Hotel Intercontinental in Makati City which was attended by various stakeholders who raised important suggestions for consideration.

Recognizing the need to address the issues being raised on the official poverty estimation methodology, the Technical Committee on Poverty Statistics (TC PovStat) started an overall review of the official poverty estimation methodology. To facilitate its assessment, the TC Povstat created four Small Working Groups (SWGs) within the Committee that will focus on the various components of the methodology and use the outputs of the "Comprehensive Documentation of the Official Poverty Estimation Methodology" project as the major reference in the review. The said project was undertaken by the NSCB and the Philippine Institute for Development Studies (PIDS) with funding assistance from the United Nations Development Program (UNDP). The SWGs are expected to thoroughly study the issues on the component of the methodology assigned to them and present their findings/recommendations to the TC PovStat. These will then serve as the basis of the Committee in finalizing its recommendation of the official poverty estimation methodology.

The management and use of information systems play a key role in the efficient practice of propagating the use of statistics available in the PSS. Over the years, the NSCB continued to innovate and make even better the efficient practice of propagating the use of statistics and organizing them into statistical products and ser‐vices to reach more deeply its various stakeholders.

In 2009, the NSCB has been steadfast in making statistical information more accessible to data users thru the National Statistical Information Center (NSIC) in Makati City and in nine regional branches located in San Fernando City in La Union, Baguio City, Legazpi City, Iloilo City, Tacloban City, Zamboanga City, Davao City, Cagayan de Oro City and Cotabato City and in three provincial branches in Guimaras, Negros Occidental and Antique. A new provincial branch of NSIC was launched in December 2009 in the province of Capiz.

As a public service arm and a one‐stop center for statistical information not only of the NSCB but of the whole PSS, the NSIC provides statistical service thru frontline, bookshoppe, library, and technical services. During the year, the NSIC in the NSCB Central Office in Makati City served more than 1,697 walk‐in clients and generated a total revenue of P1.129 million from sales of statistical publications in print and CD‐ROMs, data downloads, photocopying of library data/materials and payment for technical services, which were remitted to the Bureau of Treasury.

As part of its library exchange program, the NSIC received 501 publications from government, private and international organizations and provided 5,910 complimentary copies of NSCB publications to its various recipients.

On online dissemination, the NSCB website (http://www.nscb.gov.ph), continued to be more user friendly, comprehensively filled and continuously updated with press releases, free time series data, latest updates on key economic and social indicators and news on statistical developments in the PSS. During the year, it has recorded 8,653,866 page views from 667,869 unique visitors. As part of its online service, the NSCB responded to 2,794 data inquiries made thru the NSCB website.

In 2009, the NSCB Central Office released and dissemi‐nated two FactSheets, 43 press releases, 17 web announcements, 12 articles on “Statistically Speaking”, and 43 issues of e‐Newsletters to 5,251 subscribers of which 603 were new subscribers for the year. News articles released by the NSCB were published at least 406 times in various international, national and local newspapers and websites.

Among the major publications produced by the NSCB in 2009 were the 2009 Philippine Statistical Yearbook, monthly Economic Indicators, Annual and Quarterly National Accounts of the Philippines, 2006‐2008 Consolidated Income and Outlay Accounts of the Philippines, 2006‐2008 Gross Regional Domestic Product, 2006‐2008 Gross Regional Domestic Expenditure, 2008 Compendium on Philippine Environ‐ment Statistics, 2008 Directory of Government Statistical Services in the Philippines, Quarterly Leading Economic Indicators, Quarterly Foreign Direct Invest‐ments, 2008 Philippine Countryside in Figures, Regional Social and Economic Trends, 2006 Official Poverty Statistics for the Basic Sectors, 2003 City and Municipal Level Poverty Estimates, and the 2008 NSCB Annual Report.

It has also accomplished and submitted 40 questionnaires to foreign organizations like the UN, ADB, ESCAP and other international institutions. The NSCB conducted a lecture/presentation on Statistical Indicator Systems for visiting statisticians from the Viet Nam General Statistics Office (GSO) on September 21‐25, 2009, assisted in the Bangladesh Study Mission on Gender Mainstreaming on April 20, 2009 and May 6, 2009, and provided lecture on SNA to the participants of the UNSIAP 3rd Regional Course on Integrated Economic Accounts on June 30, 2009.

IV. STATISTICAL ACTIVITIES IN THE REGIONS

In 2009, the nine NSCB Regional Divisions (RDs) in Regions I, V, VI, VIII, IX, X, XI, XII and CAR have effectively made relevant improvements and institutionalized statistical development towards the operation and application of statistics in their areas of responsibility, providing efficient statistical service to its various stakeholders.

The NSCB RDs provided technical and secretariat support to the Regional Statistical Coordination Committees (RSCCs) and the various Technical Committees/Interagency Committees/Technical Working Groups/Task Forces in the discussion of issues and programs related to local statistics at the sub national level. Their accomplishments for the year included issuance of 35 resolutions which were dis‐cussed and approved by their respective RSCCs during their 25 meetings held quarterly. Their task included monitoring the adoption and implementation of the said resolutions. They were also involved in the preparation and implementation of the 2009 Policy Agenda, the Agency Statistical Calendars and in the advocacy of the Statistical Survey Review and Clearance System (SSRCS) in their respective regions.

On statistical frameworks and indicator systems, the NSCB RDs compiled, released and disseminated the 2006‐2008 Gross Regional Domestic Product (GRDP), and provided inputs to the Gross Regional Domestic Expenditure (GRDE) estimates in collaboration with the Economic Statistics Office (ESO) of the NSCB in the Central Office. For the first time, the results of the GRDP were disseminated during simultaneous press conferences in the nine regions where an NSCB RD is present.

Other outputs of the NSCB RDs included: preparation and updating of poverty maps for the provinces of Kibungan, Kapangan (Benguet), Natonin (Mt. Province), Kalinga, Ilocos Sur, Camarines Sur, Iloilo, Leyte, Zamboanga Subugay, Davao Del Norte and South Cotabato; production and dissemination of statistical publications such as the Regional Statistical Economic Trends (RSET) and Countryside in Figures (for the provinces of Kalinga, Pangasinan, Camarines Sur, Capiz, Samar, Zamboanga Sibugay, Davao del Sur, and South Cotabato). The NSCB RDs continued to produce and disseminate Regional MDG Watch, seven municipal/city profile, 69 issues of regional and provincial Statwatch, 11 issues of City Statwatch, 36 Fact Sheets, 117 press releases and 65 web articles.

In Region VI, the Capiz satellite provincial branch of the National Statistical Information Center (NSIC) was established in December 3, 2010, bringing the total number of provincial NSICs to four – all in Region VI. Through the nine NSIC regional branches and the four satellite provincial branches, a total of 13,388 clients were served and around 1,456 publications, statistical reports, and information, education and communica‐tion materials were acquired to augment their library holdings.

On the 20th NSM Regional Celebration, various statistical activities were conducted in all regions outside the NCR. These ranged from a simple activity, such as hanging of streamer or display of NSM posters to a more innovative and impressive statistical activities, such as holding of a statistical congress, statistical forum and lecture series, motorcade, statistical exhibits, workshops, and radio/TV interviews/guestings. These were all geared to raise statistical awareness and appreciation focusing on the theme of the event. The successful celebration of the 20th NSM in the regions was spearheaded by the NSCB RDs in Regions I, V, VI, VIII, IX, X, XI, XII and CAR in collaboration with the regional offices of NEDA, NSO, OCD, DND, BSP and other regional line agencies and local government units.



V. ORGANIZATIONAL DEVELOPMENT

The NSCB is short of the workforce needed to respond to the ever‐growing needs and demands of its stake‐holders. In 2007, the agency was operating with only 66.5 percent of its authorized manpower of 224 positions and the figure continued to dwindle to only 57.1 percent in 2009. The significant decline was brought about by the resignation and transfer of staff to other offices, international organizations, etc. The remaining 96 vacant positions could not be easily filled due to the prohibitions stipulated in Executive Order No. 366.

As of 2009, the NSCB has two third‐level career executive service officers and one career executive service eligible, namely:

Faced with the challenge of continuously building a strong and well‐developed data system responsive to the information requirement of its clients, the NSCB is struggling to deliver its regular outputs and develop‐mental programs with only 128 staff as of 2009. It is only with the strong commitment of the staff that NSCB products and services are continuously improved and delivered promptly.

In view of the NSCB’s core value on Teamwork to promote unity in diversity, synergy, and group accountability, NSCB Teams were created to develop a core group of staff with expertise on various specialized fields and help ensure the effective implementation of NSCB activities.

The NSCB through its Program on Awards and Incentives for Service Excellence Committee (PRAISE) provided recognitions and citations to deserving employees for their outstanding contributions, potentials and exemplary conduct. In 2009, the following were recipients of the various PRAISE awards:

2006 Child Development Index (CDI) on June 25, 2009. The Forum served as a venue for the exchange of ideas and discussion of the latest lower‐level/sectoral

poverty and CDI estimates.
