President’s Introduction

It is with great pleasure that I welcome all members and guests to this year’s main event of the ABI calendar in

Birmingham.Although I had held the Vice President post for several years I would never have guessed a year ago that I would end the

2016-2017 term as President and as President elect for the next year. It has been a turbulent few months but the ship has steadied and with a strong team in the Governing Council we stand united in taking the Association forward and tackling the tasks and goals we have set ourselves to improve the organisation and it’s members’ position and professional standing.The General Meeting wi l l c l ea r a l l outstanding i s sues , focus the membership on the way forward and enable the board to demonst ra te and explain their ambitions for the foreseeable future.I wish all delegates an enjoyable and successful event.

Chairman’ s Welcome Note

When I accepted the board’s appointment as Chairman to fill the position made vacant following my predecessor’s appointment as head of the Secretariat in September, l i t t l e d id I know how chal lenging the first few months wou ld be . As a Governing Council we have had a great deal to contend

with in recent times, however as a team we have worked extremely hard to overcome issues and move forward on a pos i t i ve footing in the best interests of the Association and its members. The position of Chairman is one that is selected by the board immediately following the AGM, and so at the time of writing I am unaware of who will be chairing the Association for the following year. With a strong mature membership in support, the Governing Council enters into the new financial year focussed on its objectives and confident with its wider business plan. I am certain the Chairman’s position will be both challenging and rewarding.

For me, Annual General Meetings have always combined business with pleasure and I’ve been attending since before I was old enough to become a member – that’s a long time believe me... The Association is nothing without its members and their participation in its events. I hope this year’s meeting proves to be an enjoyable and successful event for all who attend, and look forward to seeing old and new friends in Birmingham next month. Darren Shelmerdine [Chairman]

Chief Constable Durham Constabulary

Michael is a proud Lancastrian and adopted North Easterner who served in Lancashire Constabulary for 28 year s be fore joining Durham Constabulary in 2008 a s Ass i s tant Chie f Constable. He has been Chief Constable since 2012.

Michael has led new ways of tackling organised criminals with local beat officers and PCSOs through challenging traditional ways of policing and encouraging paradigm shifts. Durham is now recognised as a leading force in tackling serious and organised crime as well as managing offenders. A glance at the most recent HMIC PEEL inspection will show a police force at the top of its game wi th an env iab le s l e w of outstanding grades. He attributes this to inspired and positive staff that have their feet on the ground and a burning desire to look after victims of crime and anti-social behaviour. The most often repeated phrase of visitors to Durham Constabulary is ‘it feels different here!’

He has long been a keen exponent of problem-orientated policing and integrated offender management, including restorative justice, and has successfully embedded these concepts in Lancashire and Durham.

Michael is the National Policing Lead for Crime and intends to use this position to ensure British Policing is in the vanguard of tackling crime on the internet.

He has attracted a degree of media attention through his advocacy for a ‘grown up’ debate on drugs – challenging the efficacy of outright prohibition.

Michael at his worst has been described as a maverick and at his best as a maverick. He has enjoyed a few scrapes and still pinches himself every morning that someone asked him to be a Chief Constable.

In November 2013, Mr Coyne was appointed by Launch Tech. Co. to the position of Vice- President of the golo and CUBE

projects; Launch Tech Co, a public company (stock code 2488) and recognised worldwide as a global professional player in the

automot ive af termarket sector. Pre v ious to th i s appointment, Mr Coyne served as Head of Technical

De ve lopments a t the Operational Support Unit of the Rotterdam - R i jnmond Police.

During his time at this Unit and while undertaking criminal investigations, Mr Coyne had the foresight, and recognised the critical need for specialised forensic

tools which were capable of extracting vital digital data from electronic modules of vehicles involved in major road collisions/ fraudulent road collisions, and from vehicles/ electronic modules, suspected

of being stolen or criminally manipulated.

As a result, Mr Coyne founded and invented the Cube concept which was to evolve into a full joint

international project. Mr Coyne is a former student and member of staff at UCD Centre for Cybersecurity & Cybercrime Investigation.

He is an expert in Networks, Telecommunications, Forensic Computing and Cybercrime Investigation and has spent most of his career working on international criminal investigations. At present Mr

Coyne is a member of a Law Enforcement unit, whose focus is on the fight against digital and vehicle crime, he is also a member of the Interpol SMV Task-Force, E.C.T.E.G European Cybercrime Training

GENERAL SECRETARY

Since the very origin of The Association the official

fulfi"ing the administrative role has been described as

the General Secretary.

And so it was for that position that the Governing Council of the day in 2007 went about looking for a ful l time administrator to take over from the temporary caretaker duties that had been carried out by George Rivers and then Stuart Price for some 5 years.

Several tenders were submitted but by far the person whose proposal outshone all others was Eric Shelmerdine. A past

President and hugely popular guy, with unquestionable dedication to the ABI, gave the background that paved the way for the GC to appoint Eric without hesitation. For almost the following 10 years Eric carried out the administration with a keen enthusiasm fulfilling and exceeding all expectations. Eric developed the General Secretary role into his own.

The administration has worked well and truly enhanced the reputation of the ABI over the period Eric held the position and as he did before and during that 10-year period he continues now to be a dedicated and excellent Ambassador to the ABI.

Eric executed his tasks with a true commitment in the best interests of the ABI and its membership, of which he has been an active participant for over 30 years.

It was always going to be difficult to replace Eric and so the dynamics of the administration were changed totally, even its title. And so Eric took the title ‘General Secretary’ with him, there being no one who would ever fit into the job with any chance of matching what he had accomplished and the respect he commands.

Fortunately for me, I had worked almost side-by-side with Eric over most of that 10-years and had witnessed first hand how he functioned and more importantly how Eric developed the role. It was therefore with that experience and some inside knowledge of where the rising stars within the GC wanted to go that events unfolded in my applying for and being eventually appointed to take over the administration.

It was only after the Secretariat began that I was able to fully appreciate the enormity of Eric’s job and whilst I had always recognised Eric’s worth to the ABI it is still, six months later, that I am discovering more reasons why the membership will forever owe Eric its gratitude.

Colin Dexter OBE - RIP [Patron]

The question had crossed my mind over the years why the Association in all its long history had never once had a Patron. So when I was appointed as ABI General Secretary I went about finding a suitable person, which in my view had to be one of the best crime writers of the day. This inevitably led me to writing to Colin Dexter.

Within days I received a call at the office, the voice said “I believe there is a very nice man there called Eric“. My immediate thought was that it was Peter Heims acting his usual fool. I answered “yes Peter there is a very very nice man called Eric and you are speaking to him, how can I help?” When the voice replied “this is Colin Dexter speaking, I have received your kind letter” I couldn’t believe it.

We had a long conversation during which time I explained the history of ABI and Colin sa id he wou ld be delighted and honoured to be our first Patron.

From thereon if Colin could not attend our annual conference in person he would always provide a written address for the AGM programme wishing the members a successful event.

I kept in touch with him by telephone on a regular basis and if his wife answered and said he was not available at the moment, he always rang back to have a friendly chat. His impish humour and humility came through every time.

A few years back when we held an ABI Seminar in Oxford Colin invited Ann and I to pop round to see him. When we arrived, his wife Dorothy explained that he was still out taking his daily walk but wouldn’t be long. Dorothy explained that Colin always sat in his favourite chair in the corner and directed me to sit on one side and Ann on the other. The strategic placing she said was in order that Colin could hear much better from one side. When he arrived he totally ignored Dorothy’s earlier instructions and insisted that Ann sat in his favourite chair in the corner.

Although his age and frailty was clearly taking its toll, the conversation over the next hour was light hearted, amusing and upbeat, he said he was even planning to do some more writing and was giving me advice about my own input to the ABI Journal which he regularly received and assured me he read from cover to cover.

Whilst not totally unexpected, I was very sad to hear of his passing yesterday. For a man who was so well respected as a writer by his peers, as well as being forever remembered for his creation of the famous Inspector Morse, Colin was an unassuming, warm, amusing and very nice man.

Zena Scott Archer Award ~ Investigator of the Year

This prestigious award, named after ABI Past President Zena Scott Archer, has been awarded since 1988 to 'The Investigator of the Year' and not limited to that last particular year, but for an assignment which has been completed. The winner for 2016 award was Vince Butler of VTK Investigations www.vtkinvestigations.co.uk.

The ABI was very proud and honoured to have this coveted Award presented to member Vince Butler for his role in the following case scenario.

Picture the scene, a rural vi"age with a close-knit

population serving a regular flow of tourists. The client, a

l o c a lly w e ll k n o w n a n d respected male in his 60s

whose family had been in business in the area for over

150 years, had been accused of a serious sexual assault by a

young female (paper girl). Both her family and the

a c c u s e d ’s fa m i l y ha d subsequently been ostracised

by many in the vi"age.The instructions to Vince’s agency

consisted of a visit to the vi"age to prepare a plan with

supporting photographs of the paper delivery route and

location of the a"eged incident. Vince was also instructed to

set up and monitor both foot and traffic flow through the

v i lla g e t o t e s t s o m e k e y evidence.When he met the

accused and his wife, they both broke down and informed

Vince they had made a suicide p a c t a s t h e y f o u n d l i f e

unbearable.Vince spent a number of days in the location

making notes for the plan and taking photographs. Every

time he saw the gent and his wife they broke down and

highlighted the stress this was bringing on their lives and

their family. It a" seemed very tragic.A number of discreet

enquiries in the vi"age about the parties involved revealed to Vince that the young lady’s family, were not particularly popular and a number

of neighbours made the same alarming su(estion of incest involving the father, the complainant and her sister.The investigation included

accessing CCTV footage of several sites along the route, the location of the offence, photographs, measurements and establishing lines of sight

and proximity of the a"eged offence to the main road. His findings raised serious doubt on the a"egations made by the girl. Vince’s monitoring

of the footfa" and traffic flow showed the vi"age was constantly busy and in fact there was a vehicle passing through the locality every 90

seconds on average. The CCTV evidence showed the girl delivering her papers, a*er the a"eged incident, in which she showed no sign of

distress. This in the event proved to be crucial evidence in the case.Vince also managed to locate a number of witnesses who attested to having

seen and spoken to the complainant a*er the a"eged incident, which had not been previously mentioned. Statements were taken +om them

and Vince later served the Witness Summonses issued by the client.Having gained the trust and respect of the client, the gent accused, and his

family, they authorised Vince to access confidential medical records, which in the event also provided key evidence supporting the client’s

defence.Vince’s detailed report with a plan, photographs, videos of the traffic flow, statements and the CCTV evidence was submitted to the

client and his legal team for use at the Crown Court trial. Due to the quality and nature of that evidence Vince was not requested to attend as

a witness, as his Section 9 Statement was accepted as sufficient and went uncha"enged.The trial commenced and a*er 4 days the jury

returned a not guilty verdict on a" counts, which gave the gent and his family their lives back and the suicide pact was thankfu"y closed!

The Frank Martin Award

The Frank Martin Award, named in recognition of our illustrious Past President, has been created in order to annually identify the Member of the Year who has contributed special services to the Association or the Profession. The winner holds the beautiful silver plate for the year, which is then replaced by the Shield.

The Peter Heims Lifetime Achievement Award

This is a relatively new award, which is dedicated to the memory of past President Peter Heims, who sadly passed away in April 2013. This is not an annual award but the recipient is chosen by the GC only when it is considered a member has achieved great advances for the association during a long and loyal membership.

HISTORY

The Association of British Investigators - 100 years

The year was 1913 when a retired Scotland Yard detective by the name of Harry Smale laid the first foundation stone of what is the Association of British Investigators we know today. Little would Mr Smale have known that his meeting with a group of other London private detectives, and their decision to form the British Detectives Association would one day become the UK's leading organisation to represent professional investigators in the private sector.

The purpose and objectives back in 1913 are quoted as fo"ows:

"To promote and protect the interests of members and their relations with each other and with their employees, to reform abuses, to improve and purify detective methods, to guard against imposition and fraud by such persons as do not meet their obligations, also to seek national and international business in the name of the Association and apportion same amongst it's members. To make it a clean profession by our example and endeavour to purge it of undesirables"
