  • FROM THE EXECUTIVE DIRECTOR AND THE PRESIDENTAdvocacy Doesn’t Follow the Rules, It Creates Them

    An advocate takes many different forms—especially at TheArc of Howard County.There are the traditional advocates, like employees orboard members, who pledge their time to an organizationand put everything they have behind it. There are the volunteer advocates who commit themselves to a causein order to give back to the community. There are the employer advocates who practice inclusive hiring whichhelp show the broader community that hiring those withintellectual and developmental disabilities makes a differ-ence for everyone involved.

    But, most importantly, there are the self-advocates—those who, each day, show the world they are ready, willingand capable.In the 2016-2017 Annual Report, we look back on the year and profile those who have helped advocate on behalfof The Arc in the best ways they know how.Former President of the Board Ed Wilson used his knowledge of local politics to work with county and state agencieson behalf of the organization. Volunteers Tim Haynes and Joseph Faulkner used their free time and patience tosurvey people served by The Arc to make sure we were providing exceptional service. ZIPS opened its doors tohire not one, but four people served by The Arc and only hope to grow this partnership.Matthew Higgs used the confidence that he built through the many services provided in Howard County by TheArc and the support of others, to challenge his status quo and successfully settle into a job after completing highschool.At the end of the day, each and every one of our board members, volunteers, employees and supporters hopesThe Arc will assist people with intellectual and developmental disabilities to become their own self-advocates.Through the employment, housing and community integration services The Arc provides on a daily basis, we arehelping the people we serve step out of comfort zones and experience the rewards that growth brings. Whetherthat means living with roommates for the first time or working a steady job, the best sort of self-advocates arethose who do what they want to do—what makes them happy.

    M atthew Higgs has been working atthe Win Kelly automobile dealer-ship in Clarksville for more than 104weeks.Patty Higgs, Matthew’s mother, knows thisbecause he announces it each week heheads to work and, two years later, his enthusiasm for the job hasn’t wavered.At Win Kelly, Matthew performs a varietyof different tasks, including greeting customers, vacuuming cars, assisting mechanics with errands and working in theoffice. At home, Patty Higgs says Matthewdoes all of his own chores and enjoyswriting stories and watching YouTube.According to his mother, Matthew wasreluctant to try new things growing up andwas intent on keeping the status quo. Sheexplains that back in high school Matthewdidn’t want to get involved in some of the

    programs available to him, such as Best Buddies, but once he did, he ended up as the head ofrecruiting. A similar situation occurred with a local sports league.“The people at The Arc, at Project SEARCH, have been so wonderful in terms of helping him growand pushing him a little bit better,” Patty says.Matthew was honored last spring with one of The Arc’s 2017 Self-Advocate of the Year awardsfor his impressive accomplishment of transitioning from being a young man in school to an adultin employment.Calisha Queen-Gibson, an employment specialist at The Arc, also points with pride to Matthewand his incredible growth over the last few years.“Matthew Higgs is a great individual to work with and I just love him,” she says.Patty Higgs reciprocates with praise for The Arc staff. She is especially grateful for how they recog-nize Matthew’s abilities and encourage him to challenge himself.“There’s no, ‘Oh, he probably can’t do that because he has a disability,’” Patty Higgs explains. “Instead it’s, ‘We’re going to try this, and if it works out, great, if it doesn’t, we’ll move on and trysomething new!’”

  • T im Haynes and Joseph Faulkner might be retiredfrom their day jobs, but that doesn’t mean they’redone serving their community.Last year, the duo took on the task of interviewing asmany people served by The Arc as possible to collect in-formation for the Community Integration Services Department. The intent of the project was to understandwhat The Arc was doing well, to learn where services canbe improved and, most importantly, to make sure thatpeople supported by The Arc are happy.In the past, participation and response from people wasminimal. Haynes and Faulkner made it their mission toincrease response numbers and to talk with as manypeople served by The Arc as possible, even those whoare nonverbal or limited in their communication.Haynes explains that thereason the two were ableto accomplish their goaland raise the participantnumbers so drastically wassimply because they werededicated to getting thejob done.“We never called in andsaid, ‘We think we'd rathergo play golf.’ We were committed to getting itdone,” Tim said. “It was alot of fun, it was rewardingand nice to meet and chatwith all of these people.The one thing that we dis-covered is that everybody

    is happy here.”Bryan Sorrentino, Director of Community IntegrationServices, says that Haynes and Faulkner really took thetime to build a bond and rapport with the people theyinterviewed. Many people just wanted to chat, butHaynes and Faulkner were able to get answers to theirquestions through careful listening.“The survey questions don’t have “yes” or “no” answers.It really takes time to understand what the people aresaying and they took that time and had patience,” Bryancontinued. “At the end of the day, the whole reason todo the survey is to make sure we are giving the peoplewe support the most meaningful day.”

  • Samir Thakkar says the four people he hired through The Arc of HowardCounty “work their tails off” each day atZIPS in Laurel.The Arc and ZIPS have worked together forabout two years with four people from TheArc currently employed at the locationThakkar owns. The partnership began be-cause Thakkar’s assistant manager wantedto explore ways the company could helpthe community and introduced Samir toThe Arc.Since then, the relationship has flourished.ZIPS was presented with the 2017 Excel-lence in Employment award last spring atThe Arc's Celebration of Excellence.Robert Walker, a job developer and coachat The Arc, explains that there are multipletypes of positions that are available at ZIPS,and people served by The Arc work “in dif-ferent departments with different dutiesthat really stretch the mind.” Warnette Owens-Moultrie, a job coach withThe Arc, has helped to train people workingat ZIPS, and that training has helped provide them withopportunities to succeed in many different roles.“They take the bags of clothes, scan them and generatetickets. One person will take an item to the dry cleaningmachine, another may separate the dark from the lightand start the machine,” Owens-Moultrie says. After theitems are cleaned, another employee will check for spots,lint-roll and then organize the cleaned item by color andtag number… and the tasks go on.“Samir and the assistant manager are very awesome and

    accommodating,” Walker says. “They worked with us totweak the jobs a bit in order to get the work done. Theyare very heartfelt people.”Though Thakkar says there are some challenges employ-ing people with developmental disabilities, he says that’sno different than hiring any other employee. He encour-ages others in the community to be more inclusive intheir hiring.”Open your arms and be absolutely accessible in orderto respect what their needs are, and, in turn, they will respect yours,” Thakkar says.

  • Ed is a true friend of The Arc,” according to ExecutiveDirector Cynthia Parr.After nearly ten years in various leadership roles, includingBoard President, 2017 President’s Award winner Ed Wilson has completed his tenure on the board, but stillcontinues to be an active member of The Arc. Wilson sitson the Governmental Affairs Committee as well as theLeadership Development Committee, using his businessexperience to further the organization in any way he can.“He’s a consummate volunteer who has given a greatdeal of his time and talent to our organization,” Parr explains. “Ed fully understands The Arc philosophy, the importance of raising awareness and about creating, andmaintaining, an inclusive community.”Wilson became involved in The Arc after graduating fromthe Leadership Howard County class of 2007. His workbackground as a Vice President for Constellation Energy

    and his passion for service made him perfect for manydifferent roles in the organization.“We have a number of committees that are involved inthe operation of The Arc and they require a diversity ofskill sets to make them work well,” Parr says.Former Executive Director Carol A. Beatty agrees. “Becauseno one in Wilson’s immediate family is directly supportedby The Arc, he offers an important perspective to the organization,” she points out. That perspective is also appreciated by elected officials who are used to seeingWilson in Annapolis advocating on behalf of The Arc.When Beatty announced she was leaving The Arc to accept an appointment as Secretary of the Maryland Department of Disabilities, Wilson was Board Presidentand he felt a personal responsibility to replace her withsomeone just as impressive.“My proudest achievement at The Arc was when an out-

    standing Executive Director left, we were able to re-place her with another outstanding Executive Director,” Wilson says, noting Beatty and Parr havedifferent, yet equally impressive, leadership styles.Wilson also recalls his work on The Arc’s strategicplan as a notable achievement, explaining that it isvery “gratifying to see an organization thinking andplanning ahead with real intelligence.”

    Maryland State Senator Guy Guzzone, who representsHoward County, and Ed Wilson, The Arc's 2017 President's Award winner, are in frequent conversations on behalf of people with intellectual and developmental disabilities.

  • The 20th annual Chocolate Ball, a benefit for The Arc ofHoward County, attracted a crowd of 450 to Turf Valley,where the ballroom shimmered with lights and featured toweringvases of orange, yellow and white blossoms.The evening’s program included recognition of 10 people servedby The Arc: Bucky Buchanan, Robert Bussard, Hannah Saltzman,Richard Lowry, Dan Maletz, Janice Martin, Carlotta Martin, GeoffSavage, Bonnie Block and Cornell Smith. Extravagant desserts created by the area’s best chefs and catererswere showcased. The Center for Hospitality and Culinary Studiesat Howard Community College was awarded the Best in Tasteand Show and the People’s Choice award. Fiona’s by the CakeFaerie won second place, and Debi’s Cake Studio won third. Honorary Chairs were Deanna and Joseph V. Murray, Sr. The twoare long-time supporters of The Arc. Joseph is a former Presidentof The Arc Board of Directors.

    20th AnnualChocolate Ball Attracts 450

    Gorgeous flowers added color and glamour to the20th Annual Chocolate Ball, including at the Man-gione family’s table where guests were seated.

    As in years past, the band Oracle and its livelyperformers kept Chocolate Ball attendees on theirfeet, dancing until the lights were turned off.
