The City of Raeford was recognized as the WIA Business of the Year. Leigh Deberry was recognized as the WIA Adult of the Year. Shaquoya Webb of Raeford was recognized as the WIA Young Adult of the Year and KiQuila Dockery of Raeford was acknowledged as the WIA Teen of the Year. WIA is a federally funded program designed to address the employment and training needs of adults, dislocated workers and youth. Participants were evaluated and selected based on two criteria: the barriers or hardships they overcame to suc- cessfully com- plete the program and/or a work- force develop- ment activity and the nominee’s ac- complishments. Businesses were selected based on how the busi- ness has positively contributed to the local/state economy and improved workforce employment and training opportunities. All selections were weighted equally by the agency-specific selection committees. Nominations were submitted by Hoke County Schools and the Hoke County Career Center, all partners of the Lumber River Workforce Development Board. Hay loss due to feeding can range from 2 to 60 percent. The more time and energy put into managing hay feeding, the less hay and money that will be wasted. There are a number of factors that affect the amount of hay lost, including feeding method, interval between feedings, amount fed, the number of animals being fed, weather conditions, the method of storage, and overall hay quality. Hay should be fed on well- drained areas. Distributing hay on pastureland rather than concentrat- ing the feeding traffic in one area Farmers, reduce hay waste will be beneficial to your pasture. This allows for animals to exhibit natural grazing habits and distributes their manure uniformly, improving soil fertility. This method usually works best if feeding hay daily or every two days. If hay is fed using hay rings, feeders, or racks that are moveable, choose a new area each time you put out a new bale. This will limit the amount of damage done to one area of the pasture and will also help distribute manure. The greatest amount of hay loss occurs when animals are given free access to hay. They will trample, over consume, and contaminate between 25 to 45 percent of the hay. Limiting animal access to hay will help limit waste. Feeding hay daily and matching the amount of hay fed with nutritional needs will help decrease loss. Daily feeding will force the animals to eat hay they might otherwise waste. This requires a higher labor input, but will save the most hay and money. If feeding daily or every other day is not an option, using hay rings, racks, and feeders will help limit animal access to hay and help decrease hay loss. Using rings, racks, and feeders that keep the hay up off the ground limits the amount of loss due to trampling and fecal contamination. Hay rings with panels along the bottom also help limit loss due to trampling and fecal contamination because less hay will fall out the bottom. When using hay racks, rings, and feed- ers, it’s important to keep in mind the amount of space around each feeder; make sure there is enough space for each animal to get to the hay easily. Rules and Regulations

1. The Golf Capital Card is available to persons with a valid NC Driver's License, Military ID, Tax Receipt, or Lease Agreement for a minimum of three consecutive months for the follow-ing NC counties: Chatham, Cumberland, Harnett, Hoke, Lee, Montgomery, Moore, Randolph, Richmond, Robeson, and Scotland.

2. The Golf Capital Card may be available for purchase at the VOPAGA office, Robert’s Golf Shop and certain pro shops. Please call the VOPAGA office for a list of participating courses.

3. Criteria for Senior & Military discounts: You must be a Senior 50 years or older, unless otherwise noted, or maintain a Military ID.

4. The Golf Capital Card is non-transferable, including spouses.

5. Golf Capital Cardholders must present their card at par-ticipating courses to receive the Capital Card rate. PERSONAL IDENTIFICATION WILL BE REQUIRED.

6. The staff of each member course will mark off a box each time the card is presented. However, it is the cardholder's responsibility to ensure the proper seasonal box is checked.

7. The making of advance tee times is subject to course condi-tions (see Club Rates & Restrictions). In-Season tee times are restricted to 24 hours in advance. Golf Capital Cardholders must identify themselves as such when reserving tee times.

8. Card members should inquire about specific regulations for each member course. Appropriate golf attire is required at all times. Shirts must have a collar, no cut-offs or blue jeans allowed. Personal coolers and food is at the discretion of each member course - please inquire when making your tee time. SOFTSPIKES are required at all member courses.

9. There will be a $25 processing charge for replacing a lost or stolen card.

10. We reserve the right to refuse to renew a Golf Capital Card for any cardholder who has violated any of the above rules.

11. Each member course has the right to retain a Golf Capital Card if abuse or fraud is suspected. I.D. REQUIRED

Development Block Grant Program, notice is hereby given that the Raeford City Council will conduct a public hearing at 7:00 pm on Monday, February 2, 2015 at Raeford City Hall located at 315 N. Main Street, Raeford, North Carolina.

The purpose of the public hearing will be to discuss the City’s intent to submit applica-tions for Community Development Block Grant funds. The State of North Carolina expects to receive approximately $42.5 million in CDBG funds. Of this amount, $41.7 million will be made available for Infrastructure and Economic Development activities. The City of Raeford may request funding to serve a project in which at least 51 percent of the benefi-ciaries are low to moderate income, as defined by the US Housing & Urban Development Department. The City of Raeford will also select a project that will minimize displacement of persons as a result of the activities assisted with the grant funds and will assist persons actually displaced as a result of the activities of the proposed project.

Interested parties may present their views orally or in writing at the public hearing or prior to the public hearing by communicating with Dennis Baxley, City Manager at 910/875-8161. Written citizen comments will be responded to in writing within ten (10) calendar days of receipt of comments by the applicant.
