This guide, produced by NARIC (National Recognition Information Centre), is the
result of the implementation of Measure 46 of the Immigrants Integration Plan
which was approved by the Minister Council Resolution nº 63-A/2007 of May 3rd,
and is under the responsibility of the Ministry of Science, Technology and Higher
Education (MCTES).
We aim to present, in a clear and objective manner, information that enables all of
those potentially interested in understand the Portuguese higher education
system, in particular, with regards to the recognition of foreign qualifications, thus
contributing to the integration of foreign students and graduates who seek
Portugal as their host country.
We chose to organize this guide by chapters in order to ease the access to its
contents by a larger audience.
There was an effort to include in the annex a synthesis of the most recent legal
framework regarding the higher education system, the most relevant legal
diplomas on recognition of foreign higher qualifications as well as a list of higher
education institutions that have been recognized by MCTES.

1Portuguese is the third most spoken European language in the world (about 200
million people). Portuguese speaking countries are spread throughout the globe:
Africa (Angola, Cape Verde, Guinea Bissau, Mozambique, Saint Tomé and Prince),
South America (Brazil) and Asia (East-Timor, the youngest nation in the world).

II. Portuguese Education System

The Portuguese education system is
composed by pre-school education,
school education and extra-school
education. School education
encompasses basic, secondary and
higher education.
PRE-SCHOOL EDUCATION
Pre-school education is aimed at children between age three and entry in
compulsory schooling; it is a non-mandatory education that can be undertaken in
public or private kindergartens, and it is for free in the former.
BASIC EDUCATION
Basic education is compulsory, free of charge and nine years long. It is organized
in three consecutive cycles where the first cycle is four years long, the second
cycle is two years long and the third cycle is three years long.
In the first cycle, the education is global and aims to develop basic competences
in Portuguese Language, Mathematics, the Study of the Environment and
Expressions (Artistic or Physical-Motion), thus ensuring a common general
education and training, exploring and developing the students’ interests and skills,
and promoting individual achievement in harmony with social values.
In this first cycle of studies, education is globalizing and it is carried out by a sole
teacher who may, however, be assisted in specialized areas.

The 2nd cycle is organized by interdisciplinary areas of basic education and
training, each area being carried out by a teacher.
On the other hand, the 3rd cycle aims to provide a more consistent education and
training, namely through the acquisition of skills that lead to the labor market or
further studying. Similarly to the previous cycle, this one is also organized by
disciplines and operates in a multi-teacher regime with specialized teachers
addressing different subject areas or disciplines.
The teaching of Information and Communication Technologies begins in 8th grade
and it becomes a mandatory course by 9th grade. In basic education, the learning
of two foreign languages, among English, French and German, is also mandatory.
At the end of the 3rd cycle, students are subject to an external summative
assessment by performing nationwide exams in the Portuguese and Mathematics
disciplines. Basic education culminates with the completion of this last cycle, when
it is awarded a certificate in basic education.
SECONDARY EDUCATION
Upon successful completion of basic education, any student can access a
secondary education course lasting three years. Secondary education aims to
provide diversified training and learning, and it comprises:
Scientific-humanistic courses: targeted for further studies at the higher
level, university or polytechnic;
Technologic courses: targeted for both the insertion in the labor market
and for further studies (specialized technologic courses or higher
education courses);

Specialized artistic courses: according to the selected artistic field,
targeted for both the insertion in the labor market and for further studies
in post-secondary courses (Technologic Specialization Courses) or in
higher education;
Professional courses: aimed at providing young people with professional
skills for the labor market, as well as enabling them access to technologic
specialization courses (CET) or to higher education;
The completion of secondary education culminates with the attainment of
a secondary studies certificate, and technologic courses, specialized
artistic courses and professional courses, in particular, still provide a level
3 professional qualification.
This education subsystem requires the payment of a low annual fee in public
schools.

ADMISSION TO HIGHER EDUCATION
All national and foreign students can apply to higher education as long as they
cumulatively fulfill the following conditions:
Completion of a secondary education course or a legally equivalent
national or foreign qualification;
Completion of the necessary entrance exams for the course they are
applying with a final grade equal to or exceeding the minimum
established (there are higher education institutions that accept foreign
tests or exams);
Fulfillment of the pre-conditions, if any, required for the course they are
applying.
Admissions in each higher education institution are subject to numerus clauses.

Candidates holding foreign qualifications
Foreign students who wish to apply to higher education institutions in Portugal
must fulfill the same conditions that are required to national students.
Candidates holding foreign qualifications should request equivalence to 12th grade
in a secondary education school endowed with pedagogic autonomy. Further

Students that have been enrolled in a foreign higher education institution and
have attended a course considered to be of higher education level by the existing
legislation in that country, whether they completed it or not, may request a
change of course or transfer. For more information on this matter, please contact
the higher education institution in which you wish to be admitted.

HIGHER EDUCATION
The Portuguese higher education system includes university and polytechnic
education.
University education is taught in public, private and cooperative, and concordat
universities, whereas polytechnic education takes place in public, private and
cooperative non-university institutions.
Private and cooperative institutions get recognition in advance from the Ministry of
Science, Technology and Higher Education.
Higher education provides the following academic degrees: Bachelor’s
(Licenciado), Master’s ( Mestre) and Ph.D (Doutor).
The bachelor’s degree is provided by both university and polytechnic
institutions.
The cycle of studies leading to a bachelor’s degree (Licenciado) in polytechnic
institutions has a duration of six semesters of student work, corresponding to 180
ECTS (European Credit Transfer and Accumulation System), and a duration of
seven or eight semesters of student work, corresponding to a training of up to
240 ECTS in those cases foreseen by national or EU legislation.
The cycle of studies leading to a bachelor’s degree in universities has a duration of
six to eight semesters of student work, corresponding to a training of 180-240
ECTS. In the first cycle of studies at universities or polytechnic institutions, the
bachelor’s degree is provided to those who have attained the minimum
established number of ECTS through the successful completion in all courses that
are part of the bachelor’s degree curriculum.
The master’s degree (Mestre) is provided by both university and polytechnic
institutions.

The cycle of studies leading to a master’s degree has a duration of three to four
semesters of student work and corresponds to an education and training of 90 to
120 ECTS.
In polytechnic institutions, the cycle of studies leading to a master’s degree must
ensure, for the most part, the acquisition of a professional specialization. In
universities, the cycle of studies leading to a master’s degree must ensure, for the
most part, the acquisition of an academic specialization that is based on research
activities or that expands professional skills.
In universities, the master’s degree can also be attained upon completion of an
integrated cycle of studies with a duration between 10 and 12 semesters of
student work which corresponds to a training of 300 to 360 ECTS, and it is valid in
those cases where the duration to have access to a specific professional activity is
established by certain EU legislation or is common practice in the EU. In this cycle
of studies, the bachelor’s degree is granted through the attainment of the 180
ECTS corresponding to the first six semesters of student work.
In the 2nd cycle of studies in university of polytechnic institutions, the master’s
degree is provided to those who successfully complete all courses that are part of
the curriculum program, and upon approval of the public defense of a dissertation,
work project or internship report.
The Doctoral degree (Doutor) is conferred by university institutions to those who
obtained approval in the program’s coursework, if any, and in the public defense
of the thesis.
Higher education institutions can also offer technologic specialization courses that
are qualified as post-secondary education.

Admission conditions in the 2nd and 3rd cycles of studies
Potential candidates to the 2nd cycle of studies leading to a master’s degree
must:
hold a bachelor’s degree (licenciado) or its legal equivalent;
hold a foreign higher academic degree that is recognized as meeting the
objectives of the bachelor’s degree by the competent scientific body of
the higher education institution where they intend to be admitted;
hold an academic, scientific or professional resume which is recognized
as attesting the capacity to carry out this cycle of studies by the
competent scientific body of the higher education institution where they
intend to be admitted.
Potential candidates to the 3rd cycle of studies leading to a doctoral degree
must:
hold a master’s degree or its legal equivalent;
hold a bachelor’s degree and an academic or scientific curriculum vitae
particularly relevant that is recognized as attesting the capacity to carry
out this cycle of studies by the competent scientific body of the university
where they intend to be admitted;
hold an academic, scientific or professional curriculum vitae that is
recognized as attesting the capacity to carry out this cycle of studies by
the competent scientific body of the university where they intend to be
admitted.

Grading System
Bachelor and master’s graduates receive a final classification ranging from 10
to 20 on a numerical scale from 0 to 20, as well as its equivalent in the European
scale of grading comparability of classifications.
The Doctor degree receives a final classification in accordance with the standards
set by the regulations approved by the university that confers the degree.

CHART OF THE PORTUGUESE HIGHER EDUCATION SYSTEM
(*) Exception being made in cases where the access to a certain professional activity requires
a training ranging from 210 to 240 ECTS.
(**) Exceptionally, and without failing to ensure the satisfaction of all requirements related to
the characterization of the goals of the degree and the conditions for obtaining it, the cycle of
studies leading to a master’s degree in a certain specialty may have 60 credits, as long as
there is evidence of a stable practice and internationally consolidated in that specialty.
(***) The master's degree may be conferred after an integrated cycle of studies in cases
where, in order to have access to a particular professional activity, that duration a) is
established by EU legislation and b) results from a stable and consolidated practice in the EU.
In such cases, the bachelor’s degree is awarded to students who have obtained 180 ECTS
(3 years, 6 semesters).

POST-SECONDARY EDUCATION
Technologic Specialization Courses (CET) are post-secondary education and
training that aim to provide a level 4 professional qualification by combining a
secondary, general or professional training, and present the following
characteristics:
a high-level technical training;
provide a qualification that includes a high level of knowledge and skills;
no need to master the scientific grounds of the different areas being
taught;
acquisition of knowledge and skills that enable the trainee to take on
conception and/or supervision and/or management roles, in an
autonomous and independent way.
These courses allow students to enter the labor market and/or to pursue their
studies in higher education.
The approval in a CET confers a Technologic Specialization Diploma (DET) and
access to a Professional Competence Certificate - CAP- issued in the framework of
the National System of Professional Certification.

III. Academic recognition

In Portugal, the legislation concerning the recognition of foreign qualifications is
comprised in two legal documents:
Decree-law n.º 341/2007 of October 12th creates a new regime of
recognition of foreign academic degrees with identical level, goals and nature as
the bachelor’s, master’s and doctoral degrees awarded by Portuguese higher
education institutions and allowing the same rights to those holding these
academic degrees. This new regime relies on the mutual trust principle, thus
replacing, when applicable, the equivalence process based on the scientific
reassessment of the work carried out by the holder while pursuing the foreign
degree, as stated in decree-law n.º 283/83 of June 21st.
A Commission for the Recognition of Foreign Degrees was created under this new
regime to define through generic deliberations the number of degrees covered by
this regime.
Until now, the foreign academic degrees that have been considered under the
above mentioned decree-law, are those listed in the annex to this guide and
published on the official website www.dges.mctes.pt.

Registration is requested by the holder of the degree/diploma or his legal
representative, as follows:
For bachelor’s or master’s degree:
to the Rector of a Portuguese public university;
to the President of a public polytechnic institute;
to the Director-General for Higher Education.
For doctoral degree:
to the Rector of a Portuguese public university;
to the Director-General for Higher Education.
The request of registration must be accompanied by the following documents:
Original diploma or document issued by the competent foreign institution
of higher education to prove, unequivocally, that the degree was
conferred, and its translation, if applicable;
A copy of the thesis / dissertation (digital / paper) in the case of
registration of a diploma that confers a recognized degree as producing
the corresponding effects of the degrees of doctor or master.
When necessary, the applicant may be asked to provide a translation of the
diploma and the title of the thesis / dissertation if they are written in a foreign
language other than Spanish, French, English or Italian.
Fees for each registration are determined by the institutions and cannot
exceed €25.
Registration must be made within one month after delivery of all documentation.

Decree-law n.º 283/83 of June 21st regulates the equivalence/recognition
process of foreign higher education qualifications.
Under this decree-law, the decision on granting or denying equivalence /
recognition is the sole responsibility of the higher education institutions.
The request for equivalence to bachelor’s degree (licenciado) must be instructed
in a proper model and addressed to the President of the Scientific Council of the
institution that provides courses in the same area or in related areas.
The request for equivalence to master’s degree (mestre) must be instructed in a
proper model and addressed to the university rector or the president of the
polytechnic institute to which the school or educational unit belongs and through
which the master's degree is conferred in the same area and specialty.
The request for equivalence to doctoral degree (doutor) must be instructed in a
proper model and addressed to the university rector to which the school or
educational unit belongs and through which the doctoral degree is conferred in the
same area and specialty.
Where there are significant differences in the curricular structures, academic
recognition is provided upon request to the rector of the university or the
president of the polytechnic institute.
The models for application of foreign higher qualifications are set out in Ministerial
Order nº. 1071/83 of December 29th, namely:
model nº. 524 - equivalence to the Doctoral degree;
model nº. 525 - equivalence to the Master’s degree;
model nº. 526 - equivalence to Bachelor’s degree or to non-degree
higher education courses;
model nº. 527 - recognition of qualifications;

Equivalence/recognition can be sought in the country of origin, by the applicant or
by the legally designated person for that purpose.
In case of equivalence to a Bachelor’s degree, the following documents are
needed:
a) diploma certifying the ownership of the foreign degree or diploma for
which an equivalence is being requested;
b) document issued by the competent authorities of the foreign
university, listing the subjects that the applicant has successfully
completed and which led to the degree or diploma for which an
equivalence is being requested; the workload per year and per discipline,
the syllabus per year and per discipline; as well as the duration of the
studies leading to the degree and final classification or, if not provided,
the partial ratings;
c) 2 copies of each essay considered independently in the syllabus, if
any.
Regarding the equivalence to a Master’s degree, the following documents are
needed:
a) diploma attesting the ownership of the degree for which an
equivalence is requested;
b) document issued by the competent authorities of the foreign
university, listing the subjects in which the applicant has successfully
completed and which constitute an integral part of the conditions for the
degree for which equivalence is being requested;

c) 2 copies of the dissertation and other works that may have been
submitted for the completion of the degree for which equivalence is being
requested;
d) regulation setting the conditions for admission and attainment of the
foreign degree for which equivalence is being requested.
In case of equivalence to the Doctoral degree, the following documents are
needed:
a) diploma attesting the ownership of the degree for which equivalence is
being requested;
b) document issued by the competent authorities of the foreign
university, listing the subjects in which the applicant has obtained
approval and which may constitute part of the conditions for the
attainment of the degree for which equivalence is being requested;
c) 2 copies of the thesis and other works that may have been submitted
for the completion of the degree for which equivalence is being
requested;
d) 2 copies of the curriculum vitae updated to the attainment of the
degree for which equivalence is being requested.
The work and thesis should include a note provided by the competent authorities
of the foreign university or institution of higher education indicating that they
were considered and accepted for the attainment of the degree for which
equivalence is being requested.
The applicant may be asked to present additional elements that are considered
necessary for the assessment of the request.

Documents issued by foreign higher education institutions should be recognized
by the local Portuguese consular agent and / or legalized under the Convention
regarding the Abolition of the Requirement of Legalization of Foreign Public
Documents (better known as the Hague Convention), signed in The Hague on

By granting equivalency/recognition, the institutions themselves charge a certain
amount of fees.

IV. Professional recognition

Professional recognition is regulated by Directive 2005/36/EC of the European
Parliament and the Council, of September 7th, on the recognition of professional
qualifications, and it is part of the legislative consolidation process and flexibility
of labor markets by fostering a better liberalization of service provision and a
simplification of administrative procedures within the professional recognition.
This scheme applies to EU citizens and nationals of non-EU members that are
signatories to the EEA (European Economic Area) namely, Liechtenstein, Norway,
Iceland and Switzerland. It also applies to the recognition of qualifications
obtained outside the EU, by a citizen of an EU member state.
It should be noted that this regime only concerns the regulated professions, i.e.,
activity or set of activities, in which access, taking up or modus operandis are
directly or indirectly, dependent on the possession of certain professional
qualifications by virtue of laws, regulations or administrative provisions.

Nationals of countries not covered by the provisions of this Directive shall, firstly,
request academic recognition of their qualifications under the existing legislation
on this matter in order to

Foreign nationals who wish to study in Portugal may contact the public and private
higher education institutions in order to get information about accommodation,
food and health systems.

Most Portuguese higher education institutions run courses of various levels of
Portuguese language and culture, from annual courses, to summer courses and
special courses for foreigners wishing to learn or deepen their Portuguese
language skills.

Banks
Banks in Portugal are open Monday to Friday between 08h30 and 15h00, and
some offices may close at 18h00.
Museums
Most museums in Portugal,are closed on Mondays, and traditionally they are also
closed on Easter Sunday, December 25th, January 1st and possibly on local
holidays.
Usually, museums run from 10.00 to 12.00 and from 14.00 to 17.00, but private
museums and foundations may have different schedules, so this information does
not preclude consultation with each museum.

In Portugal there are more than 80 newspapers in Portuguese language, from
national dailies, weeklies and regional newspapers, as well as specialized
newspapers in areas such as sports, economics, and politics, among others.
Portuguese television has four channels in open signal, two public televisions
(RTP 1 and RTP 2) and two private television channels (SIC and TVI). In addition
to the public signal, it is possible to access various Portuguese and foreign
channels through subscription cable, satellite and IPTV (TV over IP).
