RECORD OF PROCEEDINGS Minutes of the Silverton Village Council Workshop Held Thursday, November 6, 2014 The Council of the Village of Silverton met for a workshop in Council Chambers at 6860 Plainfield Road at 7:00 pm on Thursday, November 6, 2014. Mayor Smith called the meeting to order. OPENING REMARKS: Mayor Smith led a moment of prayer followed by the Pledge of Allegiance. RECORD OF PROCEEDINGSMinutes of the Silverton Village Council Workshop

Held Thursday, November 6, 2014

The Council of the Village of Silverton met for a workshop in Council Chambers at 6860 Plainfield Road at 7:00 pm on Thursday, November 6, 2014. Mayor Smith called the meeting to order.

OPENING REMARKS:Mayor Smith led a moment of prayer followed by the Pledge of Allegiance.

Tom Carroll, Village Manager Meredith George, Village Clerk Bryan Pacheco, Village Solicitor Bruce Molett, Police Chief

MAYOR’S COMMENTS AND GUESTS:Mayor Smith introduced Ms. Diane Debevec, Executive Director at Women Writing for a Change. Women Writing for a Change is a non-profit organization that was created in 1991 to give women a place to write and listen together. The first program had 15 participants and

had grown to several programs, co-ed classes and summer camps, as well as community outreach programs. Ms. Debevec encouraged all to check out their website www.womenwriting.org for information on classes and events. Mrs. Thompson asked how the programs were marketed to young girls. Ms. Debevec noted mostly through word of mouth. Mr. Quarry suggested partnering with Silverton School for tutoring. Mrs. Thompson stated that would have to be coordination with the Resource Coordinator. Ms. Debevec added that WWf(a)C also has hopes of one day opening an after school program. Ms. Debevec thanked Council for their time.

BUSINESS MEETING

PUBLIC COMMENT:None.

READING OF NEW AND/OR PENDING LEGISLATION:Mrs. George gave the reading of Ordinance 14-3422 An Ordinance Authorizing the Village Manager to Enter into a Real Estate Contract to Purchase 6841 Stewart Road and Declaring an Emergency. Mr. Wilson moved for passage and was seconded by Mr. Sylvester. A roll call vote was taken. All members present voted aye. Motion carried. Mrs. Thompson motioned to suspend the rules and was seconded by Mr. Quarry. A roll call vote was taken. All members present voted aye. Motion carried.

MOTION TO RETIRE TO EXECUTIVE SESSION:At 7:15 p.m., Mr. Quarry moved to retire to executive session to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance, per O.R.C. 121.22(G)8. Mrs. Thompson seconded the motion. A roll call vote was taken. All members present voted aye. Motion carried.

At 8:37 p.m., Mrs. Hackett-Austin motioned to end executive session. Mr. Quarry seconded the motion. A roll call vote was taken. All members present voted aye. Motion carried.

MOTION TO RECONVENE THE REGULAR SESSION:

Mr. Sylvester moved to reconvene the regular session. Mr. Wilson seconded the motion. Motioned carried by a unanimous voice vote.

ADJOURNMENT:Mrs. Thompson motioned for adjournment and was seconded by Mrs. Hackett-Austin. Motion carried by a unanimous voice vote.

The meeting was adjourned at 8:38 p.m.
