Our Mission

Amity Foundation is dedicated to the inclusion and habilitation of people marginalized by addiction, trauma, criminality, incarceration, poverty, racism, sexism, homelessness and violence.

We strive to improve health, and promote environmental, social and economic justice.

Amity is committed to research, development, implementation and dissemination of information regarding community building.

Specialized Treatment for Optimized (STOP) Area 5 Overview

• The Amity on Broadway community operates under the Specialized Treatment for Optimized Programming (STOP) contract serving men and women being released from the California Department of Corrections and Rehabilitation (CDCR) on state parole to all of Los Angeles County.

• There are currently six (6) STOP Areas statewide welcoming state parolees back into the community, Amity on Broadway is “STOP Area 5”.

Currently, Amity on Broadway STOP Area 5 subcontracts with 40 different Agencies/Businesses in 102 different physical locations and serves students at the following modalities:

• Licensed Substance Use Disorder Detoxification (LSUDD)

• Licensed Substance Use Disorder Treatment (LSUDT)

• Female Offender Treatment Employment Program (FOTEP)

• Recovery and Reentry Housing (RRH)

• Certified Substance Use Disorder Outpatient Treatment Services (CSUDT)

• Other Outpatient Services (OOP)

Los Angeles County Reentry Services

• Parole Advocacy, Case Management , Screening and Assessments, Community Resource Coordination and Employment Services.

• Transportation Upon Release• STOP provides transportation services from designated CDCR institution to the

program/project. • Transportation Coordination and prison pickup “relays” to and from all STOP

Areas statewide to Community Based Providers. • How to request services?

• In prison Parole Service Associate (PSA) or Community Parole Agent sends referral to STOP Area placement offices for confirmation of direct placements.

• Parolee or Probation self referrals.

STOP Area 5 Los Angeles County Innovative Projects

• Recent collaborations during COVID-19 Pandemic • Distribution of Personal Protective Equipment (PPE) to all of our Community

Based Providers.• Reentry Recovery Housing Quarantine (RRHQ) Beds

• 40 Quarantine Beds were added based on need with 5 of our Community Based Providers.

• Transportation• Includes Quarantine and COVID Positive cases from the prisons. • Transportation is provided to STOP students/participants to a Reentry

Recovery Housing Quarantine location in LA County.

Amity Foundation Recent Collaborations

• Returning Home Well: First of its kind, Private/Public partnership with the California Department of Corrections and Rehabilitation Funding and Private Foundation Philanthropic Funding of Reentry. Amity Foundation designated by philanthropy organizations as the third party administrator for all 6 CDCR STOP Areas that served over 13,000 early released individuals statewide.

• Coalition for Responsible Community Development: Partnership in Los Angeles County to provide affordable and permanent housing to former criminal justice involved men and women. November 2020 broke ground on two new housing sites in South Los Angeles.

• Los Angeles Regional Reentry Partnership: Amity Foundation is and has been a co-founding partner with LARRP since its inception, partnering multiple reentry stakeholders and government agencies locally to welcome people home from incarceration.

Returning Home Well

• Public/Private partnership • STOP and CBO networks support for nearly 15,000 releases• Over 13,800 people served statewide since July 2020 • Over 200 community based providers participated • 5,021 people placed in Reentry Housing • $13 million in cash stipends distributed • Thousands of rides home and meals provided • Expanded daily reentry capacity by 1,200 people

STOP Area 5 Los Angeles County Community Transition Campus

Community Transition Campus (CTC)• Amity Foundation, Hillsman Center, California Department of

Corrections and Rehabilitation, and Los Angeles County Probation Department have united to form the first Los Angeles Community Transition Campus (CTC).

• The Community Transition Campus (CTC) is designed to bridge the gap by immediately addressing risks and recognizing the needs of the Post-Release Community Supervision (PRCS) population.

• The PRCS population will be linked to community substance use disorder (SUD) treatment or housing services to help facilitate a successful community reentry.

• Other resources such as Employment Services, Medical Services and Mental Health Services are available based on need.

Reentry Navigation System Amity/CDCR/Department of Health Services (DHS)/

Adult Reentry Grant (ARG) Our responsibility is to provide wraparound services and system navigation that bridges health and social service providers across the County of Los Angeles to build a client-centered and community based system of care in order to deliver seamless, integrated and coordinated services, ultimately ending in Permanent Supportive Housing placement and stability.Our main goals:• Improve Health Outcomes• Reduce Recidivism• Create job and Career opportunities for formerly incarcerated people• Provide Bridge/Permanent Supportive Housing

What is Reentry Navigation System?• Services provided in partnership with Amity Foundation, The LA County Office of

Diversion and Reentry, California Department of Corrections and Rehabilitation-Division of Parole Operations and the Board of State and Community Corrections Adult Reentry Grant

Reentry Navigation System

• Through Intensive Case Management Services and Housing Navigation we provide students/participant with guidance while on their journey to Reentry in the form of linkages, referrals and accompaniment (if needed) for;

Substance use Treatment

Mental, Physical and Behavioral Health Providers

Social Service Providers such as GR, SSI, SSDI

Educational (Vocational , Financial Education, GED, etc.)

Employment Support (mock interview, job leads, interviewing, business attire and partner referrals)

Supportive Services (such as Food, Clothing); Vital documents: ID, SS Card, and Birth Certificate.

Housing Support Services is provided through systems concerning Bridge Housing, Shared Housing, Permanent Supportive Housing and Scattered Site Units

Adult Reentry Grant

• Community Systems Navigation services for individuals formerly incarcerated in state prison referred to Amity through Parole, other community-based providers or through Amity STOP referrals.

• System Coordination in Los Angeles County• Warm Hand-Off Services• Community System Navigators (CSNs) assess individuals and connect them with most

appropriate system of care, whether it is STOP, Department of Health Care Services (DHS), eg: Medi-Cal,, Office of Diversion and Reentry (ODR) or another system of care provider.
