RED _ Radio Equipment Definition

‘Radio Equipment’ means an electrical or electronic product, which intentionally emits and/or receives radio waves for the purpose of radio communication and/or radio determination, or an electrical or electronic product which must be completed with an accessory, such as antenna, so as to intentionally emit and/or receive radio waves for the purpose of radio communication and/or radio determination .

Equipment which is not for communication or determination is out of RE Directive scope.For example: ISM, EN 55011, CISPR 11, etc.

� RED• 9KHz 以下的设备现在包含在指令范围内, 主要Induction & Detection Devices;

• 收音机和电视广播接收机将纳入此RED范围内, 从在原EMC指令移出，在2017年6月13日强制执行;

� Risk Assessment : It is a specific item under Annex III, Module B, bullet 3 (c): � (c) the technical documentation. The technical documentation shall make it

possible to assess the radio equipment's conformity with the applicable requirements of this Directive and shall include an adequate analysis and assessment of the risk(s). The technical documentation shall specify the applicable requirements and cover, as far as relevant for the assessment, the design, manufacture and operation of the radio equipment. The technical documentation shall contain, wherever applicable, the elements set out in Annex V.

� Risk Assessment : It is a specific item under Annex III, Module B, bullet 3 (c): It is difficult to be definitive here without knowi ng what the product is and how it is to be used. However, what is needed here is a simple summary of each of the Essential Requirements, mainly Article 3.2 but also Articles 3.1(a) and (b) if we are asked to consider these also and how each have been addressed by the manufacturer’s compliance plan.

For example: Article 3.2: Compliance demonstrated by application of Harmonized Standard/ETSI published standard EN 300 328 version 2.1.0

� FCC Accredited Program for Non- MRA Countries

1. The Rule, FCC 14-208 Equipment Authorization Ord er Process Changes:

– After July 13, 2017 ( 1 year transition period from July 13, 2016), FCC will not Grant applications & Discontinue accepting requests for “2.948 Listing” of test laboratories from Non-MRA countries. In China, over 500 test laboratories will be impacted.

2. FCC develop procedures to recognize accrediting bodies in Non-MRA countries, but the releasing was until to April-2017.– Two Accreditation Bodies (A2LA & NVLAP) worldwide, recognized by the FCC to accredit laboratories in the People’s Republic of China, India, Philippines, and Thailand, who are testing in support of FCC Declaration of Conformity (DoC) and Certification.

3. New Rule, FCC 17-93 , FCC has made significant change on Equipment Authorization Procedures from July-2017. – Major changes include: Combined FCC DoC (Declaration of Conformity) and FCC Verification Procedures in sDoC (Supplier’s Declaration of Conformity)

� About SDoC

1. Now is investigation… – The effect date is 02-Nov, 2017 for new application.

– The device has been authorized before 1st Nov, 2017 (FCC DoC and VoC), they has 1 year transition period.

2. sDoC requires no lab accreditation (ISO17025) or cho ose certification and require lab accreditation .

– All Labs (third party labs or corporate labs) can perform tests on devices subject to sDoC .

3. sDoC requires to identify a US responsible party for the sDoC. – The identification, by name, address and telephone number or internet contact information, of

the responsible party, as defined in § 2.909. The responsible party for Supplier’s Declaration of Conformity must be located within the United States.

– If manufacturer cannot identify US responsible party, the device has to use Certification procedure and all lab accreditations requirements for Certification shall apply.

4. Labelling(1). The use of the FCC logo becomes optional for sDoC devices:(2)The only labeling requirement for Part 15 sDoC devices is:This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation.
