OVERVIEWMALAYSIA

The 8th Malaysian Construc�on Summit will be held on the 11th April 2017 at the Plenary Theatre, Level 3, Kuala Lumpur Conven�on Centre. The Event is held in conjunc�on with the Interna�onal Construc�on Week 2017 organised by Construc�on Industry Development Board Malaysia (CIDB).

Under the Construc�on Industry Transforma�on Programme (CITP), the Government of Malaysia has placed Quality, Safety and Professionalism high on the agenda. The CITP has been presented and endorsed at the Na�onal Development Planning Commi�ee (NDPC) on 11th of March 2015 and also at the Special Commi�ee for the Services Sector (SCSS) on the 16th March 2015, which was chaired by YAB Dato' Sri Haji Mohd Najib bin Haji Tun Abdul Razak, the Prime Minister of Malaysia.

The Construc�on Industry Transforma�on Programme was launched by YAB Dato' Sri Haji Mohd Najib bin Haji Tun Abdul Razak during the Interna�onal Construc�on Week on 10th September 2015. Quality, Safety and Professionalism was not only one of four main strategic thrust of the CITP but is also cri�cal to support the 11th Malaysia Plan (11MP). The Government ini�a�ves for construc�on under the 11MP focus on enhancing knowledge content, driving produc�vity, fostering sustainable prac�ces, and increasing the interna�onaliza�on of construc�on firms; all of which relates back to Quality, Safety and Professionalism.

Outlook in 2017What does this mean for 2017? The outlook for the construc�on sector in 2017 remains posi�ve, thanks to con�nuous list of government projects including the Light Rail Transit 3, Mass Rapid Transit Line 2 and 3, and the slew of highway projects including the Pan Borneo Highway and the Damansara-Shah Alam Elevated Expressway (DASH). Other upcoming projects include the Tun Razak Exchange project, the 118-storey skyscraper development Warisan Merdeka and the affordable housing project under the PR1MA ini�a�ve will drive construc�on ac�vi�es despite the weakened ringgit and rising cost of construc�on.

Theme: Redefining ProfitSub-theme: Value Creation through Quality and Safety

Construc�on industry development is a deliberate process to improve produc�vity, capacity and effec�veness of the construc�on industry in order to meet the demand for building and civil engineering, and to support sustained na�onal economic and social development objec�ves.

Thus, the theme of the 8th MCS 2017, “Redefining Profit” with the sub theme “Value Crea�on through Quality and Safety” is �mely as construc�on industry players are now more concerned about increasing Quality, Safety and Professionalism. The Malaysian construc�on industry is a labour-intensive industry that relies heavily on value crea�on through low labour cost. Although there are many Quality and Safety enhancers and technologies within the construc�on industry worldwide, Malaysia will need to find ways to u�lise these systems even if the ini�al implementa�on of these methods may come at a high cost.

Policymakers and industry players need to work together to help drive changes in the construc�on sector in regards to boos�ng Quality, Safety and Professionalism, possibly by se�ng both short- and long-term plans. The long-term goals of the construc�on sector are probably best addressed at the policy level, with recommenda�ons made with the understanding that they will probably take years to implement. Short-term recommenda�ons,
